Guy Gordon and Bob Schneider, Citizens Research Council's senior research associate for state affairs, look at what is in the final state budget, signed into law this week by Governor Whitmer, from both the 30,000 foot level and the nitty gritty level, digging into some of the elements that didn't receive much attention. Calling it the Michigan ‘Potholes and Pot' budget, Guy and Bob discuss how the budget finally tries to start addressing how Michigan funds roads by removing the confusing sales tax on gasoline, so those dollars now go directly where they belong: fixing roads. But that change also cuts off money that used to flow to schools and local governments. Backfilling the School Aid Fund Schools were mostly held harmless, but because some of their funding was shifted to universities, K–12 districts end up about $400 million short. No Backfill for Cities, Villages and Townships Local governments weren't so lucky — they're losing around $93 million, which could mean tighter budgets for public safety and local services. This equals a 5–10% reduction, depending on the community. Impact varies: Townships may be more affected since revenue sharing can be a large portion of their budget. Some public safety grants (~$42M) were added, but they're targeted and don't offset the broader cuts. Budget Gimmicks and Sustainability The good news? No budget gimmicks this year. It's considered honest and sustainable, with no major short-term gimmicks like early payments or delayed obligations, even as COVID-era one-time funds fade away. Michigan budgeted one-time funds carefully. While some lawmakers claim the budget is smaller, it's actually slightly larger once you count all spending — around $84 billion total. On the process side, there was real progress: lawmakers made earmark requests public and transparent. But the process was still rushed, and there was a big miss — the state skipped the usual public revenue estimate, leaving a major transparency gap. In short: Michigan's budget is cleaner, more sustainable and fixes old problems than in past years. But leaves a few new ones to deal with in coming years. The budget solves long-standing issues around fuel taxes and revenue use. Schools were protected, but took a secondary hit from a university funding shift. The budget is sustainable, transparent, and returns to normal size relative to the state's economy.

(The Center Square) - A Washington State Economic and Revenue Forecast Council report found that the state's commercial real estate excise tax revenue has fallen to pre-2020 levels before the Legislature altered the REET rate. Through 2019, the state's REET imposed a flat rate of 1.28 % of the value of the transactions, though local governments could impose their own REET on top of that. Governor Tina Kotek has called a special session of the legislature to secure more funding for the Oregon Department of Transportation (ODOT). She wants to raise gas taxes by six cents per gallon, double vehicle registration fees, and increase titling fees.The governor claims that ODOT revenue has been declining due to improved fuel economy of cars, but comprehensive annual reports online show the opposite, as does the Legislative Revenue Office presentation. In 2024 gas tax revenue hit an all-time high of $652 million, as nearly did registration and titling fees ($550 million) and weight and mile fees ($455 million). Total ODOT revenue increased by 30 percent between 2018 and 2024 while debt service increased 41 percent and is growing. The debt is not scheduled to be retired until 2049.It's not a revenue problem; it's a spending problem.First, since 2001, as part of the Oregon Transportation Investment Act bond program (OTIA), the legislature has forced ODOT to spend most new gas tax monies on construction projects while ignoring highway maintenance. Thus, while gas tax revenue has increased, the amount going to operations has decreased.Secondly, the legislature voted to sell nearly $4 billion in bonds backed by gas tax revenues. As a result, ODOT paid $358 million out of the gas tax revenues toward debt service last year compared to only $70 million in 2007.To paraphrase Warren Buffett, debt service is the tapeworm eating 55 percent of ODOT's gas tax money.When legislators meet on August 29th, they should repeal gas tax restrictions put in place by OTIA Programs I, II and III. They should also pay down ODOT's remaining bond debt of $3.9 billion with lottery funds. This would free up gas tax revenue to be spent on road maintenance and set a course correction ODOT and the people of Oregon need.

Property tax reform has been a priority of Governor Mike Braun's administration from Day 1 of this year's General Assembly session.  Senate Bill 1 limits the property tax revenue Indiana counties receive by providing relief on property tax assessments. And while homeowners and businesses will see some relief, local governments are preparing for potential staff and service cuts due to the loss of revenue from the state.  Monroe County alone is projected to earn about $37 million less in revenue over the next three years, according to the state's latest fiscal analysis. Read more: County says it cannot do more with less City and county officials said the bill puts the onus on local municipalities to make up the deficit. “Because the state legislators who supported SB1 were too cowardly — and yes, I choose that word purposefully — to do their jobs, local governments are going to have to raise local income taxes to make up deficits. We're not going to have a choice,” said Monroe County Commissioner Jody Madeira. The uncertainty with the loss of funding loss is already having an effect. Monroe County Council Member Peter Iversen said the council does not want to make a financial promise that it cannot fulfill in five or 10 months.
