Michigan Lawmakers Wrangling Over What Voters Demanded They Do When They Passed Question 2:  Expand Voting RightsToday's Script (Variations occur with audio due to editing for time) Today's Links now below the scriptYou're listening to the American Democracy Minute, keeping YOUR government by and for the people.Last November, Michigan voters passed Promote the Vote Question 2, dramatically expanding the freedom to vote in Michigan's state constitution. Despite its 60% mandate, some partisans complain that voters didn't understand the amendment and were misled.  Bills have just been filed to codify Question 2, which includes a minimum of 9 days of early voting, a permanent absentee voter list, and prepaid postage, curing, tracking for absentee ballots, among several reforms.  House Bill 4695 is one of a number of bills revising current election law, in this case to allow early voting.  Other bills address early processing of absentee ballots and voter ID options. HB 4695 offers flexibility for local officials to implement early voting, for which local clerks are already preparing.  VoteBeat Michigan reports that the City of Detroit, with its 500,000 registered voters, is adapting its satellite voting centers for three weeks of early voting. This week, I speak with progressive activist Joe Spaulding on the right wing movement happening with the Ottawa County Board of Commissioners as they passed a resolution declaring the county a "constitutional county." It's quite similar to what the equally extreme right wing Livingston County Board of Commissioners recently did as well. Joe Spaulding talks about how he and others are trying to fight back in that western Michigan county. And Joe gives shares some of his experiences while working on the "Voters Not Politicians" ballot proposal, which ended our state's gerrymandering in 2018. Plus, he gives his thoughts on the Republican effort to ban TikTok in the United States, which is really an attack on younger voters. Please, follow Joe Spaulding on Twitter! I share my ambivalence with the Mackinac Policy Conference, particularly since one of the most consequential and disastrous bills signed into law happened during that same conference a few years ago. Still no big-name Republicans in the Senate race, but a deep pockets candidate may parachute in. On the Democratic side, a potential deep pockets challenger to Elissa Slotkin drops a hint that he's running — a hint dropped on national TV. Led by Florida and Texas, red states have launched a book banning binge unlike anything we've seen since the days of McCarthyism in the early 1950s. It's probably the most attention most people have paid to librarians since the 1962 movie The Music Man (centered around the romance between Professor Harold Hill and "Marian, Madam Librarian”). The Michigan Library Association asked our friends at EPIC/MRA to survey the attitudes in Michigan towards libraries and book bans.We talk with the MLA's executive director, Debbie Mikula, about the poll. Also: the corrosive impact of money on politics and governance. Money is at the heart of a lot of political scandals. Michigan has some of the loosest campaign finance regulations in the nation and that's led way too many scandals and mini-scandals. One of the groups working to reign in the abuses is Voters Not Politicians, the grassroots organization best known for leading the successful drive to end gerrymandering in Michigan's congressional and legislative races. Anita Somani about abortion and reproductive rights, the impact anti-transgender legislation is poised to have on Ohio patients; and balancing life as a physician-legislator. Somani about democratic responsiveness and the current assault on voting rights, including House Joint Resolution 1, which would raise the threshold needed to pass constitutional amendments on the ballot to 60%. In response, Rep. Somani reflects on the in-state support for reproductive rights and abortion rights, as demonstrated by groups collecting 7,000 signatures when they only needed 1,000 signatures to get the language certified to be on the ballot. The State of the Union becomes a soft launch for the Biden reelection campaign; the Governor's budget takes full advantage of a massive state surplus; Michigan is officially in the first tier of presidential primary states; and more state Republicans are under criminal investigation. Our guest is the chair of the state House Elections Committee, East Lansing Representative Penelope Tsernoglou. Rep. Tsernoglou's legislative priorities include expanding fair access to the ballot; advocating for labor unions, workers, and working families; increasing access to health care; reforming the criminal justice system, defending Michigan's water and air, protecting our children from gun violence; and supporting public education.  