On Monday, November 2nd, Judge Gary Feinerman of the U.S. District Court in Chicago blocked the "public charge" ruling issued by the Department of Homeland Security in 2019. In less than 48 hours, after DHS appealed, it was reinstated through the 7th U.S. Circuit Court of Appeals and will stand for at least through November 17th. Here is our short brief

Public Charge 受福利人政策 從2020年2月起,移民局對受福利人的狀態定義略有變化。受福利人就是在連續3年內領取公共福利有超過12個月,這在申請移民時會被拒絕。申請登記有退稅補助保費和降低分攤額的奧巴馬健保不算做享受公共福利。享受低保(Medicaid, Chip)的21歲以下的孩子或孕婦也不會被列入受福利人。 3.奧巴馬資格申訴 若對資格審定結果不滿,以前只能通過信件申訴,現在可以在90天內上網或通過傳真申訴。 4. 由於今年疫情原因,在預估收入時,每人可有$1200,孩子$500 的新冠Covid -19 援助收入不必算收入。 5. 從2021起,Market Place會定期通過信息系統檢查,若發現保戶同時也有投保其他符合要求的計劃比如Medicare, Medicaid,CHIP的話,會自動取消保戶的保險計劃。已入其他符合要求計劃者不必做登記資格認證 6. 在特殊登記期,允許新加的家庭成員入不同的計劃。若所在保險公司不允許這樣做的話全家可以另起保單,選擇高一級或低一級的計劃。過去只允許加到同樣的計劃裡。 7. 提供小公司保險計劃給員工的雇主可以連續兩年獲得相當於給員工保費貢獻部分一半的 稅務減免。條件是僱員不超過25人,員工平均年薪低於或等於5萬,雇主給員工保費貢獻50%以上。 二.如何查詢價格及保費: 想了解所居住區域有哪些計劃及價格,從現在開始,可以到下面網站上查詢: https://www.healthcare.gov/see-plans/#/ 輸入所住地區的郵編,幾個家庭成員等信息,再輸入家庭收入,在這個區域可以買到的所有保險計劃及價格都會顯示出來。 三.續約保戶注意事項: 若是享受退稅預付降低保費的保戶,通常會收到兩封信,一封是從政府CMS來的,提醒開放期登記的信,另一封是從保險公司來的,告訴新一年的保項及價格的信。若不採取行動的話通常保險公司會自動續約,若原來計劃不再提供的話會續入新的計劃 四.選保險計劃需要注意事項: 在所居住區域有很多保險計劃可供選擇,如何選擇適合自己的計劃呢? 1. 從價格上分白金,金,銀,銅,高自付額幾種等級。 保費依序降低,白金計劃在雇主保險計劃裡可以買到,家庭計劃目前尚沒有選擇。高自付額只有30歲以下或任何年齡但特別貧困的人才能買。 2. 從醫療單位網絡上分PPO EPO HMO 幾種。 PPO不受網絡限制,可以去任何醫療單位接受服務,網絡內付費低,網絡外付費略高一點。 HMO則不接受網絡外服務,EPO 是介於二者之間,網絡比HMO更加廣泛,通常不需要基本醫生(PCP)的推薦。 PPO 計劃也可以在雇主保險計劃裡買到,在家庭計劃裡尚沒有選擇。 3. 首先要聽聽自己基本醫生(PCP)的意見,要選擇基本醫生(PCP)在網絡裡面的保險計劃。 4. 再聽聽常看的專家醫生的意見,也要選擇常看的專家在網絡裡的保險計劃。 5. 若已經知道有一些需要治療的疾病的話,要考慮哪裡能接受這個保險計劃,比如若有重病需要去醫院的話,哪家醫院能接受治療,因為醫院不是所有的保險都能接受。 6. 優先考慮購買PPO計劃,公司計劃可以買到,因為這個計劃不受網絡限制,所有的醫院,診所,圖像掃描中心,實驗室都能接受,在有重大疾病時容易派上用場。其次考慮EPO, 最後考慮HMO。 五.享受退稅預付降低保費及分攤額的條件 1. 退稅補助降低保費(APTC)的收入範圍是貧困線 100-400%。在這個收入範圍的保戶,保費可以用退稅提前墊交保費,降低了按月所需支付的保費金額。 2. 降低分攤額(CSR)的收入範圍是 100-250% 。符合這個收入範圍的保戶,自付額,掛號費,治療分攤額都比正常收入的保戶要低。 3. 2021年保險計劃申請時將以2020年(不是2021年)的聯邦貧困線作為享受退稅補助降低保費和分攤額的標準。 2020年貧困線數據見附圖: 4. 從2020年1月1日起雇主有可能提供一個個人健康補助計劃,叫HRA, 雇主幫忙支付保費,個人分攤額等醫療費用。若雇主提供了這樣的選擇,保戶也能付得起的話,保戶就沒有資格享受退稅預付保費及降低分攤額了。 六.如何申請: 1. 可以讓自己熟悉的保險代理幫忙申請。 2. 