On this week's episode, we're exploring a new effort to make firearms law and history a specific academic pursuit. Ashley Hlebinsky joins the show to tell us about the University of Wyoming's Firearms Research Center. She is the former curator of the Cody Firearms Museum who helped found the new center. She explains what she and a top law professor at the school hope to accomplish with the effort. Hlebinsky said the goal is to develop gun research as a unified topic of study. She said the center is hoping to bring scholars from around higher education to work together at events and on different projects. That includes working with other institutions, including Duke University's Center for Firearms Law. However, she said the UW center also plans to work with people, like herself, who don't have advanced degrees but have tremendous experience working with historic firearms. Hlebinsky argued museum curators, researchers, and show hosts have often amassed as much or more knowledge, often from working directly with primary sources, than those with graduate degrees. She wants to identify the best way to harness that knowledge while avoiding the common pitfalls of amateur historical work. She also addressed critics who have questioned the center accepting funding from some gun company executives. Hlebinsky said the funding wouldn't dictate what conclusions the center's work comes to. She said she had fought to keep the center's work independent, even threatening to resign when some lawmakers sought to control what the center could do. Hlebinsky also shared some of her favorite guns from her time as the curator at Cody Firearms Museum. She pointed to several guns that developed features years or even decades before they received mainstream adoption. And she talked about how video games and movies impacted attendance at the museum in interesting and unexpected ways. Riding Shotgun With Charlie#130Ashley HlebinskyFirearm HistorianThe DC Project   Ashley Hlebinsky is THE coolest firearm historian you'll ever meet! We were both speakers at AMMcon (hosted by the Second Amendment Foundation) in Dallas recently.  Since she is a  historian and we were in Dallas there is only one place for us to visit: Dealey Plaza.  Of course, you know this is where Kennedy was shot by Lee Harvey Oswald. I LOVE the Kennedy assassination conspiracies! All of them. And while watching any documentary on it, I will buy whatever theory they're selling. But not Ashley.  She likes the real story!   Ashley wanted to be a doctor like many folks, but she was interested in battlefield medicine which led to firearms and firearm history. Ted Koppel said about her, she wanted to learn to save lives then to things that could take lives. But she's really into much more about how firearms work, how the evolution of firearms has changed, and its impact on the industry, technology, society, and culture.     One of her personal interests is in guns used in crimes. Many museums don't want to bring up the firearms used in crimes, but Ashely really enjoys that part of the story about firearms. She says that not knowing about firearms leads museums to put some wrong firearms on display.  This is where she really enjoys working, coming up with how a firearm used in a crime can be a valid and educational display at a museum.    During her undergrad years after she changed majors, she was doing as much as she could including volunteering,  internships, researching, and  learning to shoot.  While a senior in college, Ashley was able to parlay internships into getting hired by the Smithsonian.  She was able to go from the Smithsonian to the Cody Firearms Museum in Wyoming, where she ran just about everything behind the scenes and all the displays for the exhibitions, collections, and education.     Once we get to Dealey Plaza, the conversation turns to the Kennedy assassination and what was going on during the 1960's and many of the various conspiracies. We do get some selfies at the School Book Depository, the grassy knoll, and the two X's where the bullets hit Kennedy.  Ashley brings up what she calls the Post World War II era and how the turbulent times and several assassinations lead to the Gun Control Act of 1968. We talk about the possibility of Frank Sinatra and Marilyn Monroe ties to the Kennedys, the similarities between Lincoln & Kennedy. And other irrelevant and interesting topics. Including James Earl Jones, where the Carcano rifle is, and the FBI trying to get Martin Luther King, Jr to commit suicide.    Besides everything that Ashley is involved with she's also with The DC Project. She testified in front of Congress. She's a producer of TV shows on the paranormal on the TRVL Channel and several shows for Brother in Arms and Midway USA's Gun Stories.    Ashley was a great sport going to Dealey Plaza and taking the conversation in several places. Cheryl Todd of Gun Freedom Radio: The HISTORY of Women and Guns! Even when women could not legally vote, we did legally have guns. Our foremothers used guns to hunt, to protect their land and livestock, and to guard over the safety of their families. Firearms and ammunition in the home were basic household tools – as basic as having, say, a hammer and nails. Yet, here we are in the 21st Century now trying to reclaim that normalcy and those Rights to possess, carry and use these life-saving tools of protection. Somewhere along the way someone told us that women don't use tools. And too many of us bought into it. And someone told us that Moms – you know good moms – don't allow certain kinds of tools into their homes. And a group even commandeered the word – Moms. Moms Demand something...not really specified...but it equates to “guns are bad” and if you are a mom, or a woman, or a decent human being of any kind you will agree with them...or else face being ostracized and cancelled. Can you imagine – all the strong, smart, capable, competent women in our nation, and really the world, being convinced that hammers and nails are too dangerous for we women to handle? And yet, too many of us have bought into THAT idea when it comes to firearms and ammunition. It's embarrassing, really. And it's time to reclaim our equal rights to own whatever tools we need to pursue life, liberty and happiness – whether it's hammers, nails, guns or ammo. We know names like Annie Oakley (who became a sharpshooter out of the necessity to put food on the table for her family), Ida B Wells (an African-American feminist, investigative journalist, educator, and early leader in the civil rights movement – helping to co-found the NAACP), Harriet Tubman (anti-slavery superhero of the Underground Railroad), AND the many (mostly forgotten) women who fought in the American Civil War. And, then there was Eleanor Roosevelt – the First Lady of four-term Democratic President Franklin Delano Roosevelt. Ashley Hlebinsky is that woman. Ashley not only was the curator for the Cody Firearms Museum for several years, and is a walking talking history encyclopedia, but she also has made history by testifying to Congress setting the record straight about MIS-NAMED “Ghost Guns” and in doing so has worked to preserve our freedoms. Suzanna Gratia Huff might have stopped a murderer from killing and wounding nearly 50 people. Suzanna has continued to use her voice to advocate for more life-saving freedoms for all of us. A woman who is one of my personal heroes is Julianne Versnell – one of our hosts every year for this very event, GRPC. Julianne has spoken at the United Nations, to defend the right of women to protect themselves with firearms. Through instruments such as the wrong-headed Arms Trade Treaty, international gun control is a genuine threat and could ultimately strip individual firearms rights from people here in the United States and indeed all over the world. Julianne has positively impacted the international debate on behalf of all women. Finally, no conversation about the History of Women and Guns could be complete without mentioning one of my mentors, Dianna Muller, who founded The DC Project: Women for Gun Rights. Dianna saw the need to bring women together to counter the anti-rights groups with the truth that women DO own guns, carry guns, and we value our Rights to do so. Dianna has grown The DC Project into a powerful force that has a State Director in all 50 states and whose members have run for offices, won elections, and have testified in front of both state and federal Legislative bodies on behalf of protecting our Second Amendment Rights. We stand on the shoulders of giants and we cast their vision into the history of our nation's future.

Hlebinsky has researched and worked in several nationally recognized firearms and weapons collections, including the Smithsonian Institution's National Firearms Collection and the Buffalo Bill Center of the West's Cody Firearms Museum. For the past decade, she worked for and ran the Cody Firearms Museum, one of the largest and only accredited firearms museums in the country.Ashley has accomplished a lot during her relatively short career - achieving all of these milestones before her 30th birthday. While many have described her as the "energizer bunny" and "overly passionate," juggling multiple high stress, high level projects, that level of energy is often punctuated with behind-the-scenes exhaustion and depression. Due to her and her team’s efforts, the museum has received positive reviews from both gun and mainstream media and is seen as the premiere gun museum in the world that fosters dialogue for a range of diverse audiences Additionally, Hlebinsky is a highly sought-after museum consultant, guest speaker, writer, and expert witness in the US and Canada. And, in her “spare time” she is a television host and producer. 1) In our intro we mentioned that you are an expert witness. You recently offered testimony as a subject matter expert to Senate Judiciary’s Subcommittee on the Constitution, in a hearing titled: Stop Gun Violence: Ghost Guns. But, you don’t use that term and told the Senate as much. Can you expound on that? - “Firstly, I will not be using the term ghost gun and that’s because as a historian I try to be as precise as possible and the term is used more as a rhetorical tool, a marketing tool and because of that, it can create a false sense of authority on the subject,” Hlebinsky told the senators. It’s too easy to conflate with something that is invisible, undetectable or untraceable. None of which is true. privately made firearms have been around for centuries, basically since the first system was developed over 500 years ago.” 2) The people who consider themselves Pro-Rights too often adopt the language of the Prohibitionists. We have “assault rifle”, “ghost gun”, and even “sanctuary cities”. In some ways there is strength in appropriating language. But, then we find ourselves on our back foot trying to un-attach the connotations that the Prohibitionists use to scare the public. As a historian, how do you see this language issue playing out in the long run? 3) You occupy a unique space in a heated and polarizing conversation. You are decidedly and agnostic in your political leanings in public and in your work. The 2A is not a political issue, but it has become political football over the years. How do you manage to be both neutral in our current political climate? 4) What other projects are you currently working on?
