Wildfires have had a devastating impact on California and on the state's largest utility company, Pacific Gas and Electric (PG&E). Potential wildfire liabilities exceeding $30 billion led PG&E to file for bankruptcy in January 2019. The company emerged from bankruptcy on July 1, 2020, with a renewed focus on mitigating wildfires within its 70,000-square-mile service territory in northern and central California. “A lot has changed,” Andy Abranches, senior director of Wildfire Preparedness and Operations with PG&E, said as a guest on The POWER Podcast. “We really saw the devastation that could occur from these wildfires, and so, that was the point that PG&E started really making a big pivot to addressing the wildfire risk. The way we address the wildfire risk is really through what we consider our layers of protection. We started initially learning as much as we could from San Diego Gas and Electric [SDG&E], and put in place the public safety power shutoff program.” High-fire-threat district maps were important in understanding risks. About half of PG&E's service territory falls in high-fire-threat areas. “We have 25,000 distribution miles that run through the high-fire-threat districts and 5,000 transmission miles,” said Abranches. Vegetation plays a critical role in the risk, and while precisely quantifying the number of trees in and around those risky transmission and distribution lines is difficult, Abranches estimated it's in the range of eight to 10 million. With such a large area and so many trees to monitor, PG&E turned to Planet Labs, a San Francisco-based provider of global, daily satellite imagery and geospatial solutions, for help. Planet's satellite-derived data on vegetation, including canopy height, cover, and proximity to electric-system infrastructure, is used by PG&E to prioritize the mitigation of vegetation-associated risks. Quantifying Threats and Consequences Abranches explained PG&E's risk characterization process by likening it to a bowtie. “The first part of your risk bowtie is: ‘How do you quantify and in a probabilistic way build a risk model to predict ignitions are going to happen?' ” He noted that the biggest source of ignitions is through contact with vegetation, such as a tree falling on a line or a branch coming into contact with a line on a windy day, but birds and other animals can also cause ignitions. “The second half of the bowtie is the consequence,” said Abranches. “If an ignition occurs at a particular location, if the vegetation around it is just not there, that ignition will never spread.” The fire triangle requires heat (or a spark), oxygen, and fuel. The fuel is the vegetation bed around the line where the ignition event occurs. If there happens to be a lot of dry fuel, that's when an ignition becomes a wildfire. Depending on the oxygen, which can be heavily influenced by wind conditions, it could become a catastrophic fire, Abranches explained. “As we built our risk models, you needed to understand the vegetation dimension on two levels. One level is for probability of ignitions: ‘How do we get better at predicting where we expect vegetation ignitions to occur?' And the data that we're able to get from Planet every year helps improve and keeps those models updated,” said Abranches. “The second piece of it is the consequence of the ignition—understanding the fuel layer. That also—data from Planet—helps inform and continually refreshes that information to make sure it's most current. So, the risk model actually uses the Planet data on both sides of the bowtie, because it's probability of ignition times the consequence of ignition gives you the risk event.”

