David Frum is a senior editor at The Atlantic. From 2014 through 2017, he served as chairman of the board of trustees of the leading UK center-right think tank, Policy Exchange. In 2001-2002, he served as speechwriter and special assistant to President George W. Bush; in 2007-2008, as senior adviser to the Rudy Giuliani presidential campaigns. Frum is the author of ten books, most recently Trumpocalypse: Restoring American Democracy (the putative topic of our conversation).  The memoir of his service in the George W. Bush administration, The Right Man, was a New York Times bestseller, as was his 2018 book, Trumpocracy: The Corruption of the American Republic. He and his wife Danielle Crittenden Frum live in Washington DC and Wellington, Ontario, where we met lake-side, at The Drake Devonshire, buffeted by the breeze, serenaded by the surf. We talk, among other things, about Trumpocalypse (HarperCollins, 2020); Shakespeare and Byron; crocodiles and alligators; Trump, of course; marriage; how Twitter affects the writing of a book; adolescence and childhood; Chomsky and George Washington; America the Good versus America the Bad; American exceptionalism; finding the right person; and the choice between changing the world and changing yourself.

Many of you may be surprised by our guest for this episode. David Frum is a proud conservative, having served in the George W. Bush administration as a speechwriter, where he is credited with coining the phrase “axis of evil.” He and I don’t agree on a lot of things. But it turns out Donald Trump is the great uniter after all. Following on the success of his book Trumpocracy, David has just released his book Trumpocalypse: Restoring American Democracy. It’s a powerful argument against Trumpism, and I hope you all will put politics aside and listen. He has interesting and important things to say. --- This episode is sponsored by · Couple Things with Shawn and Andrew: Former Olympic Gymnast Shawn Johnson and NFL player Andrew East sit down to share their most vulnerable sides and open up like they never have before. https://open.spotify.com/show/7aGLm9HYn9mEyVr1FDzrpa?si=bgb4jh_nTyGiIabdk8BD8g --- Send in a voice message: https://anchor.fm/alyssa-milano-sorry-not-sorry/message

Around the McCourtney Institute, we like to say that we're “partisans for democracy.” We can think of few people who better embody that notion today than David Frum. He was among the first people to talk about the Trump administration's impact on democracy and remains one of the loudest voices defending democratic norms in the United States. David is a longtime contributor to The Atlantic and author of Trumpocracy: The Corruption of the American Republic (Harper, 2018) In many ways, this conversation speaks to the very idea of this podcast. Democracy, no matter where it's happening in the world, is most successful when people come together to build something greater than the sum of its parts. As you'll hear, David is a strong advocate for joining organizations that require deliberation and working with people who might hold different political beliefs than you do — in person and away from social media. The gradual shift away from those habits of democracy is one of the things that paved the way for the Trumpocracy that David writes about in his book. Rebuilding those habits, he says, is part of the cure for what ails democracy and must happen in tandem with voting to restore faith in democratic institutions and reduce polarization. As we’ve previously discussed, there are a lot of books about democracy filling book store and library shelves right now. Norman Eisen could have written a book in the vein of Daniel Ziblatt and Steven Levitsky’s How Democracies Die or David Frum’s Trumpocracy, but chose to go in a different direction. In The Last Palace: Europe's Turbulent Century in Five Lives and One Legendary House (Crown, 2018), he tells the story of the Petschek Palace, where he lived while serving as U.S. Ambassador to the Czech Republic. The palace and its residents sought to defend liberal democracy throughout both world wars and the Cold War. The book, which one review calls a “love letter to liberal democracy,” also shows the ways in which ambassadors do the hard work of democracy abroad. Eisen describes the cycles of democracy that occurred as public support waxed and waned over the years. He says that we are now an inflection point that will determine support for liberal democracy moving forward. Ever the optimist, he’s confident that democracy will come through this seemingly dark period to triumph once again. Eisen is a senior fellow in Governance Studies at Brookings and chair of Citizens for Ethics and Responsibility in Washington. Prior to becoming ambassador, he advised the Obama administration on ethics — a job that earned him the unofficial title “ethics czar.” Democracy Works is created by the McCourtney Institute for Democracy at Penn State and recorded at WPSU Penn State, central Pennsylvania’s NPR station. Thom considers Nancy Pelosi's recent impeachment comments and the circumstances congressional Democrats find themselves in relative to Trump's criminal and unethical behavior. Blaine in California thinks Democrats should go for it or risk being complicit in letting Trump establish a new normal of unethical behavior. Thom agrees that Democrats don't do outrage well. Thom considers the facts of the Trump case, and whether it is more like the Clinton impeachment or like the Nixon case. Maryanne in Phoenix think Democrats