El anuncio de que habrá nuevos imputados en el caso de corrupción conocido como pulpo no debería ser noticia. Probablemente lo es porque salió de la boca de la procuradora Yeny Berenice Reinoso. Pero noticia, según la RAE es el dato o información nuevo relativo a una persona o una situación. La pregunta sería ¿Qué es lo nuevo? Y la respuesta obvia: las auditorias presentadas por la Cámara de cuentas. 43 mil millones en contratos irregulares en la Oficina de Ingenieros Supervisores de Obras del Estado. Contratos verbales y sin documentación en Edeeste por mas de cinco mil millones. Contratos para suplir asfalto caliente al ministerio de Obras Públicas con irregularidades de otros cinco mil millones. Servicio de combustible a la policía con irregularidades por 220 millones de pesos. Pago de nominillas en Fomper por más de 259 millones sin los regalos de Lucía y manejo irregular de 4, 500 millones de pesos. Contratos de urgencia en el ministerio de educación con empresas de Alexis Médina. Si hay una responsabilidad penal de los funcionarios por los bienes y recursos que manejan en la administración pública solo habrá que ponerle nombre a los nuevos imputados. De la lista solo hay Tres responsables judicializados: el ex ministro de salud Freddy Hidalgo, el señor Fernando Rosa y el Francisco Pagán ex director de OISOE. Si se aplica la lógica jurídica que mantiene a Rosa en la Cárcel y a Hidalgo y Pagán en prisión domiciliaria (tras un acuerdo con la fiscalía) hay que inferir que los titulares de las dependencias auditadas por la Cámara de cuentas en la que se detectaron irregularidades iguales o peores que las del FOMPER y OISOE correrán su misma suerte. La lista pues incluye a los ex ministros de Obras Públicas, educación; el ex administrador de Edeeste, y un jefe de policía. El razonamiento excluye a Lucía Medina, cuya fundación también fue auditada, pero recibir regalos no es un delito sino suerte y los delitos fiscales no necesariamente llevan prisión. Yo no voy a decir que duerman con la ropa puesta para que no se me diga que es una amenaza, como escribiera un colega. Pero por lo menos están advertidos.

Quienes hablamos del gobierno de Danilo Medina como un grupo mafioso no sabíamos del credo la mitad. Las auditorías publicadas hasta ahora por la Cámara de Cuentas reflejan un auténtico asalto al Estado en favor de la familia Medina. Ayer se publicó la investigación de la compra de asfalto o AC-30 a la empresa General Supply, una más del entramado societario creado por el pulpo Alexis Médina Sánchez. La mayoría de los ciudadanos conocimos de los contratos mafiosos para suplir AC-30 cuando la hermana del entonces procurador general de la República sometió por difamación a Marino Zapete. Zapete denunció los contratos con la empresa ASIMRA firmados por el entonces ministro Gonzalo Castillo y donde MAybeth Virginia Rodríguez firmaba como apoderada sin que aparentemente formara parte del capital accionario de la empresa. Una sabe la mafia que nos gobernaba cuando quien es sometido a la justicia no es el ladrón sino quien lo denuncia. Ahora sabemos que Castillo no solo firmó el contrato de ASIMRA, el pulpo Alexis jugó en todas las bases y el ministerio de Obras Públicas, que tradicionalmente maneja uno de los mayores presupuestos del Estado estaba en su carpeta de clientes. Solo en pagos sin evidencias, la CC habla de 3, 500 millones de pesos, pero la diferencia entre lo importado y lo facturado es de 359 millones de pesos y los pagos en exceso al monto contratado superan los 480 millones de pesos. Esos números solo ratifican que las arcas nacionales eran una llave abierta para Alexis Medina quien aparentemente bailaba en todas las fiestas. Porque siempre era invitado. Es posible que Danilo Medina no hablara con su ministro de obras publicas, su ministros de salud, su director de policía o el director de la Oficina Supervisora de Obras del Estado para que favoreciera a su hermano, pero alguna señal debió existir. Hace un año cuando se presentó la solicitud de medida de coerción en el caso pulpo, se informó que Alexis Medina había manejado 4, 790 millones de pesos en contratos con el Estado a través de 7 empresas. Una de ellas es General Supply que firmó un contrato tan bien hecho que no tenía clausula del monto contratado. Algo así como una llave abierta. El caso pulpo debe ir a los tribunales hoy y habrá que comprarse una sumadora para saber hasta donde llegó la angurria de Alexis Medina y la incapacidad de su hermano para saber lo que pasaba en su gobierno. Gonzalo Castillo será solo un daño colateral porque el rancho sigue ardiendo.

