A Biofund, Fundação para a Conservação da Biodiversidade de Moçambique, anunciou na semana passada a realização, no passado dia 29 de Janeiro, de um 'workshop' de validação da métrica para a preservação do Elefante Africano em Moçambique, uma espécie considerada "em perigo". Esta iniciativa liderada pelo programa COMBO+ que resulta de uma parceria entre a Wildlife Conservation Society (WCS), a Biofund e o Ministério moçambicano da Agricultura, Ambiente e Pescas, visa dotar as autoridades moçambicanas de uma ferramenta -a métrica- quantificando os prejuízos causados pela actividade humana no meio ambiente e compensar essa perda. Esta que é quinta métrica a ser desenvolvida no âmbito desse programa, a seguir às métricas implementadas para recifes de coral, florestas, mangais e ervas marinhas está a ser desenvolvida numa altura em que o país envida esforços para conciliar o desenvolvimento económico com a preservação da biodiversidade, neste caso, do elefante africano, uma "espécie prioritária para a conservação" considerada "em perigo" pela União Internacional para a Conservação da Natureza (IUCN). Segundo dados oficiais, o país tem cerca de dez mil elefantes que, para além dos caçadores furtivos, têm que enfrentar outros entraves à sua sobrevivência, como a extensão da actividade agrícola ou o impacto dos megaprojectos no país. Em entrevista concedida à RFI, Vanda Machava, gestora do Programa de Contrabalanços e Biodiversidade no seio da Biofund, explica-nos no que consiste a métrica aplicada à protecção da natureza, começando por evocar o contexto em que surge esta ferramenta. RFI: No que consiste a métrica e em que contexto ela surge? Vanda Machava: Moçambique é um país bastante rico no que concerne aos recursos naturais, à biodiversidade. Temos áreas de conservação, temos reservas. Cerca de 26% do território nacional faz parte da rede Nacional das Áreas de Conservação. Em Moçambique, é dentro deste património natural, que o elefante africano é uma das espécies prioritárias para conservação, tanto a nível nacional, até mesmo a nível internacional. Mas temos verificado nas últimas décadas que esta espécie emblemática tem sofrido uma grande pressão no que diz respeito a ameaças e temos verificado mais e mais que uma das ameaças mais frequentes tem sido a caça furtiva ou então a perda da vegetação devido à prática da agricultura por parte das comunidades locais e até mesmo alguns megaprojectos que mais e mais estão a ser evidentes aqui em Moçambique, como por exemplo a mineração, a construção de grandes infra-estruturas, assentamentos humanos. São projectos que nós chamamos de projectos de desenvolvimento, contribuem para o desenvolvimento económico do país, mas vão acabar por comprometer a biodiversidade. RFI: Só para nós sabermos qual é o habitat natural do elefante em Moçambique? Em que zonas é que ele fica? Vanda Machava: As zonas onde o elefante africano ocorre são zonas protegidas, então fazem parte da rede nacional das Áreas de Conservação. Contudo, o elefante africano não fica fixo, não fica parado, movimenta-se, migra através dos corredores de migração. Então, por isso mesmo é que acaba criando um bocadinho de conflito com as comunidades locais, porque às vezes as comunidades podem decidir fazer agricultura nos corredores de migração, nos locais que os elefantes acabam percorrendo. Então aqui já existe este conflito. Por exemplo, nas áreas de conservação, bem perto, ao redor das áreas de conservação, as comunidades fazem agricultura e às vezes os elefantes passam por estes locais. E aí há choques. Então tem que sempre tentar-se identificar medidas para evitar que haja esses choques. Então, uma das formas que nós identificamos ao nível nacional foi o desenvolvimento de métricas. No que consistem estas métricas? Métrica é uma forma que foi identificada para poder se minimizar ou reduzir o impacto ou a pressão sobre a biodiversidade. Neste caso, podem ser plantas. As métricas podem ser aplicadas também à ecossistemas como mangais, recifes de corais, ervas marinhas e até mesmo também na fauna -neste caso- o elefante africano. O que acontece? Temos verificado mais e mais que vários projectos estão a ser implementados em Moçambique. E estes megaprojectos de mineração, por exemplo, ou então exploração de petróleo e gás e por aí fora, podem vir a afectar áreas ou ecossistemas onde ocorre o elefante africano. De forma a tentar minimizar este impacto sobre esta espécie, foram desenvolvidas métricas que vão ajudar a fazer o cálculo ou a compensação. 