If there's a formula for snagging a Michelin star, chef Roberto Alcocer doesn't know what it is. And yet his Oceanside restaurant, Valle (2023 critic's choice for best Mexican), just received its first from the guide. On this episode of the Happy Half Hour podcast, Alcocer sits down with hosts Troy and David to discuss the achievement and the lengthy road he's taken (passport required) to get to this point in his career. Here's the Alcocer formula, though: Taking his staff to yoga so they can relax. Encouraging chefs that, while under him, mistakes made at his restaurant mean less slip ups when they have their own establishments. When customers are running late to Valle, he doesn't throw out their reservation. He waits. It takes a while to get to Oceanside from San Diego, and he respects the fact that they're making the trip to savor his food. Born in Mexico City, Alcocer grew up camping and cooking. He made his sandwiches with stinky cheese and prosciutto. “Since I was a young kid, I was a good eater,” Alcocer says. In the household he grew up in, attending university was mandatory. And he did attend so, just after he crossed the ocean to spend some years in France learning to cook the cuisine. “I fell in love with the finesse,” he says. When he was 27, and after he had returned to the states, Alcocer was cooking for San Diego Gas and Electric's board members. That's when the thought hit: I didn't go all the way to France as a teenager to just make grilled chicken salads. Dipping into the savings and encouraged by his wife, Alcocer opened a spot that started with chairs and a rented porta-potty. The restaurant's name? Malva, now one of Ensenada's finest. Similar to Malva, Valle is Alcocer's reminder to diners that Mexican fare can be just as elegant as French and Japanese. And Mexican cuisine is woven into the fabric of San Diego. “Growing up here, I went straight from the breast to the hot sauce,” Troy jokes. On season nine of Parts Unknown, Anthony Bourdain said he believed a re-evaluation of Mexican cooking was coming. Even with how delicious the cheaper options are, there's another side to this cuisine—the side Alcocer specializes in—that many individuals are unaware of. Valle is an indicator that we're no longer peering over the horizon; rather, this Oceanside restaurant has proven we're starting to arrive at the final destination: a place where Mexican cuisine is as refined and respected as any other on the planet. Note: Californios in San Francisco is the only Mexican restaurant with two Michelin stars in the United States. When Alcocer came to Oceanside in 2021, he was hoping to claim a star. This month, he did just that. “I come from a country where hospitality is in our veins,” he says. If Alcocer sticks to his formula, that list of two-Michelin-starred Mexican restaurants just might get a little bigger. In Two People, Fifty Bucks, David recommends stopping for brunch at The Waverly for the Turkish poached eggs. Troy is all about the brown butter thyme sauce with ravioli at Civico 1845. Chinese spy balloons drift unmolested across the United States, our southern border remains wide open to any immigrant or drug trafficker who wants to come in, and now we learn that many of our most sensitive national security communications have been exposed to the world. Twitter CEO Elon Musk said during an interview Tuesday night that he believes that the U.S. might be on the verge of serious financial issues later this year due to a variety of factors. The California Public Utility Commission (CPUC) issued a 153-page white paper that predicted utility rates would be going up an average of 4.7% per year through 2030 for customers in the San Diego Gas & Electric (SDG&E) service territory—and it doesn't get much better for consumers in Pacific Gas & Electric (PG&E) territory at 3.7% or Southern California Edison (SCE) at 3.5%. California's three largest power companies - Southern California Edison, Pacific Gas & Electric, and San Diego Gas & Electric - submitted a joint proposal to the Public Utilities Commission outlining a fixed rate restructuring that would be based on one's income. SpaceX scrubbed the launch of its powerful Starship rocket -- which is expected to eventually carry passengers to the moon and Mars -- that was set for Monday morning. Police in New Mexico released body camera footage after officers shot and killed a homeowner and shot at the man's wife earlier this month while responding to the wrong address. It started with the revelation on one of the leaked briefing slides that noted there are 14 U.S. troops in Ukraine. It soon ballooned into allegations of lying and coverup. “The Biden Admin and Pentagon have been caught lying about the war they are funding and fighting against Russia in Ukraine,” tweeted Rep. A new report found people of color, especially Black people are routinely stopped at higher rates than white people by the San Diego County Sheriff's Department. Many of these are so-called pretextual stops and not in response to traffic violations. Then, the alleged break-in and attack on Speaker Nancy Pelosi's husband last week has not turned down the volume of vitriol. New lies and mockery have found their way into our public discourse. Plus, one East County hospital is bringing back a program that provides comfort and support to those who have no one else. And, San Diego Gas & Electric is proposing an experiment to reduce the carbon footprint of natural gas, by blending it with hydrogen. Later, on Tuesday voters in San Bernardino will face an important decision: whether to succeed from California and form a new state. And in Riverside County, one of the state's most competitive House races pits a Republican incumbent who opposed certifying the presidential election against a Democratic challenger who helped prosecute January 6th rioters. And finally, later this month, the U.S. Men's National Soccer team will be among the 32 teams taking the pitch in Qatar as part of the world's most watched sporting event, the FIFA World Cup.

