Her work in creating strategic initiatives, fast-tracking government start-ups, and collaborating with stakeholders focuses on providing equitable outcomes for all related to flooding, housing, buildings, transit, recreational areas, and more.  Prior to this position, Sonia served as the Director for the U.S. Environmental Protection Agency's Water Infrastructure and Resiliency Finance Center where she worked with local governments to identify affordable financing opportunities to fund drinking water, wastewater, and stormwater infrastructure investments that are sustainable and resilient.  Sonia has nearly 20 years of experience in the environmental sector. She earned a Bachelor of Science in Environmental Policy and Planning from Virginia Tech in 2004 and a Master of Environmental Management with an emphasis in Leadership from Duke University in 2014.  Sonia Succar Ferré  Sonia Succar Ferré, (Sonia SF) is an environmental professional with over 15 years of experience in the public and private sector. In this episode of FedBiz'5 we host Anthony D'Attore from FedBiz Access to discuss open solicitations, and what you need to know to move forward (or not). The key is not to spend time chasing open solicitations that you cannot fulfill.Solicitations, sometimes referred to as ‘opportunities', are requests that solicit bids to initiate the procurement process for goods and/or services. These solicitations can take a multitude of forms or notification types.Open Solicitations Open solicitations are posted in SAM.gov as an RFQ (Request for Quote) or RFP (Request for Proposal). There are databases that can aggregate and sort through this data to help you more effectively research for opportunities, which include the Market Intel Database.Special NoticePre-SolicitationSources SoughtIf two or more  businesses respond to a source sought, when it goes to a solicitation, it will be set aside for small businesses. In addition, many sources sought notifications are automatically set for small business sources and have a ‘set-aside' requirement. This means the govt has set-aside this award for a small business under a socio-economic certification. It's also an opportunity to create relationships with contracting officials and make a good first impression with your capability statement. If you can offer something unique, that's very often how a sole source contract is generated. That means you win, and the solicitation does not even go out for public bid. Once you receive the solicitation, you need to determine whether to move forward or not without wasting time on solicitations you cannot win. Since a solicitation can be as much at 100 pages plus, you need to quickly parse though it to make a “Go – No Go” decision.What is it?  - Does the title or abstract pertain to your business? What type of solicitation is it? Can I meet the minimum requirements?When is it due? - Can you realistically meet the deadline? Are better off getting in earlier in the process (RFI or Source Sought)?Am I excluded? - Is there a specific set-aside for this solicitation? For example, if it's for a woman-owned business, and you're not a woman-owned business, well stop because it's not written for you.Where is it? - Where is the place of performance? Can you reasonably service the geographic requirements, or can you work remotely? For example, if you're a janitorial company and the solicitation is for janitorial services in Japan. Well, if you are in Wisconsin, you probably can stop reading. If all four of questions line up, the fun begins because you can really start drilling down into the details of the solicitation requirements to make a final determination. What you're doing is looking for specific things that might exclude you. If none are found, it's a go!State/local solicitations are a little different. They're typically not formatted the same way but are more concise. So, they are easier to read through and the geography is limited to a specific area. You've collected the ideas and are ready to begin. You open up a fresh Word document and sit down to write. You stare at the page and your mind feels equally blank. Shudder. Now what? I've got good news for you: I never start writing a grant with a blank page, and you don't have to either. Getting Past the Blank Screen to Start Writing a Grant Ever feel like you just hit a brick wall? Starting with a blank page when you know you must wax poetic for 50 more pages can be pretty intimidating. Especially when funding rides on it. Writing a grant doesn't have to be the equivalent of mountain climbing, though. These tricks help me get past the blank page hurdle. Episode 77 Recap - Starting a Grant Application Step by Step: First, I look at the elements required in the RFP (Request for Proposal). Next I put them into a Word or Google document, numbered, along with the point value of each section. Then I read through each question and type quick notes of things I want to remember to add later – important research points, a good quote from a client, a website link I want to use as a reference. Now I have a framework instead of a blank page. I can go through and plug in project information from my notes with the client. Goals and objectives take shape. I can make a list of items I need to ask the client. I am no longer wrestling with a blank page. SHOW NOTES Ep. 008SEPTEMBER 2019Ten Construction Document Abbreviations ExplainedRemoving the mystery of the alphabet soup.1.CD: Construction Documents. The 100% design plans & specifications that were issued for the bid of a project. 2.SPEC: Project Specifications. A book, usually including several volumes, that outlines, in detail, the scopes of work divided by discipline. Electrical work is defined as Division 26, Communications as 27, and Fire Alarm as Division 28.3. AFR: Architect's Field Report. This form maintains a record of site visits or daily log of construction activities.4. RFI: Request For Information. This form is used to formally request further information from a party during construction. This is a tool to bring document errors and omissions to the designers attention and typically generates a project change.5, ASI: Architect's Supplemental Information. Used by the architect to issue additional instructions or interpretations, or to order minor changes in the work. 6. PR: Proposal Request. This form is used to obtain price quotations required in the negotiation of change orders. 7. RFP: Request for Proposal. Same as a PR. A proposal is a cost breakdown of materials and labor in response to a project change usually generated buy a request for information. Sometimes these proposals get volleyed back and forth between the design team and the subcontractor a few times to make sure everyone's being honest with the pricing and credits. 8. CCD: Construction Change Directive. A directive for changes in the Work for use where the owner and contractor have not agreed on proposed changes in the contract sum or contract time. Construction Change Directive, Construction Manager-Adviser Edition . This form is used for any sized project used as directive for changes that need to be done quickly when the parties have not reached an agreement yet when the construction manager is an adviser.9. CO: Change Order. This form can be used on any sized project to make amends on an owner/contractor agreement when parties agree to the terms of change.10. While people in the broadband industry and journalists may salivate at the mention of a gigabit, the average person on the street probably gets that "deer in the headlights" look on their face when they hear the word. But these are the people in homes, businesses, school districts, doctors' office and elsewhere who you need to buy services on the network. How do the 300 + cities such as Chattanooga, Longmont, CO, and Danville, VA make broadband an exciting project for their constituents? Robert Henry, CIO for the City of Davenport, IA, is leading an RFP (Request for Proposal) effort to find someone to lead a needs assessment effort. He speaks from the heart about the challenges of getting constituents and stakeholders to understand the basics of broadband, and then become active supporters of the project. The media attention gets people interested, but the network's price tag can throw cold water on that interest.  Henry discusses various tactics communities can use to educate constituents. It's not just what you say, it's how you say it. Listeners get valuable tips on making broadband relevant, promoting change without triggering some people's fear of change, effectively using analogies and engaging stories, and promoting technology without "selling" technology. Henry also explores the role of the stakeholders in driving up the excitement level within the community. Building the level of excitement about broadband we see in some communities is an ongoing process, and one that requires continuous attention.    This discussion comes a week before a Webinar series conducted by Gigabit Nation host Craig Settles launches to give broadband project teams in Iowa training for managing related community broadband issues.
