Marion County plans to shift some trucked waste to Wasco County

Marion County once burned its trash — and generated some of its electrical power   —  using the Reworld incinerator. But since that facility has previously announced it would be closing and stopped accepting residential waste, the county’s garbage is now going to the Coffin Butte Landfill in Benton County. However, as reported in the Statesman Journal, Reworld is challenging state regulations that it blamed on the closure. Regardless, since space at Coffin Butte is limited, Marion County commissioners have already approved the trucking of some of the waste to a landfill in The Dalles in Wasco County. A spokesman for Marion County told OPB that move is scheduled to begin in the next few weeks. Marion County — like many others in Oregon — faces tough choices about how to environmentally dispose of the unwanted materials its residents throw out. We spoke earlier this month about the environmental challenges presented by both landfills and incineration. Joining us to discuss these policies and the financial considerations involved are Marion County Commissioner Kevin Cameron and Environmental Services Division Manager Brian May.

About a dozen years ago, Wasco County Sheriff Lane Magill became aware of a growing need for treatment services for residents experiencing mental health crises in his county. Faced with a lack of residential care services in the region, he struggled to find help for people experiencing homelessness or veterans who suffered from PTSD. The surge of fentanyl-related overdoses in the county since 2021 also highlighted the link between behavioral health and substance use disorders, and the lack of local treatment options.But that may now soon change. As first reported in the Columbia Gorge News, Magill expects to break ground this year on a new residential treatment facility in The Dalles. It would offer 16 beds to treat residents in Hood River, Wasco and Sherman Counties for substance use disorders, along with a walk-in center for people in mental health crisis. Sheriff Magill joins us to talk about the status of the $50 million project, and the regulatory roadblocks it faces.

Some of today's top storiesTurning now to the latest on the investigation into former Kern County Supervisor Zack Scrivner.Yesterday, we caught our first glimpse of Scrivner - since April.  Scrivner resigned from the Board Friday, and yesterday supervisors held a special meeting to discuss the future of his vacated seat.   17's Jenny Huh has the story.Prosecutors have filed charges against two men in connection to the mass killing in Mojave last year. The shooting happened late in the night in April 2023.     Four people were shot and killed.     According to court documents, Ricardo Reyes-Partida was seen arguing with two of the victims earlier in the day.     He pleaded not guilty to murder and other charges last week and is being held without bail.(banner}      There is a warrant this morning for Jonathan Hernandez, who is charged with being an accessory after the fact and attempted murder.      Anyone with information on his whereabouts is asked to call the DA's Office at 661-868-2340.In your 17 follow-up file this morning...    The city of Wasco is set to fill the mayoral vacancy today... after Wasco Mayor Alex Garcia resigned from his post last week, amid allegations swirling around social media. The city will hold a meeting this evening, where they will appoint a councilmember to fulfill the remainder of the former mayor's term.    Calls for Garcia to resign came after a video posted by a shadowy group, accused Garcia of attempting to meet an underage boy in Bakersfield.     In the video, Garcia is also slapped by those behind the camera, who appear to have set up a sting operation targeting such questionable behavior.     17 News reached out to Garcia unsuccessfully multiple times for comment, but in a statement on his resignation, Garcia writes in part quote "I want to assure you that the accusations made against me are mischaracterized and inaccurate and certainly do not reflect who I am or what I stand for."Now to the latest on the Borel Fire, still burning in the mountains east of Bakersfield.    Fire crews say they stopped the fire's advance to the south and are now focused on containing the flames in the mountains east of Lake Isabella. Nearly 60-thousand acres burned so far.    Containment this morning is up to 71-percent.    The Borel Fire was sparked by a fatal truck crash in the Kern River Canyon on July 24. State Route 178 is open through the Kern River Canyon.     But motorists may encounter longer than usual wait times with one way traffic control in specific sections as fire equipment moves through the canyon.    Caliente Bodfish Road has been closed at Kern Canyon Road.    For a complete list of road closures related to the Borel Fire, log on to kern emergencies-dot-com.

