Ngày 12/06/2025, Mỹ thả 14 quả bom GBU phá hầm, mỗi quả nặng hơn 13 tấn, nhắm vào ba cơ sở hạt nhân của Iran. Vụ việc đã được Bắc Triều Tiên, quốc gia sở hữu vũ khí nguyên tử và hiện dưới lệnh trừng phạt quốc tế, theo dõi chặt chẽ. Liệu Washington có sẽ thực hiện điều tương tự với Bình Nhưỡng hay không vào lúc các cuộc đàm phán hạt nhân Mỹ - Triều cũng đang bế tắc ? Iran – Bắc Triều Tiên : Một liên minh hạt nhân lâu năm Không giống như Bắc Triều Tiên, chế độ thần quyền Teheran vẫn chưa có vũ khí nguyên tử. Nhưng mối quan hệ hợp tác về hạt nhân giữa Iran và Bắc Triều Tiên đã tồn tại gần ba thập kỷ, kể từ sau chuyến thăm Bình Nhưỡng năm 1989 của đại giáo chủ Ali Khamenei, khi ấy giữ chức tổng thống Iran. Chuyến thăm này đã đặt nền tảng cho một liên minh lâu dài do cả đôi bên cùng phản đối Hoa Kỳ. Chính Bình Nhưỡng đã cung cấp cho Teheran chương trình tin học có khả năng mô phỏng dòng neutron, một công cụ chủ chốt để thiết kế đầu đạn hạt nhân. Tuy nhiên, Bắc Triều Tiên không chắc có được những thông tin cụ thể chẳng hạn như độ sâu chính xác các cơ sở hạt nhân ngầm của Iran hay vị trí kho dự trữ uranium được làm giầu đến 60%. Do vậy, theo nhận định của nhà nghiên cứu Laurent Gédéon, chuyên gia về Đông Nam Á, Đông Bắc Á, giảng viên trường đại học Sư phạm Lyon, với RFI Tiếng Việt, đòn tấn công của Mỹ đã cung cấp cho Bắc Triều Tiên nhiều bài học quý giá. Laurent Gedeon : « Chúng cung cấp cho Bình Nhưỡng nhiều yếu tố để chuẩn bị trước một hành động tương tự. Điều này càng đúng hơn khi Hoa Kỳ khó có thể quay lưng lại với châu Á trong thời gian dài, vì khu vực này vẫn là trung tâm trong các mối quan ngại về kinh tế và chiến lược của Washington. Hành động của Mỹ ở Trung Đông dường như khá mang tính chiến thuật để hạn chế tác động của cuộc khủng hoảng ngày càng lớn. Điều đáng chú ý là Donald Trump đã dùng hết sức của mình để đạt được lệnh ngừng bắn mặc dù Israel vẫn chưa hoàn thành các mục tiêu đã tuyên bố là hủy diệt hoàn toàn chương trình hạt nhân của Iran và thay đổi chế độ ở Teheran. Do đó, chúng ta có thể đưa ra giả thuyết là Mỹ coi sự gia tăng căng thẳng trong khu vực này không nằm trong lợi ích của họ và việc giải quyết, dù chỉ là tạm thời, những vấn đề này sẽ cho phép họ tập trung trở lại vào châu Á. » Iran và Bắc Triều Tiên : Chính sách « bên trọng, bên khinh » của Mỹ Nếu như với Iran, chính quyền Donald Trump có một thái độ cứng rắn và đã đưa ra một quyết định khá triệt để, thậm chí đầy vũ lực, thì ngược lại người ta ghi nhận có một sự thận trọng trong cách thức Nhà Trắng hiện nay xử lý hồ sơ hạt nhân Bắc Triều Tiên. Cho đến nay, Donald Trump chưa có một lời đe dọa chiến tranh nào nhằm vào Bình Nhưỡng. Giới quan sát cũng ghi nhận chế độ Kim Jong Un có một phản ứng « khá thận trọng » sau cuộc không kích của Mỹ tại Iran, so với những lời lẽ gay gắt thường có với Washington. Chuyên gia địa chính trị Laurent Gédéon cho rằng có bốn lý do để giải thích cho cách hành xử « bên trọng, bên khinh » của Mỹ trong hồ sơ hạt nhân đối với hai nước. Thứ nhất, là thế cô lập của Iran. Chế độ thần quyền đã không thể tìm được một đồng minh nào có khả năng hỗ trợ họ trong cuộc đối đầu với các đối thủ. Ngược lại, Bắc Triều Tiên đã ký một thỏa thuận đối tác chiến lược toàn diện với Nga ngày 18/06/2024 nhân chuyến thăm Bình Nhưỡng của tổng thống Vladimir Putin. Laurent Gédéon : « Trong số 23 điều khoản cấu thành hiệp định, điều 4 đặc biệt thú vị bởi vì nó quy định rằng nếu một trong