should focus on passing legislation on consumer protection, the environment, and getting rid of dark money. Ray in Seattle agrees that if Trump isn't convicted, he will be emboldened. Cathy in Illinois has had a feeling we'll never get rid of Trump because he'll be prosecuted for treason and other crimes the moment he's no longer president. John in Minnesota thinks Democrats should let the courts take care of Trump to avoid alienating Trump believers.Dave in Washington wonders if the military has been preparing quietly for the possibility of Trump refusing to step down. Given that he's a malignant narcissist and sociopath, Thom wonders how Trump would respond to impeachment- and what would it take to flip enough Senate Republicans to convict? Billy in Texas tries to put down Thom- he thinks Trump isn't really using mob talk by calling his turned lawyer a 'rat'. Thom and his callers- including a woman with connection to the mob- prove Billy doesn't know what he's talking about. Dave in Hawaii thinks we need to take up arms in a 'physical revolution'. Thom says absolutely not. Patricia in Washington suggests bringing international charges in the Hague. Paul Manafort's judge is about to nail him to the wall in New York State. And Elena in Seattle thinks it is time to hold hearings because we've seen enough criminal Republican presidents getting away with it because Democrats wants to just move on. And Robin in Washington thinks impeachment goes nowhere and gets in front of very few people because the oligarch media won't report on the facts. Thom agrees that Democrats don't do outrage well. Thom considers the facts of the Trump case, and whether it is more like the Clinton impeachment of the Nixon case. Maryanne in Phoenix think Democrats should focus on legislation on consumer protection, the environment, and getting rid of dark money. Ray in Seattle agrees that if Trump isn't convicted, he will be emboldened. Cathy in Illinois has had a feeling we'll never get rid of Trump because he'll be prosecuted for treason and other crimes the moment he's no longer president. John in Minnesota thinks Democrats should let the courts take care of Trump to avoid alienating Trump believers. Dave in Washington wonders if the military has been preparing the chance of Trump refusing to step down.Given that he's a malignant narcissist and sociopath, Thom wonders how Trump would respond to impeachment- and what would it take to flip enough Senate Republicans to convict? Billy in Texas tries to put down Thom- he thinks Trump isn't really using mob talk by calling his turned lawyer a 'rat'. Thom and his callers- including a woman with connection to the mob- prove Billy doesn't know what he's talking about. Dave in Hawaii thinks we need to take up arms in a 'physical revolution'. Thom says absolutely not. Patricia in Washington suggests bringing international charges in the Hague.Paul Manafort's judge is about to nail him to the wall in New York State. And Elena in Seattle thinks it is time to hold hearings because we've seen enough criminal Republican presidents getting away with it because Democrats always seem to just want to just move on. Selected Quote Chris Martin: How do you currently define conservatism? David Frum: Conservatism fundamentally is a habit of mind. It’s a mental disposition and it’s connected to the constitution of the individual mind. We also use the word “conservatism” to describe a particular ideology and what has happened in the United States in recent years is that definition has frozen, and what we now call “movement conservatism” is an anthology of policy solutions to the problems of the 1970s and 1980s. As it has become more obsolete, conservatives have lost interest in policy and what we now call conservatism has become a series of oppositional attitudes to what’s going on in the culture. I call them attitudes because they don’t really have content. Transcript This is a professional transcript but it may contain errors. Please do not quote it without verification. It’s great to have you on the show. David Frum: Thanks so much, Chris. Chris Martin: Before we get to your new book, which is why I invited you here, I would like to talk to you about the definition of conservatism in general. It’s something you’ve talked about in recent interviews. How do you currently define conservatism? David Frum: Look, conservatism fundamentally is a habit of mind. It’s a mental disposition and you’ve done work on this that it’s connected to the constitution of the individual brand. We also use the word “conservatism” to describe a particular ideology and what has happened in the United States in recent years is that definition has frozen and what we now call “movement conservatism”. It’s an anthology of policy solutions to the problems of the 1970s and 1980s. As it has become more obsolete, conservatives have lost interest in policy and what we now call conservatism has become a series of oppositional attitudes to what’s going on in the culture. I call them attitudes because they don’t really have content. There’s a perfect demonstration of this. You and I were talking over the weekend in which a Trump-North Korea summit has been first on, then off, then on again. At each of these somersaults, the people who call themselves conservatives have applauded the wisdom of precisely what the president and his administration are doing. First one way, then the exact opposite, then the first way again. That tells you there’s not a lot of policy content there.
