Under internal investigation for 5 years his agency went after him harder than they ever did going after some of the worst of the worst criminals in society. This is what happens when you stand up to a corrupt admin, you take the hits and if you're like Bobby you get through it with a strong wife, family and friends. Hawks boss Lieutenant General Godfrey Lebeya announced on Tuesday that Siphesihle Nkosi has been appointed new Deputy National Head of the Directorate for Priority Crime Investigation (DPCI), also known as the Hawks. Nkosi was appointed on November 1 and comes into the position with experience in fraud and commercial crime investigations. Nkosi, seven senior managers and 244 members – ranging from junior level to middle management – have been recently appointed as part of the Hawks' continuous quest to fully capacitate the Directorate. “It is encouraging to report that the DPCI has grown to 52% from the last financial year. The process of capacitating the DPCI is continuing,” Lebeya said. He highlighted that the Hawks would be appointing a further five senior managers by December 1 and another three by January 1, 2023. “Should an additional ten designate appointees successfully negotiate their Top Secret Security Clearance certificates, we will announce their appointments immediately,” he added. Presenting the success of the DPCI in the least financial year, Lebeya revealed that at least 827 suspects had been arrested and appeared before the various courts across the country. He said during the same period, 217 accused persons were convicted and sentenced. Most of the arrests emanate from Serious Organised Crime Investigations, which made up 524 arrests. Fraud cases, which are investigated by the Hawks' Serious Commercial Crime Investigation team, recorded the highest number of arrests overall. They secured 222 arrests across all provinces, Lebeya said. He noted that Serious Commercial Crime was followed by Precious Metals and Diamonds – illegal mining activities – with 126 arrests. Non-Ferrous Metal cases followed with 97 arrests and this involved theft of copper, railway lines and other essential infrastructure that aided economic activities in the country. Lebeya noted that corruption continued to surface as one of the biggest threats posed by criminals in the country. He said illicit financial funds triggered the Hawks' response to focus on money laundering charges initiated through criminal investigations. He said corruption cases were a special breed, in that they were committed in secret by consenting parties, which required a lot of digging to unearth such cases. “Although the number of arrests are the lowest from the Serious Corruption Investigation component, it is in line with the number of cases and resources assigned to deal with the phenomenon. A number of other corruption cases are also appearing in the figures of Serious Commercial Crime Investigation. We have made some strides in that front and some of the cases that required high level of meticulous investigation carried out by our team of investigators in rooting out these corrupt elements are mentioned here,” he highlighted.
If you are a new FSO, there is no reason to travel your journey alone. You may recruit fellow employees to assist with the tasks. Additionally, there are many resources available to assist with FSO responsibilities to include DCSA, NISPOM, professional organizations, consultants, books and training are available just for this purpose.Lately, contract language requires the contractor to conduct tasks in support of Program Protection Planning (PPP), Supply Chain Risk Management (SCRM), Criticality Analyses (CA), and providing Program Protection Plan Implementation Plans (PPIP). These requirements include language that requires developing PPIPs, protecting critical components, developing SCRM plans, quantifying risk to the supply chain, vetting vendors and so much more. The ISP and ISOC Master exam prep for NISPOM 32 CFR Part 117 is now available. If you plan to test in winter 2022 or later, make this version part of your study plans.Check it out. While this may not be an organic capability for most organizations, there are many small companies that can step up and provide the necessary guidance or share in the workload. Classified information should only be reproduced in response to a contractual requirement such as in the performance of a deliverable. Reproduction should not be made as a matter of convenience as it puts classified information at unnecessary risk and it requires dedicated resources. The FSO can enforce resource discipline with:1. Creating processes and procedures identifying reproduction only as necessary and using only approved equipment 2. Ensuring only trained and authorized personnel are able to reproduce classified information. 3. Identifying office equipment, copy machines, scanners and other reproduction equipment for classified information reproduction. In the course of performing on classified defense contracts, exchange of classified information is inevitable. While, the movement of classified information outside of a secure environment is to be kept to a minimum, there are times it must be moved in fulfillment of requirements.As the senior industrial security manager in CDCs, the FSO leads the security program designed to protect classified information and prevent unauthorized disclosure. While working in the secure environment, contractors protect classified information under their control and cleared employees protect classified information entrusted to them. Classified Meetings:Prior to the start of a classified meeting either the government sponsor or the contractor representative should provide a security briefing notifying attendees of the classification of information to be discussed, whether or not taking notes is permitted and if so, how they will be controlled. For example, when classified notes are permitted, they will have to be properly marked, introduced into accountability and prepared for dissemination (hand carry with the attendee or mailed at a later date). The presentation is controlled to prevent the inadvertent and unauthorized release. Each attendee should also be reminded to remove any cell phones or other electronic devices.In the National Industrial Security Program Operating Manual (NISPOM), we have a similar package "reveal". Security specialists, document control professionals, facility security officers and others in possessing facilities may receive classified information, depending on the contract. Part of the receipt is the critical inspection of the package during the integration process. As they unwrap the package, the inspector is orienting themselves to better understand what they should be receiving. This begins by inspecting the package physically, then comparing the contents with the receipt. They are also searching for evidence of tampering or to otherwise to inspect that there has been no compromise of classified material since leaving the sender’s organization. Mckeever Conwell, 2nd, AKA Mac is a Baltimore native serial entrepreneur. He’s currently a Deal Team Coordinator at TEDCO which is an independent organization that strives to be Maryland’s lead source for entrepreneurial business assistance and seed funding. Bryan Cunningham has extensive experience as a cybersecurity and intelligence expert, both in senior U.S. Government posts and the private sector. Cunningham, now a corporate information and homeland security consultant and principal at the Denver law firm of Morgan and Cunningham LLC, most recently served as Deputy Legal Adviser to National Security Advisor Condoleezza Rice. At the White House, Cunningham drafted key portions of the Homeland Security Act, and was deeply involved in the formation of the National Strategy to Secure Cyberspace, as well as numerous Presidential Directives and regulations relating to cybersecurity. He is a former senior CIA Officer and federal prosecutor, founding co-chair of the ABA CyberSecurity Privacy Task Force, and, in January 2005, was awarded the National Intelligence Medal of Achievement for his work on information issues. Cunningham holds a Top Secret Security Clearance and counsels corporations on information security programs, as well as information security consultants on how to structure and conduct their assessments and remediation to mitigate potential liability. C. Forrest Morgan (JD (1987), Trained in NSA IAM) has extensive experience in corporate practice and structure including contracting, corporate formation, and operations. Mr. Morgan advises information security consultants on drafting and negotiating contracts with their customers to best protect them against potential legal liability. Mr. Morgan's practice also has emphasized commercial contract drafting and reorganization, and corporate litigation, providing in-depth understanding of the business and legal environment.
