Portland Archbishop Alexander Sample condemned what he described as a “celebration of death” after Oregon Gov. Tina Kotek signed a proclamation to make March 10 an “appreciation day” for abortionists. “There are moments when words fail,” Sample wrote in a letter that also offered a pastoral teaching about the sanctity of human life. Deacon Harold expands this more today. Also looking into Soulf Psalm 78:49-51
Since our last conversation with Oregon Gov. Tina Kotek, President Trump has enacted tariffs and mass layoffs that could significantly impact Oregon’s federal workforce and economy. The Oregon Legislature has also begun its biennial session, taking up issues around education, transportation and housing. Kotek joins us in the studio to talk about all of that and more.
Before John Kitzhaber became Oregon governor for the first time, he practiced emergency medicine as an ER doctor. He brought that knowledge of the health care system to bear in the late 80s and early 90s, with the enacting of the Oregon Health Plan, the state’s Medicaid program. In 2012, he oversaw the expansion of the program and the creation of Coordinated Care Organizations. Today, about 1.4 million Oregonians get their health care from OHP. Kitzhaber says Oregon’s unique model delivers high quality but efficient care to more Oregonians - and that could be a national model as Congressional Republicans look to make federal spending cuts widely expected to affect Medicaid. The former governor is among those advising Republican Rep. Cliff Bentz, who told “Think Out Loud” Feb. 26 he wants to “make the system still deliver the type of benefits that people need, while at the same time doing it better and in a way that saves money.” Kitzhaber joins us to tell us more about his ideas for bipartisan solutions to prevent people from losing Medicaid coverage.

Oregon Gov. Tina Kotek has been consistent about her priorities since entering the governor’s mansion: housing, homelessness and healthcare. That’s left some wondering where she stands on climate and environmental issues. On the latest episode of OPB Politics Now, reporters Dirk VanderHart and Monica Samayoa discuss Kotek’s priorities and vision on the climate beat. Find the show anywhere you get your podcasts.
Republican Cliff Bentz represents Oregon’s 2nd Congressional District in Congress. It’s the largest district in Oregon, and represents around two-thirds of the state. It encompasses the Owyhee Canyonlands, one of the state’s most-known but — as of yet — unprotected natural places. Conservationists and others, including Oregon Gov. Tina Kotek, have called on President Joe Biden to create a national monument here but so far that hasn’t happened. Democratic Senator Ron Wyden has been working since 2019 on a bill to create a national monument on 1.1 million acres of land. The legislation was co-sponsored by Oregon’s other Democratic U.S. Senator, Jeff Merkley. The bill passed the Senate last year but died in the House. Bentz proposed his own version last fall, but says he’ll work with the senators on a new plan that can pass both chambers. We talk with Bentz about the way forward for Owyhee protection.
A lot has changed statewide since Oregon Gov. Tina Kotek last appeared on “Think Out Loud” in October 2023. Since then, the state’s three-year experiment with drug decriminalization has ended, a state of emergency was declared to address the fentanyl overdose crisis in Multnomah County, the U.S. Supreme Court ruled on a homelessness case out of Grants Pass and the governor faced backlash for the prominent role her wife has played in her administration. We spent an hour in Salem recently to get an update from the governor on all of those developments and more.
Oregon has legislatively completed its U-turn on a short-lived liberal policy that decriminalized the possession of small amounts of certain drugs. Oregon Gov. Tina Kotek, a Democrat, on Monday signed into law a bill that reverses Measure 110, a 2020 law that voters approved to decriminalize most illegal possession of controlled substance offenses and redirect much of the state's marijuana tax revenue to fund grants for addiction services. Around 58% of Oregon residents approved the initial measure but since then, addiction and overdose deaths have skyrocketed in Oregon and nationwide as fentanyl swept across the country. In August, 56% of Oregonians said they disapproved of the pioneering drug law and both Republicans and Democrats introduced legislation to roll back the controversial measure. --- Send in a voice message: https://podcasters.spotify.com/pod/show/darien-dunstan3/message

Oregon Governor Tina Kotek’s wife Aimee wants a larger role in state politics. What should Oregonians think of that? Does it matter? On the latest episode of OPB Politics Now, we discuss why several top staffers left Kotek’s office and what other state’s do when it comes to first spouses. Find the show anywhere you get your podcasts.
