« C'est sans doute le conflit le plus dévastateur du moment, mais il passe largement sous les radars de la diplomatie, des médias et des protestations populaires », relève Le Monde Afrique. Il s'agit de la guerre civile au Soudan. Une guerre qui a « probablement causé la mort de plus de 150 000 civils du fait des bombardements et des massacres, de la famine et des épidémies qui s'ensuivent. Elle a obligé 13 millions de personnes, soit près d'un habitant sur quatre, à fuir de chez elles. (…) Depuis dix-huit mois, les FSA, les forces armées du Soudan, dirigées par le général Abdel Fattah Al-Bourhane, et les FSR, les milices paramilitaires des Forces de soutien rapide, menées par le général Mohammed Hamdan Daglo, dit "Hemetti", ont entraîné le pays de 49 millions d'habitants dans une spirale de violence dont personne n'entrevoit le dénouement. »« Cela doit cesser ! »Et Le Monde Afrique de hausser le ton : ce « long cauchemar des Soudanais, ponctué de bombardements aériens, de massacres, de viols, d'épidémies, de deuils, sur fond de crise humanitaire, doit cesser. Cela suppose de bloquer le flux continu d'armes qui alimente les protagonistes et de reprendre le chemin de la médiation, abandonné en octobre. Il est courant de citer l'Ukraine et le Proche-Orient comme les deux guerres en cours les plus préoccupantes. La moindre des choses serait de ne pas oublier celle qui ravage le Soudan. »L'ONU impuissante ?Justement, pour la première fois depuis le début de la guerre au Soudan il y a plus d'un an et demi, un groupe d'experts du Conseil de sécurité des Nations unies est à Port-Soudan. Une visite de trois jours qui « vise à examiner la situation sur le terrain. » Ça n'est pas trop tôt !, s'exclame Le Pays au Burkina Faso. « Plus de dix-huit mois ! C'est le temps qu'il aura fallu aux Nations unies pour envoyer une délégation d'experts au Soudan où la guerre fait rage (…). » Qui plus est, pointe le quotidien ouagalais, « rien ne garantit que cette visite des experts onusiens (…) permettra de faire bouger les lignes dans le sens de la désescalade tant espérée. Autant dire que c'est une mission pour se donner bonne conscience. Car, en trois jours, on ne voit pas ce que ces experts peuvent poser comme actes concrets sur le terrain pour changer la donne. On est d'autant plus poussé au pessimisme, soupire encore Le Pays, que l'objectif de cette mission est de rencontrer les instances nationales chargées de l'application d'une vieille décision de l'ONU, en l'occurrence la décision 1591 de 2005 portant embargo sur les armes à l'encontre de personnes ou d'entités non-étatiques au Darfour, comme les Janjawid. Une situation qui en dit long sur le fonctionnement de l'organisation mondiale qui fonde pourtant les espoirs des plus faibles. C'est pourquoi, conclut le quotidien burkinabé, au-delà de cette mission, on attend de voir comment l'ONU pourra se sortir du bourbier soudanais. »Un consensus ?Certes, constate le site Afrik.com, « la délégation onusienne entend examiner de près les défis actuels à l'application de cette résolution. »Mais« non sans dialoguer avec les responsables de la sécurité soudanaise et les organisations locales. En incitant les acteurs locaux à trouver un consensus, l'ONU espère promouvoir une désescalade des tensions et la mise en place de mesures de stabilisation. Le Conseil de sécurité envisage de présenter un rapport détaillé à l'issue de cette mission de terrain, qui servira de base pour de futures décisions. Selon plusieurs sources diplomatiques, relève encore Afrik.com, ce rapport pourrait recommander des ajustements à la résolution 1591, notamment en matière de sanctions ciblées et d'embargos sur les armes, pour mieux répondre aux nouvelles réalités du conflit. »« La résolution doit venir des Africains ! »Enfin, on revient au Monde Afrique qui publie, outre son éditorial, toute une série de reportages consacrés à cette guerre civile dévastatrice. Et cet entretien avec Mo Ibrahim. Le milliardaire anglo-soudanais estime que le Conseil de sécurité de l'ONU devrait s'impliquer davantage dans la guerre civile au Soudan. « L'Afrique, dit-il, doit demander aux Nations unies l'envoi d'une force internationale pour protéger les Soudanais. Le Conseil de sécurité doit adopter une résolution très claire, qui doit permettre d'assécher les sources d'approvisionnement en armes et en financement des deux camps, à travers par exemple un nouvel embargo sur les armes. Une résolution qui permette aussi d'établir des zones protégées. (…) Le Conseil de sécurité est polarisé entre l'Occident et la Russie, et parfois la Chine, constate Mo Ibrahim. La solution doit donc venir des membres africains du Conseil. Si l'idée d'une résolution vient du continent, ni les États-Unis, ni la Chine, ni la Russie n'opposeront leur veto. »

