When the pandemic took hold, the Chinese government imposed a zero-Covid policy that aimed to contain the virus through mass-testing and strict lockdowns. But early in December, amidst widespread public protests and the spread of the omicron variant to more than 200 cities, those draconian, highly restrictive measures were lifted almost entirely. For the first time in just under two years, the majority of the country's near one-and-a-half billion citizens were free to meet, mix and mingle where they pleased, triggering what experts believe is a gargantuan wave of covid infections and related deaths. Some analysts say death rates could be as high as15,000 per day. But the Chinese authorities are reporting five or fewer deaths a day. The numbers don't stack up so More or Less's Paul Connolly speaks to some of the world's leading experts and epidemiologists to work out if China's data on covid deaths can be trusted - and, if not, what the real death toll could be.
This week, China released its third quarter GDP figure. At 3.9%, its rate of economic growth is better than many analysts expected, but still significantly short of the 5.5% target the Chinese government had set itself. There was an unprecedented delay in releasing this particular GDP stat - and that delay coincided with the 20th Chinese Communist Party congress. President Xi Jinping was reappointed for a historic third term at the twice-a-decade gathering. Some analysts found the delay suspicious. Did President Xi postpone the release of the GDP figures so it wouldn't tarnish the congress? And can the figure of 3.9 per cent be trusted anyway? The RV Tom Crean was commissioned today at a special event in Dingle Harbour by Minister Charlie McConalogue TD, Minister for Agriculture, Food and the Marine. Ireland's latest marine research vessel has been named the RV Tom Crean after the legendary Irish Explorer from Kerry, who undertook three ground-breaking expeditions to the Antarctic in the early years of the 20th Century. Ireland's New Research Vessel RV Tom Crean Commissioned in Dingle Minister McConalogue speaking at the commissioning said: “I don't need to remind anyone here today that Irelands oceans are vital to our economy, our environment, and many aspects of our daily lives. The RV Tom Crean will undertake essential scientific work, which will support many of the projects outlined in the Programme for Government; including fisheries assessments (so crucial to our coastal communities), food security, offshore renewable energy, marine spatial planning, marine protected areas and assist the State in addressing the challenges of climate change.” The RV Tom Crean will be based in Galway and will enable the Marine Institute to continue to carry out vital surveys that contribute to Ireland's position as a leader in marine science. The research vessel will carry out a wide range of marine research activities including expanded fisheries surveys, seabed mapping, collect data to support marine spatial planning, climate change related research, environmental monitoring, deep water surveys, and undertake research in the Atlantic Ocean with our EU partners. Dr Paul Connolly, CEO of the Marine Institute, speaking about the RV Tom Crean said: “We are delighted to name our new research vessel after Tom Crean as it gives recognition to an Irish explorer of international renown whose life was packed with amazing feats of Antarctic bravery, determination and courage. The Institute appreciates the support of the descendants of Tom Crean in this decision. Our new multi-purpose research vessel will enhance Ireland's capacity to undertake international collaborative research to acquire the ocean data and knowledge essential to managing our vast marine resources.” The new research vessel is a silent vessel, capable of operating throughout the Irish Exclusive Economic Zone (EEZ) and will replace the RV Celtic Voyager, which was Ireland's first purpose-built research vessel which arrived in 1997. The vessel makes much less underwater noise than traditional vessels, reducing the effect of noise on fish populations while surveying and sampling, so that a more accurate stock assessment can be made. The RV Tom Crean will be at sea for 300 operational days each year – heading to sea for at least 21 days at a time – and aims to accommodate up to 3000 scientist days annually and is designed to operate in the harsh se conditions of the Atlantic. The godmother of the #RVTomCrean is Aileen Crean O'Brien, granddaughter of Tom Crean. The Marine Institute has published the report, New Connections IV – A Review of Irish Participation in EU Marine Research Projects 2014–2020. The report illustrates the success of the Irish marine research community in competitive European Union-funded programmes from 2014 to 2020. Over the six-year period from 2014-2020, Irish organisations participated in 314 marine-focused collaborative projects resulting in over €158 million total grant-aid. Horizon 2020 was the programme with the highest grant-aid of €91.5 million and the highest number of projects at 147 with Irish participation. A total of 84 Interreg V projects received grant-aid of €58 million. Small and Medium Enterprises were the main recipient of this EU grant-aid, based on number of participating organisations across the six programmes reviewed, followed by public bodies and Higher Education Institutes. “This publication shows the breadth and scale of marine-related research, training and innovation being undertaken in Ireland,” Dr Paul Connolly, CEO of the Marine Institute said. “For the next phase of EU funding instruments, we have a unique opportunity to evolve marine research capacity in Ireland, by collaborating and integrating international expertise, for example through the Horizon Europe Framework Programme.” Horizon Europe includes the five EU Missions which aim to address societal challenges, to connect with citizens and empower them as actors of change. One of the five Missions sets out to Restore our Ocean and Waters by 2030, which requires a new systemic and global approach. The UN Decade of Ocean Science for Sustainable Development (2021–2030) also offers a unique opportunity to engage with the global community in addressing the UN Sustainable Development agenda, and the potential of the ocean to contribute to this agenda is huge. Dr Connolly added, “We are at an exciting moment in our relationship with the ocean. The decade ahead is crucial as we all pursue the vision of a healthy, clean, sustainable ocean that will allow future generations to thrive on our planet.” The report New Connections IV complements its predecessors New Connections I, II (2007– 2013) and III (2014–2016). New Connections IV includes projects funded under the following EU programmes: Horizon 2020, Interreg V, European Cooperation in Science and Technology (COST), Erasmus+, LIFE and European Maritime and Fisheries Fund (EMFF).