Last week, three of Gov. Tina Kotek’s top aides announced their departure from the Governor’s Office. Sources with knowledge of the matter told OPB that the shakeup could have come from personality conflicts between staff and the governor's wife, Aimee Kotek Wilson. Now, Kotek is considering establishing an Office of the First Spouse and has already hired two state-funded staffers to accompany First Lady Kotek Wilson to an out-of-state conference in Salt Lake City. Dirk VanderHart is OPB’s political reporter. He joins us to share more on recent news.

Oregon's 2024 legislative session got underway last Monday, tackling big state challenges like housing, homelessness and the drug crisis. On this week's episode of Straight Talk, Gov. Tina Kotek stopped by to discuss her own bill that she hopes will make big gains on Oregon's critical housing shortage, plus what she would like to see come out of talks to amend Measure 110, a voter-approved bill that decriminalized possession of small amounts of drugs.

Oregon Gov. Tina Kotek’s office said this week that the state has exceeded its goals for the 2023 homelessness state of emergency. Over the last year/since the emergency was declared, more than 1,000 new low-barrier shelter beds were added, nearly 2,000 people were housed and almost 9,000 households were given aid to prevent them from becoming homeless. Andera Bell is the executive director of Oregon Housing and Community Services. She joins us to share more about these goals, the state’s progress on increasing housing production and a recent audit of the agency’s emergency rental assistance program.
For some downtown Portland business leaders, the new year is a time for optimism. Some say government attention on the area, like an emphasis on the region through the Central City Task Force convened by Oregon Gov. Tina Kotek, could mean positive changes for downtown. Jonathan Bach is a real estate and finance reporter for the Portland Business Journal. He recently wrote about the outlook for downtown business leaders and joins us to share what he’s been hearing from them.
Oregon Gov. Tina Kotek convened a task force in August to make concrete and actionable policy recommendations to revitalize downtown Portland. The task force issued its recommendations on Monday, including increasing police presence in downtown Portland, outlawing public drug consumption, removing protective plywood from buildings, and increasing social services for those living on the streets. The governor also wants tax relief for downtown businesses and a 90-day state of emergency to address the fentanyl addiction crisis. We get more details from one of the task force committee chairs, Nolan Lienhart, principal and director of planning and urban design at ZGF Architects.
Since our last conversation with Oregon Gov. Tina Kotek, Republicans lawmakers staged a historically long walkout, a state task force convened to address serious problems in Portland’s central city, and a coalition of prominent leaders have begun calling for an overhaul of Measure 110, Oregon's drug decriminalization law. We spent an hour in Salem with the governor to talk about all those things and more.
In 2020, former Oregon Gov. Kate Brown signed an executive order to achieve the state’s carbon reduction goals. The order directs state agencies to curb greenhouse gas emissions. Three years later, we check in with Nora Apter, a senior program director for climate at the Oregon Environmental Council, about where the plan stands now and the progress Oregon’s Department of Environmental Quality is making on climate goals.