Some of today's top storiesA brush fire near Lake Isabella has prompted evacuations this morning. Here's a look at the fire from a nearby camera...    This fire is being called the "Shadow Fire" and is located on Shadow Mountain Drive near Denise Drive.    Officials say it is spreading at a moderate speed.    An evacuation warning is in effect for the Squirrel Mountain Valley area.    We will continue to follow this breaking news and bring you any updates as they become availablefire crews were busy putting out a blaze in northwest Bakersfield. This fire happened at this home on Klemer street around 11 pm.     The home is near the Talladega neighborhood off Renfro road and Rosedale Highway.    As you can see, the fire destroyed the roof and garage.     The cause is unknown at this time.     We will update this story as we know more. a 2-alarm structure fire in Shafter on Saturday.    You can see in this video a structure left destroyed by the blaze...    This happened on Poplar Avenue around 2 p.m.    No word yet on any injuries or cause of the fire.a 3-alarm fire raging in Wasco early that same morning.    It left an abandoned home and multiple vehicles on 6th street destroyed.     You can see crews battling the flames.    The fire was successfuly contained after 5 hours.    There were no reports of any injuries.    The cause of this fire is also under investigation.an update on a brush fire raging Friday night northeast of the California Living Museum.    This is video of the Ranch Fire, as it's called.    It started around 7:30 that evening off Rancheria road.    Smoke from this fire was visible from parts of Bakersfield and Arvin.    The Kern County Fire Department says over over 600 acres were burned, until it was successfully contained Saturday.    No injuries were reported.    The cause of the fire is under investigation.The Coroner's Office confirmed yesterday the body of a 33-year-old woman and her fetus were found in a central Bakersfield canal nine months ago. And the coroner is classifying it as a double homicide.  The body was found back in September in a canal near the Quailwood neighborhood.               KCSO confirmed Julia  Santellan (SAN-TEH-YAWN), and her 36 to 40 week developed fetus died at the canal.               The cause of death was determined to be homicide, although the coroner is still trying to find out how they died..               A coroner's news release didn't say if the unborn boy was still in his mother's womb when they were recovered from the canal.               We will update this story as we know more.A man is in the hospital this morning after being stabbed yesterday afternoon.  It happened around 2 pm at Patriots Park near West High School.     Multiple police units responded to the scene.    There are no details as of newstime if anyone else was hurt.    We also do not have any information on a suspect.    We will update this story as we know more. A local family is mourning the death of a 2-year-old boy, who drowned in a pool in west Bakersfield.  Around 12:40pm yesterday the boy was found unresponsive in a pool near near Waterford street.    He was taken the hospital where he died.     The cause of death was drowning and the manner of death was accidental.

Some of today's top storiesLast night brought a scare in the emergency room at Adventist Health Hospital. According to Bakersfield police, a call came in that a man armed with a gun was seen in a restroom in the E-R.    Officers raced to the scene and after the hospital was put on lockdown - they were unable to locate a gunman.    BPD tells 17 News, it's possible this was a prank call or what's known as a "swatting" call.    An investigation is underway.    Again, no gunman was found at Adventist Health hospital.We are on verdict watch in the murder trial of Anthony Williams -- the man accused of opening fire on a Greyhound bus four years ago. The shooting happened February 3, 2020, as the bus traveled over the Grapevine.  Passengers say they heard yelling and cussing before bullets started flying.  When it was over, a woman lay dead and five others were wounded.  Seventeen shots were fired in all. Deputy Public Defender Nick Roth told the jury today he doesn't contest his client is guilty of second-degree murder, adding there was no premeditation on Williams' part, and that he should not be found guilty of the more serious charge of first-degree murder. Williams faces life in prison if convicted. Three people are under arrest this morning after the California Highway Patrol issued over 127 of those citations were issued for speed, five for seatbelt violations, and 13 for cell phone violations.    C-H-P also says 9 stolen vehicles were recovered.    They would like to remind the public to drive safe, slow down, and eliminate all distractions while driving. 200 citations during a joint traffic enforcement operation yesterday in Bakersfield.Big news out of Wasco this week.     Starting today, the Kern County Sheriff's Office will no longer provide law enforcement services to the city.     Beginning at 11 a.m., the Wasco Police Department will officially take over as the sole agency within city limits.     The main line for dispatch services will be 758-7266.Bakersfield police officers are credited with saving two people from a burning building in central Bakersfield. The fire started just before 3:30 yesterday morning in the 11-hundred block of California Avenue.    According to the Bakersfield fire department, officers on scene tore down the boarded up entrance to the building and pulled two people to safety.    The officers tended to the victims until firefighters arrived - both suffered minor injuries.A motorcyclist is hospitalized following a crash in southwest Bakersfield.    It happened just before 4:30 yesterday afternoon at the intersection of Ashe Road and Taft Highway.    According to police, the motorcycle rider was making a left turn and collided with another vehicle.    The motorcyclist reportedly suffered moderate injuries    KCSO will remain the main point of contact for all open cases prior to April 18th, 2024.

