L'Afrique et le Brésil réunis se retrouvent cet après-midi sur RFI alors que les portes de la 4è édition du salon du livre africain de Paris s'ouvrent tout juste au public. Depuis sa création en 2021, ce rendez-vous d'année en année attire de plus en plus de monde et donne plus de visibilité aux littératures africaines. Désormais, éditeurs et auteurs du continent connus ou moins connus retrouvent leurs lecteurs à la Halle des Blancs Manteaux à Paris. Le Cameroun est l'invité d'honneur du Salon, le Brésil en est l'invité spécial. These wells pose significant environmental and public health risks, leaking methane, a potent greenhouse gas, and contaminating groundwater. Estimates suggest there are between 310,000 and 800,000 undocumented orphan wells, with over 120,000 already identified as uncapped. Addressing this problem is critical, but the cost—ranging from tens of thousands to millions of dollars per well—is increasingly falling on taxpayers.The root of this issue lies in systemic regulatory failures and cost-shifting practices within the oil and gas industry. Older wells are often sold to smaller operators who lack the resources to maintain or cap them. When these operators go bankrupt, liabilities are abandoned. Bonding requirements meant to ensure cleanup funds are woefully inadequate, typically covering less than 2% of the actual cost.To tackle this crisis, I propose an Environmental Liability Tax (ELT) on oil and gas extraction. Levied per barrel, this tax would ensure that cleanup costs are collected upfront, placing the financial responsibility on the companies benefiting economically from the wells. Funds from the ELT could be held in state or federal trusts dedicated to plugging orphaned wells and restoring lands.The ELT could also incentivize better practices by offering tax credits to companies proactively addressing environmental risks. By taxing extraction rather than chasing bankrupt operators, the ELT would create a sustainable, enforceable funding mechanism to address this growing environmental liability. Chef Emerson Amelio de Oliveira was born and raised in the Brazilian Amazon Rainforest, in the town of Ji-Paraná, and the of State of Rondônia, Porto Velho. He witnessed catastrophic deforestation and shrinking of the planet's largest carbon capture system year after year, to serve global food production. He was trained in classic European cuisines and traveled the world in search of ideas and concepts, before opening Oliveira Kitchen in London. The pressure was on for Genesis Rodriguez in Lioness Season 2. Dr. Vanessa Machado de Oliveira Andreotti has served as a Latinx professor at the University of British Columbia, now Dean of the Faculty of Education of the University of Victoria.  Dr. Andreotti is a former Canada Research Chair in Race, Inequalities and Global Change and a former David Lam Chair in Multicultural Education. She is the author of Hospicing Modernity: Facing humanity's wrongs and the implications for social activism (2021) and one of the co-founders of the Gesturing Towards Decolonial Futures (GTDF) Arts/Research Collective. Most of her published articles and OpEds are available at academia.edu. She began her career as a teacher in Brazil in 1994 and has since led educational and research programs in countries including the UK, Finland, Aotearoa/New Zealand, Brazil, and Canada. Andreotti works across sectors in international and comparative education, particularly focusing on global justice and citizenship, Indigenous and community engagement, sustainability, and social and ecological responsibility. Her research examines relationships between historical, systemic, and on-going forms of violence, and the inherent unsustainability of modernity. Andreotti is one of the founding members of Gesturing Decolonial Futures Collective (decolonialfutures.net) and Teia das 5 Curas, an international network of Indigenous communities mostly in Canada and Latin America. She currently collaborates with these groups to direct research projects and learning initiatives related to global healing and wellbeing in times of unprecedented challenges.
