And since a country's economic growth is tied to the skills of its labor force, he also projects that the United States' gross domestic product will dip 3-4% over the remainder of this century. Economic growth depends on several factors, but a new study (forthcoming) by Eric Hanushek and Ludger Woessmann shows nothing is more important for development than equitable education. Hanushek is a senior fellow at the Hoover Institution at Stanford University, and in this podcast, he says skill differences account for three-quarters of cross-country variations in long-term growth. Hanushek also says the global skills deficit is immense, with two-thirds or more of the world's youth never reaching even basic skill levels. Hanushek and Woessmann are coauthors of The Basic Skills Gap published in Finance and Development where they say reaching the goal of global universal basic skills would raise future world GDP by $700 trillion over the remainder of the century. The Honorable Maurice McTigue joins co-hosts Natasha Srdoc and Joel Anand Samy for a timely conversation in addressing America's failing public schools and the urgency to address fiscal responsibility in Washington, DC, by advancing a transparent budget process, and requiring the passing of an annual budget by law. The discussion focused on advancing principled solutions. — America's Failing Schools | In 2018, America ranked 11th out of 79 countries in science and 30th in math. “The U.S. economy would grow 4.5% in the next 20 years if our students' math and science skills were as strong as the rest of the world's." Eric A. Hanushek, economist, Hoover Institution at Stanford University — America's national debt at $28 trillion. "I do not believe the debt overhang is the real problem. I believe the real problem is government spending. Government debt is a problem in the long run. Obviously, if the government continues to run deficits for a long period of time, it will sooner or later have to monetize them. So I do not deny that is a real problem. However, it is a mistake to concentrate on the debt as such instead of concentrating on why the debt was created, which is by excessive government spending. What is called a deficit is a form of taxation. It is a very bad form of taxation, but it is a form of taxation. However, it does have some good features. The deficit is the only thing that is keeping spending from going up still faster. Moreover, I do not know of any component of government expenditures that does less harm than the payment of interest. If interest rates tomorrow were zero so that government did not have to pay any interest, what would happen to the money it saved? Do you think it would reduce the deficit? You are kidding yourself. "Milton Friedman, Nobel Laureate in Economics The Honorable Maurice McTigue, QSO, is Vice President for Outreach at the Mercatus Center at George Mason University and a founding Executive Advisory Board Member of the US-based International Leaders Summit. McTigue has testified on Capitol Hill and published articles in many major media outlets, including the New York Times, the Atlantic, Bloomberg Businessweek, US News & World Report, and the Chicago Tribune. McTigue advised the Office of Management and Budget and most federal agencies in the Clinton and Bush administrations on issues of accountability and transparency and has consulted with legislators and governors in more than 30 states. McTigue was a special advisor to Louisiana's Commission on Streamlining Government and was named to Virginia governor Bob McDonnell's Commission on Government Reform and Restructuring. A former cabinet minister and member of parliament in his native New Zealand, McTigue was one of the architects of the “New Zealand miracle,” which dramatically reformed the country's government and economy by implementing market-driven, pro-growth policies. He later became New Zealand's ambassador to Canada. In a ceremony at Buckingham Palace in 1999, Queen Elizabeth II bestowed upon McTigue the prestigious Queen's Service Order, in recognition of his public service. Today marks the first installment of a seven-part miniseries on Global Learning Metrics. In effort to promote the inaugural Symposium of the Comparative and International Education Society, FreshEd will air interviews with some of the invited speakers. To kick things off in this episode, I speak with renowned educational economist Eric A. Hanushek about global learning metrics and his use of cross national educational data to understand what is possible in education systems around the globe. He has authored or edited twenty-three books along with over 200 articles. Dr. Hanushek is perhaps most famous for introducing the idea of measuring teacher quality through the growth in student achievement, which forms the basis for value-added measures for teachers and schools. More recently, his work has focused on the quality of education and its connection to national economic growth. Eric A. Hanushek is the Paul and Jean Hanna Senior Fellow at the Hoover Institution of Stanford University and will speak at the CIES Symposium this November.