In 2021, Southern California Edison (SCE), San Diego Gas & Electric (SDG&E) and Pacific Gas & Electric (PG&E) completed a coordinated trio of projects, under the “Demand Response Emerging Technologies (DRET) Collaborative,” effectively demonstrating that smart speakers offer a highly promising channel for utilities to reach residential customers and facilitate beneficial changes in the way they use energy. The three utilities each used “smart speakers” as a voice-activated gateway to create an intuitive interface between the smart speakers, the utility, in-home connected smart appliances, and the customer. The voice-activated assistant created a pathway for two-way instantaneous verbal communication between the utility and the customer about energy usage, outages, and alerts. It also made it possible for customers to manage their own smart devices at home to maximize energy savings without having to individually control or program each end use. Join us and our utility guest speakers to learn more about this award-winning initiative.

Community Choice Aggregation (CCA) programs have become quite prominent in communities across California, and have begun to spring up in other states including Illinois, Massachusetts, and Ohio. Through CCA, communities can purchase electricity on behalf of residents and businesses, in place of investor-owned utilities such as Pacific Gas & Electric (PG&E), San Diego Gas & Electric, and Southern California Edison. The California Community Choice Association claims local governments in more than 200 towns, cities, and counties across California have chosen to participate in CCA to “meet climate action goals, provide residents and businesses with more energy options, ensure local transparency and accountability, and drive economic development.” The association says there are currently 24 operational CCA programs in California serving more than 11 million customers, and it expects those numbers to continue growing. One of the places where CCA is providing benefits is in the San Francisco Bay area. East Bay Community Energy (EBCE), a not-for-profit public agency, operates a CCA program for Alameda County and 14 incorporated cities, serving more than 1.7 million residential and commercial customers in the area. EBCE initiated service in June 2018 and expanded to the cities of Pleasanton, Newark, and Tracy in April 2021. As a guest on The POWER Podcast, Nick Chaset, CEO of EBCE, explained some of the benefits his agency provides to customers. “There are three categories of benefits that we really focus on. One is cost savings. So, since we started operations in 2018, we have delivered upwards of $30 million in bill savings to our customers, relative to what the cost of electricity from PG&E would have been, if they had stayed on that service,” he said. “The second is clean energy. So, we have delivered higher levels of renewables over the course of our operations, on average. Since we started operating in 2018, I believe we're somewhere in that 5–7% more renewable range—and that can be more or less than that average depending on how much renewable energy PG&E ends up actually buying—but on average, it's been in that 5–7% more renewable.” The third thing Chaset said really differentiates EBCE from not only incumbent utilities, but also from some other community energy agencies is its emphasis and focus on investing in clean energy locally. In September 2021, EBCE commenced commercial operation of the Scott Haggerty Wind Energy Center, a 57-MW facility with 23 wind turbines located in Livermore, California, a community EBCE serves. It expects the wind farm to power more than 47,000 homes in its district. Beyond that, EBCE is doing several other projects to enhance local energy systems. “We are also building virtual power plant projects that integrate just over 1,000 residential solar and storage systems to provide consumers both clean energy and resiliency, and provide us with batteries that we can use to meet our broader customer base's electricity demand,” Chaset said. “And we're also investing in programs like electric vehicle charging stations. So, we have two large, fast-charging stations that we're currently working to build and have plans to build a broader network of fast-charging stations across the 15 communities that we operate in.” Chaset suggested the nation could learn from California's experience. Specifically, he said policies created in California could be applied at a federal level. “Policy is a critical lever to supporting the clean energy transition,” he said. “I would focus today on federal actions that can have really significant impacts in accelerating not just renewable energy, but really accelerating cost-effective energy. And I say that because today solar power and wind power are the cheapest sources of electricity generation out there. And so, we want more clean and cheap electricity, and we have the opportunity to accelerate that through a handful of actions.”

What Does Net Metering 3 Mean To Me?

