Outgoing Supervisory Board Chair Andrea Enria sat down with President Christine Lagarde during the ECB Forum on Banking Supervision to look back on his five-year term, marked by challenges such as the pandemic and reflects on the most difficult decision he had to take. Volgens toezichthouder Andrea Enria van de Europese Centrale Bank zijn er flinke risico's gebonden aan de fragmentatie van de Europese (interne) markt. Dat zegt hij in een interview met The Financial Times. En zijn boodschap moet zeer ernstig worden genomen, vindt hoogleraar Arnoud Boot. Met fragmentatie doelt Enria op landen die zich met hun standpunten verschuilen achter hun grenzen, en daarmee wordt het huidige politieke klimaat 'uitstekend gekenmerkt' duidt Boot. 'Op Europees niveau is dat buitengewoon vervelend, want het betekent dat een land als Nederland - dat het altijd van de handel of grensoverschrijdende activiteit moet hebben - in moeilijkheden komt.' De boodschap van Enria richt zich echter vooral op het bankenlandschap, omdat banken in Europa vooral nationaal gericht denken. 'Vanuit zijn Italiaanse oogpunt is dat zeker te begrijpen, gezien de hoge staatsschuld die vooral op de balans van Italiaanse banken staat en dat hij mogelijk de volgende gouverneur van de Italiaanse centrale bank wordt', vervolgt Boot. 'Maar het is dus ook te begrijpen dat hij verbaasd is over het gebrek aan grensoverschrijdende activiteiten in Europa.' Nederland Enria heeft daarbij ook Nederland in het vizier genomen. 'Eigenlijk zegt hij dat Nederlanders wel leuk kritiek hebben op het feit dat ze amper rente krijgen op spaargeld, maar dat ze dat te danken hebben aan dichte financiële grenzen', legt Boot uit. (...). Mochten die grenzen op de financiële markten nou wél opengaan, dan zou het volgens Boot betekenen dat er directe investeringen in andere landen mogelijk zijn. De AI-chatbot in zoekmachine Bing, die werkt met technologie van OpenAI die sterk lijkt op ChatGPT, heeft Microsoft geholopen aan een mijlpaal voor die zoekmachine. Volgens de techreus is mede daardoor een gebruikersaantal per dag van honderd miljoen aangetikt. Toch schuilt hier vooral een marketing-effect in, want nog lang niet iedereen kan gebruikmaken van die AI-chatbot. Volgens Microsoft zijn dat nu 'miljoenen mensen', die zitten dus in wat we een closed beta kunnen noemen. Tevens benadrukt het bedrijf dat de afgelopen jaren Bing gestaag gegroeid is qua gebruikersaantallen, en heeft de AI-toepassing die er begin dit jaar bij kwam voor een 'kleine boost' gezorgd. Toch blijft Bing een een dwerg naast de reus die Google Search heet, want die zoekmachine kent nog altijd zo'n 1 miljard gebruikers per dag. Het marktaandeel voor Bing is dan ook nog altijd 'één-cijferig' (dus minder dan tien procent), zo laat Microsoft weten. Verder in deze Tech Update: Ook DuckDuckGo, de échte underdog op het gebied van browsers en zoekmachines, komt nu met een AI-toepassing voor zoekresultaten. Deze geeft je een samenvatting van de beste zoekresultaten, bijvoorbeeld op basis van een Wikipedia-pagina over een bepaald onderwerp. Deze tool baseert zich altijd louter op één publicatie, om de kans op fouten in de output van de AI te verkleinen. De ECB gaat cyberaanvallen op banken uitvoeren om te testen hoe ze daarmee omgaan. Dat is nodig gezien een toename in cyberaanvallen, onder meer vanuit Rusland sinds het begin van de oorlog in Oekraïne, zo heet ECB-toezichthouder Andrea Enria laten weten aan een Litouwse krant, Verslo žinios. I conti di MPS affondati da accantonamenti a rischi legali e sofferenze da rimuovere dal bilancio. Il Tesoro ha già perso circa 10 miliardi in nome e per conto dei contribuenti italiani, e si accinge a rimettere mano al portafoglio, prima di riconsegnare la banca ai privati. Ormai manifesto il corteggiamento a Unicredit affinché accetti una robusta dote che ricorda l'operazione Intesa Sanpaolo-banche venete. I pentastellati vorrebbero invece trasformare MPS in un centauro: per una metà, discarica di sofferenze bancarie nazionali, per l'altra metà "banca del territorio" per fare credito agli amici, aggregata alla Popolare Bari. Nel frattempo, si discute su come gestire il prossimo, inevitabile tsunami di sofferenze: quelle generate dalla pandemia. Il capo della Vigilanza Bce, l'italiano Andrea Enria, ha un'idea. Peccato sia infattibile, causa le solite euro-contraddizioni esistenziali ma soprattutto l'estrema fragilità del sistema Italia. Comunque vada, credo si possa dire che aver salvato MPS con la ricapitalizzazione precauzionale è stato l'ennesimo caso di calcio alla lattina, che tuttavia non ha impedito il lievitare del conto per i contribuenti.
