A new episode of Mathematica's On the Evidence podcast explores recent research that experimented with a new approach to equitable data collection that also equips individuals and their organizations with new skills and resources. The Robert Wood Johnson Foundation contracted with Mathematica and its partner UBUNTU Research and Evaluation to learn how grassroots organizations in the housing justice movement had used grant funds for community power building. Through a fellowship program established by Mathematica and UBUNTU, researchers provided training in evaluation to fellows selected from staff at grassroots organizations while learning from those staff about the impact of the foundation's investment. The research also provided early evidence that the foundation's investment helped local grassroots organizations become more effective in achieving their affordable housing goals. On the episode, researchers and program fellows discuss the impact of the foundation's investment and how the fellowship model helped strengthen organizations' internal capacity to learn from campaigns and make evidence-informed changes. According to the Eight Point Plan for Housing Justice in Cuyahoga County, those with criminal records are ten times more likely to experience homelessness, and those who are homeless are more likely to be arrested--beginning a vicious cycle for those with a record. These individuals face collateral sanctions (both state laws and administrative rules) that can limit a person's ability to find employment, housing, and more. In fact, the same Eight Point Plan cited that 78% of affordable rentals in the County had long-term bans on those convicted of even minor offenses. With housing prices escalating, more than 20,000 people exiting incarceration in Cuyahoga County every year do not have access to a basic need that is vital for successful reintegration.rnrnYusuf Dahl has been on both sides of the struggle to strengthen America's most vulnerable neighborhoods. As a teenager, he operated a network of drug houses before being sentenced to prison for 10 1/2 years. After his imprisonment, during the depths of the financial crisis, he became an unlikely real estate investor and affordable housing advocate. From a single two-family house in one of Milwaukee's poorest zip codes, Yusuf built a portfolio of over two hundred residential and commercial units and founded an award-winning property management company.rnrnYusuf is a former president of Wisconsin's largest apartment owners trade association and is leading the national effort to repeal the Thurmond Amendment - legislation that imposes a lifetime denial of fair housing protections to persons with a drug distribution conviction. He holds an MPA from Princeton University and an MBA from the University of Wisconsin-Milwaukee.rnrnJoin us at the City Club as we hear from Yusuf Dahl on how to break down barriers and empower those seeking to rebuild their lives.

Today in Albany, New York tenants numbering in the thousands descended onto our State's Capitol Building in a Day of Mobilization, urging the New York Legislature to pass key legislation, such as Good Cause protections for tenants and greater rent support for low-income families facing eviction. Amidst the calls made by tenants and housing justice organizers for greater protections against the worst injustices of the current housing system, there also exists a new transformative vision of what housing could look like in our state. A new bill co-written by DSA-endorsed State Assembly member Emilly Gallagher representing North Brooklyn, would establish the New York Social Housing Development Authority and empower the state to build & maintain substantial new housing developments across the State that will be publicly funded, environmentally sustainable, permanently affordable by law, and democratically-controlled by tenants. If passed, the social housing authority would work to shift the balance of power over our whole housing system towards tenants and the state government and away from wealthy private developers that have no interest in building affordable housing, and the landlords that get rich from its scarcity. Tonight, we will hear from Renette, a DSA member and tenant organizer with HOPE Tenant Union, and Genevieve, a housing justice organizer with Ithaca DSA, on the importance of this new bill and the campaign to build beautiful, abundant, & affordable social housing for the whole working class of New York.

They discuss USI's place-based initiative that focuses on housing, people, and economic solutions. Donovan shares that having a strong sense of place and belonging is what makes a thriving community; it is the most central part of economic development. “Place is at the epicenter of all things, of all experiences, of transformation and change. It's how people ground themselves in their identity.” He also shares some staggering statistics around homelessness and the wealth gap. Learn more about USI's work in cities like Cleveland, which has a housing-first model with a goal of ending chronic homelessness by the year 2030 using an intentional, grassroots approach. They discuss fallacies around low-income housing, the good and bad of capitalism when it comes to equity, and the limited lens of credit scoring. Donovan also outlines his Big Hairy Audacious Goal for 2024, to incrementally lessen the wealth gap for African American households using a targeted, tracked and very specific method. An ambitious goal that can change the industry framework so that it meets the moment that we are in and creates opportunity for all.Connect with Donovan on LinkedIn: https://www.linkedin.com/in/donovan-duncan-7b5a8356/Email: Donovan.Duncan@usi-inc.orgWebsite: https://urbanstrategiesinc.org/