'O projeto X afectou negativamente na população de elefante', como é que nós podemos compensar esta perda? Então, a métrica vai permitir quantificar quantos animais, por exemplo, foram perdidos na área onde está a ser desenvolvido o projecto. E depois, vai poder quantificar quantos animais devem ser povoados numa outra área. Neste caso, chamamos de área de contrabalanço ou projecto de contrabalanço de diversidade, para estes animais poderem-se multiplicar. Então, esta métrica faz parte de um pacote a nível nacional que nós chamamos de contrabalanço de biodiversidade, que são medidas de compensação que foram identificadas para compensar as perdas ou os danos que os projectos de desenvolvimento causam na biodiversidade. Ao fim do dia, o que todos nós queremos é que haja desenvolvimento do nosso país, desenvolvimento económico, mas também tem que estar em harmonia ou em sincronia com a conservação da biodiversidade. Então, de forma resumida, a métrica vai ajudar a quantificar o que se perdeu. E depois do que se perdeu, quanto pode ser ganho na área, neste caso, de contrabalanço de biodiversidade. RFI: Desde quando é que este sistema está a ser implementado? Vanda Machava: Vamos talvez fazer um bocadinho de contextualização do programa. COMBO+ é um programa maior que começou a ser desenvolvido em 2016/2017 ao nível de diferentes países. Então, desde 2016/2017 e até agora está a ser implementado. COMBO+ significa conservação, mitigação de impactos e contrabalanço de diversidade. O objectivo deste programa internacional é exactamente garantir que haja esta harmonia, o balanço entre o desenvolvimento económico e a conservação da biodiversidade. Está a ser implementado em diferentes países, ao nível de África, em Moçambique, Madagáscar, Uganda e Guiné. Ao nível da Ásia está a ser implementado no Laos e no Myanmar. Envolve muitos treinamentos, envolve muitas trocas de experiências entre os países. Levamos Moçambique para Madagáscar, para podermos aprender e trocar experiências, trocar impressões. Isto envolve um conceito maior que nós chamamos de hierarquia de mitigação. São um conjunto de passos que devem ser implementados pelos megaprojectos de forma a reduzir ao máximo o impacto no meio ambiente. Então, voltando a falar de Moçambique em particular, as métricas começaram a ser desenvolvidas já desde 2020/2021, em Moçambique. Nós já desenvolvemos métricas para quantificar perdas e ganhos nos recifes de corais, no mangal, na floresta, nas ervas marinhas e agora estamos a desenvolver a quinta métrica que é a do elefante africano. Então, essas métricas vão ser implementadas pelos proponentes de projectos que vão causar impactos negativos ou sobre recifes de corais, ou então sobre ervas marinhas, ou então sobre o mangal, ou então sobre a população de elefante africano. RFI: Concretamente, depois de desenvolverem essa métrica, como é que isto vai ser implementado? Há de facto espaço em Moçambique para depois utilizar essas métricas? Vanda Machava: O que está por detrás do desenvolvimento deste conjunto de métricas ou ferramentas, está directamente relacionado com o impacto negativo sobre a biodiversidade, o impacto negativo que vai ser provocado pelos grandes projectos ou pelas grandes empresas que vão criar impactos residuais significativos no ambiente. Então, esta é uma medida que foi identificada para compensar essas perdas. Isto vai permitir que as empresas ou os grandes projectos vão continuar a ser implementados em Moçambique. Contudo, tem que se ter em conta que eles devem fazer alguma coisa pela natureza, alguma coisa pela conservação da biodiversidade. Aí é que entra a métrica