The global financial crisis of the late 2000s was marked by the failure of regulators to rein in risk-taking by banks. And yet regulatory issues varied from country to country, with some national financial regulatory systems proving more effective than others.  In Visions of Financial Order: National Institutions and the Development of Banking Regulation (Princeton University Press, 2024), Dr. Kim Pernell traces the emergence of important national differences in financial regulation in the decades leading up to the crisis. To do so, she examines the cases of the United States, Canada, and Spain—three countries that subscribed to the same transnational regulatory framework (the Basel Capital Accord) but developed different regulatory policies in areas that would directly affect bank performance during the financial crisis. In a broad historical analysis that extends from the rise of the first modern chartered banks in the 1780s through the major financial crises of the twentieth century and the Basel Capital Accord of 1988, Dr. Pernell shows how the different (and sometimes competing) principles of order embedded in each country's regulatory and political institutions gave rise to distinctive visions of order and prosperity, which shaped subsequent financial regulatory design. Dr. Pernell argues that the different worldviews of national banking regulators reflected cultural beliefs about the ideal way to organize economic life to promote order, stability, and prosperity. Visions of Financial Order offers an innovative perspective on the persistent differences between regulatory institutions and the ways they shaped the unfolding of the 2008 global financial crisis. The global financial crisis of the late 2000s was marked by the failure of regulators to rein in risk-taking by banks. The places you go, the things you know, and even what you eat can all be displayed for the sake of picking up more approval in the form of “likes, shares, and subscribes.” But the most important status change is the one that, as sinners, we cared least about: our status with God. Interestingly, it's the one status that we have no control over changing! In this passage, Paul further explains how we have become “sons of God,” and why we should never want to go back to our old status of slavery.

Zechariah 9 marks a major shift in the book. From here through the end of the book, the chapters contain prophetic oracles, and this chapter holds one of two major ones. Given the state of Judah as a remnant people under the power of a foreign nation, will God's promises still stand? This question must be at the forefront of the minds of those who have journeyed back from exile. In chapter 9, the prophet gives a different perspective to the people longing for hope: there is hope coming, but not how they might expect. Hope will come in the future through a humble king.

Imagine that a dear friend you have not seen in years comes by as you are doing yard work. You'd love to throw your arms around your friend, but your clothes are caked in grime and muck and you smell like a barnyard. What you want at that moment is to stop time, go shower up and get a change of clothes! Here in Zechariah 3, God continues to restore His people, whose priests are unclean and unable to stand before Him in worship and sacrifice. God alone can provide the cleansing and the righteousness that they need in order to draw near to Him.