Born in Metro Detroit, Rep. Tsernoglou grew up in Southfield. She received an undergraduate degree from the University of Michigan, with majors in psychology and sociology. After graduating from Michigan State University-Detroit College of Law, she worked as a victims advocate for End Violent Encounters (EVE), Lansing's first shelter devoted to survivors of domestic violence, stalking and sexual assault. She later worked as a defense attorney representing indigent defendants and juveniles in Ingham and Eaton Counties. Rep. Tsernoglou has devoted much of her career to public service. She served three terms on the Ingham County Commission (including one term as chair). In 2016, Katie founded Voters Not Politicians, an organization that successfully organized and passed a ballot initiative to end gerrymandering in Michigan in 2018. Our guest today is Nancy Wang, executive director and a founding member of Voters Not Politicians, the organization that led the successful ballot initiative to end gerrymandering and draw fair districts in Michigan. Nancy led the policy committee that wrote the constitutional amendment language with input from the public. Nancy is an attorney, and prior to leading Voters Not Politicians, she was the Director of the Environmental Law Clinic at the University of Michigan Law School. We talk about redistricting, climate policy, and how gerrymandering threatens our democracy. In this episode we move to Michigan, where a group of novice activists got fed up with gerrymandered districts with politicians who were unaccountable to the people, and decided to do something about it.  Nancy Wang is the Executive Director of Voters Not Politicians, the nonprofit organization that led the 2018 campaign to defeat gerrymandering in Michigan, but that was never her plan. Responding to a Facebook post from a stranger, Nancy became one of the thousands of volunteers throughout the state to get involved. As an attorney, she ended up leading the policy committee that drafted the new amendment. Eventually she left her job teaching law at the University of Michigan to head up the organization full-time. Gerrymandering, the partisan process of redrawing political maps to favor one political party over the opposition, is often used unfairly to take power away from many voters. Voters Not Politicians is a highly successful grassroots campaign against gerrymandering in Michigan that began with a simple Facebook post by its young founder, Katie Fahey. The group took on party bosses, won a ballot initiative, and changed state law. This episode discusses how this campaign could be a model for others. In 2018, Michigan voters overwhelmingly approved a citizen-led ballot initiative to create an independent commission to draw up the state’s congressional and legislative maps. This week, a federal court threw out a second attempt by the state Republican Party to over-turn the result. Months from now a new state redistricting commission will be given the job of fairly drawing a legislative map.This episode of "How Do We Fix It?" received funding from Solutions Journalism Network, a non-profit group that trains and connects journalists to cover what's missing in today's news: solutions, and how people are responding to problems. The U.S. Census is next April -- and it's more important than ever for Michigan. For the first time, redistricting has been taken away from the politicians and given to the people. Kurt Metzger is probably Michigan's best-known and most experienced demographer and population expert. After working for the U.S. Census bureau for years, he ran a program at Wayne State and went on to work for United Way and then found Data Driven Detroit. Today, he still studies demographic trends and keeps an eye on the population as mayor of Pleasant Ridge. Nancy Wang now serves as executive director of Voters Not Politicians, the grass-roots citizens' group that last year caused a revolution that led to a major change in the way state legislative and congressional districts will be drawn after next year's census. She is a founding member of the group and also has both engineering and law degrees from the University of Michigan, where she has taught environmental law.

Voters Not Politicians -- which started from a single Facebook post -- is a citizens-led, grassroots campaign to get a citizens' redistricting commission passed in Michigan. With the support of 425.000 voters, the Voters Not Politicians measure qualified for the November ballot. Partisan interest turned to the courts to try to kill the measure and protect the status quo, but were dealt a major legal defeat in the Michigan Supreme Court. Shawn and Katie discuss the Michigan Supreme Court's decision, the Voters Not Politicians ballot measure, and the misinformation campaign being conducted by the opposition. Update, June 13 at 10:30 a.m.: The group Citizens Protecting Michigan’s Constitution has filed an appeal with the state Supreme Court and asked the justices to put an immediate hold on the lower court decision that would place the question on the November ballot. The court asked the Supreme Court to act before the Board of State Canvassers schedules its next meeting to comply with the order. Now, it’s up to the Supreme Court justices to decide whether to grant the motion while they decide whether to take the case, or let the question go to the ballot. In this episode Kelly speaks with Katie Fahey, the founder and president of Voters Not Politicians, a bipartisan ballot question committee in Michigan, that has collected enough signatures (over 315,654 valid signatures in 180 days) to add a question to the 2018 Michigan ballot to amend Michigan’s constitution to place an Independent Citizens Redistricting Commission in charge of redistricting. In this way, they hope to use the power of volunteer organizers and citizens to end gerrymandering in Michigan.