hai quốc gia bị xâm lược vũ trang, quốc gia kia sẽ cung cấp hỗ trợ quân sự ngay lập tức bằng mọi phương tiện mà mình có. Thỏa thuận này đã được thực hiện trong bối cảnh cuộc chiến ở Ukraina, khi Bắc Triều Tiên cung cấp hàng triệu quả đạn pháo cho quân đội Nga và đưa binh lính Bắc Triều Tiên ra tiền tuyến. Hoa Kỳ phải tính đến yếu tố này khi lập bất kỳ kế hoạch tấn công trực tiếp vào Bắc Triều Tiên. » Thứ hai, dù đã rút khỏi Hiệp ước Không phổ biến vũ khí hạt nhân (NPT) năm 2003, Bắc Triều Tiên có một học thuyết hạt nhân rõ ràng chi phối việc sử dụng vũ khí nguyên tử. Laurent Gédéon : « Đặc trưng của học thuyết này là nguyên tắc “quyền ưu tiên”. Điều này được áp dụng trong điều kiện sắp xảy ra một cuộc tấn công sắp từ một quốc gia thù địch và khi chiến tranh vẫn chưa bắt đầu. Điều này ngụ ý rằng Bình Nhưỡng sẽ bắt đầu cuộc chiến bằng vũ khí hạt nhân ngay từ đầu. Học thuyết này của Bắc Triều Tiên phải được phân biệt với học thuyết của Nga dựa trên nguyên tắc "giải pháp đầu tiên". Chúng bao gồm việc sử dụng vũ khí hạt nhân trước tiên nhưng trong trường hợp leo thang bạo lực liên tục kể cả bằng các loại vũ khí phi hạt nhân. Sự gần gũi về địa lý này khiến bất kỳ hành động nào của Mỹ chống lại Bắc Triều Tiên đều có nguy cơ dẫn đến việc Trung Quốc xem đấy như là một mối đe dọa và sẽ có hành động trả đũa. Cuối cùng là về năng lực tình báo. Không như tại Iran, tình báo và gián điệp Israel dễ dàng thâm nhập sâu, gây khó khăn cho việc ra quyết định và khả năng phản ứng của Teheran, việc các cơ quan tình báo phương Tây xâm nhập Bắc Triều Tiên có vẻ khó khăn hơn nhiều. Trả lời RFI Tiếng Việt, nhà địa chính trị người Pháp đánh giá đây là một thất bại trong chính sách của Mỹ đối với hạt nhân Bắc Triều Tiên. Laurent Gédéon : « Ngược lại, Bắc Triều Tiên còn gia tăng sức mạnh nếu xét về tầm bắn của tên lửa đạn đạo. Vì vậy, chúng ta có thể nói đến một thất bại tương đối. Do đó, cần phải xem xét lại mô hình chiến lược ngoại giao của Washington. Khi đó, có lẽ cần phải có áp lực và sự đảm bảo đáng kể từ phía Washington để ngăn cản Tokyo và Seoul tiếp tục trang bị vũ khí cho mình. Điều quan trọng là phải biết rằng các thành viên của câu lạc bộ rất nhỏ các cường quốc hạt nhân trên thế giới được hưởng một địa vị đặc biệt trong cộng đồng quốc tế (..) Le raid aérien américain « Midnight hammer », les 21 et 22 juin dernier a frappé trois sites nucléaires en Iran, Natanz, Ispahan et Fordo. Si l'étendue des dégâts n'a pas été encore complétement établie, la manœuvre a mis en exergue la puissance aérienne des États-Unis, dont le bras armé fut les bombardiers B-2 Spirit. Des bombardiers furtifs encore nimbés de mystère. 21 juin, 6h01 du matin, sept bombardiers B-2 Spirit quittent la base de Whiteman dans le Missouri, pour un vol transatlantique. Signe qu'ils décollent à pleine charge, ils ravitaillent aussitôt. L'escadrille de Northrop Spirit se dilue dans les hautes altitudes à environ 15 000 mètres, et survole le Maghreb, sans qu'aucun pays ne décèle leur présence. 