para responder a isto. E isto não está a ser feito do nada, consta na legislação moçambicana. É um requisito legal. Tanto que foi publicado em 2022 um diploma ministerial de contrabalanço de biodiversidade, que obriga a empresas ou actividades que são classificadas pelo Ministério da Agricultura e Pescas como sendo da categoria A ou A+, que causam impactos negativos residuais, a implementar projectos de contrabalanços. RFI: Concretamente, empresas como a Total em Cabo Delgado ou empresas de exploração florestal, por exemplo, poderão também utilizar esse sistema de métrica? Vanda Machava: Sim, exactamente. Estas grandes empresas que chamamos de megaprojectos como a Total (hidrocarbonetos) ou a Kenmare (mineração), várias empresas chinesas, os sectores que nós estamos a prever é a mineração, construção de grandes infra-estruturas. Podemos talvez adicionar um ponto: Moçambique encontra-se a desenvolver o primeiro plano de gestão de contrabalanço de Biodiversidade e vai ser implementado pela empresa mineradora Kenmare que opera a nível de Nampula. Eles estão a contar com o apoio da Biofund e também da WCS (Wildlife Conservation society) nestes primeiros passos, porque é um plano de gestão de contrabalanço de diversidade que é pioneiro. RFI: Será que é suficiente simplesmente repor o que se perdeu? Estou a pensar, por exemplo, num caso concreto, em que se destroem florestas, depois as empresas fazem aquilo que se chama o "greenwashing". Vão plantar novamente árvores, não forçosamente aquelas que se perderam, e isto pode demorar anos até realmente ficar como estava dantes. Vanda Machava: Sim, leva muito tempo até a natureza, os ecossistemas voltarem a ter vida. E assim, de acordo com o nosso quadro legal é imperioso, é obrigatório que esta fase da compensação seja a última medida, o último passo. De acordo com o nosso quadro legal, os proponentes devem primeiro tentar evitar ao máximo a degradação na biodiversidade. Esse é o primeiro passo. Caso eles não consigam evitar, devem fazer de tudo para minimizar ou reduzir o impacto. Isso pode ser feito, por exemplo, através da alteração das metodologias, das suas actividades, dos seus projectos de Desenvolvimento é o terceiro passo é tentar fazer a restauração. Essa restauração dos 'habitats' acontece dentro da área do projecto, por exemplo, áreas em que eles já não se encontram a usar, podem começar a fazer a reabilitação para a natureza começar a responder. Mas caso se identifique, mesmo após a aplicação de cada um desses passos, a natureza não está a reagir, continuamos a ter impactos negativos, aí eles têm que fazer o contrabalanço e a última fase. E é uma fase que exige dinheiro. Será um projecto extremamente dispendioso. Porquê? Porque este projecto de contrabalanço, primeiro tem que ser realizado fora da área de impacto, fora da área do projecto, neste caso, dentro de uma área de conservação ou então dentro de uma área-chave para a biodiversidade, de forma a garantir que haja preservação. Estes projectos são projectos de longa duração. Não são projectos de dois nem três anos. Podem levar 20, 30, 50 anos, 60 anos. O ciclo de vida ou o tempo de vida destes projectos de contrabalanço vai depender do tempo em que os impactos negativos continuarem a surtir efeitos na área do projecto que foi impactada. RFI: Há interesse das empresas que estão a explorar diversas áreas em Moçambique, na exploração florestal, na exploração de minérios, na exploração de gás em Cabo Delgado, há esse interesse, de facto, de ter uma responsabilidade social e de efectivamente compensar as comunidades se tem um impacto negativo na biodiversidade? Vanda Machava: Neste caso, independentemente de existir interesse ou não existir, não tem nenhuma importância. O mais importante é o que consta na legislação. É obrigatório. Todas as empresas que forem a causar impactos residuais negativos no meio ambiente, é obrigatório eles compensarem. É de lei. E depois, como é de lei, está no diploma ministerial. Cada vez que uma determinada empresa for a causar impactos, cada vez que tiver que fazer a renovação