Bill Gates will go broke to make the earth better The Microsoft founder says he plans to give away 99% of his vast fortune over the next 20 years. In a blog post, he wrote that he will not die rich. He cited Andrew Carnegie's line: “The man who dies thus rich dies disgraced.” His foundation will close its doors permanently on December 31st, 2045. Before that it will be spending down its endowment, as well as almost all of Gates's remaining personal fortune. The Gates Foundation has spent $100 billion towards its health and development mission and plans to spend another $200 billion. The foundation is credited with eradicating Polo from Africa. Today, wild polio is found only in Afghanistan and Pakistan. It's helped reduce childhood deaths from 10 million a year, to five million a year. The goals for the next 20 years: No mum, child or baby dies of a preventable cause. The next generation grows up in a world without deadly infectious disease. Bring hundreds of millions of additional people out of poverty and put more countries on a path to prosperity. Fortnite is trying to get back on the Apple App Store But will Apple allow it? It's submitted the app for Apple's review over four years after it was pulled. Epic Games has made a peace offering with Apple that if the company complies with the court's recent ruling to end the "Apple Tax", it will drop its litigation. The Apple Tax has forced app developers to use the App Store's payments system, and only the App Stores payment system, which then takes up to 30% of the revenue. Developers couldn't even link to a website on the signup page which would allow off-platform account creation and payment. Epic challenged Apple on this, with the court ruling it a monopoly. No surprise, Apple disagrees with the decision. Why? Because billions of dollars are at stake. Apple's lawyers wrote, "A federal court cannot force Apple to permanently give away free access to its products and services, including intellectual property”. Wednesday saw the Taoiseach, Micheál Martin come face to face with US President, Donald Trump. The two met in the Oval Office, as part of the traditional St. Patrick's Day celebrations. Donald Trump says he wants the US to come up with tax policies that would prevent Ireland and other countries from taking business away from America. The US President referenced the Apple Tax case, blaming the EU rather than Ireland for the 16 billion euro tax bill. Mr Trump says he wants politicians in the United States to work together on tax and insisted he's not upset with Ireland. Meanwhile, Micheal Martin highlighted the benefits to both countries of the relationship between Ireland and the US. A Clare Government senator insists a new Model 3 hospital in the Midwest region can be funded without dipping into the Apple tax windfall. Speculation around how the State will spend the €14 billion in Apple tax revenue is continuing unabated as the Taoiseach has told members of his party that the money's use will be revealed on Budget Day. It's now over a week since the European Commission ruled that Apple must come up with the €13 billion in tax it failed to pay to the Irish Government. The ruling was the culmination of a long-running legal battle in which Ireland took the side of Apple. In 2016, the lower General Court of the European Court of Justice found that the American multinational corporation had underpaid taxes due to Ireland amounting to €13.1 billion between 2003 and 2014 which was a decision both Apple and the Government took umbrage at. Following the latest ruling, it's been confirmed the total amount in the third party account containing tax money owed by Apple is now €14.1 billion. Speaking in the Dáil, Finance Minister Jack Chambers has defended the Government's approach to the legal battle, claiming the case was "complex" and that the goal was to protect Ireland's tax sovereignty. Sinn Féin Finance Spokesperson Pearse Doherty has challenged this position, saying it's incredible the State fought so hard not to receive such a large amount of money given the service deficits in Ireland across multiple sectors. With calls coming from all sides for the windfall to be put towards improvements in health, housing, infrastructure and countless other areas, Taoiseach Simon Harris has told a Fine Gael party meeting that its use will be made known in Budget 2025 on October 1st. Sources close to the Taoiseach say he's suggested it will go towards infrastructure and investments which can "create a better future" but that the money will not fund day-to-day costs. Chief Executive of Ireland's Foreign Direct Investment Agency Michael Lohan says infrastructure in particular is essential to attract companies from abroad. Meelick Fianna Fáil TD Cathal Crowe has this week called for a portion of the tax windfall to be set aside as funding for a new Model 3 hospital in the region. The Government has yet to commit to such a facility, with the findings of a HIQA review examining the need for a second emergency department in the region not expected to be released until May 2025. Tulla Fianna Fáil Senator Timmy Dooley insists the new emergency department should be in Clare but claims the State has enough in its coffers already to develop a funding stream.

