Youhuang Xiang, a biology researcher at Indiana University, was arrested for smuggling plasmid DNA derived from E. coli bacteria from China. In this unique “history from below," Destination Elsewhere: Displaced Persons and Their Quest to Leave Postwar Europe (Cornell University Press, 2021) chronicles encounters between displaced persons in Europe and the Allied agencies who were tasked with caring for them after the Second World War. The struggle to define who was a displaced person and who was not was a subject of intense debate and deliberation among humanitarians, international law experts, immigration planners, and governments. What has not adequately been recognized is that displaced persons also actively participated in this emerging refugee conversation. Displaced persons endured war, displacement, and resettlement, but these experiences were not defined by passivity and speechlessness. Instead, they spoke back, creating a dialogue that in turn helped shape the modern idea of the refugee. As Ruth Balint shows, what made a good or convincing story at the time tells us much about the circulation of ideas about the war, the Holocaust, and the Jews. Those stories depict the emerging moral and legal distinction between economic migrants and political refugees. They tell us about the experiences of women and children in the face of new psychological and political interventions into the family. Stories from displaced persons also tell us something about the enduring myth of the new world for people who longed to leave the old. Balint focuses on those persons whose storytelling skills became a major strategy for survival and escape out of the displaced persons' camps and out of the Europe. Their stories are brought to life in Destination Elsewhere, alongside a new history of immigration, statelessness, and the institution of the postwar family. Ruth Balint is Associate Professor of History at University of New South Wales. She is the author of Troubled Waters and coauthor of Smuggled. Geraldine Gudefin is a modern Jewish historian researching Jewish migrations, family life, and legal pluralism. She is currently a Visiting Scholar at the Centre for Asian Legal Studies at the National University of Singapore, and is completing a book titled An Impossible Divorce? By the end of the 1880s, Dunbar was one of the most respected and influential members of Portland's business community, and a member of the Arlington Club. But all was not well with him. It's not clear what happened to push Dunbar over the edge into industrial-scale criminal enterprise. It may have been the death of his wife. It may also have been the influence of Nat Blum, a flamboyant cigar-store owner who was a junior partner in Merchants Steamship Co. Or maybe he was criminally inclined all along, believing on a philosophical level that the U.S. government had no right to tell him what he could and could not do with his steamships. Or, maybe he just hated waste. After all, nobody in Portland was buying shiploads of Chinese goods; each time one of his steamships left Portland, loaded with grain bound for buyers in China, it had to sail back home in ballast. Not only was the return trip wasted, but Dunbar had to pay draymen to load and unload the ballast rocks that would keep the ship stable and safe. We can imagine him thinking about this: What cargo could I bring from China to Portland, on the return voyages, after bringing wheat from Portland to China? And we can imagine him realizing that there were two cargoes that would be extremely lucrative for him: People, and opium. Then we hear a "Jangle" about unabashed Zionist Michael Rapaport, who was just in the news for his participation in "The Traitors." The first "Schmoovie" of the week is "It Was Just an Accident" by Iranian filmmaker Jafar Panahi. Nominated for two Academy Awards, it is playing internationally at major arthouse theaters. The premise is roughly based on Panahi's stints in Iranian prisons for his films exposing the oppressive regime. It includes a ragtag group trying to assess if a kidnapped man is indeed their interrogator/torturer. Though the set-up sounds grim, there is plenty of Panahi's trademark wit to keep you thinking -- and chuckling. The second film discussed is 2015's "Taxi," which was produced during a period in which Panahi was barred from creating films. Smuggled out and screened at the Cannes film festival, the movie takes place in a borrowed taxi and includes an uncredited cast of everyday Iranians -- or are they?