da licença ambiental que decorre de cinco em cinco anos, se por acaso verificar-se que eles estão a causar danos ou perdas na biodiversidade, eles vão receber uma notificação do ministério para eles poderem fazer um plano de gestão do contrabalanço ou projectos de contrabalanço de biodiversidade. E eles devem provar que estão realmente a conseguir ter resultados, porque os resultados vão ter que ser medidos. E como se mede este resultado? Através da métrica. Por isso mesmo é que se fez um trabalho muito, mas muito robusto entre a Wildlife Conservation Society, a Biofund e o Governo de Moçambique, para podermos ter a legislação ou quadro legal publicado divulgado, os diferentes 'takeholders' que vão estar envolvidos na implementação dos projectos de contrabalanço estão devidamente treinados. Só para ter uma ideia, treinamos acima de mil e tal pessoas. Foram capacitadas acima de 250 instituições a nível nacional. Levamos técnicos do governo para outros países para eles poderem aprender com os outros como é que eles estão a implementar este conceito de hierarquia e de mitigação. Então houve muito trabalho. Nesta altura, nós estamos ansiosos para que os projectos de contrabalanço sejam desenvolvidos. Então, independentemente da empresa querer ou não, se estiverem a causar impactos, vão ter que compensar.

Tháng 10/2025, tổng thống Mỹ Donald Trump đến Kuala Lumpur, Malaysia, họp thượng đỉnh với các nước ASEAN nhằm trấn an đồng minh, đối tác. Hoa Kỳ đã ký nhiều thỏa thuận, cam kết liên quan đến an ninh với Việt Nam, Malaysia, Philippines, Cam Bốt. Liệu Đông Nam Á lại trở thành tâm điểm trong chính sách đối ngoại của Mỹ năm 2026 ? Tại sao Washington lại tái khẳng định hiện diện mạnh mẽ hơn ở Đông Nam Á, đặc biệt là ở Biển Đông, trong thời điểm này ? Liệu những cam kết như vậy có lợi cho Việt Nam không ? RFI : Việc Hoa Kỳ trở lại hội nghị thượng đỉnh châu Á gửi đi một tín hiệu chính trị mạnh mẽ. Washington thực sự đang tìm kiếm điều gì thông qua việc tái khẳng định sự hiện diện của họ ở Đông Nam Á này ? Laurent Gédéon : Đúng là Pete Hegseth đã đến Kuala Lumpur ngày 30/10/2025 để tham dự cuộc họp của các bộ trưởng Quốc Phòng ASEAN mở rộng. Có thể thấy rõ Mỹ muốn tận dụng cơ hội này để tái khởi động mối quan hệ với ba kiểu quốc gia : Trung Quốc ; các nước trong khu vực có quan hệ tốt nhưng không mang tính chiến lược ; các nước có mối liên hệ chặt chẽ với Mỹ về quốc phòng. Ông Hegseth đã gặp bộ trưởng Quốc Phòng Trung Quốc Đổng Quân để thảo luận về việc nối lại các cuộc trao đổi quân sự trực tiếp giữa Washington và Bắc Kinh, nhưng cũng chia sẻ những lo ngại của Mỹ về hành vi của Trung Quốc ở Biển Đông và xung quanh Đài Loan. Thông qua cuộc gặp với người đồng cấp Trung Quốc, bộ trưởng Chiến Tranh Mỹ muốn tái khẳng định cam kết của Washington về hai vấn đề này. Rất có thể là việc tỏ thái độ kiên quyết đó chủ yếu nhằm mục đích trấn an các bên khác tham dự hội cấp cao về quyết tâm của Washington. Ngoài ra, ông Hegseth cũng đã tận dụng cơ hội đó để ký nhiều thỏa thuận quân sự với ba quốc gia trong khu vực. Trước tiên là với Philippines, ông Hegseth gặp bộ trưởng Quốc Phòng Philippines và tuyên bố thành lập Lực lượng Đặc nhiệm Philippines (Task Force-Philippines). Đây là một sáng kiến chung nhằm cải thiện sự hợp tác và khả năng tương tác giữa Mỹ và Philippines trong trường hợp khẩn cấp ở Biển Đông và các khu vực khác. Và cuối cùng, với Cam Bốt, ông và người đồng cấp Cam Bốt đã tuyên bố nối lại cuộc tập trận chung thường niên, vốn bị đình chỉ từ năm 2017. Hai bên cũng đề cập đến khả năng một tàu chiến của Mỹ đến thăm Căn cứ Hải quân Ream ở Cam Bốt. Laurent Gédéon : Đúng vậy, không gian hàng hải đã được nhấn mạnh thành trọng tâm bởi vì trong tuyên bố ngày 01/11/2025, ông Hegseth nói : Chúng tôi đang thực hiện nguyên tắc “Nước Mỹ trên hết”. Nhưng “Nước Mỹ trên hết” không có nghĩa là chỉ riêng nước Mỹ. Nó có nghĩa là cùng với các đồng minh và đối tác của chúng tôi, những bên có khả năng duy trì an ninh, ổn định, tự do hàng hải và cuối cùng là hòa bình. Mặc dù các nước ASEAN không nêu đích danh Trung Quốc, nhưng Bắc Kinh đã