Margaret Busby is a publisher and editor who's helped change our literary landscape. She's been lauded by the writer Zadie Smith as the cheerleader, instigator, organiser, defender and celebrator of black arts, something she's done for nearly 60 years. She started young - she was just 23 years old when she co-founded the publishers Allison and Busby with Clive Allison in 1967. Free from the usual industry rules and with little money or experience, they began with five shilling poetry paperbacks and went on to champion new work as well as established writers from all backgrounds. Margaret's drive to showcase often overlooked or neglected talent led to two groundbreaking anthologies of women writers, Daughters of Africa and New Daughters of Africa. Margaret's music includes Bach and Chevalier de Saint-Georges, along with jazz greats Duke Ellington and Miles Davis. Radio 3 is celebrating the centenary of Miles Davis' birth in the coming week across numerous programmes including Composer of the Week, Round Midnight and The Essay.

Today's discussion begins with some sobering statistics. Carlos Rivera begins the discussion by referring to a recent Forrester report focusing on federal technology. It revealed that 52% of respondents faced significant negative impacts from budget constraints, and 86% expected breaches to increase. The conclusion is obvious: federal leaders will have to learn how to leverage the assets they must use to protect sensitive networks and data. Today, we hear from three experts on how to accomplish the elusive goal of doing more with less. First, Ken Busby from CMS suggests that some enterprise services can be shared across an agency. An example might be identity and login services. Busby recommends that an agency bring in the right resources and processes to support technology and get the right people to help you. Second, there has been a proliferation of tools to address emerging security threats posed by AI. Keith Busby CMS states when considered individually, they may make sense, but when looked at in aggregate, there may be crossovers. Finally, if one attempts to protect everything, nothing gets accomplished. Richard Verwers, Carahsoft, emphasized that prioritizing the most vulnerable is most important: network security, data protection, and incident response. The panel agreed on the necessity of adapting to rapid technological changes and fostering cross-agency collaboration to build resilient operations.

This week on Truth to Power, we bring you a conversation with Joshua W. Busby, the recipient of the 2026 Grawemeyer Award for Ideas Improving World Order. On April 14th, at UofL's Ekstrom Library, Joshua Busby was honored for his work to understand why climate change leads to negative security consequences in some places and not others. Joshua W. Busby is a professor of public affairs at the University of Texas at Austin. He presented these ideas in his book, “States and Nature: The Effects of Climate Change on Security.” In the book, Busby explains how the combination of state capacity, political exclusion and international assistance determine the degree to which the impacts of climate change affect security for a country's citizens. “The effects of pollution from burning fossil fuels have fundamentally altered our climate and will get worse until we move to cleaner energy,” Busby said. “Even as we transition away from fossil fuels, we have to prepare for climate impacts, some of which are inevitable at this point. Countries with weak government capacity, where political institutions exclude some people from power and where foreign assistance is blocked or delivered to some groups and not others are likely to have the worst outcomes, including humanitarian emergencies and violent conflict,” he said. “But the hopeful story of my book is that the worst consequences of climate change are not inevitable. Governments, even very poor ones, can take steps to protect their populations from climate harms and prevent large-scale loss of life from exposure to climate-related extreme weather, including cyclones and droughts. With a little bit of outside help, governments have been able to reduce their vulnerability to climate disasters and concerted action can prevent climate shocks from escalating to violence.” Charles E. Ziegler, University of Louisville professor of political science, University Scholar and director of the Grawemeyer Award for Ideas Improving World Order, said Busby's book examines the crucial global governance topic of confronting the negative implications of climate change in the realm of security. “Busby's carefully conducted case studies allow for comparison of neighboring states that are confronted with similar climate hazards, yet experience very different outcomes,” Ziegler said. “The policy implications for confronting the security costs of climate change are clear and particularly timely given controversy about how to deal with the global climate crisis.” The Grawemeyer Award for Ideas Improving World Order has been given annually since 1988 to those who have taken on issues of world importance and presented viewpoints that could lead to a more just and peaceful world. Under what circumstances might climate change lead to negative security outcomes? Over the past fifteen years, a rapidly growing applied field and research community on climate security has emerged. While much progress has been made, we still don’t have a clear understanding of why climate change might lead to violent conflict or humanitarian emergencies in some places and not others. Busby develops a novel argument – based on the combination of state capacity, political exclusion, and international assistance – to explain why climate leads to especially bad security outcomes in some places but not others. This argument is then demonstrated through application to case studies from sub-Saharan Africa, the Middle East, and South Asia. This book will provide an informative resource for students and scholars of international relations and environmental studies, especially those working on security, conflict and climate change, on the emergent practice and study of this topic, and identifies where policy and research should be headed.
