According to Statistica, “The child abuse rate in the United States is highest among American Indian or Alaska Native victims with a rate of 15.2 cases per 1,000 children. It is most common among children between two to five years of age.” Now imagine that child being brave enough to come forward to share about her abuse. The process from this point is typically strenuous. Both law enforcement and Child Protection Services conduct separate investigations, which entails the child repeating her trauma multiple times. Depending on her situation, she may be passed around between foster homes, or she could be placed back into a situation where she has to be around her perpetrator again. And not only could this child fail to receive the emotional and psychological support she needs, but the abuse she suffered will most likely cause negative ongoing affects throughout her life. There has to be a better way. And there is! Choctaw Nation's Coordinated Response to Child Maltreatment via their leading Multi-Disciplinary Team (MDT), is the first tribal MDT in the state of Oklahoma and the results are already highly impactful. Judge Staci O'Neal and Judge Staci Bevill take you behind the scenes in a conversation about the Intake process for all cases in Mississippi Youth Courts. In Youth Court there is no Grand Jury or Indictment process before a felony type case gets to Youth Court. Abuse and neglect allegations are funneled from the State's Hotline to the County CPS offices and ultimately make their way to the Youth Court for review. This process is handled through a Judge appointed "Intake Unit" that processes hundreds of reports of abuse, neglect, delinquency, truancy, Child in Need of Supervision or Special Care. Ultimately, the Youth Court Judge makes a decision and issues an Intake Order determining the future of the allegations - whether each case goes forward informally, formally, or goes away without any action. During this episode there are several acronyms that are used repeatedly which may be unfamiliar to those outside of the Youth Court environment. The Mississippi Department of Human Services Division of Youth Services is referred to as "DYS" and the Mississippi Department of Child Protection Services is referred to as "CPS" throughout this episode. If you know of a neglect or abuse situation in Mississippi, the number to call is 1-800-222-8000. If you need to report a criminal action involving a juvenile please call 911 in an emergency or call your local law enforcement agency to make a report if the situation is not an emergency. The children in foster care are in great need of people who are willing to become foster parents. Of significant need are people who are willing and capable of fostering children with Special Needs, children who are Bilingual, Teenagers, or part of a sibling group. Hiring Care is an audio drama inquiry created from one-on-one conversations with 10 child and youth care practitioners (CYCPs) “from care” (CYCPfC). Most of the script is verbatim, meaning the words spoken by the actors are (mostly) re-enactments of what CYCPfC said in the conversations. The conversations have been re-arranged and different CYCPfC have been put into relationships with each other, even though they never actually spoke with each other during the recorded conversations. Three of the characters (B, Ellisha, and Terri) are composites of two different people. Hiring Care is constructed as a conversation between a group of seven CYCPs “from care” (CYCPfC) who are meeting to talk about creating a way to support agencies who want to hire practitioners with child welfare experience. This frame for the structure came out of an idea mentioned by one of the conversationalists (Charlotte), who said she and some of her colleagues “wanted to create a booklet about how to support someone with lived experience in care in your organization, who works for you”. Hiring Carehas seven different episodes, each one introduced by a different character and addressing different themes, although there are some overlaps between the different episodes. While the script follows a chronological order, it is not necessary to listen to them in a particular order. You might find it more relevant to pick specific themes (identified with each episode) and listen to that particular conversation. Tina Fumo's granddaughter was 10 days old when Child Protection took her away from her family, an ordeal Tina wrote about in her memoir, Fancy Prison. Tina describes how the system breeds confusion and perpetuates lies which resulted in a 7 month legal process to get her granddaughter back where she belonged, with her family, permanently. She details the undue process her and her daughter experienced at the hands of social workers and questions if the system is truly working for the protection of children.
