Guy Gordon and Bob Schneider, Citizens Research Council's senior research associate for state affairs, look at what is in the final state budget, signed into law this week by Governor Whitmer, from both the 30,000 foot level and the nitty gritty level, digging into some of the elements that didn't receive much attention. Calling it the Michigan ‘Potholes and Pot' budget, Guy and Bob discuss how the budget finally tries to start addressing how Michigan funds roads by removing the confusing sales tax on gasoline, so those dollars now go directly where they belong: fixing roads. But that change also cuts off money that used to flow to schools and local governments. Backfilling the School Aid Fund Schools were mostly held harmless, but because some of their funding was shifted to universities, K–12 districts end up about $400 million short. No Backfill for Cities, Villages and Townships Local governments weren't so lucky — they're losing around $93 million, which could mean tighter budgets for public safety and local services. This equals a 5–10% reduction, depending on the community. Impact varies: Townships may be more affected since revenue sharing can be a large portion of their budget. Some public safety grants (~$42M) were added, but they're targeted and don't offset the broader cuts. Budget Gimmicks and Sustainability The good news? No budget gimmicks this year. It's considered honest and sustainable, with no major short-term gimmicks like early payments or delayed obligations, even as COVID-era one-time funds fade away. Michigan budgeted one-time funds carefully. While some lawmakers claim the budget is smaller, it's actually slightly larger once you count all spending — around $84 billion total. On the process side, there was real progress: lawmakers made earmark requests public and transparent. But the process was still rushed, and there was a big miss — the state skipped the usual public revenue estimate, leaving a major transparency gap. In short: Michigan's budget is cleaner, more sustainable and fixes old problems than in past years. But leaves a few new ones to deal with in coming years. The budget solves long-standing issues around fuel taxes and revenue use. Schools were protected, but took a secondary hit from a university funding shift. The budget is sustainable, transparent, and returns to normal size relative to the state's economy.

A Research Council Podcast Roundtable: Michigan's 2025 Budget Breakdown In a first-ever roundtable edition of the #FactsMatter podcast, Guy Gordon recaps recent budget conversations and even more recent updates from the finally passed and long-overdue Michigan budget with the Research Council's Eric Lupher, president; Craig Thiel, research director; Bob Schneider, senior state affairs associate; and research associates Karley Abramson, health policy; and Eric Paul Dennis, infrastructure. First up — roads. Guy chats with Eric Paul Dennis on how nearly $2 billion in new funding should bump Michigan to about 15th in the nation for road spending, but the complicated Act 51 formula still means many local roads won't see major improvements. Transparency at the pump is better — but how those dollars are spent? Still murky. Karley Abramson explained how healthcare saw one of the biggest surprises: the Rx Kids program jumped from a $16 million pilot to $270 million statewide, offering direct cash assistance to new mothers. A rare bipartisan investment in babies and brain development. Craig Thiel explained how schools also got good news — universal free breakfast and lunch continue for all K–12 students, and funding for at-risk kids rose 25%, with hopes of boosting early literacy. Eric Lupher and Bob Schneider took on taxes in the budget, and how lawmakers avoided a $670 million hit by decoupling from the federal “One Big Beautiful Bill Act.” Businesses aren't thrilled, but it keeps the state budget stable. And transparency? Mixed. The state promised more, but much of the final deal was done behind closed doors — without final revenue estimates to guide spending. In short, Michigan's 2025 budget may be remembered for potholes and pot — big fixes on roads and kids, but still a few bumps ahead when it comes to accountability.

A singer-songwriter and former frontman of The Ugly Americans and The Scabs, Bob Schneider is one of the most-celebrated musicians in Austin. Combining diverse styles, Schneider's music spans genres, blending elements of folk, rock, rap, funk, bluegrass, reggae and country with the more traditional singer/songwriter aesthetic. Schneider has won more than 59 Austin Music Awards including: Best Album, Best Songwriter, Best Musician, and Best Male Vocals making him the most decorated artist in Austin's music history. He started gaining national recognition with his major-label debut Lonelyland. A fiercely-independent artist, Schneider opted to start his own label, Shockorama Records, which has afforded him the freedom to make the music his fans love, on his own terms. Schneider's live performances, both solo and with the band, are legendary. He has two appearances on the Austin City Limits television show and is also in the 20th year of his residency at The Saxon Pub. Bob is also an accomplished visual artist who transforms found visual media into thought-provoking works of art that challenge the viewer's perceptions of contemporary and popular culture. John Lindstrom and Bob Schneider discuss a topic that has been popping up increasingly among Michigan lawmakers lately: transparency and reforming the use of budget earmarks … especially “11th hour” earmarks. Lindstrom, a former reporter, editor, and publisher of Gongwer News Service, and Schneider, senior research associate for state affairs at the Citizens Research Council recall the history of end-of-session budget earmarks. “This is nothing new,” said Lindstrom. “I mean, you go back to when I first started covering the legislature when dinosaurs still roamed the earth. The last session day before Christmas, it was well understood that there was a bill called grants and transfers, which was known in the legislature as the “Christmas tree bill.”' While ham is often associated with traditional Christmas dinners, Christmas tree bills/11th-hour earmarks are always associated with pork. Eighteen months ago, Schneider reviewed and wrote that over 65 percent of over $1.3 billion in earmarks in the FY2024 “omnibus” budget bill were “eleventh-hour earmarks” that appeared only in the final bill – not in the Executive Budget or in the House- or Senate-passed budget bills. $1.3 billion in unseen, non-public, non-transparent spending of state taxpayer dollars. He wrote at the time that the legislature should move to improve “front-end” transparency and vetting by providing upfront details on sponsored earmarks and respecting legislative rules that should prohibit these eleventh-hour earmarks. Since then, it has become noticeably clear that the best way to prevent these earmarks is through restrictions in statute. “The downside to earmarks is that they, you know, they're sort of politically motivated rather than most often policy or policy motivated,” Schneider says. “The best place for these earmarked protocols would be to put them in state statute so that they are part of permanent law. “We know the legislature -- both parties and both chambers with Republicans in charge, with Democrats in charge -- have ignored their own rulemaking at times and the courts don't really have any way to deal with that.”