Some of today's top storiesThe road is all clear now after a gas leak shut down a portion of Mohawk Street for several hours.You can see many fire engines and police cars were on scene.    The incident blocked off Mohawk Street from Truxtun to California avenues.    P-G-and-E crews worked overnight to fix the problem.    No word yet on what caused the gas leakBakersfield Assemblyman Vince Fong is getting ready for a big battle in Sacramento today.     Despite being the top vote getter -- in both the primary and special elections -- there is a chance he will be disqualified from running for congress. It all started back in December... after Fong entered his bid to takeover the seat in congress vacated by Bakersfield's Kevin McCarthy.    However, Fong had already submitted a re-election bid for the state assembly, and California law prohibits a candidate from running in two races at once.    This prompted Secretary of State Shirley Weber to withdraw Fong's name from the ballot.    But Fong says this law shouldn't apply to him, because he doesn't want to run for the state assembly anymore -- only congress.    His name remained on the ballot for both races last month during this back-and-forth legal battle.Residents of an Oildale apartment complex say they were recently served with notices - warning that they will be evicted if they don't get rid of their patio gardens.    17's Mikhala Armstrong reports, most of the people who live there are seniors.The pre-trial conference for the man -- accused of biting a severed leg from a train crash victim in Wasco -- has been postponed. 27-year-old Rosendo Tellez is charged with removing human remains from a location other than a cemetery.    Video shows Tellez with a leg, which belonged to a pedestrian hit by a train in Wasco last month.    Court records show the conference was postponed to April 18th.Set to appear in a Kern County courtroom for the first time today... the man accused of abducting a Bakersfield pre-teen and taking her to Utah.    29-year-old Joshua Stehle is facing several charges including suspicion of kidnapping and child molestation.    An 11-year-old girl was reported missing last month... and when deputies searched a computer at her home, they say they discovered the two had an online relationship.     The girl and Stehle were stopped in Utah... and Stehle was extradited to Lerdo jail earlier this week.

Police in Kern County, California arrested 28-year-old Rosendo Tellez on March 22, 2024 after they were called to the Amtrak station in Wasco after a person had been hit by a northbound train. Tellez reportedly was hiding one of the severed legs of the victim under his sweater. We also want to remember NYPD Officer Jonathan Diller, 31, who was tragically shot and killed while confronting repeat offender, Guy Rivera, 34. Rivera was a passenger in a vehicle when he was approached by Officer Diller and an argument ensued. Rivera would then shoot Officer Diller in the stomach under his bulletproof vest, killing him. Rivera already had 21 separate arrests according to authorities, 9 of them being felonies. Some of today's top storiesMultiple pro-Palestinian protesters are under arrest this morning... following a confrontation at last night's Bakersfield City Council meeting.    It all start after the protesters were kicked out of the chamber again. This is the fourth meeting in a row Mayor Karen Goh has called for the chamber to be cleared.    The protesters want city leaders to join dozens of other cities across the U-S... and approve a ceasefire resolution.     Video circulating online shows protesters and police clashing in a tug-of-war-like battle with the front doors of city hall.    This causes glass to break on one the doors.... and officers then take a number protesters into custody.    The meeting finally resumed about an hour after... but ceasefire chants could still be heard through the walls... coming from protesters outsideAn arrest at a motel off Olive and Knudsen Drives in north Bakersfield is sounding the alarm for parents and young children.     The suspect? A former Delano police chief.     17's Jenny Huh has more on this on-going investigation. New details this morning about the man accused of biting a severed leg following a train crash in Wasco. Court documents obtained by 17 News say the man, Rosendo Tellez, appeared to speak with the person the leg belonged to just before that person was hit.     The train conductor says the victim ignored repeated horn blasts and walked onto the tracks while pushing a bicycle.     Tellez stood just 20 feet away.     Deputies say Tellez told them that he picked the leg up... because he thought it was his.     The 27-year-old pleaded not guilty to several charges on Tuesday.     He has a pretrial conference scheduled next week.A woman is dead this morning following a crash in Southwest Bakersfield. It happened near the intersection of Ashe and Harris Road.     Police say a man driving a black Volkswagen veered onto the wrong side of the road... and hit two other cars... a red Honda and black Mini Cooper.     The woman driving the Honda was killed.    The others involved in the collision had minor injuries.    An investigation is ongoing.

