SACRAMENTO, CA – Today, Assemblywoman Celeste Rodriguez (D-San Fernando) introduces her first bill in the 2025-26 legislative session, AB 495 – The Family Safety Plan Act, which will provide support to immigrant and mixed-status families by ensuring safety plans are in place in the event of immigration enforcement actions.“The threats from the federal administration have led to fear in many communities including mine,” said Assemblywoman Celeste Rodriguez. “We must do everything we can to safeguard families from separation and ensure children are supported. AB 495 is a critical tool that will preserve California's families.”Forty-five percent of California children have at least one immigrant parent. An estimated 1 million children in California have at least one undocumented parent, and approximately 133,000 children in California public schools are undocumented. This bill protects children in immigrant families by ensuring that families have safety plans in place in case of immigration enforcement actions.Assemblywoman Rodriguez represents the 43rd Assembly District, which includes the City of San Fernando and communities across the Northeast San Fernando Valley, including Arleta, Sun Valley, Sylmar, Pacoima, Panorama City, North Hollywood, Lake View Terrace, Valley Glen, Mission Hills and North Hills.

Sharon Butler-Obazee, an adoptee, attended Cal State Hayward. She worked in human services and tenured with the insurance industry as a medical sales rep. After retirement, she became certified under the International Coaching Federation after attending Professional Christian Coaching before starting her coaching practice. Her handle on social media was @adoptionclarity, where she encouraged an adoptee-centric philosophy. She became a Board Member of the Post Adoption Center for Education and Resources. She acquired Strengths-Based Coaching certification, where she encouraged families to support their strengths and encourage their children to use their strengths as well. As an adoptee, she had a hard time investigating her heritage because she felt she did not deserve to know her background out of loyalty to adoptive parents. After several years of therapy and adoptee support groups, she was able to break through her thinking to use Ancestry to complete her search. She received a response in 48 hours and had a chance to meet her bio-dad before he passed. The inspiration for this episode came because Adam has on our Traeger 3 racks of ribs and started thinking about every Sunday and how we have a special lunch on this day each week. The Minnesota Indian Family Preservation Act was the subject of a state senate hearing Tuesday morning — and testimony was emotional. People recounted how forced removal by private and public child welfare agencies tore apart their families. Leech Lake Band of Ojibwe Chairman Faron Jackson Sr. said his two brothers were removed from their home in the 1960s, and not allowed to return until they were 18. His family still feels the effects. “Even today… we kind of feel like strangers when we're together,” he said. The 1978 federal Indian Child Welfare Act aimed to keep native children in native homes. Minnesota's Indian Family Preservation Act, passed in 1985, built on that. But the Supreme Court is currently considering a case challenging the federal law— under the assertion that it violates anti-commandeering principles of the Tenth Amendment. “We want to make sure this is codified in our state legislature,” Assistant Senate Majority Leader, DFL Senator Mary Kunesh told host Cathy Wurzer. “We're concerned that if we don't put in these safeguards… that we wouldn't be able to continue to do the work that we need to do to preserve our native families in Minnesota.” She spoke with Wurzer about how the bill would change Minnesota law.