Unmask the complex reality of Portland's faltering economy and burgeoning homelessness crisis in our deep-dive conversation that exposes the controversial policies and the unanticipated 'growing pains' that have led to the city's current predicament. We promise an insightful analysis of Oregon Governor Kotech's ambitious plan, supported by Mayor Ted Wheeler and Multnomah County Chair Jessica Vega Peterson, to rejuvenate the city's economy and address its escalating homelessness issue.Join us as we evaluate the daunting challenges that stand in the way of this plan's execution, such as potential increases in state funding and the provision of addiction services and mental health care. We cast a critical light on the progressive policies that have inadvertently exacerbated the homelessness crisis and highlight the desperate need for more accountability, transparency, diversity, and equity in the city. We also discuss the profound impact of Portland's economic woes on the entire state of Oregon and the distressing trend of multi-millionaires leaving the city.Support the show
Last month when Oregon Gov. Tina Kotek announced that the state wouldn't toll highways until at least 2026, the Oregon Department of Transportation pumped the brakes on a billion-dollar plan to expand I-5 through Portland's Rose Quarter. That was big news for Adah Crandall of Sunrise Movement, a national youth climate justice organization. Adah has led the fight against the I-5 expansion, despite the fact that today she's only 17 years old. Today we're talking with a youth climate change organizer about why she's been fighting so hard against the freeway expansion, and why the younger generation sees the issue so differently from most adults. Senior officials in the U.S. government, including White House lawyer Dana Remus, deputy assistant to the president Rob Flaherty, and onetime White House senior COVID-19 adviser Andy Slavitt, have been in touch with one or more major social media companies to try to get the companies to tighten rules on allegedly false and misleading information on COVID-19, and take action against users who violate the rules, the documents show. In July 2021, for instance, after Biden said that Facebook was “killing people” by not combating misinformation effectively, an executive at Meta reached out to Surgeon General Vivek Murthy, a Biden appointee, to say that government and Meta teams met after the remarks “to better understand the scope of what the White House expects from us on misinformation going forward.” The same executive later wrote to Murthy saying, “I wanted to make sure you saw the steps we took just this past week to adjust policies on what we are removing with respect to misinformation, as well as steps taken to further address the ‘disinfo dozen,'” including removing pages linked to the group. The White House publicly pressured social media companies to take action against a group officials dubbed the “disinformation dozen,” which a nonprofit claimed were producing the bulk of “anti-vaccine misinformation” on the platforms. Also in July 2021, Murthy said Facebook had not done enough to combat misinformation. Rob Flaherty, director of digital strategy for the White House, told Slavitt and others in April 2021 that White House staff would be briefed by Twitter “on vaccine misinfo,” with the meeting including “ways the White House (and our COVID experts) can partner in product work,” according to one of the messages. In another exchange that year, a Department of Treasury official working on “mis, dis, and mal-information” told Meta workers that the deputy treasury secretary wanted to talk about “potential influence operations.” In a text in February 2021, meanwhile, U.S. Cybersecurity and Infrastructure Security Agency (CISA) Director Jen Easterly, wrote to another agency official that she was “trying to get us in a place where Fed can work with platforms to better understand the mis/dis trends so relevant agencies can try to prebunk/debunk as useful.” The documents were part of a preliminary production in a lawsuitlevied against the government by the attorneys general of Missouri and Louisiana, later joined by experts maligned by federal officials. “If there was ever any doubt the federal government was behind censorship of Americans who dared to dissent from official Covid messaging, that doubt has been erased,” Jenin Younes, a lawyer with the New Civil Liberties Alliance who is representing some of the plaintiffs in the case, said in a statement. “The shocking extent of the government’s involvement in silencing Americans, through coercing social-media companies, has now been revealed.” Club Membership Plug: Let’s stop and take a moment to talk about Fight Laugh Feast Club membership. Greg Abbott Begins Busing Illegal Immigrants to Chicago Texas Gov. Greg Abbott on Wednesday said that illegal aliens apprehended along the U.S.