The ATLAS referral-sharing platform, a new tool designed to streamline real-time collaboration between workforce agencies, education providers, and employers, is now being implemented to help Opportunity Youth navigate available services. This initiative is fueled by significant investments, including $500,000 from the Walter S. Johnson Foundation and $2.3 million from Nevada's Department of Employment, Training, and Rehabilitation (DETR). These funds will directly remove employment barriers, such as access to skills training, transportation, and childcare.For young people, the message is clear: take advantage of training and job opportunities, build relationships, and continue developing skills to secure long-term career success. Looking ahead, Workforce Connections and its partners are committed to cutting the number of disconnected youths in half over the next five years. In this episode of the Work in Progress podcast, I'm joined by Sarah Keh, the vice president of corporate social responsibility at Prudential Financial to discuss the company's $180 million committment to helping opportunity youth find a pathway to good jobs and wealth building. Keh sat down with me to discuss the philanthropy in June at the Aspen Ideas Festival. Opportunity youth are young people between the ages of 16 and 24 who currently are not in formal education or training and are unemployed. There are almost 6 million people who fall into that designation, a number that has grown since the COVID pandemic. Even before the pandemic, in 2019, Prudential decided to invest $180 million by 2025 in programs that will help young people across the globe gain the right skills to compete for and succeed in quality jobs. "The reason why they have come into the situation that there are in...is not because they don't have the will or the desire. It's oftentimes they are born into a situation that doesn't provide them the access to the opportunities that you and I may have had in our upbringing," says Keh. She says the Prudential believes it is important to look at opportunity youth for their potential and act on it. "We're really focused on this population because we believe these are our future leaders of nonprofits, of businesses, of government, and they just need access to the right resources and tools to provide them the good skill." Keh says the company has already achieved in five years what it had set out to achieve in six – the $180 million in nonprofit programs that are providing that training and opportunity. "We've invested in over 20 different organizations globally that have impacted hundreds and thousands of young people. We know even just last year through our impact data that over 500,000 opportunity youth were connected to training opportunities and employment opportunities." Here is the U.S., those workforce development programs include Year Up, YouthBuild, and Per Scholas. Keh and I go into details on how these programs are helping and how the can help young people build wealth. We also discuss Prudential's work of a local level in Newark, New Jersey, the headquarters of the company which turns 150 years old next year. For more than a decade, The Opportunity Youth Forum at the Aspen Institute's Forum for Community Solutions has been working with a growing network of urban, rural, and tribal communities across the U.S. to build and scale reconnection pathways that achieve better outcomes in education, employment and overall well-being for opportunity youth. (Opportunity Youth are young adults, age 16-24, who are not engaged in work or education.)Based on their work with a network of 40 communities, along with thought leaders and funders across the field, OYF is advancing four key principles that, when brought together, help empower youth to lead thriving and healthy lives. In this episode, Andre Carroll talks about his unlikely path to politics in his home city of Philadelphia. Since his father was incarcerated and his mother struggled with drug addiction, Andre was raised by his Grandmother. He went on to graduate from college and got deeply involved in Philadelphia politics, serving as campaign staff for a Mayoral candidate and for multiple City Council candidates. In 2022, he decided to enter the arena himself and ran for a seat in the Pennsylvania state legislature to represent the district where he grew up. He lost that race, but earned 43% of the vote and raised more than $95,000 dollars. And now in 2023, he is at it again! Andre just launched his second campaign for the State Legislature and is hoping to harness the momentum he built on his first campaign to win the seat. Measure of America recently released a report called A Disrupted Year focused on the spike in "Opportunity Youth" across America. The 2020 national youth disconnection rate was 12.6 percent, or 4,830,700 disconnected youth, and likely even higher as COVID disrupted so many young adult lives. Many children in Franklin County are born into complex circumstances and work hard to navigate life absent of consistent and thoughtful guidance from a community of caring and engaged adults. The result is "Opportunity Youth", 18-24-year-olds who are unstably housed, not on track to graduate high school or further educational programs, and not earning a sustainable wage. Building on previous research from two previous reports, the Children's Defense Fund has provided a fresh look at Franklin County Opportunity Youth. To reinforce the findings of this report, a diverse cross-section of community partners have come together to ensure that all youth enter adulthood prepared to pursue opportunities to live well. To discuss Opportunity Youth and what's being done to support them, we welcome Tracy Nájera, Ph.D. (Executive Director of Children's Defense Fund-Ohio), Ann Bischoff (CEO of Star House), and host Tonisha Johnson (Reporter at Spectrum News 1). Disconnected Youth, Opportunity Youth, Out of School Youth, or youth ages 18 to 24 who are not enrolled in school or employed, became priorities of workforce systems across the Country with the enactment of the Workforce Innovation and Opportunity Act of 2014. WIOA requires 75% of youth funds be directed toward Out of School Youth. This requirement has been a struggle for Prince George's County and workforce areas across the Country. This episode features Employ Prince George's in-house youth expert, Martin Copeland, discussing tips and techniques to engage and prepare Out of School Youth for employment.
Opportunity in America - Events by the Aspen Institute Economic Opportunities Program
As opportunity youth – the 4.6 million young people ages 16-24 who are neither in school nor working – continue to struggle to connect to the economy, entrepreneurship programs may offer a chance to learn the skills and mindset needed to thrive in today's economy. How do we create entrepreneurship programs tailored to the strengths and the circumstances of opportunity youth? Through the Youth Entrepreneurship Fund (YEF), three communities across the country have launched programs to explore entrepreneurship as a pathway to economic self-determination and wealth-building in low-income communities. The programs take a collaborative approach that brings together entrepreneurship education with wraparound supports and additional services from partners that facilitate access to key elements of the entrepreneurship ecosystem in these communities – including mentorship, business pitch competitions and seed funding, accelerators and incubators, hands-on workplace experience, and internships.