* Except for last week, when visiting missionary Bob Schneider delivered the teaching, we've spent the majority of June considering Luke's perspective regarding Jesus's call of His primary messengers and the communication of His primary message. A primary message that was designed to help people to change the way they approached life, by teaching them what having a Messianic mindset was all about. For to be a true follower of Jesus requires us to increasingly adjust and adapt our thinking to match His, so that we can more effectively serve as His ambassadors in this world. * Pastor Bob summarized this Messianic mindset as one that is kingdom-focused and others-focused, rather than worldly-focused and self-focused. * So, 2 weeks ago, in verses 21-35, Jesus gave four contrasts in the form of blessings and woes to illustrate the outcomes of those two mindsets, and then seven commands that challenge us to respond to those that mistreat us in ways that cannot help but get their attention. * And my personal key take-away was this… "People destined for hell do not know what they are doing, or where they are heading. But we do". And one of the best ways we can help them, is for us to embrace and exhibit a Messianic mindset, especially when we are treated poorly or unfairly. * So this morning, after a quick recap of the seven commands, we'll wrap up Jesus's Messianic mindset teaching by considering five reflections of it, and then three illustrations that teach us how to effectively make it more of a reality in each of our lives.

State Revenue Estimates Provide Smooth Sailing for Legislators to Wrap Up Budget on Time

State budget officials met on May 17, 2024, to finalize state revenue estimates that will be used as guideposts for ongoing FY2025 budget deliberations. The Research Council's Bob Schneider and Craig Thiel provide insights into what the new estimates mean as lawmakers wrap up the budget as well as the budget outlook for Fiscal Year 2026. Scheider said the conference experts delivered a positive outlook, stating that the forecast for the national and state economy was generally good: real GDP, the key metric to monitor the health of the national economy, is expected to continue to grow through the next few years at a normal, healthy rate. Inflation is falling back, though not quite as fast in Michigan as it is nationally; incomes are growing, and Michigan's unemployment rate remains low. The revenue conference, held in January and May each year, brings together the State Treasurer, the Michigan Legislature's top budget advisors and economists who present information on the state and national economy, workforce, wages, the auto industry, and spending patterns by businesses and the public in the aftermath of the COVID-19 pandemic. The May Revenue Estimating Conference is a key step for state lawmakers in finalizing the state budget for the upcoming fiscal year, which begins October 1. Economists and state officials determined that revenue estimates in May showed a slight increase for the state's General Fund and a slight decrease for the School Aid Fund from January estimates. Schneider says the most important takeaway is that revenues continue to grow. Revenues for the state General Fund is expected to grow about 1.5 percent, or just over $200 million. School Aid Fund revenues were adjusted down to about $160 million, or about 1 percent, from January, and that largely reflects slightly slower sales tax growth. "During COVID, people shifted their spending patterns towards goods and 'stuff.' People were buying stuff rather than services. So now, maybe we're seeing a sort of return to normal on that front, which is slowing sales tax growth."

"Before turning to a solo career, Bob Schneider spent years performing in various bands, often as the loud and energetic front-man. He dropped out of the University of Texas at El Paso, where he studied art while also performing in his first major band, a local funk-rock outfit called Joe Rockhead. The band independently released three albums before disbanding. Schneider subsequently performed with the Ugly Americans, sometimes as an opening act for the Dave Matthews Band, and signed with the revived Capricorn Records. In 1997, Schneider co-founded The Scabs, a funk ensemble that regularly played local Austin venues, and was described as "inspired by The Rugburns (right down to the suits and ties) [with] bawdy show tunes and puerile blues". Schneider briefly dated actress Sandra Bullock between the years 1999 and 2001. She ran the Austin Music Commission and brought the Music Industry Loan Program, the Stevie Ray Vaughan statue, the "Live Music Capital of the World" slogan, and so much more to fruition. She brought local music and musicians to the Austin airport creating work and exposure for local musicians. She's booked the music for the Armadillo Christmas Bazar for 34 years. His record The King Kong Suite was released on Shockorama Records in 2015. The son of an opera singer, he moved with his parents to Germany when he was two, while his father received instruction from noted vocal teachers. It led to a marginal existence as “my parents had this big plan, but my dad just didn't have the voice". He learned guitar and piano at an early age, and performed at his parents' parties. Before performing solo, he performed for years in various bands. Bob studied art in college, while performing in his first band, a funk-rock outfit called Joe Rockhead.
