In episode eight, we return to the George Brown College Labour Fair and a discussion with Ontario Federation of Labour president Laura Walton and chief steward and second vice president of OPSEU/SEFPO Local 556 Jeff Brown. We discuss the multiple issues facing the labour movement, union priorities and, in this age of polycrisis, what exactly we are working for. Speaking to the upcoming federal elections, Walton says: “I think we all can agree it's not going to be an NDP federal government. It's either gonna be Liberals or Conservatives. And I call them cancer and chemo; one's gonna kill you, the other one's gonna make you sick. We're going to be under, in Ontario, two governments that are not worker friendly, both federally and provincially. And it's going to be incumbent on workers to really embrace organizing principles … Now's not the time to be quiet. Now's the time that we're going to have to join our voices together to really push back." Reflecting on the how the trade war may impact already underfunded Ontario colleges, Brown says: “The colleges extend into so many fields in our province. Obviously healthcare, nursing community workers, but also things like all the skilled trades, forestry, aviation. I mean, these are the workers in communities that are the backbone of our economy … and the concern that being this underfunded, now with this trade war … the provincial government will use this as an excuse to further starve the system.” About today's guests: Laura Walton is the president of the Ontario Federation of Labour (OFL) Canada's largest provincial labour federation. Walton served as president of the Canadian Union of Public Employees' Ontario School Boards Council of Unions (OSBCU) starting in 2019. She also served on the CUPE Ontario Executive Board. With a firm belief in the equalizing power of inclusive public education, Walton led her 55,000 coworkers across Ontario to withdraw their labour for two days in November 2022 in protest of the Ford government using the notwithstanding clause to ram through legislation that imposed a contract on CUPE education workers. Previously she served as president of CUPE Local 1022 which represents the education workers of Hastings and Prince Edward County District School Board. Laura previously served as the President of the Canadian Union of Public Employees' Ontario School Board Council of Unions (OSBCU), which represents over 55,000 education workers across the province. In 2022, Laura led an historic strike that won unprecedented gains for OSCBU members and that led to the defeat of Bill 28, the provincial government's landmark anti-labour legislation. Jim Stanford is an economist and the director of the Centre for Future Work, a labour economics research institute with operations in Canada and Australia. Véronique Sioufi is the racial and socio-economic equity researcher and policy analyst at the Canadian Centre for Policy Alternatives BC. In this episode of the Courage My Friends podcast we welcome Laura Walton, president of CUPE's Ontario Schools Boards Council of Unions. Just days after CUPE education workers voted to ratify a new four-year contract that includes a hard fought for $1 flat-rate hourly wage increase and two days repayment for a fraught political protest, we reflect on the momentous and contentious labor action taken on by Ontario's education workers. Reflecting on how essential these education workers are to our schools, Walton says: "From the minute that a child or a member of the public steps into a school; you are stepping into a space that is impacted by the work performed by CUPE members … the cleanliness of the school, the safety of the school. Being buzzed in the door in our elementary schools. The supports that students need in order to be successful and to thrive are all performed by education workers." Walton describes Bill 28 and its use of the notwithstanding clause: “Bill 28 was actually a two-headed beast ... Not only did it impose a contract which would've provided poverty wages, attacked our sick-leave- …. It also put in place the notwithstanding clause. But also taking the notwithstanding clause one step further: we wouldn't be able to take them to court, but they also put in pieces where we wouldn't be able to take them to the human rights tribunal. We wouldn't be able to arbitrate it. Really removing any sort of legal avenue that a worker may have and really interfering with the charter rights of workers." Of the unprecedented coming together of public and private sector, Walton says: "I have been a worker for my entire adult life. Started working at 13. And I've been a union activist for 20 years and you know, I remember reading about union activism. I remember reading about labor history ... And I always kind of pictured ‘what did that feel like?' ... How did you know you were in that moment, when you were in that moment. ..Those became very real. And one of the comments that I made that day is, 'Workers are like a family. We may not always agree, but when you attack one of us, you attack all of us.' And I really hope that it becomes a catalyst for solidarity moving forward.” About today's guest Laura Walton is an educational assistant from Belleville, Ontario. This week, we saw unions across the country unite in a show of solidarity not seen in years, to push back against the Ontario provincial government's legislation that aimed to take away the bargaining rights of CUPE, but also would have set a precedent for all workers if they got away with it. Laura Walton, President of CUPE OSBCU joins me to discuss how they got the government back to the bargaining table. In Toronto, Mark Hancock, national president of the Canadian Union of Public Employees (CUPE), and Laura Walton, president of the Ontario School Board Council of Unions, announce they have received confirmation that the Ontario government will repeal its back-to-work bill for striking education workers. They also announce that CUPE will end its province-wide walkout and that both sides will return to contract negotiations, with students returning to schools on November 8. Also taking part in the news conference are Bea Bruske (president of the Canadian Labour Congress), Karen Brown (president of the Elementary Teachers' Federation of Ontario), Lana Payne (national president of Unifor) and JP Hornick (president of the Ontario Public Service Employees Union).

This week on rabble radio, we're sharing an interview between CUPE Ontario President Fred Hahn and rabble editor Nick Seebruch. The two spoke on Nov. 2 to explain what's at stake in the labour dispute in Ontario. At the time of this episode's posting, CUPE has announced that it will strike on Friday, Nov. 4 and OPSEU – the Ontario Public Services Employees Union – says its 8000 education workers will join them. The Ontario Federation of Labour has also taken to social media to share their support for CUPE. But how did we get here? To recap, CUPE Ontario has been negotiating with the Ford government, trying to secure better pay for its educational support workers. As Marc Belanger explained on a special RadioLabour episode this week, when inflation is taken into account, the lowest paid educational worker in Ontario has seen their wages effectively cut by 11 per cent since 2012. CUPE has been seeking a wage increase of $3.25 per hour in each year of a three year collective agreement. On Sunday, October 30th, 97% of CUPE Ontario's 55,000 education workers voted to give the Ford government the legally necessary five day notice of a potential provincial-wide strike should their wage demands not be met. Despite a long week at the bargaining table, the Ford government was not to be persuaded. On Thursday evening, the Ford government passed Bill 28 which imposes a new work contract on educational support workers with a pay increase of 2.5 per cent, well below the rate of inflation. Ford invoked the Constitution's notwithstanding clause which allows the provincial government to override part of the Canadian Charter of Rights and Freedoms and bypass the union's right to bargain and strike. The use of the notwithstanding clause means that Bill 28 cannot be challenged in court. In doing so, Judy Rebick says the Ford government has effectively called a “class war against unions.” CUPE president Laura Walton has pledged that their members will strike on Friday, November 4 and that the strike will continue "for as long as it takes." The Ontario Federation of Labour took to social media saying: “Doug Ford and Stephen Lecce have declared war on 1 million union members, 7 milllion workers, 14 million Ontarians.