Au Congo-Brazzaville, l'État a vendu à un particulier le site du Chantier naval et transports fluviaux (CNTF), une société liquidée depuis 2013. Au moins 350 ex-agents de cette entreprise exigent de l'État le paiement intégral de leurs droits avant de libérer ce site. C'est la grande saison sèche. Sur le site du chantier naval, les eaux ont visiblement baissé. Dans un bateau à quai, on peut entendre des coups de marteau. Des ouvriers font des réparations. Mais ils seront déguerpis dans un proche avenir, car le site a été vendu par les autorités à un particulier qui va y ériger un grand centre commercial. Un membre du gouvernement est descendu sur les lieux donner l'information aux ex-travailleurs du Chantier naval et transports fluviaux. « L'État a depuis toujours procédé à des ventes. La dernière en date est celle du chantier naval et des transports fluviaux qui a eu lieu début juin. L'État a vendu le site à 100 milliards de FCFA (152 millions d'euros) », a affirmé Vincent Edgard Boura, président du syndicat des anciens agents.  Les anciens travailleurs ne s'opposent nullement à cette vente. Mais ils exigent le paiement intégral de leurs droits avant de libérer le site. « Les travailleurs attendent toujours d'être payés pour un montant de plus de 7 milliards de FCFA (plus de 10 millions d'euros) pour les droits de licenciement et 6 milliards environ (plus de 9 millions d'euros) pour les arriérés de salaires ; soit une somme d'environ 15 milliards de FCFA (plus de 22 millions d'euros). À ce jour, nous attendons que ces sommes nous soient payées en totalité. En tout cas le même jour où nous serons payés tous, nous évacuerons et libérerons ce site », a promis M. Boura.  Par l'entremise d'Antoine Okonolingui, ils brandissent une décision de justice qui fait obligation à l'État d'utiliser les fonds qui résulteraient de la vente du chantier au règlement de leurs arriérés de salaires et autres droits de licenciement collectif. « Les fonds résultant de la réalisation des actifs et du recouvrement des créances sont destinés au règlement du passif non transféré au portefeuille de l'État, et prioritairement au paiement des droits des travailleurs », stipule la décision de justice lue par M.Okonolingui.  Journaliste et analyste des transports fluviaux Alexis Mélemon, dit de la Rivière, juge cette vente inopportune. « Le chantier naval vendu est une triste nouvelle pour moi parce que ce chantier a été construit en 1925 par les sociétés concessionnaires qu'on désignait  par les messageries fluviales du Congo », se lamente-t-il.   Sans chantier naval, que deviendra le transport sur le fleuve, s'interroge-t-il. « Puisqu'on n'a plus de chantier naval, donc il n'y aura plus de bateaux. Donc, on ne pourra plus reconquérir cette vocation perdue de pays de transit », analyse Alexis Mélemon.   Le chantier naval et transports fluviaux (CNTF) était une entité résiduelle née de la dislocation l'ancienne Agence transcongolaise de communication (ATC).

God wants you to stop doing this… can you guess? This is THE most important revelation I gained from the 2009-2019 decade. Here me out: Trials and adversity are the way we grow. But just because you went through it and survived it, and maybe even can see how God worked it out for your good, doesn’t mean you still don’t need help unpacking it. Today’s thoughts: God wants you to stop living in “survival mode.” I truly believe that this was the greatest take away for the decade for me is realizing that you can go through adversity wrong. Adversity truly is the way we grow, there is just no way. Trials and adversity are the only ways that we grow. This is a fact of life we don't get a choice in. I'm sure at the end of this year you looked over many of the lows and highs of not just the year but the decade, and realized there were many trials that God brought you over. As I was sitting with Holy Spirit today, He whispered to me that just because adversity is the way we grow, doesn't mean that we don't have right to unpack how those trials have impacted us. Even if you can clearly see how God used that place of adversity to shape you, doesn't mean you can't seek outside help to help you unpack all of what happened. God doesn't want to withhold any good thing from you - not this year, not ever. Take time to talk with God himself, a therapist, or trusted friend to make sure you are coming out of these trials whole, and not a shell of yourself. You don't have to live in survival mode, happy that you just "made it." This is the decade to live whole my friend. This is the Story Time With Alexis Blog! This episode is tribute to a staple in the running and endurance community, Dawn Davis Calhoun was a wife, mother, sister, daughter and friend who sought to squeeze every last drop out of life.  Dawn was an inspirational fighter who lived her life out loud and shared her journey every step of the way to inspire, educate and to bring hope to others battling cancer. Dawn was a 11+3 or 14-year breast cancer survivor who was first diagnosed in 2004 at that time is was stage 1.  After going through chemo, radiation, and a couple of surgeries, she was cancer free for 11yrs.  In 2015 after the passing of a friend to cancer, she felt something in the back of neck.  Ever vigilant Dawn went to her doctor and he referred to her oncologist because of her health history.  After a variety of exams, lab work, biopsies and everything in between it was determined that she had stage 4 metastatic breast cancer and that was the start of her second journey.  This week Dawn crossed the finish line.