When communities face the aftermath of catastrophes, what does it take to ensure that the next time will be different? In Houston, it takes a city council member who bicycles in her neighborhood to hear from constituents about what they need most. It takes 12 moms who organize to take legal action against the landlords that have kept their families in moldy, substandard apartments. And it takes a city official who blows the whistle on corrupt and dangerous practices related to housing policy.   Travel to Texas with our hosts Chrishelle Palay and Rose Arrieta to meet these changemakers in our final episode of this limited-run series. She oversees a team that provides legal representation to tenants in eviction proceedings. We talk about housing in New York City, ranging from high rents and evictions to land use discussions.   Tenant unions have advocated for tenants' rights in New York and Albany, which pushed for right to counsel and new rent laws. Developers and landlords have successfully shifted the media narrative to portray them as the little guy and the victim, and the tenant as the villain. Joining community boards is an effective way for everyday New Yorkers to have a voice; community boards vote on the housing proposals before the planning commission sees them. Private developers are being pushed to be at the forefront of building affordable housing, but the City can and does decide how much money it will allocate toward housing. Meanwhile, Mayor Eric Adams has stated he's looking to expand affordable housing through incentives for developers and preserving existing below-market units.  Cea Weaver, who co-founded the Housing Justice for All coalition, joined Errol to talk through the different ways of tackling the current crisis in New York. Hello from rental hell! This week, Tammy is joined by two friends of the pod who work in housing: Ritti Singh, a tenant organizer in Rochester for Housing Justice for All (and a TTSG Discord leader), and Navneet Grewal, a longtime attorney currently working for Disability Rights California. [5:30] Ritti breaks down the role of a housing organizer, particularly in a majority-tenant city, and Navneet explains her role as a lawyer supporting on-the-ground groups. We discuss the momentum against the commodification of shelter over the past decade, plus organizing successes at the state and local levels regarding rent stabilization, funding for affordable housing, and tenant protections. [34:02] Both guests emphasize the need to diversify the types of housing that exist outside of the private market. We also discuss the various strategies needed to to get out of this crisis—from robust tenant protections to social housing, coops, community land trusts, and tenant purchases of property. What are the connections between housing activism and the environmental justice movement? What if everyone who lives in a place, not just homeowners, could decide what happens to their homes?[41:10] Ritti and Navneet also say what they make of NIMBY-vs.-YIMBY activist fights and the horrific policies being implemented against our homeless neighbors (CARE Court in California and Eric Adams's increased use of forced institutionalization in NYC). How should we address this aspect of the housing crisis? In this episode, Sara Joy and Eric talk with Pastor Dwayne Cline about James North Baptist Church and their journey towards providing affordable housing in their neighborhood in the north end Hamilton, Ontario. With a vision for incarnational ministry, James North has been serving their neighborhood for over 130 years. As one of the most economically depressed neighborhoods in the city, they have faithfully provided care and resources for many of those struggling to make ends meet. As the neighborhood tide began to change with new development and rising property prices in more recent years, the church recognized a growing need to provide affordable housing options for the long-time local residents. Their solution was to build affordable housing into their church property plans. The church had already drawn plans and paid over $700K in costs for designing their new church building when they hit the pause button to rethink their property. In prayerful consideration, they decided to go back to the drawing board and design a new building that would also accommodate 45 units of affordable housing. The total project cost was $22 million with half of those costs related to the housing and half related to the church. They used a mix of government funds and a church capital campaign to cover the development expenses. Additionally, they worked in close collaboration with Indwell, a faith-based affordable housing developer, to guide the project to successful completion. Indwell also provides the property management and supportive services necessary for the property. The level of grit and collaboration required of the church has been great, but their relationships with the city officials and local neighborhood players opened doors for a successful project. Eric and Sara Joy also speak with two field guides who provide more insight into the affordable housing context and resources that exist to guide churches in participating and advocating in this arena. Jill Shook, founder of Making Housing and Community Happen, explains classifications of affordable housing and talks about how churches can advocate for policy changes that allow for more affordable housing production in their communities while also considering opportunities for churches to play a direct role in providing it themselves. Patrick Duggan, Executive Director of the United Church of Christ Church Building and Loan Fund, gives some practical steps for churches to assess whether affordable housing makes sense in light of their location and their mission. He also shares about ways churches can mitigate risks by partnering with organizations like his to guide the development process.Episode ContributorsDwayne Cline is the Lead Pastor of James North Baptist Church in Hamilton, Ontario. Dr. Jill Shook is the Founding Director of Making Housing and Community Happen, working with churches to bring about housing justice in the United States. Hugo Soto-Martinez is an activist and organizer who turned his passion for justice into a political career.
