Sherman Gray and his longtime girlfriend have both struggled with drugs but are now clean and sober and have been for a year and a half. They both have jobs, but they are low-paying and they're on Food Stamps. What they need is a place to live. Currently they are couch surfing and sleeping on floors, and sometimes they have to sleep outside, something they did for years in Lake Elsinore. LA Mayor Karen Bass has been boasting of late that her Inside Safe program is just what people like Sherman was meant for. We will see. If this podcast can help one person, let's hope it can help this couple get off the streets.

An estimated 172,000 people are homeless in California, according to a study this year by UCSF, and the most visible symbols of the state's homelessness crisis are its tent encampments. Citing public health and safety issues, cities across the state are increasingly “sweeping” encampments on city sidewalks, forcing campers to move their tents and belongings to other areas if they refuse offers of shelter. But homeless advocates say those shelter options are often inadequate and that sweeps are unconstitutional. Those issues are at play as the Ninth Circuit considers whether San Francisco needs to offer more housing before it can carry out sweeps. San Diego, meanwhile, is starting to enforce a no-camping ordinance on public property. And Los Angeles has approved increased funding for its Inside Safe program, which gives tent dwellers temporary housing. We'll talk about how California cities are addressing homeless encampments, the controversies at hand and who's most affected. #108: It's no surprise that homeless is a top concern among Angelenos. The best-available info at this point says there are more than 69,000 people experiencing homeless in L.A. County – a 4% rise from the last time the survey was conducted in 2020. In a recent LAist survey of 4,339 people, two-thirds of respondents said it's the main thing L.A. Mayor Karen Bass needs to prioritize. One-third of folks says it causes them stress. Mayor Bass seems to know this. In December she declared a state of emergency and pledged to put 17,000 unhoused people into a mix of interim and permanent housing. She also launched her signature program Inside Safe, which aims to give people living outdoors immediately housing in motels or hotels. Elected officials and local advocates have been trying to address the issues that lead to homelessness for years, but we're still here…and many are wondering…how did we get here? How did LA end up with the largest unhoused population in the country? Who's in charge of what? And how do people ACTUALLY get help? In this episode we'll try to answer these questions. Here are some tips from Nick's reporting on LAist: Request homeless outreach services for a particular unhoused person: Contact LAHSA's Homeless Outreach Portal. But it could take a few days for an outreach team to show up “due to high demand,” according to LAHSA. Volunteer and donate to organizations serving unhoused people. Here's LAHSA's list of volunteer opportunities by region in L.A. County. And the city's volunteer referral program: VolunteerLA. You can also volunteer for next year's point-in-time count at TheyCountWillYou.org. Support new affordable housing development in neighborhoods: The shortage of affordable housing is widely considered the main driver of the homelessness crisis. Developing more housing — especially affordable and permanent supportive homes — through faster city approvals and support from neighbors — is considered key to addressing the issue. If you want to help these efforts you can speak at public meetings. Lease to voucher holders: Property owners can lease their vacant properties to people who have federal and local housing vouchers. In a surprising twist, the City of Los Angeles, known for its glitter and glam, is shelling out hefty amounts of taxpayer dollars to house the city's homeless population in motels. These are not plush retreats, mind you, but often rundown establishments that seem to have seen better days. While some may argue it's an upgrade from the streets, the conditions, rife with mold and leaky pipes, have left many of these beneficiaries less than thrilled. Ah, the audacity to grumble over free accommodation, right? I mean, you'd think a roof over your head, compliments of the taxpayers, would elicit a thank you, not a list of complaints.The NBC 4i team revealed that these complaints included stories of motel rooms with mold on the ceiling, leaky bathroom pipes, and air conditioning units that threatened to tumble off the wall. And yet, the city continues to pay a whopping $4100 per month for each room under the Inside Safe program by Mayor Karen Bass. For perspective, that's more expensive than many one-bedroom apartments in plush areas like West LA or Studio City. There's something to be said about the city's priorities when it comes to solving the homelessness issue.The Inside Safe program, a part of a larger effort to dismantle encampments across the city, is just one of many solutions offered by Mayor Bass. However, it seems the motel solution is proving to be a budget-buster. A whopping $250 million is earmarked for Inside Safe next year, but the city hopes to trim costs by purchasing and converting motels into housing. The question remains, though, will these measures truly solve the homelessness issue or just mask the problem?Support the show

A new initiative by Los Angeles Mayor Karen Bass to move the homeless into hotels and motels across the city while affordable housing units are built received stiff resistance from hotel and motel owners this week. They say they will oppose the program as much as they legally can.The new initiative by Bass, known as Inside Safe, would not go after homeless encampments, but rather open up rooms for the homeless and make them available on a long-term basis. The move will cost the city around $100 million, with master leasing being used on motels around encampments. In a Meet the Press interview on Sunday, Bass says that she hopes to house around 95% of LA's roughly 40,000 homeless this way once fully implemented.“Well, you know, what we have found in the community organizations that we're bringing in to do this work is that you can get 95% of the people housed,” explained Bass, who had promised to tackle the homeless issue in the first days of her Mayorship, on Sunday. “People will go. It takes a while. You have to do outreach.”However, many motel and hotel owners in likely affected areas have sounded off against the idea.