được bộ trưởng Chiến Tranh Mỹ nhắc đến rất nhiều. Ví dụ, trong cuộc họp không chính thức, ông Hegseth đã cảnh báo các bộ trưởng Quốc Phòng ASEAN về mối đe dọa mà Trung Quốc gây ra cho chủ quyền của nước họ. Thêm vào đó, ngày 09/09, bộ trưởng Quốc Phòng Mỹ đã nói với người đồng cấp Trung Quốc Đổng Quân rằng Mỹ có những lợi ích sống còn ở khu vực châu Á-Thái Bình Dương, mà Washington coi là một khu vực hoạt động ưu tiên, và Mỹ sẽ kiên quyết bảo vệ những lợi ích đó. Tuy nhiên, có thể nhận thấy cho dù Mỹ thể hiện quyết đoán, có lập trường vững chắc như vậy, các quốc gia trong khu vực vẫn còn khá lưỡng lự về mức độ cam kết của Washington đối với các vấn đề như Biển Đông và Đài Loan. Thái độ lưỡng lự này được thôi thúc bởi điều được gọi là “sự mơ hồ chiến lược” của Mỹ, khi Washington không nêu rõ là sẽ tham gia hay không, hoặc là họ sẽ tham gia như thế nào vào một cuộc xung đột công khai với Trung Quốc. Laurent Gédéon : Tôi nghĩ rằng bất kỳ sự tái đầu tư nào của Mỹ vào khu vực, nếu không dẫn đến xung đột trực tiếp với Trung Quốc, đều chỉ có lợi cho Việt Nam, vì nó củng cố cán cân chiến lược khu vực và giảm bớt quan hệ bất đối xứng với Trung Quốc, ngay cả khi không có thỏa thuận quân sự chính thức giữa Hà Nội và Washington. Do đó, tôi tin rằng những điểm không chắc chắn này sẽ khiến Việt Nam tiếp tục thận trọng trong lập trường ngoại giao, ưu tiên giữ trung lập giữa Washington và Bắc Kinh để bảo vệ tương lai của mình. Laurent Gédéon : Chính sách của chính quyền Trump nhìn chung được coi là tương đối khó đoán, điều này làm suy yếu niềm tin vào tính ổn định chiến lược của Hoa Kỳ. Về thỏa thuận do Donald Trump, thủ tướng Thái Lan và thủ tướng Cam Bốt cùng ký, mặc dù được mô tả là một “thỏa thuận hòa bình”, nhưng nó giống với một thỏa thuận ngừng bắn hơn, bởi vì không giải quyết được vấn đề cốt lõi, liên quan đến tranh chấp biên giới giữa hai nước. Do đó, sáng kiến của Mỹ quan trọng nhưng cần được xem xét dưới góc độ hai hạn chế sau đây : Thứ nhất, đây không phải là một giải pháp dứt điểm cho xung đột, mà chỉ là một thỏa thuận ngừng bắn ; Thứ hai, điều đó chỉ có thể thực hiện được nhờ hành động phối hợp, dù kín đáo, của hai quốc gia khác. Và đó chính là cách mà các nước trong khu vực nhìn nhận và phân tích. RFI : Philippines giữ chức chủ tịch luân phiên ASEAN năm 2026. Manila có lập trường cứng rắn đối với Trung Quốc, cùng với cam kết của Mỹ, về vấn đề Biển Đông. Chúng ta có thể kỳ vọng những diễn biến nào trong năm 2026 ? Laurent Gédéon : Đúng là rất khó để dự đoán tương lai. Nhưng những yếu tố hiện có cho thấy Philippines, quốc gia đã xích lại gần hơn đáng kể với Mỹ kể từ khi ông Ferdinand Marcos Jr. lên nắm quyền vào năm 2022, có thể sẽ tìm cách thúc đẩy một động thái cứng rắn hơn, hoặc thậm chí là cưỡng chế, đối với Trung Quốc. Ví dụ, Philippines có thể sẽ cố gắng khôi phục việc xây dựng Bộ Quy tắc Ứng xử (COC) ở Biển Đông. Dự án này có từ năm 2002 nhưng chưa bao giờ thành hiện thực, chủ yếu là do Trung Quốc thiếu hành động. Chính quyền Manila cũng có thể cố gắng đạt được sự lên án rõ ràng đối với các hành động của Trung Quốc ở Biển Đông, điều mà ASEAN chưa từng làm cho đến nay. Tuy nhiên, Philippines sẽ phải tính đến việc các nước thành viên ASEAN có mức độ quan hệ khác nhau với Trung Quốc, điển hình như các nước Cam Bốt, Thái Lan và Miến Điện sẽ cố gắng làm giảm nhẹ bất kỳ sáng kiến nào của nước chủ tịch ASEAN mà họ coi là không thân thiện, hoặc quá không thân thiện với Trung Quốc. Tháng 10/2025, tổng thống Mỹ Donald Trump đến Kuala Lumpur, Malaysia, họp thượng đỉnh với các nước ASEAN nhằm trấn an đồng minh, đối tác. Hoa Kỳ đã ký nhiều thỏa thuận, cam kết liên quan đến an ninh với Việt Nam, Malaysia, Philippines, Cam Bốt. Liệu Đông Nam Á lại trở thành tâm điểm trong chính sách đối ngoại của Mỹ năm 2026 ? Tại sao Washington lại tái khẳng định hiện diện mạnh mẽ hơn ở Đông Nam Á, đặc biệt là ở Biển Đông, trong thời điểm này ? Liệu những cam kết như vậy có lợi cho Việt Nam không ? RFI Tiếng Việt phỏng vấn nhà nghiên cứu địa-chính trị Laurent Gédéon, tại Viện Đông Á (Institut d'Asie orientale), Trường Sư phạm Lyon (ENS