-Mexico border are now being bused to Chicago in addition to New York City and Washington. Abbott said his strategy to bus illegal immigrants from Texas to the Democrat-led sanctuary cities makes a strategic point about the impact of President Joe Biden’s “open border policies” on American communities. “President Biden’s inaction at our southern border continues putting the lives of Texans—and Americans—at risk and is overwhelming our communities,” the Republican governor said in a statement. “To continue providing much-needed relief to our small, overrun border towns, Chicago will join fellow sanctuary cities Washington, D.C. and New York City as an additional drop-off location.” Acknowledging Chicago’s sanctuary city policies, Abbott said Mayor Lori Lightfoot “loves to tout” that her city welcomes illegal immigrants as a matter of “responsibility.” “I look forward to seeing this responsibility in action as these migrants receive resources from a sanctuary city with the capacity to serve them,” Abbott said. Chicago Calls Busing Program ‘Racist’ The Chicago mayor’s office confirmed that around 60 illegal aliens arrived at Union Square from Texas on Wednesday night and were being provided with essential services while they “navigate the next steps of their journey.” “As a city we are doing everything we can to ensure these immigrants and their families receive shelter, food, and most importantly protection,” the spokesperson said in a statement. “This is not new; Chicago welcomes hundreds of migrants every year to our city and provides much-needed assistance.” The spokesperson also accused Abbott of having no “shame or humanity” and described the busing program as “racist practices.” The mayors of Washington and New York City, Muriel Bowser and Eric Adams, have also criticized the busing program, calling it a political stunt. But Abbott has said the illegal immigrants voluntarily chose to go to their cities where there is more capacity to serve them. The Texas governor first directed the Texas Division of Emergency Management in April to charter buses to transport illegal immigrants who claimed asylum when apprehended along the U.S.-Mexico border to Washington. New York City was added as a second drop-off location in August. Since then, more than 8,900 illegal aliens have been bused out of Texas to those cities, providing “much-needed relief to Texas’ overwhelmed border communities,” according to Abbott’s office. Overwhelmed with the influx of illegal aliens arriving from Texas, Bowser has twice asked the Biden administration to deploy National Guard personnel to help her city cope. Both requests were denied. Lightfoot signed Chicago’s “Welcoming City Ordinance” measure in February 2021 to strengthen the city’s sanctuary policies, which prevented local police from cooperating with federal immigration authorities. “Chicago has been a welcoming city and a city of immigrants since its very founding, and proudly so,” Lightfoot said at the time. Abbott’s office noted that under this policy Chicago doesn’t deny city services to individuals based on their immigration status. “With its ‘Welcoming City Ordinance’ making it a sanctuary city, Chicago will not deny city services to individuals based on their immigration status. The city also does not require local police to cooperate with federal immigration authorities,” Abbott’s office said. Abbott promised to keep busing illegal aliens to so-called sanctuary cities until the Biden administration “does its job” to secure the border. The move comes as California urges residents to not charge their electric vehicles during a heatwave to avoid straining the electrical grid. An Oregon Department of Environmental Quality advisory committee is now in the process of creating what it calls “Advanced Clean Cars II Rules,” which will guide the state toward that new goal. California announced on Aug. 24 that it would begin to phase out gas-powered vehicles beginning in 2026, when 35 percent of all passenger vehicles and light duty trucks sold in the state must be zero-emission vehicles (ZEVs). With an anticipated increase of nearly 8 percent annually, the state has vowed that 100 percent of all vehicles sold in California will be ZEVs by 2035. Oregon aims to follow suit. “The transportation sector accounts for more than 40 percent of Oregon’s greenhouse gas emissions,” the Oregon Department of Energy said in a statement. “Moving to cleaner, alternative fuel transportation options, like zero-emission vehicles, can reduce those harmful Green House Gases (GHGs) and help Oregon reach its climate goals.” Oregon had already been working toward a goal set by its legislature in 2019 to have 250,000 registered ZEVs in the state by 2025. As of April, there were approximately 50,000 ZEVs on Oregon roads, falling well short of the pace to meet that goal in the first three years. “We’re committed to getting more electric vehicles [EVs] on Oregon’s roads and 50,000 registered EVs is a major milestone,” said Amanda Pietz, administrator of the Oregon Department of Transportation’s Climate Office. “EVs make up about 8 percent of new cars, trucks, and SUVs sold in Oregon, and we’ll support that growing market through partnerships to build out EV charging stations along major roads and in Oregon’s communities.” The state will also “support” that market by banning gas-powered vehicles and using taxpayer-funded subsidies to prime the pump. Oregon offers as much as $7,500 in taxpayer-funded rebates on top of the federal tax credit of $7,500 toward the purchase of a ZEV. Utilities in the state are offering additional rebates of up to $1,500 for a vehicle purchase and up to $1,000 to install a residential home