En 2025, Velo'V fêtera ses 20 ans. Lyon a été la première ville en France à proposer un disposition de vélos en libre service de grande ampleur. Car c'est la Rochelle qui a été la toute première en 1976. Paris suivra l'exemple de Lyon en 2007 avec ses Velib. 130 millions de locations ont été réalisées à Lyon depuis 2005. Certes, les VéloMagg, VéloCité, Cy'Clic, Bicloo et autres VéliVert se sont multipliés dans différentes villes... mais le Velo'V lyonnais occupe toujours une place de choix chez JC Decaux. Le système lyonnais reste le plus dynamique. Comme nous l'explique Jean-Michel Geffroy, directeur général en charge des villes chez JC Decaux : "C'est le système qui tourne le mieux en Europe. Tous les ans, on a plus d'usages par vélo par jour. C'est le critère que nous retenons pour juger d'un réseau. Et Lyon est en pole-position". Mais le vélo rouge lancé par Gérard Collomb en 2005 va connaitre un coup de jeune à l'occasion de son 20ème anniversaire. Début 2025, des vélos de couleur verte vont faire leur apparition sur les bornes actuelles. Un Velo'V électrique qui viendra remplacer l'offre actuelle qui n'a pas rencontré le succès. Avec seulement 3200 abonnés, l'actuel vélo électrique n' pas atteint le niveau espéré... Contrairement au e-Velib parisien, le modèle lyonnais s'appuie sur un système de batteries portatives que l'abonné doit recharger chez lui et s'efforcer de ne pas oublier pour ne pas risquer une pénalité de 150 euros. Pour Bruno Bernard, président la Métropole de Lyon : "Pour avoir l'adhésion du public, le système doit être aussi simple que le Velo'V mécanique. Quand vous voulez prendre un Velo'V, c'est une question de liberté. Ce n'est pas forcément prévu avant. On n'a pas envie de se promener avec une batterie électrique". Le futur vélo électrique dispose d'une batterie embarquée rechargée en station, sans intervention de l'utilisateur. L'autonomie du vélo sera de 40 km contre 8 km tout au plus aujourd'hui. Avec un couple moteur de quelques 80 Nm, l'engin permet de grimper facilement nos trois collines. En particulier les redoutables montées Saint-Barthélémy et Chemin Neuf qui permettent d'accéder à Fourvière. Pour en savoir plus sur ce futur vélo électrique, nous avons rencontré Raynald Boidin, directeur des opérations Vélo'v chez JC Decaux. "La batterie sera embarquée sur le vélo, elle sera rechargée en station. Le nouveau modèle aura un moteur central, beaucoup plus puissant. Un capteur au niveau des freins permettra de couper l'assistance quand on actionne un levier. C'est pour éviter l'effet "cheval fou" dans les zones à faible vitesse, là où on cohabite avec les piétons. Il aura aussi un feu stop, une support pour smartphone et une prise USB pour le recharger..." Après l'avoir testé, la seule petite critique réside dans l'emplacement de la nouvelle batterie en bas du cadre. Un cadre ouvert moins profond et donc plus difficile à enjamber que le Vélo'V classique. Les vélos électriques seront disponibles dans les 428 stations et 9500 emplacements... Cette réévaluation du service n'entraine pas de surcout pour la Métropole. Avec une vélo électrique plus performant, JC Decaux devrait compter davantage d'abonnés et donc bénéficier d'un modèle économique plus performant. Et ce, malgré un tarif plus attractif : 99 euros / an, contre 115 actuellement. Il y aura aussi des tarifs jeunes et solidaires... respectivement à 78 et 49 euros. L'offre My Velov (des vélos électriques en location longue durée) est maintenue. Elle vise à encourager, à terme, l'acquisition d'un VAE en pleine propriété...

