À Paris et dans d'autres grandes villes de France, des dizaines de milliers de manifestants ont appelé le week-end dernier à l'adoption d'une loi globale contre les violences sexistes et sexuelles faites aux femmes et aux enfants. Depuis quelques semaines, ces violences sont au cœur de l'actualité française, dans le sillage de l'affaire Lyhanna – cette collégienne de 11 ans violée et assassinée fin mai – et des nombreux scandales pédocriminels au sein du périscolaire parisien. En France, des dispositifs existent pourtant pour alerter les autorités sur des enfants en danger, comme le numéro d'urgence 119. Un open space, dix professionnels équipés d'un micro-casque et deux pré-écoutants. C'est ici qu'arrivent les 700 appels quotidiens passés au 119 dans toute la France. « Si vous appelez pour un mineur en danger, vous pouvez parler à un professionnel de la protection de l'enfance. Si vous ne parlez pas, je vais devoir raccrocher, au revoir. » À la pré-écoute, Landry filtre les appels : il évite les appels « muets » comme celui-ci. Il vérifie aussi la pertinence des appels. S'ils concernent plutôt des violences conjugales, il réoriente vers le 39 19, si l'enfant est en danger grave vers la police ou le Samu. « Je comprends, madame, l'objet de votre appel. Alors, vous êtes actuellement à l'accueil du 119, je vais devoir vous mettre en relation avec un de nos professionnels de l'enfance pour que vous puissiez expliquer votre situation. Alors actuellement, il y a de l'attente, il faudrait que vous nous rappeliez d'ici 16h, 16h30. » Environ 80 appels sont traités chaque jour, les centaines d'autres sont invités à rappeler sauf si l'appel est passé par un mineur, là, il est directement envoyé vers les professionnels, comme Jean-Pierre : « Salut Landry, ça va ? Okay, une dame, pas de problème, c'est bon, j'ai le numéro, merci beaucoup. » Jean-Pierre a fait des études d'éducateur spécialisé en Angleterre, il travaillait pour l'équivalent britannique du 119. « Allô, oui, bonjour, vous m'entendez ? Du coup, vous avez des inquiétudes concernant la sécurité d'un enfant, c'est ça ? » Un quart des appels pris en charge proviennent de mineurs. Le reste est passé par des adultes : parents, voisins, professeurs qui s'inquiètent pour un enfant. C'était le cas, ici, Jean-Pierre discutait avec une mère inquiète face à son enfant un peu turbulent : « En soi, c'est un appel assez léger, plutôt simple à gérer, dans le sens où ça ne relève pas de la protection de l'enfance, c'est une situation, on va dire, qui peut se gérer en interne par la famille. » À écouter aussiLe 119 Allô, enfance en danger La Crip, relais de la protection de l'enfance Une partie du travail des écoutants consiste à soutenir, conseiller, écouter et rediriger vers des professionnels. Mais quatre fois sur cinq, ils doivent aussi contacter la Crip : « C'est la Cellule de recueil des informations préoccupantes, il y en a une par département. » Joséphine vient tout juste d'envoyer un nouveau rapport à la cellule : « On alerte quand on a évalué des risques de danger ou des dangers pour des mineurs : ça peut être des négligences, des violences psychologiques, des violences physiques, des comportements de mise en danger pour les mineurs. Par là, on entend des fugues, ça peut être aussi des mineurs qui expriment des idées suicidaires, qui ne vont pas bien, qui expriment leur mal-être, qui se scarifient… Voilà, ça va être tous ces dangers-là que l'on va évaluer, que l'on va rechercher aussi, et puis il y en a beaucoup d'autres, ce n'est pas que ça, c'est les grandes lignes. » En France, entre 10 % et 15 % des informations préoccupantes sont remontées par le 119 : « Donc, on leur transmet, on les informe de la situation. Et, en fait, la Crip, elle va évaluer notre écrit, notre évaluation, et prendre une décision : soit il n'y a pas de suite à donner, soit il faut une enquête sociale, ils rencontrent les familles, soit ils estiment que c'est de l'ordre des compétences judiciaires et ils font un signalement. » Le chat, une porte d'entrée discrète pour les jeunes Le 119 a également mis en place un « chat ». Chaque jour, deux écoutants répondent aux jeunes de moins de 21 ans. Julie travaille au 119 depuis presque 20 ans, c'est elle qui s'occupe du chat aujourd'hui : « Dès 15 heures, on est sollicité et on a plusieurs chats en même temps. » Pendant le Covid-19, les appels ont bondi. Enfermés avec leurs proches, beaucoup de jeunes se sont retrouvés en danger : « Le chat a été pensé et créé au moment du confinement pour permettre aux mineurs de nous solliciter sans se faire prendre par leurs parents, notamment dans des logements exigus. Ça permet aussi de nous solliciter quand on n'a pas de tel, on peut chatter à partir de l'ordinateur ou de la tablette de l'école. » De nouveaux écoutants devraient renforcer les équipes du 119, moins d'une dizaine de temps pleins en plus, pas assez pour répondre aux besoins intarissables.

A home invasion led to a murder charge that sent him to Arizona's prison system for 12 years. Sara Wylie got her filmmaking start in her late twenties, dipping her toe into documentary through her work as a political organizer after making anti-Stephen Harper comedy videos. Soon, her passion for storytelling developed into a heightened curiosity about how she processes her own life and experiences as someone experiencing complex chronic illness.In this personal inquisition, Wylie fell upon the concept of Crip Time, contemplating how able-bodied versus disabled bodies relate to time. Crip Crap was established in late 2021 as a container for producing and advancing disability media. It was created by Kennedy Healy, a white, fat, queer crip Writer and media maker, and Justin Cooper, a Black visual artist and disability advocate who became an ancestor in July 2024. Together, Justin and Kennedy have created a rich repository of conversations about representations of disability in media and in media making. We're thrilled to share one of them in our feed today. And this is on top of themes of colonizers, race relations, police brutality, and escaping your past. It never stops being fun, but it is a whole lot to take in.
