On this week's episode of Parsing Immigration Policy, Jessica Vaughan, director of policy studies at the Center for Immigration Studies, joins us to discuss what states and other local jurisdictions can do to combat illegal immigration in wake of the Biden administration's refusal to enforce immigration laws. Vaughan joins us from the Western States Sheriffs' Association convention in Reno, Nev.Vaughan provides suggestions to states and localities on policies and laws that can be implemented to remove illegal aliens from their jurisdictions and make their communities less attractive to illegal aliens. It's important for these jurisdictions to take action now to push back on what is happening on the federal level, but it's also important if we get a new administration that takes immigration enforcement seriously. As Vaughan explains, the federal government can't properly enforce the immigration law without cooperation from state and local governments.Certain states have passed state laws that combat illegal immigration. In Texas, the state legislature passed a law that would make illegal immigration to their state a crime, but the law has temporarily been put on hold by the Supreme Court. Vaughan urges states to go after the criminal infrastructure of illegal immigration, like what Florida did by passing tough anti-smuggling legislation.At the end of the episode, Vaughan shares what she has heard firsthand from sheriffs on how illegal immigration is impacting their communities. They are united in their concerns over public safety and upset that Biden has yet to meet with a sheriff. Cochise County is located along Arizona's southeastern border with Mexico, and Sheriff Dannels and his colleagues have had to deal with the border crisis firsthand. This week's topic is a rather grim one – the deaths of illegal immigrants at the border.Both guests recently testified at a joint House subcommittee hearing in Arizona on the effects of the border crisis on American communities and explain on the podcast how the level of security at the border under the Biden administration has never been lower, which is luring more migrants to put themselves in harm's way by hiring smugglers to bring them to the United States.Sheriff Dannels describes the inhumane conditions migrants find themselves in when they make the illegal journey to the United States, comparing the agreements they make with smugglers to “modern-day slavery”. Arthur explains that so long as migrants believe they'll be allowed to enter illegally, they will hire smugglers to bring them to the country. It's a nonprofit dedicated to promoting the highway's route through Cochise County and the four towns it connects.    From Exit 303 off Interstate 10 into Benson, travelers can follow Arizona 80 south to Tombstone, Bisbee and Douglas for a 72-mile tour of four historic towns.   The original Highway 80 came through here in 1926, starting in Benson and heading south to Douglas, then back up to Rodeo, New Mexico. And Highway 80 is still alive ... Everywhere you go, every mile along the highway, there's a story to be told. And tourists like to come and hear those stories. And they're recruited via social media. How? According to the Sheriff's office the cartels are promising big bucks.    Many of these individuals, so called "coyotes," are young people from the Phoenix or Tucson areas. Sheriff Mark Dannels told us that they're being paid hefty amounts to drive close to the border, pick up their human cargo and get out of Cochise County as fast as possible.    And now that at least three Border Patrol checkpoints that lead out of the county and toward large cities are shut down, getting out of Cochise County has never been easier. Agents that would normally at those checkpoints have instead been shifted to the border to deal with the influx of undocumented persons.   Dannels said that it's very seldom they see people from here trying to transport migrants... but they regularly see people from Phoenix doing it.   Last Friday, he arrested a 21-year-old Mesa man on State Route 92 who was driving 14 miles over the speed limit. When Dannels stopped the motorist, identified as Juan Angel Gaeta, he discovered four undocumented migrants as well.   Gaeta had been paid $1,000 per migrant, so he made $4,000 in that trip.   Two weeks before that encounter, Dannels and a deputy nabbed a Phoenix man who was spotted loading four undocumented migrants into his Dodge truck on SR 92. When he was pulled over the passengers bolted from the truck and ran behind a house.    Those undocumented people were caught that afternoon.    But as mentioned, Cochise County residents for the most part are not being recruited by the Mexican cartel to transport undocumented migrants. Dannels said that it's because this is a smaller, more rural area compared to Tucson and Phoenix.   It's also a close-knit area and people here are not tolerating what's going on.   And in a way this is helpful. Dannels noted that the one positive factor about the non-resident coyotes, is their unfamiliarity with the area.   Some of them end up getting lost, or they don't know what the speed limits are and you end up catching them on traffic stops.   But unfortunately the negatives outweigh the positives overall.   Coyotes who do get away unnoticed with their human charges can easily get onto I-10 and head west now that the Border Patrol checkpoints that lead to the freeway have been closed for months.   