23 heures, après 17 heures de vol ils font la jonction avec le Centcom de la base américaine d'Al-Udeid au Qatar. Minuit les bombardiers entrent dans l'espace aérien iranien, prêts à lâcher les GBU-57, des bombes de plus de 13 tonnes. « C'est pour ces différentes raisons que c'est cet appareil qui a été utilisé pour pouvoir frapper dans la profondeur iranienne sans se faire détecter et larguer ces bombes qui sont uniques au monde, qui sont absolument gigantesques parce que tout simplement aucun autre appareil n'aurait été capable de les délivrer et d'arriver si loin dans la profondeur iranienne sans être détectée. Même si aujourd'hui il faut être clair, Israël avait quand même préparé le terrain en détruisant notamment tous les radars utilisés par l'Iran », explique Xavier Tytelman expert aéronautique Vingt minutes de frappes avant un repli à 1h du matin dimanche 22 juin, vers les États-Unis. 37 heures de vol sans jamais avoir été détecté. Ils ont a priori des lunettes qui éclairent la rétine avec un certain angle, avec une certaine fréquence ce qui évite la sécrétion des hormones de la fatigue. Et donc à l'intérieur de l'avion, il y a quand même une petite cuisine, il y a de quoi dormir, donc c'est organisé pour faire des missions qui sont incroyablement longues. Etant donné la sensibilité de l'appareil, il n'y a qu'une poignée de bases dans le monde qui peuvent l'accueillir. Et donc il va décoller soit des États-Unis, soit de Diego Garcia, base américaine de l'océan Indien. Et à partir de ces bases, les B-2 vont être capables de toucher quasiment l'intégralité de la terre avec les ravitaillements en vol ». Les B-2 ont révélés leurs capacités en Afghanistan pour frapper les grottes, les tunnels, les repaires enterrés du réseau al-Qaïda. Mais à l'origine ils ont été conçus pour porter le fer et le feu contre l'Union soviétique. Avec 54 mètres d'envergure et dépourvus de dérive, les toujours très modernes B-2 sont le fruit de la Guerre froide, dit Xavier Tytelman « À la fin des années 80, les États-Unis avaient pour objectif d'avoir un avion furtif parce qu'ils avaient des moyens technologiques très supérieurs aux Soviétiques. Les américains avaient des composants que les soviétiques n'étaient pas capables de détecter. Ils ont donc développé le B-2 qui devait sortir juste au moment de la fin de l'URSS. Or justement, avec l'effondrement du bloc soviétique, l'US Air Force a renoncé à avoir une flotte pléthorique. Plus d'une centaine d'avions étaient commandés et ils ont réduit la commande à seulement une vingtaine d'appareils. C'est pour ça que le coût unitaire des avions est autour de trois milliards de dollars aujourd'hui avec l'inflation. L'armée israélienne frappe Téhéran "d'une puissance sans précédent contre des cibles du régime et des organes de répression gouvernementaux", a indiqué lundi le ministre de la Défense de l'État hébreu, Israël Katz. Les bombardements israéliens interviennent après les premières frappes américaines, dans la nuit de samedi à dimanche, sur trois sites nucléaires iranien : Fordo, Natanz et Ispahan. Après 18 heures de vol, sept bombardiers furtifs B-2, appuyés par des avions de chasses et des missiles tomahawk tirés depuis des sous-marins, ont largué des bombes GBU-57, capables de perforer le sol jusqu'à 60 mètres de profondeur avant d'exploser. Si les images satellites montrent bien les cratères en surface, il est encore impossible de mesurer la portée des dégâts souterrains, comme l'a indiqué le directeur de l'Agence internationale de l'énergie atomique (AIEA), Raphael Grossi : "Compte tenu de la charge explosive utilisée et de l'extrême sensibilité des centrifugeuses aux vibrations, on s'attend à ce que des dégâts très importants aient été causés". Dans le même temps, Donald Trump s'impatientait contre l'Iran en raison de la lenteur des