He is a 30-year veteran of the US Army, retiring as a Special Forces Colonel. He served over 20 years in Asia, primarily in Korea, Japan, and the Philippines. Colonel Maxwell served on the United Nations Command / Combined Forces Command / United States Forces Korea CJ3 staff where he was a planner for UNC/CFC OPLAN 5027-98 and ROK JCS – UNC/CFC CONPLAN 5029-99; he later served as the Director of Plans, Policy, and Strategy and then Chief of Staff for the Special Operations Command Korea. Following retirement, he served as the Associate Director of the Center for Security Studies and the Security Studies Program at Georgetown University's School of Foreign Service. Colonel Maxwell is a fellow at the Institute of Corean-American Studies, and on the Board of Directors of the Committee for Human Rights in North Korea, the International Council of Korean Studies, the Council on Korean-US Security Studies, the Special Operations Research Association, the OSS Society, and the Small Wars Journal. He earned a B.A. in political science from Miami University, and an M.A. in Military Arts and Science from the U.S. Army Command and General Staff College and from the School of Advanced Military Studies, and an M.S. in National Security Studies from the National War College. Colonel Maxwell teaches Unconventional Warfare and Special Operations for Policy Makers and Strategists.

Merry Christmas! For 69-years the US Air Force has performed what has become the oldest continuing Department of Defense mission and the longest-running humanitarian airlift in the world. Every year, the multinational Operation Christmas Drop brings school supplies, clothing, rice, fishing equipment, and toys to more than 50 remote Pacific islands throughout the Commonwealth of the Northern Marianas, Federated States of Micronesia, and the Republic of Palau. Utilizing Air Force C-130J "Super Hercules" aircraft, the operation also gives the Airmen the opportunity to practice humanitarian aid drops, as they'll later be expected to conduct drops over countries like Iraq or Afghanistan after deployment. In this episode, Georgetown University Professor Oriana Skylar Mastro discusses the Sino-Indian relationship with CSCC Research Scholar Neysun Mahboubi, with particular attention to the recent Doklam standoff that was resolved in August 2017, as well as implications for U.S. security policy. The interview was recorded on September 27, 2017, in advance of Prof. Mastro's lecture at the Center for the Study of Contemporary China, on "Autocratic Underbalancing, Regime Legitimacy, and China’s Responses to India’s Rise." Oriana Skylar Mastro is an assistant professor of security studies at the Edmund A. Walsh School of Foreign Service at Georgetown University, where her research focuses on Chinese military and security policy, Asia-Pacific security issues, war termination, and coercive diplomacy. This year, she is a Jeanne Kirpatrick Scholar at the American Enterprise Institute (AEI), where she is working on a book about China's approach to global leadership. Prof. Mastro also continues to serve as an officer in the United States Air Force Reserve, for which she works as a Political Military Affairs Strategist at PACAF.