Some of today's top storiesA Wasco man accused of biting a severed human leg, appeared in a Shafter courtroom to face a judge for the first time following the shocking incident. 27-year-old Resendo Tellez faces four charges in connection to the crime.The judge entered a not guilty plea on Tellez's behalf.The incident happened Friday after a person was hit and killed by a train in Wasco. Video shows Tellez on the sidewalk carrying what witnesses say was a severered leg from the train victim... bring it close to his face, and swinging it while he shows it to Sheriff's Deputies.Tellez is due back in court a week from today.We now know why there was a standoff last night in south Bakersfield.    It all started around 7 o'clock on Edith Lane... when police say a man forced his way inside another family's home.    You can see there was a heavy police presence.. with a helicopter was also seen circling the area.    There were rumors that a murder took place, but police say that no true.    However, they say the man is on on parole for attempted murder.    Eventually, officers were able to take the man into custody. A Bakersfield man -- accused of posing as an employee to steal from multiple businesses -- is under arrest this morning. Investigators say it all started at Pacific Power Incorporated, an industrial equipment supplier, back in February.      They say the man pretended to be a worker and made fraudulent purchases worth thousands of dollars.    The man is accused of doing the same thing a month later... this time targeting Dream Maker Bath and Kitchen on District Boulevard.     The owner, Everett Gray, says the suspect tried to purchase flooring from a neighboring businesses under Gray's name.     That's when the owner of the neighboring business alerted Everett, who immediately called the police. 33-year-old Adrian Tinoco was arrested this week in connection to the thefts.     He's facing several charges, including four counts of burglary and identity theft.Overnight a rescue mission turns to recovery on Baltimore's Francis Scott Key Bridge... the bodies of six workers are still missing after a huge container ship hit the bridge - sending the workers into the water.    NBC's Alice Barr has the details from the key bridge in Baltimore. If you've ever been to a Bakersfield Condors hockey game, you've no doubt seen her in the stands– Phyllis Hansen, the Dancin' Granny.  Well, this last weekend the Condors lost a vital part of the team. 17's Robert Price has the story.

Some of today's top storiesa disturbing eyewitness account of a man seen on video walking around with a severed body part from a train crash. It happened last Friday in Wasco. Witnesses tell us, 27-year-old Resendo Tellez is the man seen in this video carrying around a severed leg... and accuse him of biting into it. That body part... belonging to a victim hit and killed by a train at the Wasco Amtrak Station.  Before the incident, Tellez was seen in security footage shared with 17 News... visiting a liquor store. He's the one in the orange shirt. Those who know Tellez say he is homeless, and describe him as ordinary and polite. A construction worker spoke to... tells us he was in the area when he saw Tellez carrying around the body part.Court records Tellez has at least a half dozen prior misdemeanor convictions... mostly for drug or alcohol-related offenses.  Tellez is scheduled for a court appearance Tuesday in Shafter.David Abbasi -- a candidate in this month's election for Kern County Supervisor -- was arrested for calling 9-1-1 too many times. Abbasi told 17 News he was booked into jail Sunday and released yesterday morning.    He said he was "falsely arrested and imprisoned."     Abbasi, who says he has asthma, explained that one of his business neighbors has consistently been smoking indoors, leading to the smoke creeping into his own unit.    He also says he had to go to the hospital for breathing treatment, and out of for fear of an asthma attack, he called 9-1-1 multiple times.Turning to an grim update on Kern County's fentanyl crisis.    Just days after the triumphant debut of his latest music documentary, investigators say local filmmaker Nate Berg died of a fentanyl overdose. Back in January... Berg was found down on the sidewalk in the middle of the night in downtown Bakersfield.     He had been ill with an undiagnosed respiratory illness – and some speculated he had Covid-19.    But yesterday afternoon the Kern County Coroner's Office made official of what some of those close to him had feared.    Berg died of acute Hydrocodone and fentanyl toxicity – an accidental overdose.    He is now one of the more than 900 people in Kern who have died from fentanyl-related overdoses in the past four years.The number of in-custody deaths is on the rise even as the number of incarcerated people continues to decline.    Kern County is among the counties setting an in-custody death record.     17's Mikhala Armstrong has more.