This week, the Mo Ibrahim Foundation released its 2024 Ibrahim Index of African Governance which assesses governance performance in Africa. The report, which covers the decade 2014-2023, says governance progress in Africa was halted with the deterioration of security and democracy on the continent. On the brighter side, the Index says 13 countries managed to follow a successful course of overall progress in governance over the decade. Joseph Asunka, an expert panel member of the Mo Ibrahim Index of African Governance and the CEO of the Afrobarometer, tells VOA's James Butty, the 2024 report is a sobering reminder of the threat that security crises and a shrinking environment for democracy poses for Africa's progress

« Les Africains sont de plus en plus exigeants vis-à-vis de leurs gouvernants : ce que révèle le dernier rapport de la fondation Mo Ibrahim », pointe Jeune Afrique. « Peu de progrès sur la gouvernance, une insécurité croissante et l'État de droit qui recule dans de nombreux pays. Le rapport dresse un portrait peu flatteur des avancées sur le continent au cours des dix dernières années. Pour près de la moitié des pays d'Afrique, le niveau de gouvernance globale est même à un niveau inférieur, en 2023, que celui qu'ils affichaient en 2014. (…) Comment expliquer une telle “stagnation“ du continent ? » Réponse de Jeune Afrique : « en premier lieu, par la détérioration des indicateurs liés à la sécurité et à l'État de droit (-1,6 point depuis 2014), qui tire vers le bas les chiffres globaux, alors que, dans de nombreux autres critères étudiés, des progrès notables ont été enregistrés », principalement « au niveau des infrastructures, de la parité femmes-hommes ainsi que dans le domaine de la santé. »Attentes supplémentaires…En fait, pointe le site panafricain, « les Africains se montrent de plus en plus critiques envers leurs gouvernants. C'est la grande surprise de ce rapport : il relève un décalage important entre ce que donnent à voir les données agrégées sur la situation réelle, et la perception qu'en ont les citoyens. “Les progrès réels effectivement réalisés ont suscité des attentes supplémentaires, et ainsi alimenté les déceptions“, analyse Nathalie Delapalme, directrice exécutive de la Fondation Mo Ibrahim. »Point positif, malgré tout, analyse encore Jeune Afrique, « en gagnant en qualité de vie, en voyant la liberté d'expression et de la presse progresser, même difficilement, les sociétés africaines ont ouvert une brèche, celle de l'exigence. Et Nathalie Delapalme de mettre en garde contre les discours populistes ou les promesses inatteignables : “les attentes déçues engendrent frustrations et colères, dit-elle, qui nourrissent instabilité et conflits“. »Bons et mauvais élèves…Alors au tableau d'honneur de ce rapport : « les Seychelles se distinguent en occupant la première place du classement, relève Afrik.com. Le pays a réalisé des avancées notables dans des domaines comme l'éducation, la santé et l'égalité hommes-femmes. Il devance ainsi l'île Maurice, qui était longtemps en tête. D'autres nations comme la Gambie, la Somalie et la Sierra Leone ont également enregistré des progrès significatifs. »A contrario, poursuit Afrik.com, ce rapport de la fondation Mo Ibrahim « souligne des régressions importantes dans des pays tels que les Comores, le Mali, la Tunisie, le Burkina Faso, ou encore la Guinée. Ces États sont confrontés à des défis majeurs, exacerbés par des coups d'État militaires et des conflits internes. Le Soudan, le Soudan du Sud et l'Éthiopie sont cités comme des exemples de pays où les conflits ont aggravé la situation au cours de la dernière décennie. »La Guinée : 42ème sur 54…Exemple donc : la Guinée… « La Guinée parmi les mauvais élèves », soupire le site d'information Guinée Matin. « 42ème sur 54. C'est le rang que nous occupons dans le rapport Mo Ibrahim », avec « une gouvernance marquée par une insécurité galopante, de multiples violations des droits de l'homme (enlèvements, tueries, restrictions des libertés et droits individuels et collectifs…), un recul de la démocratie, la corruption, des détournements de deniers publics, etc. (…) La Guinée, déplore encore Guinée Matin, fait partie des onze pays d'Afrique qui suivent (toujours d'après ce rapport) une “tendance inquiétante de détérioration” sur les dix dernières années. »Le fardeau de la detteEnfin on revient à Afrik.com qui pointe l'inquiétude de la fondation Mo Ibrahim « quant à la “camisole de force financière“ qui étouffe les pays africains. »En effet, précise le site, « le poids de la dette limite la capacité des gouvernements à investir dans les secteurs vitaux comme la santé, l'éducation et les infrastructures. Par ailleurs, la montée des régimes autoritaires, notamment en Afrique de l'Ouest et Centrale, compromet la stabilité politique. Elle rend les réformes plus difficiles à mettre en œuvre. »Toutefois, pointe encore Afrik.com, « malgré le tableau général sombre, Mo Ibrahim reste optimiste quant à l'avenir du continent, en grande partie grâce à la jeunesse africaine. Il estime que les jeunes sont mieux informés, plus entrepreneurs et déterminés à changer les choses. Ce dynamisme pourrait être la clé pour surmonter les obstacles actuels et redynamiser la gouvernance en Afrique. »