négociations (sur le nucléaire) et commençait à conclure que les pourparlers risquaient de n'aboutir à rien. » Résultat, pointe le quotidien américain : « aujourd'hui, le président américain envisage sérieusement d'envoyer des avions pour aider à ravitailler les avions de combat israéliens et tenter de détruire le site nucléaire iranien souterrain de Fordo avec des méga-bombes - une intervention qui marquerait un revirement radical par rapport à son opposition, il y a deux mois à peine, à toute action militaire tant qu'une solution diplomatique était encore possible. » Trump aura le dernier mot… En tout cas, que ce soit sur le plan militaire ou sur le plan diplomatique, ce sont les États-Unis qui ont la clé. En novembre dernier, son parti Hayat Tahrir al-Sham prenait le contrôle d'Alep et de Hama et coupait Damas des bastions alaouites d'Assad sur la côte. En décembre, il siégeait au palais présidentiel. » Et le Times de s'interroger : « une transition similaire est-elle possible en Iran ? Cela nécessiterait, répond le quotidien britannique, une opération de repérage des services de renseignement, capable de trouver un communiquant puissant capable d'unifier les diverses poches de résistance : les ouvriers des usines, les agriculteurs qui se sentent floués, les étudiants étouffés par la fermeture intellectuelle du pays. Traditionnellement, dans ce contexte, une figure peut émerger de prison comme un Nelson Mandela, ou émerger de la persécution quotidienne et de l'exclusion bureaucratique comme un Lech Walesa. Donald Trump "n'est plus d'humeur à négocier" avec Téhéran, a-affirmé le président américain, qui a précipitamment quitté la réunion du G7 en Alberta, lundi, pour rentrer aux Etats-Unis. Personne ne semble en état de prédire ce que préparent les États-Unis, mais les mouvements de troupes américains ne laissent pas présager une accalmie. Le porte-avions américain Nimitz, qui croisait en mer de Chine méridionale, s'est dérouté en direction du Moyen-Orient, rejoignant les deux autres porte-avions présents dans la zone équipés de batteries anti-missiles. Dimanche, une trentaine d'avions ravitailleurs, principalement des KC-135 et des KC-46, ont quitté les États-Unis, pour se poser dans des bases européennes. Après un mois de discussions, le Conseil présidentiel de transition en Haïti a choisi Garry Conille comme nouveau Premier ministre intérimaire. Un vaste chantier attend ce médecin de 58 ans – qui a déjà été brièvement Premier ministre en Haïti, et qui doit faire face à une très grave crise politique, sécuritaire et humanitaire. Pour parler de ce choix du Conseil présidentiel de transition, RFI reçoit Diego Da Rin, consultant pour l'International Crisis Group. Diego Da Rin rappelle qu'il y a un mois « quatre des conseillers du Conseil présidentiel avaient formé un bloc majoritaire pour imposer un Premier ministre ». Mais là, tous les conseillers se sont mis d'accord« sur un candidat qui ne semble pas être imposé par des secteurs en particulier, et donc qui est peu enclin à privilégier un certain groupe dans son travail de Premier ministre ».Gary Conille travaille avec les Nations unies depuis la fin des années 90, il occupait depuis un peu plus d'un an le poste de directeur régional de l'Unicef pour l'Amérique latine et les Caraïbes. La presse haïtienne souligne cet aspect international ce mercredi (29 mai 2024), et rappelle à quel point les États-Unis