A member of Clare's housing committee is calling for an urgent investigation to determine if landlords in this county have breached rent pressure zone rules. The Residential Tenancies Board's latest report, which has just been published, shows the average standardised rent in this county was 1,200 euro per month at the end of last year, representing a quarterly jump of 11%, and an annual rise of 20%. Both of those were the second highest increases recorded nationwide and the RTB has confirmed it will write to landlords it suspects may have breached the 2% RPZ rental cap, which would have been in place in the Ennis local electoral area at the time. Clarecastle Sinn Féin Councillor Tommy Guilfoyle has been telling Clare FM's Daragh Dolan that he believes the Government must use its impending 13 billion euro Apple Tax windfall to tackle the disproportionate housing shortage in Clare.

The rulings set a global precedent, as other regulators around the world increasingly scrutinize Silicon Valley's market dominance.Apple Loses EU Top Court Fight Over €13 Billion Irish Tax BillIn the start of the Google antitrust trial, the U.S. Department of Justice argued that Google used its size and power to dominate the online advertising market, accusing the company of monopolistic practices. During the opening of the trial in Alexandria, Virginia, prosecutors claimed that Google controlled both sides of the ad tech ecosystem by eliminating competition, acquiring rivals, and locking in customers. Google's actions allegedly stifled competition in a market handling over 150,000 ad sales every second. Google's attorney, Karen Dunn, dismissed the case as outdated, comparing it to relics like BlackBerrys and iPods. She argued that Google's tools now work alongside competitors and that the digital ad market has shifted, with major players like Amazon and Comcast providing significant competition. Google's defense echoes its arguments in a recent search monopoly case, which it won.The Justice Department seeks a ruling that could force Google to divest key ad tech products like Google Ad Manager. The trial will continue for several weeks before a ruling is issued by U.S. District Judge Leonie Brinkema. This case is one of several recent efforts to challenge Big Tech monopolies, with similar cases against Meta, Amazon, and Apple also underway.Google aimed to control web ad tech, US prosecutor says as trial begins | ReutersIn a piece I wrote for Forbes—and with apologies for the double dose of me today—I delve into the tax loophole used by the ultra-wealthy known as the "buy/borrow/die" strategy. This tactic allows the wealthy to use highly appreciated assets as collateral for loans, giving them access to large sums of money without triggering taxable events. While some propose taxing loans at disbursement, I argue that a better approach would be a "repayment realization" rule, where taxes are applied when these loans are repaid, aligning more closely with traditional tax principles.Taxing at disbursement could open the door to various tax avoidance strategies, such as using offshore lending or taking out smaller loans to stay under tax thresholds. Additionally, taxing loans at the time of issuance could complicate valuations of illiquid or hard-to-value assets, making enforcement difficult. A repayment realization rule, on the other hand, would ensure that taxes are triggered when wealth is actually monetized to repay the loan, addressing these loopholes.This approach would also reduce the risk of manipulation through rolling over loans or making small repayments, as each repayment would be taxed proportionally. While there are challenges, like preventing double taxation, this proposal offers a more effective solution to ensure the ultra-wealthy pay their fair share of taxes when they access their wealth.Closing The Loan-Tax Loophole: Considering “Repayment Realization”In my column this week for Bloomberg, I propose the creation of an IRS-managed "encyclopedia of tax fraud" to help taxpayers spot scams early. While some fraudulent schemes are so obvious they're easy to recognize, others are packaged cleverly as legitimate tax strategies, making it difficult for the average person to tell the difference. Although the IRS publishes resources like the "Dirty Dozen" list of frauds, these are often too technical or hard to locate, limiting their usefulness. I suggest a Wikipedia-style online database, maintained by the IRS, that offers clear, plain-language explanations of fraud schemes, real-life examples, and the warning signs people should look for when receiving tax advice. This would allow taxpayers to identify potential scams before becoming victims or unwittingly participating in fraud. It would also explain the consequences of engaging in fraudulent activity, serving as a deterrent. By compiling this information in one place, the IRS could better protect taxpayers and safeguard vital tax revenue, making the job of scam artists much more difficult. My aim is to create a first line of defense for taxpayers as fraud schemes become increasingly sophisticated.‘Encyclopedia of Fraud' Would Help Taxpayers Spot Scams Early This is a public episode.