Lyon), Pháp. RFI : Việc Hoa Kỳ trở lại hội nghị thượng đỉnh châu Á gửi đi một tín hiệu chính trị mạnh mẽ. Washington thực sự đang tìm kiếm điều gì thông qua việc tái khẳng định sự hiện diện của họ ở Đông Nam Á này ? Laurent Gédéon : Đúng là Pete Hegseth đã đến Kuala Lumpur ngày 30/10/2025 để tham dự cuộc họp của các bộ trưởng Quốc Phòng ASEAN mở rộng. Có thể thấy rõ Mỹ muốn tận dụng cơ hội này để tái khởi động mối quan hệ với ba kiểu quốc gia : Trung Quốc ; các nước trong khu vực có quan hệ tốt nhưng không mang tính chiến lược ; các nước có mối liên hệ chặt chẽ với Mỹ về quốc phòng. Ông Hegseth đã gặp bộ trưởng Quốc Phòng Trung Quốc Đổng Quân để thảo luận về việc nối lại các cuộc trao đổi quân sự trực tiếp giữa Washington và Bắc Kinh, nhưng cũng chia sẻ những lo ngại của Mỹ về hành vi của Trung Quốc ở Biển Đông và xung quanh Đài Loan. Thông qua cuộc gặp với người đồng cấp Trung Quốc, bộ trưởng Chiến Tranh Mỹ muốn tái khẳng định cam kết của Washington về hai vấn đề này. Rất có thể là việc tỏ thái độ kiên quyết đó chủ yếu nhằm mục đích trấn an các bên khác tham dự hội cấp cao về quyết tâm của Washington. Ngoài ra, ông Hegseth cũng đã tận dụng cơ hội đó để ký nhiều thỏa thuận quân sự với ba quốc gia trong khu vực. Trước tiên là với Philippines, ông Hegseth gặp bộ trưởng Quốc Phòng Philippines và tuyên bố thành lập Lực lượng Đặc nhiệm Philippines (Task Force-Philippines). Aunque no es reconocida internacionalmente, Somalilandia cuenta con un sistema político funcional, instituciones gubernamentales, una fuerza policial y su propia moneda. Su historia como región diferenciada de Somalia se remonta al dominio colonial del siglo XIX. Fue un protectorado británico, conocido como Somalilandia Británica, hasta que se fusionó con la Somalilandia Italiana en 1960. Israel se convirtió el pasado viernes en el primer país del mundo en reconocer a Somalilandia como república independiente, más de 30 años después de que este territorio declarara su independencia de Somalia. Se trata de un territorio secesionista semidesértico del tamaño de Nicaragua en la costa del golfo de Adén. Hay razones estratégicas, como su enfrentamiento con Irán, que explican el paso dado por Israel como argumenta el historiador africanista Omer Freixa en la antena de RFI: "Sí, hay varios factores geoestratégicos. In this episode of Technology Reseller News, Publisher Doug Green speaks with Rob Bye, President & Founder of Zenture Partners, about why the traditional telecom procurement and management model is breaking down—and how AI-driven lifecycle management can restore clarity and control for large enterprises. Zenture Partners is a strategic consultancy and AI-powered lifecycle management provider focused on giving enterprises full visibility into, and control over, their global telecom ecosystem, from contracts and circuits to invoices and risk. Bye explains that most large enterprises now live in a state of telecom chaos: hundreds of vendors, hundreds of invoices, and little understanding of contract terms, renewal dates, dependencies, or actual business impact. The old world of a single global MPLS provider has given way to an “internet everywhere” model, with 16,000+ ISPs worldwide, SD-WAN, and cloud-first architectures. At the same time, IT priorities have shifted—cloud infrastructure, security, AI-infused SaaS and CX platforms now consume leadership attention and budget, while telecom is largely ignored “as long as nothing is on fire.” When things break, teams react, extinguish the fire, and then move straight back to higher-visibility projects. Traditional telecom brokers and “no value” agents, Bye argues, have often added complexity rather than removed it. Unlike familiar IT resellers and VARs, telecom agents rarely bring a unified, data-driven platform to the enterprise. Zenture's model is different: it acts as an extension of both IT sourcing and network teams, combining consulting plus a global AI-enabled platform. Enterprises still contract directly with service providers, while the carriers fund Zenture through residual commissions. For