ont été présents tout au long du processus et de la vie politique haïtienne en général ces dernières années. Diego Da Rin rappelle que les États-Unis « sont le pays qui a le plus d'influence dans la prise de décision politique du pays », pour autant on ne sait pas « dans quelle mesure les États-Unis ont exercé ce pouvoir d'influence pour la nomination de Garry Conille ». En tous cas, remarque le spécialiste, son profil répond aux critères souhaités par l'ambassadeur des États-Unis dans Tweet publié vendredi dernier (24 mai 2024) : que le processus de sélection soit transparent, et que le Premier ministre ait plutôt un profil technique et impartial. De fait, Gary Conille « est vu comme un technocrate avec une longue expérience en coopération internationale et en assistance humanitaire, qui a l'habitude d'avoir à faire avec des gouvernements, des bailleurs de fonds, des secteurs civils et le secteur privé – des compétences qui seront très nécessaires pendant cette période de transition ».Diego Da Rin rappelle que Gary Conille n'a été Premier ministre que cinq mois sous la présidence de Michel Martelly : il a démissionné après avoir mis en place une commission d'audit, qui a mis en lumière des irrégularités dans l'utilisation de certains fonds pour la reconstruction d'infrastructures après le tremblement de terre de 2010. Il ne peut donc « être assimilé de manière concrète avec des politiciens traditionnels »,et est plutôt vu comme« un rempart contre la corruption ». « Pas de ligne rouge franchie par Israël » La Maison Blanche affirme que les frappes israéliennes ce week-end qui ont tué 45 Palestiniens et ont fait des centaines de blessés ne franchissent pas les lignes rouges établies par Joe Biden.Les bombes sont tombées sur un camp de déplacés, rappelle le Washington Post. The weapons used are now much more sophisticated and supplied by other US enemies. But we are more prepared in my opinion to fight and win a maritime conflict in this region, which this episode discusses. Eisenhower has four F-18 Super Hornet squadrons in its air wing. This F-18F Super Hornet from VFA-103 represents the 22 Super Hornets involved in the air strikes in Yemen. The strike packages were supported with electronic intelligence by the RC-135 Rivet Joint signals collection and intelligence aircraft of the US Air Force. This print is an RC-135 Rivet Joint aircraft assigned to the 343rd Reconnaissance Squadron of the 55th Reconnaissance Wing, Offutt Air Force base Nebraska. F-15E Strike Eagles from Royal Air Force Lakenheath England have deployed to the region when Iran tried to close down shipping going through the Straight of Hormuz. This F-15E Strike Eagle from the 494th Fighter Squadron is configured for the Maritime Air Support or MAS mission to interdict and destroy enemy surface ships using Laser and GPS guided weapons. The Panthers Strike Eagles carried the AN-ASQ-236 Dragon Eye pod on the centerline as this graphic depicts. Unmanned and remotely piloted vehicles have played a huge role in the Horn of Africa, combating terrorism and piracy on the high seas. This MQ-9 Reaper drone armed with GBU-12 500 pound laser-guided bombs and AGM-114 Hellfire missiles is assigned to the 867th Attack Squadron of the 432nd Wing based out of Creech Air Base north of Las Vegas Nevada. MQ-9 Reapers are the type of drones operating out of Djibouti and Chadbelli airports in the Horn of Africa.
