Power utility Eskom THIS WEEK announced unprecedented plans to interrupt power supply to the City of Johannesburg at certain pre-determined times of the day from next month, citing City Power's failure to pay R4.9-billion in arrears. If Eskom goes ahead with it's plans, that will leave hundreds of thousands of households in South Africa's largest city in the dark even when many of them are fully paid up customers with City Power or have pre-paid meters. When metros or municipalities fail to pay Eskom on time or at all, it forces Eskom to borrow additional money at premiums to fund operational costs, particularly as the country's municipal debt arrears to Eskom stands at R90-billion. The power utility is expected to announce a decision on the intended electricity interruptions in the middle of December. The Organisation Undoing Tax Abuse - OUTA - plans to submit written representations on the matter. Bongiwe Zwane spoke to  OUTA  Executive Director, Advocate Stephanie Fick

John Mahama has been campaigning in the Biakoye Constituency of the Oti region. In what appears as a response to Bawumia's youth engagement, John Mahama feels the vice president is attempting to lie his way to win the Presidential election. According to him, youth such as the NABCo trainees must be paid to show his government's readiness to create jobs for the young people.

Consumers finances look to be recovering, but the relief has yet to pass on to businesses.  The Centrix July Credit Indicator says arrears are easing slightly, with the cost of living also coming down.   It shows 465,000 New Zealanders are behind on their payments, down 9,000 month-on-month.   However, retail energy arrears rose 30% because of the winter months and the ongoing cost-of-living crisis.   Centrix's Managing Director Keith McLaughlin told Mike Hosking that the downwards trend in arrears indicates that households are getting back in control of their budgets and managing their money a lot better.  Meanwhile, businesses are doing it tough, with company liquidations up 20% in 12 months.  However, McLaughlin said, that's not taking into account the hidden damage to businesses, in which around 50,000 businesses in the last month have just closed the door and walked away.  LISTEN ABOVE See omnystudio.com/listener for privacy information.

The number of people falling victim to fraud involving cryptocurrency has more than doubled between 2020 and 2023 according to Action Fraud. The value of such fraud has also increased. Our reporter Dan Whitworth has met one such victim, an 86 year old in South Wales who lost over £70,000. Following a Money Box investigation she's now had her lost life savings refunded. We've been reporting on difficulties people are having moving from working tax credits to Universal Credit. We hear from a listener who runs an annual skinny dipping event to raise money for charity, she's been told by her work coach that all her fundraising will be considered personal income for the purposes of Universal Credit. In a week that some lenders increase interest rates, figures from the Bank of England show an increase in arrears on mortgage accounts. We hear how people are coping with their mortgage costs and what you can do if you're struggling to pay them. New data suggests most people are managing their cash flows quite well.  The latest Centrix credit report shows the number of people behind on their payments is down 23 thousand, month-on-month.  About 12% of people are in arrears for any missed payments, but only 2% are more than 90 days behind.  Centrix Managing Director Keith McLaughlin told Mike Hosking that this is in line with what's expected for this time of year.  He believes that the numbers are going to stay about where they are as far as consumer arrears are concerned, and doesn't see any relief coming in the short to medium term.  LISTEN ABOVE See omnystudio.com/listener for privacy information.

This week's podcast has us looking into a number of pretty big changes taking place in our economy this month, along with a close examination of both the November Real Estate Stats for Vancouver and the impact of the decision by the BOC, to further hold rates.With the BoC having maintained interest rates at 5%, in line with expectations due to a slowing economy and decreasing inflation rates, marks the third consecutive hold, reminiscent of the pattern observed in 2020 when rates remained at 0.25% for almost two years! The current stability hints at a potentially stabilizing economic landscape, with attention shifting to the possibility of rate cuts in the new year.The decision to hold rates is influenced by a softer-than-expected October inflation reading at 3.1% y/y. Gasoline price declines, contributing to a 0.1% m/m drop in the headline index, were a key factor. Core inflation, which the BOC monitors, decelerated from 4.0% to 3.8%. The combination of falling inflation, a weakening labor market, and subdued economic growth indicates a further holding in rate hikes, with expectations of rate cuts as early as April next year.Arrears rates have increased slightly to 0.16%, with Saskatchewan having the highest rate at 0.58%. The podcast discusses the government's response to potential challenges in mortgage renewals through the "Canadian Mortgage Charter." However, it's noted that the charter lacks legal backing, presenting it more as a symbolic gesture than a concrete policy shift.The GDP fell by an annualized rate of 1.1% in Q3, below the BOC's expected 0.8% growth. Real GDP per capita has declined for a fifth consecutive quarter, indicating a weakening economy. Meanwhile, recent cooling in the bond market is anticipated to result in savings for those seeking fixed-rate mortgage products in the latter half of 2025 or 2026.Predictions about rate cuts are prevalent now, with markets pricing in 3 to 4 quarter-point cuts by the end of next year. While this may benefit some mortgage holders, there's also the potential negative impact on the economy, especially considering factors like job losses and negative GDP continue to get worse.Local November sales statistics for Vancouver didn't change much, noting a 4.7% sales volume increase from November 2022 but a significant drop in sales volume of 17% m/m. Inventory remains a central theme and a sales-to-active ratio officially indicating Vancouver is in a balanced market.