Từ các nhà sản xuất xe đạp cho đến cửa hàng bán xe đạp, dịch vụ cho thuê hay sửa chữa xe đều như được thổi một làn sinh khí mới … Xe đạp lên ngôiTrước đây, xe đạp tại Pháp chủ yếu được coi như phương tiện đi dạo chơi, thư giãn cuối tuần. Mặc dù những năm gần đây, ở các đô thị lớn, nhất là thủ đô Paris, nơi thường xảy ra ách tắc giao thông, hệ thống giao thông công cộng ngày càng quá tải, với nhiều phong trào đình công kéo dài, thì xe đạp ngày càng được ưa chuộng như một phương tiện giao thông giá rẻ, thuận tiện, tốt cho sức khỏe và không gây hại cho môi trường, giảm ách tắc giao thông, nhưng nếu so với các nước Bắc Âu thì tỉ lệ người đi lại hàng ngày bằng xe đạp tại Pháp vẫn ở mức rất thấp : 3% (so với tỉ lệ 28% ở Copenhague, thủ đô Đan Mạch).Một cuộc cách mạng xe đạp thực ra đã bắt đầu bùng lên tại Pháp từ tháng 12/2019, khi có phong trào đình công của nhân viên công ty giao thông công cộng chống dự án cải tổ chế độ hưu trí của chính phủ Pháp. Sau khi dịch bệnh Covid-19 bùng phát mạnh mẽ tại Pháp, giao thông bằng xe đạp lại đặc biệt có bước phát triển đột phá.Theo hiệp hội Vélo & Teritoires, chỉ trong vòng vài tháng, giao thông bằng xe đạp đã có những bước tiến mà bình thường Pháp phải mất rất nhiều năm mới đạt được, đặc biệt là ở vùng Paris, một trong những nơi bị dịch bệnh gây tác hại nặng nề nhất trong cả nước. Còn ông Olivier Schneider, chủ tịch Liên Đoàn Người Đi Xe Đạp tại Pháp khẳng định ngay cả nhiều nước Bắc Âu, thủ phủ xe đạp của thế giới, cũng phải thán phục sự tiến bộ vượt bậc của Pháp và coi đó là một « điển hình » thời hậu phong tỏa.Kể từ khi nước Pháp ra khỏi phong tỏa hôm 11/05/2020, người lao động dần trở lại công sở, số xe đạp bán được trên thị trường đều tăng vọt, kể cả xe đạp thường, xe trợ điện, xe đạp điện, xe địa hình ... Chỉ trong hai tháng 05-06, số xe đạp bán ra đã tăng 117% so với cùng kỳ năm ngoái. Nhưng không phải cứ muốn là người dân Pháp mua được xe đạp. Cung không đủ cầu ! Các cửa tiệm « cháy hàng », khách thường phải đăng ký trước khá lâu mới mua được.  Xe đạp và phụ tùng sản xuất tại Pháp ngày càng được ưa chuộng trong khi trước đây, phụ tùng tại các cửa hàng bán xe đạp thường có xuất xứ từ Trung Quốc.Zéfal là công ty chuyên sản xuất phụ tùng xe đạp từ năm 1880 tại tỉnh Loiret và hiện có hơn 100 lao động. Ngay từ cuối tháng 06, ông Roland Ducasse, giám đốc công nghiệp của hãng, đã phấn khởi phát biểu trên đài France 3 : « Chúng tôi đã tăng năng suất lên hơn gấp đôi, đặc biệt tại công xưởng này. Ngày trước, thường ở đây có 10 nhân công, nay chúng tôi cần tới 22 người. Hiện giờ năng suất của cả doanh nghiệp của chúng tôi đã tăng 120% ». Xe đạp trợ điện và xe đạp điện dù giá cao hơn xe thường rất nhiều nhưng đỡ tốn sức cho người dùng nếu phải đi xa nên cũng « bán rất chạy », nhất là vì người mua được Nhà nước và chính quyền địa phương hỗ trợ 100-500 euro/xe. Và xe đạp điện sản xuất tại Pháp cũng được ưa chuộng hơn xe ngoại nhập. Ông David Jungels, quản lý một tiệm bán xe đạp điện, cho biết : « Những ngày đông khách, chúng tôi có thể bán được 15 chiếc (xe đạp điện). Đây là một con số lớn đối với một cửa hàng chỉ có diện tích 100m2 như chúng tôi. Ở cửa hàng của chúng tôi, mỗi chiếc xe đạp điện có giá trừ 1.000 euro trở lên, có những chiếc có giá tới 10.000 euro ». Thợ sửa xe đạp « làm không hết việc »Những chiếc xe đạp « bị bỏ xó » lâu nay trong kho, có khi đến vài chục năm, giờ lại được mang ra lau chùi, sửa chữa, thay thế phụ tùng để sử dụng lại. Theo ước tính, có 9 triệu chiếc xe đạp cũ vẫn còn nằm trong kho các hộ gia đình. Thợ sửa xe đạp chưa bao giờ làm việc « luôn chân luôn tay » như vậy mà cũng không thể đáp ứng nhu cầu của khách hàng. Tại các cửa hàng, điện thoại reo liên hồi, khách xếp hàng chờ được sửa xe mà không tránh được tình trạng phải chờ nhiều ngày, có khi đợi đến 6-8 tuần mới đến lượt cho dù các cửa hàng đã phải tuyển thêm nhiều thợ sửa xe, tăng giờ làm việc …Các trung tâm dạy nghề sửa xe đạp cũng phải tăng cường các khóa đào tạo cấp tốc. Tại nhiều cơ sở đào tạo, ngay từ hồi tháng 06, các khóa học 3 tháng đã được tăng tốc lên chỉ còn 20 ngày để đáp ứng nhu cầu tăng vọt của thị trường. Ngay