Copyright 2021 - The Energy Show, Barry Cinnamon I've been bombarded with customer questions about the change from Net Metering (NEM) 2 to NEM 3. If you haven't heard, the California Public Utilities Commission (CPUC) is in the process of effectively eliminating Net Metering. If the preliminary decision by the CPUC goes through, the solar industry — including both new and existing solar customers — will be clobbered. Here is the current situation in a nutshell. The CPUC decided to add a fixed charge of about $60 per month to the average new solar customer's electric bill, reduce the daytime reimbursement rate from $0.30 to $0.05 per kwh, and reduce the grandfathering period of all customers (even existing customers) from 20 years to 15 years. They call this NEM 3, but new solar customers are better off effectively disconnecting their solar and battery systems from the grid — not net metering at all. This poorly-reasoned NEM 3 decision is scheduled to go into effect on May 28, 2022. To compare NEM 2 to NEM 3 we ran the numbers with our financial modeling tools. The result is that paybacks for new solar systems go from about 6 years to 14 years, and paybacks for adding a battery go from approximately 9 years to 12 years. The CPUC, Governor Newsom and state legislators were lobbied very heavily by … wait for it … PG&E, Southern California Edison, San Diego Gas and Electric, and the International Brotherhood of Electrical Workers. The solar industry advocated strongly for a more balanced NEM decision, and these lobbying efforts are continuing. Although there is a chance that the CPUC will modify their decision, there is no doubt in my mind that whatever the parameters of NEM 3 become, customers will be better off on the current NEM 2 program. My advice to anyone interested in solar or battery backup is simple: don't delay, act right away. Because of the inevitable rush to install solar and storage before May 28,2022, reputable contractors will be overbooked. Moreover, battery, inverter, and solar panel supplies are tight. Since there are already significant battery shortages, I recommend that prospective battery customer confirm that their contractor has equipment in stock. Solar advocates are sounding the alarm on proposed changes to California's rooftop solar program. The changes would reduce the savings that solar customers enjoy, and potentially add a new monthly fee to connect to the grid. Regulators say reforms are necessary because non-solar customers are paying too much to maintain the grid, but solar supporters say the changes will discourage people from installing solar and make it difficult to meet California's green energy goals.Hi, I'm Kathy Fettke and this is Real Estate News for Investors. If you like our podcast, please subscribe and leave us a review.The California Public Utilities Commission released the proposal on Monday, December 13th. (1) There's a long list of changes that include a reduction in the discount consumers would get for installing a solar system. That would increase the amount of time it takes to recoup the cost of the system. The break even window would expand to about double what it is now or about ten years.New Fees, Reduced Sell-Back AmountsThe proposal also includes a monthly Grid Participation Charge of $8 per kilowatt of installed solar. If you have an 8 kW system, for example, you'd be paying an extra $64 a month to hook up to the grid. The fee would be imposed on solar customers so they could pay their “fair share of the cost of maintaining the grid.”New solar customers would also get paid a lower amount for any excess electricity they produce and sell back to the utilities. That wouldn't impact existing customers right away. They'd be able to continue with their existing rate structure for the first 15 years of their system. After that, they would transition from net metering to net billing which pays less for any excess energy produced.Net billing has been highly criticized as a disincentive for solar adoption because many consumers have relied on the money they get from producing excess electricity to help pay for their systems. Solar costs have come down but for many people, solar is still too expensive.Incentives for Residential Storage BatteriesRegulators are hoping the new rules will encourage the installation of residential storage batteries so that solar customers can keep the excess energy they produce, and use it during peak hours in the evening. Peak hours are between 6 and 9pm.If solar homes are getting a wholesale price for the excess energy they produce during the day, and are charged full price for energy they need during the evening, they end up paying the difference. If they install a storage battery, there's no extra cost. Regulators say much of this proposal is to address the strain on the grid during those peak hours, after the sun goes down.Long List of ChangesThere are several other items that the CPUC is proposing that include an Equity Fund to help provide community solar in low-income