College of Arts & Sciences political scientist Lauren Mattioli assesses Joe Biden one year after his election. Promising to abandon Trumpism, the president has lowered the rhetorical thermostat, Mattioli says, but in areas like immigration, Biden is disappointing supporters with a populist politics, while GOP obstructionism imperils the rest of his agenda.
Democrats have the narrowest of majorities in the House and Senate. And after a few months of a presidential honeymoon for Joe Biden, they really are feeling the constraints of their tiny margin for error. The Senate is split 50 50 with a tie breaking vote going to Vice President Kamala Harris, which means the Democrats there have to reach unanimous agreement in order to do anything that Republicans in the chamber are against. And with Mitch McConnell as their leader, Republican senators are pretty much against everything Democrats want to do. So what's the plan and how are they moving forward in the face of such obstruction? And that obstruction is a formidable obstacle outside of domestic politics. Because nine months after the January sixth Capitol riot, so much about what happened on that day and why it happened is still unknown. Law enforcement officials have been conducting many investigations of various people, but none of their findings become public unless they're relevant to a trial. And after several months' delay, House Speaker Nancy Pelosi decided to launch a Select Committee to investigate what happened. In this episode of Theory of Change, we feature Greg Sargent, an opinion columnist with the Washington Post and a blogger there as well. And prior to that, he wrote for the American Prospect and Talking Points Memo and New York magazine. He's also the author of a book that came out a few years ago called "An Uncivil War, Taking Back Our Democracy in an Age of Trumpian Disinformation and Thunderdome Politics." No policy matters unless it gets passed. How will Joe Biden navigate a Republican Party that opposes him in viewpoint and as a political maneuver? Biden has shown an unwillingness to invoke the "nuclear option" and eliminate the filibuster, and budget reconciliation is a limited tool though useful for COVID-19 stimulus. He embraces compromise, negotiation, and concessions, as part of his institutionalist orientation; yet, there is an inherent tension between bipartisanship and getting things done. Some practical issues might be dealt with, but a 50-50 Senate will not allow most progressive policies or any reforms to the democratic system. So, rather than finding away to override opposition, Biden is trying to use it to his advantage; for example, it gives him more control over the Democratic Party. By taking a step back from the spotlight and portraying Republicans as obstructionists opposing popular legislation like the $1.9 trillion stimulus bill, he is putting moderates in a tough spot: either work with the administration, or risk being on the wrong side of the public. This also builds trust in policy and bureaucracy. Sometimes, being passive is the best way to be active in legislation.

Donald Trump names his Supreme Court pick: Neil Gorsuch. The Left is vowing to filibuster (obstruct) this pick. Claim this vacancy was stolen from Merrick Garland. Faux outrage. Obstructionism. What should we look for in a Supreme Court nominee? Gorsuch to apply law as it was originally intended, regardless of his personal opinions. What is a filibuster? The purpose is to extend debate, not shut it up. Nuclear option gives Senate the ability to bypass filibuster rules for filling vacancies in federal judiciary. Republicans must follow Constitution & rules when they are in power. But they also must use legitimate rules in their favor to avoid pure obstructionism. Heritage suggests invoking the two-speech rule as an alternative approach. The Left & the Media are going to make this a spectacle no matter what GOP does if they indeed try to approve Gorsuch. Bottom line: GOP needs to follow Constitution & Senate rules, but they should not be obstructed from enacting the will of the people as the majority. And Democrats should try to win the argument instead of being obstructionists.