Many of those undocumented individuals who make it to Phoenix or Tucson are usually indebted financially to the cartel. They become what Dannels calls "modern-day slaves."   Apparently, the cartel sells them a bill of goods. They tell them they'll live the American Dream. Some are local, some aren't.   So what does it entail? SEACOM provides county and municipal emergency services. The center opened back in July of 2018. A year before that Cochise County supervisors and the Sierra Vista City Council approved an intergovernmental agreement outlining the governance and command structure for the independent central dispatch center.  A board that includes Sierra Vista City Manager Chuck Potucek and Cochise County Sheriff Mark Dannels is responsible for hiring the director. The agency's budget is about $2.5 million.    And while someone with a background in public safety is preferred, it's not actually required.   What is required is a bachelor's degree and five years of management experience.    It pays $77,096 to $115,644. But apparently the hefty salary has not been enough of an incentive to keep anyone at the helm for more than a year.   Two directors have come and gone in just over two years…   --   Before we go, we'd like to take a moment to remember the life of    Elizabeth Ann Wehrli of Pearce who passed away in Tucson on April 21st at the age of 70. We're bringing you a closer look at one of our top stories, along with other important things going on in our community.    Today - According to Sheriff Mark Dannels the Mexican cartel has threatened deputies with the Cochise County Sheriff's Office.   Before we begin, some local history.   John Harris Behanserved as the first Sheriff of Cochise County when the county was formed back in 1881. He was sheriff during the gunfight at the O.K. Corral.    Behan was known for his opposition to the Earps. And after the Gunfight at the O.K. Corral, Behan testified at length against the Earps. He supported the Cowboys' statements that they had raised their hands and offered no resistance, and that the Earps and Doc Holliday had murdered three cowboys.    The Earps ultimately left Tombstone under a cloud of suspicion. Behan was later arrested for graft and failed to win re-election as sheriff. To enter the sweepstakes go to myheraldreview.com, again today's codeword is: PUDDLES   Now, our feature story.    Sheriff Mark Dannels recently stated that the Mexican cartel has threatened deputies with the Cochise County Sheriff's Office.   The sheriff shared the information with a small group of ranchers and homeowners gathered at the First Baptist Church in San Simon on Wednesday evening last week.    The meeting aimed to help residents learn more about the situation with undocumented migrants coming across the border from Mexico.   Dannels told the crowd that the Mexican cartel is extremely organized on both sides of the border and no one crosses from Mexico into this country unless they pay a member of that organization first. He also noted that recent decisions being made in Washington DC have actually empowered the cartel.   Another focus of the conversation was on the rising number of people coming to the U.S. illegally — including unaccompanied children.   In the Tucson Sector — which includes Cochise County — there were “encounters” with 7,079 unaccompanied migrant children in March. That's up 83 percent from March 2020.   Encounters with single, migrant adults trying to enter the country illegally also jumped in the Tucson Sector, with over 68,000 last month, compared to just over 21,000 in March 2020.   This ongoing issue has prompted several government and law enforcement entities to reach out to federal officials. Even the Western States Sheriffs Association of Laramie, Wyoming, expressed solidarity with the Southwest border sheriffs.   Following the meeting in San Simon we spoke with Dannels about the cartel threat and he told us that they've had threats. They're taking safety precautions to protect Cochise County deputies. He also noted that if there are any new developments he'll let the public know.   Then, on Friday, Governor Doug Ducey announced that Arizona would take matters into its own hands.   Ducey's statement came after the Arizona Department of Public Safety spotted 20 undocumented migrants in Chandler. The state agency said it was rebuffed by both the Border Patrol and U.S. Immigration and Customs Enforcement when they asked for help. Ultimately, the migrants were released into Chandler. Ducey said that the Biden Harris administration needs to get its head out of the sand when it comes to the crisis at our border. But as a military child, the first-grader is beginning to understand that people come and go and that a favorite house or school is not always permanent.   Elaina and her 5-year-old sister, Gabriella, are among the hundreds of thousands of military children around the world who are honored each April by the Department of Defense during the Month of the Military Child.   The event was created in the mid-1980s by then Secretary of Defense Caspar Weinberger. The Pentagon and other military support organizations and agencies use the month to recognize military children for their sacrifice and bravery on the homefront.    While a lot of military youngsters get to live in places that many adults would never see, the constant change and upheaval can often be emotionally taxing.   