charger or workplace-commercial charging station. The Go Electric Oregon website encourages buyers to “stack” government incentives to obtain more than $16,500 to use for the purchase of a ZEV. According to Oregon Public Broadcasting, taxpayers have already subsidized the purchase of electric vehicles (at an average cost of $66,000) to the tune of $55 million. One 2018 estimate puts the average income of an electric vehicle driver at $150,000 compared to the U.S. average of $63,000. In May, the Oregon Department of Transportation committed to spending $100 million in federal and state funds over the next five years to expand Oregon’s EV charging infrastructure. The transition to ZEVs seems to overlook increasing concern over their environmental impact and national security implications. Making ZEV batteries requires the use of fossil fuels to process ore and extract minerals, including lithium, cobalt, nickel, copper, and graphite. They also require steel, aluminum, plastic, and other materials. The extraction and processing of these minerals are dominated by China and the Democratic Republic of Congo. According to Bloomberg, China controls 80 percent of the market for EV batteries. The push to convert to ZEVs will also create challenges to the electrical grid. In a 2018 analysis, energy economists at the University of Texas found that if California drivers were to go fully electric overnight, the state would need about 47 percent more electricity than it currently consumes. All the states that follow California’s emission standards will face similar challenges. But California’s electrical grid is already strained and Oregon’s faces uncertainty. With a heatwave looming, California’s grid operator issued an alert on Aug. 31, urging residents to avoid using large appliances and charging electric vehicles between 4 p.m. and 9 p.m. over the Labor Day weekend. “Lowering electricity use during that time will ease strain on the system, and prevent more drastic measures, including rotating power outages,” the alert reads. Oregon Gov. Kate Brown has supported removing or breaching the Lower Snake River Dams to protect fish populations. Carbon-free hydropower from dams makes up 45 percent of the electricity used in Oregon. https://www.breitbart.com/sports/2022/08/31/report-20-mlb-teams-promote-fund-groups-perform-child-sex-change-operations/ Report: 20 MLB Teams ‘Promote or Fund’ Groups that Perform Child Sex Change Operations The magazine reviewed the causes and organizations to which these teams are handing out millions of dollars in donations and found that many support sex-change surgery, hormone treatments, and other dangerous procedures for “transitioning” teens and pre-teens. National Review found that almost every team in the league “promote or fund groups that encourage or provide sex-change procedures and gender-transition hormone treatment for minors as young as 12. Other organizations promote ‘social transitions’ — i.e., nonmedical changes in ‘gender expression,’ including the adoption of new names, pronouns, and clothing — for children as young as three.” Much of the support these teams are lending is organized under the rubric of the widespread LGBTQ “Pride Nights” that the league pushes. Along with the yearly events in the stadiums, the teams also donate money to a number of advocacy groups — usually local groups, but often national groups, as well. The Detroit Tigers, for instance, support the Ruth Ellis Center and Corktown Health in Detroit, the magazine noted. At the checkout page for tickets to the Pride Night game, the Tigers website offered ‘a chance to support a local Pride organization of your choice,’ with a drop-down menu that included LGBT-focused clinics such as the Ruth Ellis Center and Corktown Health, both of which perform medical gender transitions on minors. On top of masculinizing and feminizing drugs, at least one — the Ruth Ellis Center — included irreversible ‘gender affirming surgery’ in its suite of ‘transition care for transgender youth’ options. Another charity promoted by the Tigers, the Trans Sistas of Color Project, was actively funding groups such as ‘Trans Minors Rights,’ which ‘advocates for empowering transgender youth to make their own decisions regarding puberty blockers’ — i.e., ‘without requiring the consent of a parent.’ (The group’s tagline: ‘Unblock blockers.’) The magazine noted that the Tigers are only one example and that the MLB “Pride Resource Guide” promotes a long list of “social justice” groups that also push transgenderism on kids. The report found that five teams promoted groups that push dangerous surgeries on trans kids, including the Detroit Tigers, the Boston Red Sox, the Milwaukee Brewers, Tampa Bay Rays, and the Cleveland Guardians. Four teams partner with organizations that provide counseling and referrals to youths for such medical procedures. That list includes the L.A. Dodgers, Pittsburgh Pirates, San Diego Padres, and the Oakland As. And another five teams promote groups that offer guides and promotion of the transgender lifestyle, including the Cincinnati Reds, Houston Astros, Arizona Diamondbacks, Philadelphia Phillies, and the Colorado Rockies. Finally, six teams support groups that have lobbyists for the trans cause and otherwise advocate for the transgender