trong giai đoạn còn phong tỏa, Nhà nước cũng khuyến khích các cửa hàng buôn bán và sửa chữa xe đạp mở cửa để phục vụ khách hàng. Công bằng mà nói, sự phát triển đột phá này phần nào là nhờ chính phủ đã triển khai chính sách hỗ trợ tiền sửa xe đạp cũ : 50 euro/xe đạp, bất kể đó là xe đạp thường, xe địa hình hay xe của trẻ em …Bộ trưởng bộ Chuyển Đổi Sinh Thái, Elisabeth Borne, hôm 19/06 lạc quan phát biểu : « Đó là một thành công ngoài sức tưởng tượng ! Cho đến hôm nay, đã có hơn 200.000 chiếc xe được sửa chữa lại. Ban đầu, chúng tôi dự tính hỗ trợ cho việc bảo dưỡng 300.000 xe. Nhưng mọi việc tiến triển tốt đến mức tôi đã mở rộng kế hoạch lên gấp 3 lần và chúng tôi nhắm đến mục tiêu từ nay đến cuối năm sẽ có 1 triệu chiếc xe đạp được sửa chữa (…) Tôi thấy là đây là một chính sách tuyệt vời. Xe đạp vào thời nào cũng là một phương tiện đi lại đáp ứng nhiều tiêu chí, vì nó vừa không tốn kém, lại tốt cho sức khỏe. Tôi rất mừng khi thấy người dân Pháp tranh thủ tận dụng chính sách này ». Cho đến nửa cuối tháng 08, số xe đạp được sửa với 50 euro hỗ trợ của Nhà nước đã lên đến 500.000 chiếc.« Cung đường Corona »Số xe đạp tham gia lưu thông tăng, kèm theo đó là những tuyến đường, làn đường liên tục được quy hoạch, bố trí tạm thời dành cho người đi xe đạp sau khi đất nước ra khỏi phong tỏa chống dịch Covid-19. Người Pháp gọi đó là Coronapistes - những cung đường Corona. Trong cả nước, đã có 1.000 km « Coronapistes » được đưa vào sử dụng, chẳng hạn ở Lyon, Marseilles, Lilles, Nice, Montpellier … Từ sau khi Pháp ra khỏi phong tỏa, giao thông trên các tuyến đường dành riêng cho xe đạp đã tăng trung bình 29%, không chỉ ở các thành phố lớn (+67% ở Paris) mà còn ở cả các vùng ven đô thị (+17%) và nông thôn (+16%). Riêng từ tháng 05 đến tháng 08/2020, các tuyến đường dành riêng cho xe đạp đã thu hút thêm 67% số xe tham gia lưu thông so với năm 2019.Theo báo Le Parisien, chỉ trong một thời gian ngắn, Paris đã quy hoạch được 50 km « Coronapistes ». Thực ra, ngay từ trước khi xảy ra đại dịch, đô trưởng Paris, Anne Hidalgo, đã có tham vọng đưa « kinh đô ánh sáng » lên tầm « kinh đô xe đạp » của thế giới và có lẽ đây là« cơ hội vàng » để Paris hiện thực hóa tham vọng. Trên phố Rivoli, trung tâm thủ đô Paris, một làn đường đã được quy hoạch cho người đi xe đạp và rất nhanh chóng, Rivoli trở thành 1 trong 3-4 tuyến phố có lưu lượng xe đạp cao nhất châu Âu. Còn trên đại lộ Sébastopol, 1 trong những trục đường lịch sử lớn nhất Paris, trong giờ cao điểm, nhiều khi số xe đạp lưu thông trên đường còn cao hơn xe hơi.Chủ tịch (Hội đồng dân cử) vùng Ile-de-France (Paris và vùng phụ cận), bà Valérie Pécresse, ngay từ hồi cuối tháng Tư, khi Pháp còn đang bị phong tỏa, đã hứa chi 300 triệu euro cho « RER vélo » dự án quy hoạch mạng lưới giao thông xe đạp với 9 tuyến đường giao nối nhau tương tự như hệ thống tàu xe công cộng ở vùng Paris, với tổng chiều dài 650 km. Dịch vụ cho thuê xe đạp Velib' tại vùng Paris, vào đầu tháng 09, với gần 20.000 xe, đã ghi nhận 200.000 cuốc xe/24 giờ, nhiều gấp đôi so với cách nay 1 năm, với 400.000 người thuê bao. Còn dịch vụ cho thuê xe đạp điện Véligo với giá 40 euro/tháng, đi vào hoạt động cách nay 1 năm, với 10.000 xe, thông báo đến tháng 10 sẽ triển khai thêm 5.000 xe đạp điện, trong bối cảnh khách vẫn đang xếp hàng chờ đến lượt được thuê bao.Không chỉ chi tiền cho các « Coronapistes », để bảo đảm an toàn cho người đi xe đạp, chính phủ còn đầu tư vào các khóa học đi xe đạp, bố trí khu vực để xe. Ban đầu, chính phủ dự chi 20 triệu euro cho kế hoạch phát triển giao thông xe đạp, nay số tiền này đã được nâng lên thành 60 triệu euro. Xe đạp đã trở thành một phương tiện giao thông hữu ích bảo đảm giãn cách xã hội, góp phần vào cuộc chiến chống virus corona. Paris' citywide bike-sharing plan, Velib', has been so successful that the mayor wants to create a similar system for cars. Autolib', as it would be called, could offer a reliable and affordable alternative to driving personal vehicles in the city's congested streets. Some, however, feel that giving people the option to use a car in lieu of public transport is a step backward.
