El intendente de Artigas, Pablo Caram, fue condenado ayer por un delito de omisión a los deberes de funcionario público, a raíz de una investigación por el pago irregular de horas extra a funcionarios de su gobierno departamental.  Caram llegó un acuerdo con el fiscal Federico Rodríguez y aceptó la condena, que se le impuso por no haber denunciado esas irregularidades. La pena es de 14 meses de prisión en régimen de libertad a prueba, y dos horas semanales de trabajo comunitario durante cuatro meses. También fueron condenados ayer el primo del intendente y secretario general de la comuna, Rodolfo Caram, y su pareja, una funcionaria municipal, por el delito de fraude. A ambos se les impuso una pena de 24 meses de prisión, que se sustituirán por tareas comunitarias. La mujer había sido una de las beneficiarias del pago irregular de horas extras. Hoy, en tanto, deberá declarar la ahora exdiputada Valentina dos Santos, sobrina de Caram y que también era indagada en la causa. Todos ellos venían siendo investigados desde el año pasado, a raíz de una denuncia presentada por ediles del Frente Amplio y del Partido Colorado, luego de que el El País difundiera un informe con los recibos de pago a funcionarios, que en algunos casos mostraban el cobro de hasta 200 horas extra en un solo mes.  Se calcula que, entre 2020 y 2022, la Intendencia de Artigas pagó US$ 8 millones en horas extra.  Profundizamos En Perspectiva con Daniel Argañaraz, edil por el Partido Colorado en el departamento de Artigas.

Everyone who has watched everything from Star Wars to Star Trek has never encountered some of the problems we see in space today: collisions and space junk.  It just doesn't make for a good story on the big screen. However, the reality is that there will be 30,000 satellites launched before 2030 and we are encountering challenges in what is called situational awareness.  In this application, situational awareness is the concept that a satellite must know where it is heading, and whether other objects in space may be on a collision course. This is such a complex problem that companies like Kahan Space have had to take advantage of technology like cloud computing and artificial intelligence to make space exploration safe. Today, we sat down with Araz Feyzi, one of the co-founders of a company called Kahan Space.  The problem that is solved is simple to describe, but incredibly complex to solve space situational awareness. During the interview, Araz gave a great explanation of the problem. For example, on the high seas, there is international law that has been established if there is an incident. However, in outer space, there are no rules of engagement.  If a satellite is heading towards an American satellite, there is no law or regulation to tell the satellite operators what to do. This is such a complicated problem that Kahan Space was launched to enable satellite operators to be able to predict trajectories.  The cloud's ability to store and compute must be utilized to have a better outcome when there is an incident. In this episode of Foam Talks, Foam moderator Yasemin Bağcı and artists Ece Gökalp and Larissa Araz dive deeper into the concept of “non-human witnesses”. They discuss how animals, artefacts and places in nature can unveil stories of exploitation, violence and war, uncovering layers of history and memory like detectives. Both artists share how this inspires them and how they support each other in their artistic practice. Ece Gökalp (Istanbul, 1988) is a visual artist. In her research-based practice, she experiments with different media to explore diverse possibilities inherent to photography. In doing so, she specifically employs photography as a means of perceiving geographies in different contexts. As such her works about different places and landscapes, do not only help to better understand herself, but also unveil layers of (invisible) meanings and information. Gökalp is also interested in tapping into the controversy surrounding photography, the photographic gaze and the indexicality of photography. Larissa Araz (Istanbul, 1990) is an artist and founder of Poşe, an artist run space in Istanbul. Araz focuses on alternative histories, non-human witnesses and denied evidence and the construction of dominant ideologies through institutional knowledge production. Through personal narratives, she researches documents, archives, belongings, ruins, silences, traces, and memories that are not included in, or kept hidden from social memory. Between reality and fiction, she tries to discuss possible futures and unrevealed pasts using mythology and rituals. She uses different mediums in her practice but mainly focuses on text and image-making.

This has happened to THE BEST OF US!   Hair is a very unpredictable and nuanced canvas. Techniques are a dime a dozen and sometimes, what we think is going to happen VS what actually happens are two different things. Chemicals and hair color can be quite unpredictable, especially if you're not fully grounded in YOUR line. And sometimes, we have OFF Days.   The point here is that even the best of us has, at one point or another, “messed up.”   Truth is, the only way to FULLY learn is through failure.   The main difference between successful colorists, though, is how that “failure” is perceived and how it is corrected.   Today I want to, in usual Araz fashion, offer some perspective on how to handle a “mess up” situation.   Just know that oftentimes, IF the problem is with formulation going sideways, that's usually due to us not FULLY being grounded in the science and chemistry of what we do.