lifestyle. Those teams include the Chicago Cubs and White Sox, the L.A. Angels, Minnesota Twins, St. Louis Cardinals, and the Washington Nationals. “It’s a classic case of institutional capture by the Left,” the magazine concluded. It is up to the fans to speak out and urge the league to reverse course on this outrageous advocacy. Christ Church Events Coordinator Looking to move to Moscow? The costly cybersecurity breach occurred in late April but was only discovered weeks later on May 17th when the city flagged a second transaction attempt from the same account, according to a news release issued by the Office of Management and Finance. The news release did not disclose what bureau or office the email account belonged to or how it could be used to draw down substantial sums of money from city coffers. Upon learning of the breach, the city said it immediately launched an investigation and notified the Portland Police Bureau, FBI, and U.S. Secret Service. City officials said this past Friday that they would release no additional information in order to quote “protect the security and integrity of the investigation” end quote. The newest Virginia-class fast attack submarine, which can dive to depths greater than 800 feet, was originally (krisened) christened in 2019, but the COVID-19 pandemic created some quote “slips in schedule” for the crew, said U.S. Representative Joe Courtney,, whose district includes General Dynamics Corp.'s Electric Boat Shipyard where the 377-foot submarine was constructed. It marked the Navy's first in-person commission ceremony since 2019, due to the pandemic. Oregon Gov. The incident at Robb Elementary in (youvawllldee) Uvalde, a small city roughly 80 miles west of San Antonio, was the deadliest shooting at a grade school since the Sandy Hook Elementary massacre in 2012. The children, who were largely in fourth grade, were fatally shot in the same classroom just days before summer vacation would have begun. Victims of the shooting were mourned online in social media tributes by their families. The school has opened a memorial fund in their honor. President Joe Biden and first lady Jill Biden visited Uvalde this past Sunday to pay their respects to the victims, and the community. The visit marked the second presidential visit related to a massacre within two weeks after a racist attack in Buffalo, New York, as Democrats in Washington offered tentative hope of bipartisan gun reform legislation in Congress. In International News: https://www.democracynow.org/2022/5/27/headlines/only_yes_means_yes_spanish_parliament_passes_sexual_consent_bill Last week, Spain's parliament approved landmark legislation that would codify the definition of consent as an explicit expression of a person's will into Spanish law, freeing survivors of sexual assault from the burden of having to prove violence or intimidation was used against them. The new law, which was known as the quote “only yes means yes” bill, was introduced to give a solid definition of what rape is. Before the introduction of the bill, rape cases in Spain were decided on whether the survivor was threatened with other physical violence or intimidated. Irene Montero, Spain's equalities minister, celebrated the new law and said in a statement quote, “From today, Spain is a freer, safer country for all women. We are going to swap violence for freedom, we are going to swap fear for desire,” end quote. The bill still has to pass through the Senate before being enshrined in Spanish law. A video posted on social media shows security guards at the Louvre Museum escorting the man away as he spoke in French about the planet. According to The Associated Press, the man reportedly said quote, "Think of the Earth! There are people who are destroying the Earth! Think about it. Artists tell you: think of the Earth. That's why I did this," end quote. Another video showed someone clearing the cake off the glass protecting the Mona Lisa, as onlookers held up their phones to film the incident's aftermath. The 36-year-old man was detained and sent to a psychiatric unit, according to the AP. The original Mona Lisa was painted by Leonardo da Vinci between 1503 and 1519. The oil painting hangs in the Louvre's largest room, according to the museum's website. Closing: Well that wraps up What a Week! Stay safe and see you guys next week.
It's been two years since Oregon Gov. Kate Brown signed an executive order creating the Oregon Climate Action Plan. The goal is to reduce greenhouse gas emissions across state agencies, and it includes a number of specific directives. A coalition of environmental advocacy groups has been tracking the state's progress and recently put out a report. We hear more from Nora Apter, climate program director at the Oregon Environmental Council and Brad Reed, campaign manager for Renew Oregon.

Oregon Gov. Kate Brown is calling lawmakers back to Salem on Dec. 13 for a special session to address the state's rent assistance program, which has run out of funds. The goal is to extend eviction protections for renters and offer relief to landlords as well. Sen. Kayse Jama, D-Portland, and Rep. Julie Fahey, D-Eugene, are the architects of the proposal lawmakers will be digging into in the special session. We hear from these two lawmakers about their proposal.