customers, the Zenture platform is delivered at no cost, with no contract, ingesting data from TEM systems, carrier portals, invoices, and spreadsheets into a single pane of glass and highlighting where attention is truly needed. AI is at the center of this transformation. Zenture uses AI to continuously evaluate inventory, identify high-risk sites (such as shared last-mile paths or POP exposure), benchmark pricing, and generate recommendations on whether to renew, replace, or upgrade services as contracts approach term. Agentic AI is also used to integrate with carrier marketplaces and portals, automating quoting, ordering, status checks, inventory updates, and billing validation across hundreds of providers. Instead of humans manually combing through dense, ever-changing telecom invoices, AI flags changes, ties new charges to past orders, and confirms that disconnects and adds have been billed correctly, allowing IT and sourcing teams to focus on decisions, not data entry. Looking ahead, Bye sees AI-driven procurement reshaping RFIs, RFPs, benchmarking, and contract review. Enterprise “house” agents will query external platforms like Zenture's marketplace, shrink long vendor lists to a short set of best fits, and then assist stakeholders with risk analysis and legal review. But this doesn't eliminate the human partner; it elevates them. As Bye puts it, “AI isn't going to replace anyone—it's like the moving walkway at an airport. It just helps you get where you're going faster.” Zenture's client success managers increasingly act as digital workforce managers, overseeing and training AI agents while still providing strategic guidance on vendor consolidation and cost optimization. O Mês da Identidade Africana chega ao fim este sábado. A 4º edição do evento criado para “questionar, reflectir e pensar o futuro da existência da comunidade afro-descendente e africana”, tem uma programação, de entrada livre, que junta arte, cinema, literatura, infância, formação e música. A iniciativa da Bantumen tem-se desenrolado no centro da capital portuguesa, na Casa do Comum, no Bairro Alto. A RFI falou com Vanessa Sanches, administradora de projectos e co-fundadora da Bantumen. Uma ocasião para percebermos melhor o que é esta plataforma, as iniciativas futuras, e, acima de tudo, ficarmos por dentro de alguns dos pontos altos da programação do Mês da Identidade Africana e de como este surgiu. Vanessa Sanches, administradora de projectos e co-fundadora da Bantumen: O MIA surgiu em 2022, pouco depois da pandemia, pouco depois de todas aquelas questões sobre o movimento negro, de George Floyd. Surgiu numa altura em que a equipa da Bantumen começou a reflectir sobre a necessidade de em Portugal haver também um momento em que pudéssemos questionar, refletir e pensar o futuro da existência da comunidade afro-descendente e africana, sobretudo pelo facto de não ser uma comunidade que é reconhecida como estando cá há tanto tempo, é sempre reconhecida como uma comunidade estrangeira, quando não é. Eu, por exemplo, nasci em Portugal, vivi aqui toda a minha vida, portanto, é um país que também me pertence. Então, nestas conversas sobre este assunto, achávamos que fazia todo o sentido criarmos algo que noutros países já existe, como por exemplo o Black History Month nos Estados Unidos e no Reino Unido, assim como no Brasil lá há o Mês da Consciência Negra. E achávamos que aqui também está na hora de podermos conversar abertamente e sem pudor sobre este assunto. Esta fotografia multicultural que existe em Portugal, mas que ainda muitos têm receio de mostrar, de identificar e de nomear também. Então, este MIA surgiu nesta vertente cultural porque a cultura está sempre de braços abertos para toda a gente. Portanto, essa é a nossa intenção, é mostrar o que a comunidade africana e afro-descendente tem feito por aqui através da cultura e abraçarmos todos os que quiserem se aproximar e conhecer. RFI: O MIA, Mês da Identidade Africana, está na 4ª edição. O que é que a Bantumen propôs, o que é que há em cartaz? Vanessa Sanches: A intenção do MIA