Dr. Fiona Hill CMG is a senior fellow in the Center on the United States and Europe at the Brookings Institution and Chancellor of Durham University. With the fighting in Ukraine well into its second year, the question of the war's endgame has become if anything, more complicated. Wagner Chief Yevgeny Prigozhin's short-lived mutiny has raised doubts about Russian President Vladimir Putin's grip on power. Yet Ukraine's counteroffensive is not going as well as many had hoped, as Ukrainian forces have yet to make a major breakthrough across heavily defended Russian lines. From 2007-08 Putin came to believe that the West was in decline, degenerate and weak. It's at that moment he pronounced a more assertive Russia, and started to act accordingly on the world stage, and in relations to neighbouring countries, with the invasion of Georgia in 2008, and Crimea in 2014. NATO provocation is one excuse given for Russian aggression and is prominent in domestic Russian propaganda. But it's unlikely he saw NATO as a threat and must have known they had neither the intent nor capability to directly threaten Russian territory. Afterall, why would they when Europe's economy depended on Russian gas and oil? Rather he may have seen NATO as an irritating barrier to his new imperial ambitions to unite the Russian speaking world, and former colonial territories. Dr Fiona Hill is a British-American foreign affairs specialist and author. She is a former official at the U.S. National Security Council, specializing in Russian and European affairs, and was a witness in the November 2019 House hearings during the first impeachment of Donald Trump. She earned a Ph.D. in history from Harvard University in 1998. She currently serves as a Senior Fellow at the Brookings Institution in Washington and will take up office as Chancellor of Durham University in England in summer of this year. She recently served as deputy assistant to the president and senior director for European and Russian affairs on the National Security Council from 2017 to 2019. From 2006 to 2009, she served as national intelligence officer for Russia and Eurasia at The National Intelligence Council. She is author of “There Is Nothing for You Here: Finding Opportunity in the 21st Century” and co-author of “Mr. Putin: Operative in the Kremlin” (Brookings Institution Press, 2015). We are grateful to alumna and recent Honorary graduate Dr Fiona Hill for allowing her interview with Professor Stephen Gethins to be recorded and distributed as part of the University's Scotland's Future podcast series. Dr Hill is a voice for our time: a specialist in foreign affairs, an experienced public servant, and a former Deputy Assistant to the President of the United States and Senior Director for European and Russian affairs at the National Security Council. Now a Senior Fellow at the Brookings Institution in Washington DC, Dr Hill is one of the world's foremost experts on Russia, particularly in the context of European and transatlantic security arrangements, and her wisdom, expertise, and rigour are in global demand. Dr Hill graduated from the University of St Andrews with a Master of Arts with Honours in Russian and Modern History in 1989 - a fact she recounted while testifying during the impeachment inquiry into President Donald Trump in November 2019. She returned to St Andrews in June to receive an honorary doctorate during the University's summer graduation session. “People should not underestimate Donald Trump's abilities as a retail politician", says my guest today, fellow Brit-American Fiona Hill. "He knows how to connect with people, he knows how to get people riled up, he knows how to pit people against each other so that they can't push back against what he's doing”. Fiona is a Senior Fellow at the Brookings Institution and former deputy assistant to the president and senior director for European and Russian affairs on the National Security Council from 2017 to 2019. In November 2019, she testified in the impeachment trial of Donald Trump. In very personal terms, we discuss the class system and social mobility in the UK, and her childhood in the North East of England, which lost its economic heart as coal mining collapsed; as well as her experience in the Soviet Union and Russia, American academia, and the White House.
