The move comes two years after Anchorage residents voted to dedicate the roughly 5 to 6 million dollars the city receives annually in marijuana taxes to funding child care initiatives.

The Alaska Permanent Fund was established more than 40 years ago. Through the decades there have been multiple changes to how funds are allocated, and perennial legislative fights over the amount of the Permanent Fund dividend. Permanent Fund managers want changes to the fund's structure they say will protect it for the future. What are they advocating for and how are lawmakers responding?

In a recent op/ed for the Wall Street Journal, Commissioner of Revenue for the State of Alaska Adam Crum made the case that a recent attempt by blue state pensions to intimidate the board into acquiescing to the demands of anti-oil activists is a violation of the fiduciary duty to put retirees' life savings ahead of politics. (Exxon Mobil Takes On Climate Extremists - WSJ). He should know. Commissioner Crum is responsible for the oversight of 138 billion dollars in public assets. And as the Commissioner of Revenue, he sits on the boards both of the state's pension fund and of the state's Permanent Fund, which receives oil and gas royalties and distributes them and investment earnings as dividends to the citizens of Alaska. After all, it was the discovery of oil and gas, without which, Crum argues, Alaska would never have been permitted to become a state. The Alaska model  has also been a tremendous success for indigenous “First Peoples”, with groundbreaking legislation 50 years ago that allowed them to monetize the mineral rights of their land, creating unprecedented prosperity, while at the same time allowing them to their subsistence way of life such as hunting, fishing and whaling. Crum insists on fulfilling his role on the basic principle enshrined in law and long tradition that a trustee must put financial return for beneficiaries as the one and only end of pension management and leaving politics out of it.See omnystudio.com/listener for privacy information.

After an Alaska Superior Court decision threw out the state's correspondence school funding program, the state's House Judiciary Committee proposed a constitutional amendment that would keep it in place, and the Alaska Senate passed its version of the state's operating budget Wednesday. The $6 billion general fund budget would provide residents with a combined Permanent Fund dividend and energy relief check of around $1,600.

The premise of this conversation is based on a question that Aaron Leggett — the president of the Native Village of Eklutna and the Senior Curator of Alaska History and Indigenous Culture at the Anchorage Museum — and Cody are curious about: What happens to Alaska when oil is no longer economically viable for the economy of the state? Aaron says that his hope for the future is that people will have a better understanding about the role oil plays in Alaska, that although production is in decline we can take the wealth that's been created with it and invest it into Alaska's education system in order to prepare future generations for the new realities and challenges that await them. Permanent Fund Dividend co-creator and state legislator Cliff Groh says that, for decades, oil has been the primary driver of Alaska's economy and fiscal system. However, oil production has been in decline for about 35 years. In the late 1980s, the state had more than 2 million barrels of oil going through the Trans-Alaska Pipeline System every day. Today, it's well under 500 thousand barrels a day. Right now, many people are betting the economic future of Alaska on finding another Prudhoe Bay oilfield. There's the Pikka Oil Field, the Willow Project, and the Arctic National Wildlife Refuge, or ANWR. There are arguments for and against each of these projects. Tim Bradner has been writing about Alaska's natural resources since 1966, he's also the co-owner of the Alaska Legislative Digest. He doesn't believe oil in Alaska will ever completely go away because oil fields have a way of producing for decades, but oil will become less and less important to Alaska's economy. Ultimately, he's hopeful for the future, though, that there are other things that will come along to stimulate the economy. Commercial fishing and tourism, for example. He says that if we're smart, we'll use the Permanent Fund to sustain our public services and diversify the economy, meanwhile educating young people and giving them a reason to stick around.

Lawmakers are still grappling with how to settle on a budget plan for Alaska's future and permanent fund earnings are at the center of the debate. What's the best way forward to ensure the sustainability of the fund and a dividend, while also providing vital state services?

Steve Moseley is the Head of Alternative Investments at Alaska Permanent Fund, a $70 billion sovereign endowment that supports the citizens of Alaska.  Steve leads a small team, based in Juneau, Alaska, that is one of the most active participants in what he calls the space in between General Partners and Limited Partners. Gov. Mike Dunleavy debuted a budget proposal Friday for next year that will lean heavily on earnings from the Permanent Fund to help Alaska recover from the pandemic.

Gavin Newsome has called for 10% across the board cuts to all State employee pay. Gov. Lujan Grisham has still not done anything to address New Mexico's impending economic crisis.    Paul and Wally conclude with a brief discussion of the sorry state of open government in New Mexico.

In this episode, Cody has a conversation with Cliff Groh, a former Alaska Revenue Department official and longtime advocate for the Permanent Fund Dividend. Cliff was instrumental in the creation of the PFD in the early 1980s. From 1987 to 1990, he served as special assistant to Hugh Malone, the Commissioner of Revenue in the administration of then-governor of Alaska Steve Cowper. He was also involved in the adoption of legislation that changed Alaska's oil tax system. They talk about how the discovery of the Super-giant Prudhoe Bay oil field in the late 1960s changed Alaska's economy and government and why the two most important questions in Alaska are "What is the Permanent Fund for?" And "how long do you personally plan to live in Alaska?"

This concept, known as the Universal Basic Income or UBI, is seen as a possible answer to a range of pressing policy conundrums: financial instability, a coming wave of unemployment driven by automation, and climate change spurred by greenhouse gas emissions. Many have raised concerns about the potential consequences, particularly whether this could cause an exodus from the labor market while simultaneously bankrupting the government. Luckily, the UBI is not new, and we have decades of data to guide our understanding of what to expect from a large-scale UBI. Here in the United States two large programs have been operating for decades: Alaska’s Permanent Fund, funded by fees paid by oil and mining companies, has paid a dividend to every Alaskan since the early 1980s, and the Eastern Band of Cherokees have paid tribe members a share of profits from its casino since the 1990s. One of the leading ideas on how to implement a basic income is a social wealth fund, similar to Alaska's Permanent Fund, in which a government maintains a fund of various assets and provides dividends to everyone who lives within its borders. Matt Bruenig, President of the People's Policy Project, recently designed a detailed proposal for implementing a social wealth fund in the US that would be financially and politically stable. He spoke with Jim about how he crafted this design and how he plans to advance it.

In this episode, we explore the divided vote over this year's Permanent Fund Dividend and look at how it plays into the large policy battle over the future of Alaska's savings account and funding for state government services.