若沒有熟悉的保險代理,可以到下面網站上尋找: https://www.healthcare.gov/find-assistance/ 有兩種選擇,可以尋找自己郵編內有哪些經紀人,也可以輸入自己的聯繫方式,在這個區域若有經紀人正好在線,不忙的話在15分鐘之內就會打電話給您。 3. 不能輕易把自己的信息或登錄密碼告訴不熟悉的經紀人,以防未經本人同意而保單被轉。 4. 也可以自己直接申請,不過建議由專業保險代理幫忙,他們有豐富的經驗,可以幫您少走彎路,而且保費一樣,並不因為有保險代理而變貴,沒有代理就便宜,而且多了一層幫助。 七.登記保險計劃後注意事項: 1. 第一個月的保費登記好後就盡快交,若12月31號之前不交的話保單不會生效 2. 注意來往信件,及時處理。若需要提供支持文件的話,90天之內需要遞交,否則保單會被取消。 3. 保費是每月的第一天應付。若欠保費的話有個寬限期(grace period).不享受優惠者是30天,享受優惠者是90天,過期不付保單就會被取消,而且無法恢復,而且下年再在這家投保的話必須得先交清欠費,新保單才可生效。 一年只有這時候是開放期,若錯過了,只有特殊情況發生才能登記,所以盡量不要錯過這個機會。 關於此文或2021年健保登記若有任何問題的話,歡迎與本文作者 安穩保險 楊德清 聯繫,電話是 713-952-5031. 微信號:yangdeqing1

Segment 1:The Supreme Court has cleared the way for the Trump administration to begin enforcing its new "public charge" rule, making it harder for lower-income immigrants to get a green card if they receive basic public benefits like Medicaid or SNAP. Madeline Morcelle is the Director of Public Benefits Law at the Mississippi Center for Justice, a public interest law firm that fights Mississippi's culture of injustice. She tell's MPB's Michael Guidry, the ruling could have profound effects on Mississippi's immigrant communities.Segment 2:Grocery stores want to be a one stop shop, but they still can't sell strong wine. Currently, Mississippi grocery stores can only sell wine with up to 5 percent alcohol - wines with higher alcohol by volume or AVB are sold at locations holding a liquor license. Elliott Flaggs is the Chair of the Looking for Wine Coalition, an organization lobbying on behalf of grocery stores and chains to change the laws and allow more wine in grocery stores. He explains the coalition's mission and progress with MPB's Kobee Vance.The expansion of wine retailers may exacerbate existing storage problems. Before liquor can be sold to stores, it must first go through the state's Alcoholic Beverage Control, under the purview of the Department of Revenue. Herb Frierson is the department's commissioner. He tells our Kobee Vannce the warehouse that houses the state's alcohol is already at maximum capacity, and couldn't keep up with the demand if grocery stores began to sell strong wines.