Oregon Gov. Kate Brown signed legislation to create 90 legislative districts as well as add a sixth congressional district. The bills passed largely along party lines. Republican lawmakers say the process is “rigged” to give Democrats an advantage in elections, but showed up to allow the passage. We talk with two legislators a part of the Committees on Congressional Redistricting and State Legislative Redistricting . Rep. Shelly Boshart Davis (R-Albany), is a member of both, and Rep. Andrea Salinas (D-Lake Oswego) is the chair for both.Doug Spencer teaches law at the University of Colorado and manages the All About Redistricting website. He joins us to share how the Oregon process compares with other states and how redistricting and gerrymandering are now deeply embedded in American politics.
Two Republican state lawmakers from Eastern Oregon are pushing Oregon Gov. Kate Brown to allow broad exemptions for health care workers, teachers and other state employees who will soon have to show proof of COVID-19 vaccination or a documented exemption to keep their jobs. The lawmakers say requiring vaccines will not lead to more shots in arms and will only fuel distrust from rural Oregonians who are already skeptical of government mandates. Meanwhile, a doctor in Harney County is hesitant to recommend the vaccine to patients, instead encouraging them to “read both sides and make a decision.” OPB's Central Oregon Bureau Chief Emily Cureton spoke to the lawmakers and the Harney County doctor. We get details from her.

This new guideline took effect as of last Friday. The new conditions are part of two new health mandates issued by the governor last Wednesday, including new masking rules and required vaccinations for state executive branch staff. Brown said the deployment would begin Aug. 20th, when National Guard members will be sent to more than 20 hospitals statewide to help provide logistical support, materials handling, equipment deliveries, and Covid-19 testing. Up to 1,500 National Guard members could ultimately be deployed, she said. The decision heads off his almost certain impeachment and conviction in the state Legislature. Lieutenant governor Kathy (Hokol) Hochul , a fellow Democrat, will serve the rest of his term when the resignation becomes effective in 14 days. She will become the state's first ever female governor. Although Governor Cuomo apologized to his accusers, he made it clear that he did not believe he stepped over a red line requiring removal from office. Fires are devastating to communities and to the children, teens and adults grappling to survive and to recover. During the last week in Western United States, over 22,000 firefighters were combating wildfires, homes burned, and thousands of residents fled from the fast-moving flames. The Dixie Fire in Northern California and the Bootleg Fire in southern Oregon are being further sparked by very dry conditions and what climate change scientists say from climate change. The stark reality is we cannot expect the wildfire threat to ease any time soon. The harsh reality is the nation will continue to see more intense wildfires stated Oregon Gov. Kate Brown last week. We can learn from communities like Butte County's Paradise, California destroyed by the Camp Fire in 2018. Many people lost their lives. The community of Butte County gathered during and after this tragedy to rebuild. Scott Dinits, my guest works as the Human Resources Director for the Boys & Girls Clubs of the North Valley and is also a Co-Director of the Ability First Sports Camp in Butte County. We are about 2 percent, or 60,000 people, away from reaching the state's 70 percent threshold. That is, when 70 percent of the state's residents 16 and older have at least one dose of the coronavirus vaccine, Oregon Gov. Kate Brown has said she will lift most statewide restrictions—including indoor capacity limits, mask mandates, and physical distancing requirements—and reopen the state's economy. Part of what's gotten us this close to that 70 percent figure: Oregon's mass vaccination sites at the Oregon Convention Center, the drive-thru sites at the Portland International Airport, and the Hillsboro Stadium. But with all three sites closing this month, what does that mean for the future of vaccinations in Oregon? What are the next steps? This week on Footnotes, the closure of Oregon's mass vaccination sites, the continued health equity and access issues facing our state, and the role community health clinics will play moving forward toward a post-pandemic future.GuestsMax Janasik, CEO of One Community HealthLorena Mosqueda, health and wellness director at Latino NetworkMara Gross, interim executive director at the Coalition of Community Health Clinics