and disadvantaged communities, new rules that would allow oversized residential solar systems to accommodate future needs for vehicle and appliance charging and electrification, and a change in the way that solar customers are billed from yearly to monthly, possibly because of that proposed monthly grid participation fee.The state's three main utilities support the proposed changes. Pacific Gas & Electric, San Diego Gas & Electric, and Southern California Edison, along with the CPUC, say the savings that solar customers are currently getting are so big that they are not paying their fair share of the grid's operating costs. The solar industry and advocates say the changes will make it difficult for California to reach a goal for zero-carbon emissions by 2045.Will This Hamper Clean Energy Goals?Susannah Churchill for Vote Solar told the Associated Press that the proposal will “move us backward on clean energy and block many Californians' ability to help make our grid more resilient to climate change.” (2) The rooftop solar program was launched in 1995 to encourage more people to “go solar.” According to the solar industry, 1.3 million California homes now have solar. That's more than any other state in the U.S. Plus, a California law enacted last year, requires that all new homes have solar.The CPUC changes would be phased in over four years for new customers, but if they take advantage of a $3,200 discount on a residential storage system, they'd transition into the new rate structure right away, which pays less for the excess energy that's produced. But they'd get that big discount on an energy storage system.CPUC Commissioner Guzman Aceves says this proposal is all about distributing the cost of maintaining the grid in a way that doesn't unfairly impact non-solar customers, and transitioning to a solar system that uses the sun to produce electricity during the day, to one that can also produce electricity after the sun goes down. That can be done if more people install storage batteries.The CPUC is taking public comment on this proposal and could vote on it by the end next month. She found herself checking email at odd hours. She missed her colleagues. She'd been with the utility for 23 years and found joy being around people.She hadn't planned to retire for at least five years, but about a year into the pandemic, her daughter called. She was expecting her first child and wanted her mom's help. It was a request Jasso couldn't refuse."My mom helped me when I had my daughters, and so I thought, how wonderful. I could pay it back, pay it forward, pay it with love," she says.She met with a financial planner to figure out whether she had enough money to retire. To her surprise, her 401(k) retirement account had grown considerably, thanks to market gains during the pandemic.So at 62, Jasso retired.Millions more retired during the pandemic than expectedRoughly 2 million more people than expected have joined the ranks of the retired during the pandemic, according to The New School's Schwartz Center for Economic Policy Analysis.While some like Jasso happily chose to retire early, others were forced into retirement after losing their jobs or quitting out of fears of exposure to COVID-19.This doesn't mean that they're permanently out of the workforce. There's a constant flow in and out of retirement, says researcher Owen Davis, who conducted the analysis.But for older workers, the time away can make finding a new job harder, and they often return to lower wages."Age discrimination plays a role there," says Davis. "This is something we certainly saw during the Great Recession."Retirement is not an easy choice for manyYvonne Grace Anderson, 74, was working as a cashier and a customer service representative at a Publix grocery store in Pensacola, Fla., when the coronavirus first arrived in the U.S.By mid-March 2020, she was experiencing extreme anxiety on the job. With no masks, gloves or disinfectant, Anderson feared catching the virus from one of the thousands of shoppers coming through the store every week. Her daughters shared her fears and implored her to stop working.Anderson didn't need the income. She's widowed but has enough Social Security to live off of. She worked the part-time grocery job to fund her favorite hobby, painting, and as a way to be active in the community."I'm a social butterfly," she says. "I love people. They're planning to move just up the coast to be close to their new grandson.Andrea Hsu/NPRRetirees are reassessing life and setting prioritiesIn San Diego, Jasso has taken stock of this moment. She says she has lived two-thirds of her life already. She has just one-third to go."What do I want to do with that one-third?" she asks.Prioritizing family, friends and community is high on her list. She's volunteering with the group MANA de San Diego, mentoring young Latinas.And she and her husband are now getting their house ready for sale. They're moving up the coast to be close to their new grandson, who was born in early August.