é propor sempre uma exposição, que é a base do ciclo de eventos, dentro desse ciclo depois há sempre conversas. Este ano, por exemplo, tivemos uma conversa sobre a parentalidade, sobre o brincar com a identidade, porque é que é importante as crianças se reverem em termos de representatividade em diferentes esferas. Tivemos também o lançamento online de uma biblioteca, a Biblioteca Negra, onde há todo um acervo de livros que falam sobre estes temas da afro descendência, da negritude. Vamos ter também neste sábado, dia 15, uma sessão de leitura para crianças. Portanto, tentamos sempre ter eventos que possam chamar até nós do mais pequeno ao mais velho e que possam proporcionar alguma reflexão. O tema central deste ano é os 50 anos da independência dos PALOP, o tema que atravessa de alguma forma todos os eventos. RFI: Esta exposição de que falou, onde é que está a acontecer e quais são os artistas que podem ser vistos lá? Vanessa Sanches: Todo o ciclo de eventos acontece na Casa do Comum, no Bairro Alto, em Lisboa. A exposição está patente também até este dia 15. As obras que apresentamos são dos artistas Ricardo Parker, é português mas tem origens em Cabo Verde, a Gigi Origo, francesa e cabo-verdiana, o Sai Rodrigues também, que vive na Holanda mas tem origens cabo-verdianas também, e da moçambicana Naia Sousa. RFI: Em relação à conversa sobre a parentalidade, como é que decorreu? O que é que se discutiu? Vanessa Sanches: Na conversa sobre parentalidade “Brincar com Identidade”, porque era este o tema da conversa, tivemos a psicoterapeuta Henda Vieira Lopes, tivemos a Bárbara Almeida, que tem o projecto TitaCatita, para crianças e pais e cuidadores de crianças, e tivemos a Ângela Almeida, que é assistente social, e a intenção foi, nesta conversa moderada pelo Wilds Gomes, jornalista da Bantumen e apresentador de televisão do Bem Vindos, foi perceber quão importante é criar, de alguma forma, representatividade em diferentes esferas para os mais pequenos. Quando, enquanto crianças, não nos revemos a fazer determinadas coisas, não imaginamos que é possível fazermos essas determinadas coisas, eu se nunca tiver visto um médico negro vou achar que a única coisa normal é aquela possibilidade, portanto não vou sonhar que também eventualmente posso fazê-lo, sobretudo quando estamos a falar num país em que a comunidade negra é minoria de facto, portanto, a necessidade de podermos proporcionar às crianças modelos de representatividade e levá-los a espaços onde isto é possível acontecer. Onde é possível, também, abraçar a sua própria identidade, explicando que o cabelo, por exemplo, que é um tema super importante dentro da comunidade afro-ascendente, que o seu cabelo é bonito, que o seu cabelo tem milhões de possibilidades, por exemplo, as crianças mais dificilmente terão alguns traumas, digamos assim, que levam até à idade adulta. Portanto, este foi o tema central da conversa. RFI: Para quem estiver interessado em descobrir e ler algo mais sobre a africanidade, foi também apresentada a Biblioteca Negra. Como é que funciona esta Biblioteca Negra? Vanessa Sanches: A Biblioteca Negra é um projecto que foi pensado e materializado pelo realizador Fábio Silva. Ela parte da experiência pessoal do próprio Fábio, ele começou a compilar, num simples Excel, alguns livros que ele ia lendo sobre esta temática da africanidade, da negritude, porque nem sempre é fácil chegar a estes livros numa livraria normal. Então, ele achou que faria todo o sentido começar a compilar estes títulos. Entretanto, o ano passado, se não estou em erro, decidiu que faria todo o sentido lançar um site onde as pessoas pudessem facilmente encontrar uma panóplia de livros que abordassem então estes temas. As the 315th living African American woman registered architect in the U.S., she is not only an accomplished architect, but an activist dedicated to addressing disparities in her field. Pascale founded Beyond the Built Environment to empower women and BIPOC designers and was the 2023-2024 Global President of the National Organization of Minority Architects.