Some of today's top storiesMany in Wasco are in disbelief this morning... after watching a bizarre video of a man walking around with a severed body part from a train crash. Here's what we know.    This happened Friday morning in Wasco.    When first responders arrived... the pedestrian was found dead.    What led up to the crash is still under investigation.    By our count... this was the 15-th pedestrian death in Kern County so far this year. The witness who sent this to us, says a man was walking around while holding a severed leg.    It apparently detached from the pedestrian's body during the crash.    KCSO says that man was arrested on charges of willfully removing human remains and drug possession. The search is on for two women accused a stealing a wallet at Frugatti's Italian retaurant. Bakersfield police say it happened March 1-st... when these two women... stole another woman's wallet from her purse while she was dining at Frugatti's.    Shortly after, police say the victim's credit cards were used fraudulently.     If you have any information on this theft... you're urged to call BPD at 327-7111.Also, Police say this man used a stolen credit card to buy items at WinCo Foods in northwest Bakersfield.    The suspect is believed to be in his 30's or 40's.    He was last seen wearing a black jacket over a white shirt.    Again -- if you have a tip for investigators -- call 327-7111.The community of Arvin gathered over the weekend to celebrate the life and legacy of former mayor Olivia Trujillo.     A special ceremony was held at City Hall where her daughter says she will always be a part of Arvin.

USDA issues natural disaster designation for some Oregon counties

The United States Department of Agriculture issued two natural disaster designations, and they affect several counties in Oregon. Wasco, Hood River, Clackamas, Multnomah, Clackamas, Gilliam, Jefferson, Marion, Sherman and Wheeler counties were listed in the designations. This means that farmers in the affected counties are eligible to apply for emergency assistance.  Extreme weather events in recent years have affected Oregon growers and spurred agency action. Farmers have faced unseasonably hot and drought-like conditions in the past. In 2021, a heat dome destroyed cherries as they baked on trees. Last year there was a glut of cherries across the West which caused prices to plummet. Ian Chandler is the chair of the Oregon Sweet Cherry Commission and a cherry farmer. He joins us with more on what this means for fruit producers and how this year’s season is going

All three challengers have local government experience... including Alex Garcia, the mayor of Wasco.... and Veronica Vasquez, a Delano City Councilmember. We reached out to Supervisor Couch, but have yet to receive a response. The city of Arvin is mourning the passing of its long-time mayor this morning. Olivia Trujillo has died after a long battle with cancer.Yesterday, the city announced Trujillo peacefully passed away in her home over the weekend. She was the first woman, first Latina, and first immigrant elected as mayor for the City of Arvin. Some leaders say they will remember Trujillo for her hard work to move Arvin forward. Trujillo was 67 years old. Her seat is now in the hands of Arvin city council members. They can either hold a special election or make an appointment. Arvin's city manager Jeff Jones tell us it appears an appointment will be made.

