The Southeast Metropolitan Planning Organization (SEMPO) has released the 2021 – 2045 Metropolitan Transportation Plan (MTP) for public comment. The MTP is a long-range multimodal transportation plan which will serve to guide regional investments in transportation over the next 20 years for transportation projects in SEMPO’s planning area. The plan is updated every five years. The 2021 – 2045 MTP is available for public viewing on the SEMPO website at . SEMPO's service area. View here . Now is a critical time for transportation infrastructure planning in the Cape/Jackson MSA. When an area becomes a federally defined metropolitan statistical area, they can establish a metropolitan planning organization. SEMPO, or the Southeast Metropolitan Planning Organization, serves that purpose for the local MSA. This is the group responsible for working with the Missouri Department of Transportation, the Illinois Department of Transportation, and the Federal Highway Administration to assess, plan, and improve the local transportation infrastructure. SEMPO was required by federal law to do a Metropolitan Transportation Plan. This plan identified how the metropolitan area will manage and operate a multi-modal transportation system (including transit, highway, bicycle, pedestrian, and accessible transportation) to meet the region’s economic, transportation, development and sustainability goals – among others – for a 20+-year planning horizon, while remaining fiscally constrained. Rozmowa z dr Agnieszką Janiak-Jasińską, Fundacja Wspomagania Wsi, 4 lipca 2018 r. Stefania Sempołowska (1869-1944) w zaborze rosyjskim organizowała tajną edukację dla dziewcząt, docierała z wiedzą do robotników i chłopów oraz angażowała się w pomoc więźniom politycznym. Tej ostatniej działalności nie zaprzestała również w dwudziestoleciu międzywojennym, narażając się władzom niepodległej Polski. O działaczce opowiadała w studiu Wszechnicy dr Agnieszka Janiaka-Jasińska w z Instytutu Historycznego UW. Stefania Sempołowska dorastała w rzeczywistości, gdzie dostęp do edukacji był możliwy jedynie dla tych, którzy posiadali na to środki finansowe. Nauczanie było ukierunkowane na rusyfikację, żaden z przedmiotów w zaborze rosyjskim nie mógł być nauczany w języku polskim. Jednocześnie program edukacji dla dziewcząt różnił się od programu skierowanego do chłopców. Kobiety kształcone były przede wszystkim na przyszłe panie domu, bez aspiracji zawodowych. Deficyt ten wypełniało szkolnictwo tajne. Jedną z takich szkół, u Jadwigi Papi, skończyła Stefania Sempołowska. – To była szkoła kształcąca w duchu patriotycznym, przygotowująca dziewczęta do różnych aktywności na rzecz niepodległości. Ale to była też szkoła przygotowująca do działalności społecznej. (…) Działalność na rzecz wolności Polaków była jednoznaczna z działalnością na rzecz pokrzywdzonych, na rzecz walki z nierównościami społecznymi, na rzecz podnoszenia cywilizacyjnego wsi i miast – mówiła dr Janiak-Jasińska. Wartości wyniesione ze szkoły Papi Sempołowska przeniosła również do kierowanej przez siebie placówki. Jednocześnie wdrażała w niej nowoczesne, nawet dziś mogące być uznanymi za kontrowersyjne metody nauczania. – W szkole Sempołowskiej nie było ocen, nie było świadectwa promocji do następnej klasy. Dziewczęta uczyły się na tyle, na ile mogły. Grunt, żeby dokonywały postępów i uczyły się przez siedem lat, zakładając że dojdą do pewnego poziomu w rozwoju wiedzy, umiejętności i kompetencji społecznych – mówiła gościni Wszechnicy. Zajęcia w szkole wyróżniały się też stosowaną metodą poznawczą. Podczas lekcji przedmiotów przyrodniczych i ścisłych wykonywano doświadczenia, historii uczono podczas wycieczek po Warszawie. Sempołowska w ramach działalności w Kobiecym Kole Oświaty Ludowej oraz Kole Kobiet Korony i Litwy angażowała się w niesie edukacji warstwom społecznym, które były jej pozbawione. – Jeździła do gorszych dzielnic Warszawy, do wsi podwarszawskich, małych miasteczek, gdzie sama uczyła. Mamy wspomnienia, że były to dla uczestników tych zajęć momenty naprawdę wielkich przeżyć. Jednocześnie uczestniczyła w zdobywaniu środków na kursy dla nauczycielek i nauczycieli wiejskich, a także sama je prowadziła. Sempołowska za swoją działalność była represjonowana i więziona przez władze rosyjskie. Sama również zaangażowała się w pomoc więzionym przeciwnikom caratu. Problem więźniów politycznych podejmowała również już w niepodległej Polsce, narażając się władzom i różnym stronnictwom politycznym. – Bardzo wyraźnie uważała, że państwo demokratyczne nie powinno prześladować ludzi o innych poglądach politycznych, że powinno umieć z nimi rozmawiać i dochodzić do kompromisu. To że druga II Rzeczpospolita swoich politycznych przeciwników głównie zamykała w więzieniach, tego Sempołowska nie akceptowała. I była gotowa zrobić wszystko, żeby uświadomić kierownikom państwa, że to jest zła ścieżka – podkreśliła historyczka.

One of my absolute favourite topics is humanitarian assistance, and particularly how we can deliver better humanitarian assistance in natural disasters. Sandra has been involved in multiple humanitarian responses in the Pacific Islands, including the response to the volcanic eruption on Ambae, Vanuatu, In this episode, we chat about how Oxfam turned humanitarian response upside down, by conducting a cash feasibility study. Basically, they asked the question “Why not give cash in a humanitarian emergency?” and found that many parts of Vanuatu, including Ambae, were suitable for cash-handouts during a disaster. Fortuitously, the volcanic eruption on Ambae occurred just weeks after the cash feasibility study was complete. It became the first natural disaster in the country whereby those affected were given direct cash handouts - and the results were seriously impressive. In this episode, we discuss the rationale and logistics of giving cash instead of in-kind support, the realities of working in humanitarian emergencies, how to align cash support with local economies, the role of banks during a natural disaster, and… blockchain! Hint: blockchain has enormous potential in natural disaster responses! The Unblocked Cash pilot could not be delivered without the generous financial and non-financial support of key partners, including Sempo, an Australian startup (who built the blockchain platform), Consensys, a global blockchain firm who provided technical support, AND of course the Australian government - who funded this program and most of Oxfam's other cash preparedness work.