But military parents say that the moves can also build resiliency. That's what Army 1st Sgt. Michael Hull, who is stationed at Fort Huachuca, says about his two sons.    Hull said his boys have always embraced the moves and the adventures that come with them.   But the Hull children are about to experience a bit more permanency in their young lives. In June, Hull completes his second year at Fort Huachuca. The 41-year-old soldier plans to retire and stay in Tucson. His oldest son started high school there two years ago and he wants to see him finish. His youngest is in fifth grade.   Meanwhile, the Calkins sisters are just getting started on their adventure. Their father, Army Maj. Robert Calkins, the battalion executive officer in the 309th Military Intelligence Battalion at Fort Huachuca, said moving to the installation almost three years ago was the first significant move experienced by his daughters.    Calkins said he's starting to see resiliency in both his children. They now understand when he has to finish work at home after a long day or if he's going to be a little late picking them up at the after-school center on the installation. He was born in Blytheville, Arkansas on November 14, 1952.   Steve was a 1971 graduate of Rivercrest High School and went on to attend Arkansas Tech University. In 1973, he joined the United States Air Force and proudly served his country for 15 years.   He attained the rank of Technical Sergeant before transferring to the Army in 1988, serving for 10 years. Steve was a Gulf War Veteran, serving with the First Armor Division and retired with the rank of Chief Warrant Officer 2.   Steve enjoyed riding his motorcycle, he had his pilot's license, he enjoyed scuba diving as a Master Diver, and he loved tinkering in his shop on projects, and working on his “farm”.    His smile and laughter will be missed by everyone who knew and loved him, especially those closest.   Steve is survived by his daughter, his grandchildren, a brother, a sister, a nephew, his former wife and friend Pam, and his “adopted son” George and his family.   Thank you for taking a moment with us today to remember and celebrate Steve's life. Good morning, it's Thursday, April 1st and this is The Herald Review's podcast, the Daily Chirp. We're excited to bring you a closer look at top stories, events in the community, local history, sports, and more.  Today -  Sheriff Mark Dannels and several others, have been dismissed from the Homeland Security Advisory Council. The announcement came one week after Dannel's publicly expressed concern over the Biden administration's policies regarding undocumented migrants coming into the U.S. through Mexico. - Before we begin, some local history. The Garden Canyon Service Station stood on Fry Boulevard. In 1943, the Service Station supplied full-service to its customers offering gasoline at 20 cents per gallon. Station attendants filled the gas tank while washing your windshield and checking the tire pressure without charge. The Station has a colorful history, and they hope that everyone will attend the dedication to hear some entertaining stories about its existence. Just about 10 years ago The Sierra Vista Historical Society dedicated a new historical plaque for the Station.   Now, our feature story.  Sheriff Mark Dannels, along with several other individuals, has been dismissed from the Homeland Security Advisory Council. The Council is a bipartisan panel that was put in place by the Obama and Trump administrations. The “pink slip” to Dannels and about 29 other members was a letter dated March 26 from Alejandro Mayorkas, the new secretary of the Department of Homeland Security.  In a letter, Mayorkas noted that he looks forward to working with everyone in the future, whether as a member of a redesigned Council, or in a different capacity. Dannels discussed the event with Fox News earlier this week:   After the announcement was made, the Washington Post reported that Former Department of Homeland Security officials said they couldn't remember a time when so many members were dismissed at once. The general practice of past administrations was to allow appointees to serve out their terms. Dannels and others who sat on the HSAC have been critical of the Biden administration and its policies regarding undocumented migrants coming into the U.S. through Mexico.  Just a week before Mayorkas sent out the letter, Dannels had participated in a press conference at the border in Douglas that included Gov. Doug Ducey and Sen. Rick Scott.  Both Ducey and Scott noted Biden and Mayorkas are out of touch with what's happening on the Southwest border. Now, Dannels plans to send a letter to Mayorkas. The sheriff said he and other border sheriffs have had a good relationship with the Department of Homeland Security and it was disappointing to see Mayorkas' lack of engagement with that group. The sheriff is also encouraging Mayorkas to reconsider the dismantling of the HSAC, and to begin communicating with border sheriffs. Hazel is survived by her five children, her 6 Grandchildren, 12 great-Grandchildren, and 1 great great grandson.  She gave to the homeless whenever she could and found the good in all people almost to a fault. She had a love for thrift shopping and could always find a bargain at her nearest Goodwill or Salvation Army store.
