Glib attended the CoROM Remote Paramedic programme whilst working at the Ministry of Health in Ukraine. He brought that curriculum back to his country and requested that the College create an instructor and transition programme to convert the Ukrainian EMS into the US model of the ALS paramedic. In 2019, the College of Remote and Offshore Medicine Foundation collaborated with the Ternopil National Medical University to offer paramedic instructor programmes. Additionally, they set up TSMU to provide ITLS trauma courses for their doctors and medics. Aebhric and Glib discuss the current EMS situation in Ukraine and options for improvement as the conflict continues.

Driverless cars: not necessarily a force for good David Brown When driverless cars were first discussed they were portrayed as leading to a motoring utopia. With a robotic chauffeur we could more usefully employed reading a book, watching a video or doing some work. Increasingly we are seeing alternative views. A recent report from the researchers at the University of Sydney's business school's Institute of Transport and Logistics Studies “Moving People in the Future: Land passenger transport and “new” mobility technology” adds to the belief that autonomous vehicles may not be a force for good. We interviewed Yale Wong who is a research analyst at the ITLS and co-author of the research. Capacity Cities are places where space is a very scarce commodity. There's only a limited capacity in terms of road space and what a lot of these autonomous vehicles could mean in the future is it can actually replace a lot of the travel that's currently taking place on more spatially efficient modes like public transport, bus and rail in particular, and especially if you think about that dense kind of CBD in a subway kind of environments. If people are moving from these high capacity modes into this kind of unlimited counterpoint transportation, an autonomous taxi service, then that's going to be a big recipe in terms of a disaster, causing gridlock on the road network and with negative impacts on all sorts of externalities such as emissions, urban form, social inclusion and the like. Dead Running This is one of the key issues and one where I think government and governance has a key role to play in actually putting some regulation or institutional overlay to circumvent some of those issues. Ownership model - Mobility as a service A lot of what we're talking about is actually predicated on the ownership model of these autonomous cars. One of the things we've been pushing for, but we don't know if this reality will emerge, is where these vehicles are shared. So people access them as a treat. So this links back to mobility as a service kind of concepts. We think if we can move towards greater sharing both of these vehicle assets but also of space, so people sharing within vehicles then there will be a much better outcome. But this sort of future is by no means guaranteed on its current trajectory. Corridors I think autonomy may well come within very defined corridors. Autonomous technologies have the potential to be to really transforming in terms of how we provide public transport by actually cutting the link between quantity of service and its labour costs. We know most of the costs in providing bus services is in labour. That is one potential, but I think the more realistic kind of potential is: because they've become so cheap it actually destroys a lot of public transport because people won't be taking large vehicles. They'll be taking smaller autonomous shuttles or pods and the like and we already talked in the session about how this is linked to congestion and use of road space. The role of bus operators One of the current major roles of bus operators is in managing labour. But with autonomous vehicles this is significantly reduced. Furthermore because of the technical complexity, buses may have to go back to the manufacturer for all of their servicing. If you want to have a competitive system this could push us towards government ownership of the vehicles as is the case in Singapore. If this eventuates then there may not need to be bus operators anymore as we know them now. An entire layer might be removed from the business ecosystem. So I think these Bus Operators have to sit up and think about what is their value. What sort of risks they are willing to take up?

Concerns about exacerbating congestion and crowded transport systems in our city with continuing population growth is now a popular issue. The need for fast trains between major cities and regional areas in Australia has been suggested for a long while, to spread the population away from our capital cities. It now seems as though it is the politically right time to dust off the proposals – IN the recent Victorian state election one party promised to upgrade all of the rail system including four fast lines and some people and organisations in NSW, which will have a state election in March 2019, have raised the idea for fast trains from Sydney to at least Newcastle and Wollongong. It is important to note that FAST trains are not the super express trains we see in Japan, China France or Spain. Professor David Hensher the founding director of the Institute of Transport and Logistics Studies at Sydney University said: And I think it's a big challenge that the NSW Government is very interested in, is how can we build a railway between Newcastle and Sydney that takes only one hour and which means traveling at about 150 kilometers an hour. It's not high speed rail but it does require major upgrade of the existing track which in some cases may mean new alignment. We know the government is interested in that and I think it's got to be linked back to taking pressure off Sydney. In an address to the Institute of Transport Engineers in Victoria, John Reid whose company Austraffic collects and compiles transport data, said that considering the impact of new technology is not just about “mechanizing, computerising or robotising what we do at the moment”. Its about what will change and how we can foster new patterns of behavior to produce more livable cities. Fast trains are not just about reducing the travel times for existing travelers. There about enhancing city and regional areas. A recent report titled Building Up and Moving Out, from the federal Standing Committee on Infrastructure, Transport and Cities recommended high-speed rail between cities and regions, with the east coast to be given priority and spoke of the London Effect. Planning expert Bob Meyer has looked closely at Milton Keynes a major UK example and in the podcast speaks about his experiences. While we might condemn the media for oversimplifying the issues much of our computer modelling of transport fails to take into account how many things will change with new transport including some land-use patterns which was part of the discussion with transport planner Chris Stapleton in our other podcast Computer modelling for transport planning. Beyond technicalities to practical applications. The usual discussion in the press about these trains is to serve the journey-to-work. But it is important to understand that an improved transport system is not just to turn regional towns into dormitory suburbs of a major capital city. There will be a significant amount of commuter travelling but it is not just in the typical peak direction of into the major city in the morning and out again in the afternoon. Planning is not just about setting the rules its about consumer choice and what the market will pursue. Fast trains should not be promoted because with have a romantic vision of railways or that they have worked in the past, they will evolve as part of the solution to our plan for vibrant regional areas.

A huge amount of technical effort has been put into computer modelling for transport planning. The outputs from models is often taken as the definitive expression of future situations and the impact and value of the proposal. The pursuit of intricate details within the models, the broad generalisations that can be part of the initial structure, the reliance on data that are not comprehensive enough, the absence of allowing for behaviour changes such as people deciding to travel outside the period that is under investigation and an absence in many instances of considering land-use changes. All these factors can result in models taking a long time to develop and produce results. Furthermore, models are often used to justify in whatever way they can what is already the preferred option. In this podcast, traffic engineer and transport planner Chris Stapleton, reflects on the practical applications of models and a recent modelling conference he went to and then Professor David Hensher talks of the MetroScan model they produced that can give indicative answers, including land-use implications in about 40 minutes. This could totally change our approach to how we use the output from models including community consultations.