President Joe Biden on Wednesday asked U.S. intelligence officials to “redouble” their efforts to investigate the origins of the COVID-19 pandemic. Plus, activists had been pushing the San Diego city Council to reject a franchise agreement with San Diego Gas & Electric, which they said do not do enough to hold the utility accountable. But supporters said they were the best compromise the city could get. And increasing numbers of asylum-seekers have been allowed to enter the United States. But with the asylum system still severely curtailed, thousands remain stuck in dangerous conditions. Then, a Q&A about reproductive health and the COVID-19 virus and vaccine. CDC: Vaccinated Can Go Outside Without Mask

The CDC updated its guidelines and mask wearing and now says people who are fully vaccinated don't need to wear a mask when they're outdoors, unless they're in a crowd. Plus, organizers of the recall effort against Gov. Gavin Newsom have collected enough valid signatures to qualify for the ballot, California Secretary of State Dr. Shirley Weber announced Monday. Also, critics cast doubt on San Diego Gas & Electric's plan to produce carbon neutral energy by 2045, saying fossil fuel natural gas remains a big part of the utility's portfolio. In addition, a nonprofit is helping veterans find a new purpose following their careers in the military. And, who is considered Arab American as the nation recognizes National Arab American Heritage Month for the first time on a federal level. The city’s contract with San Diego Gas & Electric is up for renewal. The deal could be lucrative but some are concerned city leaders could be asking for too little. Plus, the rift between St. Anne Catholic Church and Logan Heights residents started over street parking but is being fueled by a cultural divide. Also, as the number of coronavirus cases rise in San Diego, demand for testing is creating a supply shortage, hampering the region’s ability to fight the pandemic. And, nuclear fusion, the dream of clean, cheap nuclear energy has been just that — a dream, until now. In addition, Coronado-based Citizens' Climate Lobby has won a prestigious national award for its advocacy for national policies to combat climate change. San Diego Gas & Electric executives spent 10 years seeking permission to charge customers hundreds of millions of dollars for company losses due to three backcountry wildfires started by its equipment in 2007. Lawyers for the power monopoly were thwarted at each turn — first by regulators, then by a state appellate court, the California Supreme Court and finally, in early October, when the U.S. Supreme Court declined to take up the case. The judges all concluded that SDG&E should not be able to recover $379 million in damages left over from the Witch, Guejito and Rice fires. Investigations showed that the three wildfires were the result of negligence and mismanagement committed by the utility — a finding the company never conceded. In reaching their decisions, the judges relied on what's known as the “just and reasonable” standard — the rule that utilities can only pass along to customers those costs that fairly serve consumers' interest. It has been a cornerstone of California energy regulation for more than 100 years. Under Assembly Bill 1054, which was introduced, passed and signed into law within a matter of days over the summer, the legal standards have changed.

FLOW's Rocket Fund is a granting pool that helps academic and garage innovators turn their technologies into commercial realities through financial support and entrepreneurial education. We will be introducing you to an opportunity for CleanTech companies to obtain non-equity funding for commercial prototyping and connecting with customers. Supported by California’s six major utilities, industry and Caltech, the Rocket Fund http://flow.caltech.edu/rocket-fund provides non-equity grants to startups to design and build their first commercial prototype and start demonstrating with potential buyers. Bio: Stephanie Yanchinski Trained as a scientist, Ms. Yanchinski has directed her entrepreneurial expertise towards starting companies and helping tech ventures emerge from universities. She has worked with government and the business and investment community in Europe, Asia and Canada to establish entrepreneurial support programs: in Canada she helped found a $20 million medical science incubator, and ran a $1.5 million CEO mentoring and training program. At Caltech, she founded and now oversees the strategic planning, fund-raising and management of FLOW, a nationally recognized entrepreneurial program of the Resnick Sustainability Institute. Funded by the Department of Energy, FLOW helped launch over 20 companies which together have raised $60 million in follow on funding within four years. In partnership with Southern California Edison, Pacific Gas & Electric, San Diego Gas & Electric, Southern California Gas, Sacramento Municipal Utilities District and the Los Angeles Department of Water and Power and the Moxie Foundation, as well as Caltech, Ms. Yanchinski launched the Rocket Fund in 2015 for early stage companies. The Rocket Fund is an innovative cross cutting program providing vital funding and necessary commercial partners for building and testing a minimum commercial prototype (MCP) for real world demonstration. The Fund validates technologies which makes companies more attractive to investors and partners.