ON JUNE 1, 1981, Bhagwan Shree Rajneesh boarded a Boeing 747 for a flight from Mumbai to New York City. Officially the trip was for medical treatment, and authorities were told he'd be heading back home to India afterward. But Rajneesh was not planning on returning. His movement, which had already become an international octopus with meditation centers in dozens of different countries around the world, had outgrown the Pune campus. He needed a new World Headquarters. And his new personal secretary, Ma Anand Sheela (formerly known as Sheela Patel Silverman), had found one for him. Sheela closed the deal for the property then known as the Big Muddy Ranch the following month, paying $5.75 million for it. It was 64,229 acres of Central Oregon rangeland with only the amenities one would expect a family ranch to have. And in late August, she chartered a Learjet to fly the guru in to see, for the first time, the dry landscape that was to be his new home. The Oregon Sweet Cherry Commission recently sent a letter to Gov. Tina Kotek asking her to issue a State Disaster declaration for the cherry industry. The commission’s request for assistance follows a similar appeal made by a state lawmaker on behalf of growers in Hood River and Wasco Counties, as reported earlier by the Oregon Capital Chronicle. A wet, cold spring impacted cherry growers not only in Oregon but throughout the West, and led to a glut of cherries from California, Washington, Oregon and British Columbia reaching the market at the same time. According to the Oregon Sweet Cherry Commission, some farmers in Wasco and Hood River Counties decided to forego harvesting as much as 40% of their crop because of plummeting cherry prices. Ian Chandler is the Chair of the Oregon Sweet Cherry Commission and a cherry farmer in The Dalles. Mike Omeg is a cherry farmer and the director of operations at Orchard View in The Dalles. They share details about this year’s harvest and how a disaster declaration could help the industry cope with recent challenges.

Kenny LaPoint is the executive director of the Mid-Columbia Community Action Council, an organization that provides services to people experiencing homelessness in Wasco, Hood River and Sherman counties. MCCAC operates the only homeless shelter in Wasco County, a facility made up of 18 tiny homes in an industrial part of The Dalles near the Columbia River. It also conducts a federally mandated Point-in-Time count of people experiencing homelessness, and is in the process of acquiring a 54-room hotel to serve as transitional housing for families and clients with complex medical cases. This spring, MCCAC will break ground on a navigation center on the west side of The Dalles which will not only include shelter beds, but also office space for community agencies to provide wraparound services, including employment assistance. On Tuesday mornings, a mobile medical clinic operated by a non-profit medical center, One Community Health, visits the shelter to offer free medical services such as diabetes and cancer screenings. We hear from LaPoint and Kathryn Perkins, a client experiencing homelessness who has lived in a tiny shelter home for six months. Middy Tilghman, a family nurse practitioner at One Community Health and the lead medical provider at the mobile medical clinic, shares with us the impact it's having on improving health outcomes for unhoused patients.

Wasco County struggles to expand child care access

Nancey Patten is the director of Child Care Partners, a state-funded Child Care Resource and Referral program serving Wasco and neighboring counties. The program helps child care providers meet state licensing requirements and recruits new providers through trainings and enrollment in early childhood education classes. This past spring, there was not a single vacancy for an infant, toddler or preschooler at any child care provider in Wasco County, according to Patten. While the shortage has eased slightly since then, many parents continue to struggle to find full-time care which costs roughly $800 for a toddler or infant in Wasco County per month. Meanwhile, child care providers in the county and throughout Oregon have struggled to find help for a job which may only pay minimum wage. Ana Rivera is the owner and operator of Rivera's Bilingual Preschool and Child Care in The Dalles. Rebecca Schwartz is the dean of academic pathways at Columbia Gorge Community College and the mother of 8-month-old twins. They join Nancey Patten to share their perspectives on child care access in the Dalles and new efforts to ease the crisis.

There's a part in our conversation where Janice Clemmer gives an analogy of life as preparing for an exam. This has been an analogy I have envisioned myself. She said that we work really hard in this life so that when the "test" comes, we'll be prepared for it. How do we prepare? She talks of associating with good people, of serving those around us, of learning to forgive, of working hard in all we aspire to, and of looking for the everyday miracles that we are blessed with. She shared how her good companions in life--friends and family at every stage of life--have helped her become a better person. And for those who don't, she has learned to not worry about them. So many snippets of good advice that we can all start practicing today.
