January 26, 2021: Vacancy on Charlottesville's public housing board; group seeks feedback on glass recycling

On today’s show:A COVID update packed with important information News from Charlottesville’s public housing authority board including a new vacancyA group continues to seek ways to increase glass recycling from local wineries Today's Patreon-fueled shout-out is for the Plant Northern Piedmont Natives Campaign, an initiative that wants you to grow native plants in yards, farms, public spaces and gardens in the northern Piedmont. Native plants provide habitat, food sources for wildlife, ecosystem resiliency in the face of climate change, and clean water.  Start at the Plant Northern Piedmont Natives Facebook page and tell them Lonnie Murray sent you! *We begin today with COVID-19. The Virginia Department of Health reports another 4,707 new cases today, and another 93 fatalities. The seven-day average for positive PCR tests has dropped to 12.5 percent, down from 13.6 percent a week ago. There are another 71 cases in the Blue Ridge Health District and another death in Fluvanna County. That’s now 106 people in the district who have passed on from COVID-related complications. Note that there is a new case of the Multisystem Inflammatory Syndrome in Children. The continued surge as well as a shortage of vaccines has led the Center at Belvedere to close its doors through at least March 1, though programming will continue online. The nonprofit group that offers community space closed in the early days of the pandemic, but reopened. Peter Thompson is the executive director. “Conditions are quite different from what they were last June when we resumed on-site programs,” Thompson wrote in a message posted to the Center’s website. “Due to the increase in Covid-19 infection rates locally, the emergence of highly contagious new variants, and the complexities of vaccine distribution, we have determined that the best way for us to support community health is to temporarily move all of our programs online.”Yesterday the Virginia Department of Health reported the presence in Northern Virginia of a more infectious strain of COVID that was first discovered in the United Kingdom. In a press release, health officials said they will continue to monitor the situation. “While scientists are working to better understand its impact on vaccine efficacy, early data suggests currently authorized vaccines are effective against the new variant,” the release continues. Also yesterday, Albemarle’s communications director Emily Kilroy briefed the Places29-Hydraulic Community Advisory Committee on the vaccine roll-out. Albemarle County has increased the presence of COVID-related information on its website following concerns from some that not enough was being done to get shots in people’s arms. Kilroy urged patience while the vaccine supply is replenished. “We like try to to remind folks that we are still much in the middle of the pandemic and even once folks start getting vaccinated, and are getting vaccinated, that still does not change your day to day,” Kilroy said. “You’re still wearing a mask. You’re still keeping distance. You’re still safest at home.” As for vaccines, the seven-day average for vaccines administered per day is now at 24,790, up from 21,823 yesterday. In the past 24 hours, the VDH reports 39,109 doses administered. Keep in mind there has been a data backlog at times, but the number of vaccines administered per day has been increasing. The goal set by Governor Ralph Northam is 50,000 a day. In other COVID news, the Federal Transit Administration has awarded nearly a quarter of a million dollars to the Virginia Department of Rail and Public Transportation (DRPT) to help transit providers recover even before the pandemic is over. The DRPT will create a toolkit called “Adapting to a New Normal” that will offer advice on how to increase safety and reduce contacts. (release)Update from CRHA meetingThere’s a new vacancy on the Board of Commissioners for the Charlottesville Redevelopment and Housing Authority. Michael Osteen has resigned in the midst of his second term. CRHA Chair Betsy Roettger read from a resolution last night. “And whereas his tenure on the CRHA Board, Mr. Osteen has worked diligently to represent the needs of CRHA residents and brought his expertise in design, building, and property management,” Roettger said. “And whereas Mr. Osteen’s commitment to a resident-centric approach to the management of CRHA demonstrates the fundamental values of true-asset based community leadership…”Osteen also served on the Planning Commission from 2006 to 2014. City Council will need to appoint a vacancy. A frequent speaker at CRHA meetings noted that last night’s meeting is perhaps the last before groundbreaking takes place for the first new public housing units. Brandon Collins is on the staff at the Public Housing Association of Residents (PHAR) and wanted to note the occasion. He said many residents became frustrated in the early 2010’s after nothing happened following adoption of a master plan for public housing in the summer of 2010. “We all kind of got over that hump,” Collins said. “PHAR made an important realization which was that redevelopment was needed but it needed to be on residents term and PHAR needed to say yes to something, so we set out and we did the work for about a year putting together what we called the positive vision for redevelopment.” Collins said the vision calls for reparations for past wrongs by providing for resident self-determination. “And that’s something to work towards and it’s something that this housing authority has been bold in accepting the idea that the only way to make this work is through resident-led redevelopment,” Collins said. The CRHA Board got an update on redevelopment last night. Renovation of Crescent Halls and creation of new units at South First Street are the two plans that are moving forward. Kathleen Glenn-Matthews is director of operations at CRHA.“After a really long day, we finally have closed on South First Street and we’re really excited that we’re going to be able to have a community meeting this Sunday,” Glenn-Matthews said. There’s no date set yet for ground-breaking at the first phase South First Street, but she said it may happen toward the end of the month once there is equipment on site. A virtual ceremony will be held due to COVID.Glenn-Matthews said that redevelopment is moving forward despite a recent staff vacancy. Dave Norris has left his position as CRHA Redevelopment Director. There’s an application for the position on the CRHA website. In an email to me this morning, Norris confirmed his departure and said he continued working to help get the agency closer to ground-breaking. He also said he has been focusing time recently on the Sister City partnership between Charlottesville and Winneba, Ghana.   You can learn more about the status of redevelopment in an update Glenn-Matthews posted. The CRHA has not closed the financing deal for the Crescent Halls project. The waiting list for the CRHA’s Mainstream Voucher Program will open back up on January 29, according to a blog post on their website. Group seeks information from beverage producers on glass recyclingAn ad hoc group of environmental professionals working on a way to reduce the amount of glass that winds up in landfills resumed the conversation earlier this month. The work is an outcome of Albemarle County’s Solid Waste Advisory Committee and Better World Betty. They have been asking area wineries and breweries to tell them how much glass they discard in an online survey that is open through February 1. “There’s just a lot of glass to be had and we’re excited about the survey results that we’ve received,” said Teri Kent, the founder of Better World Betty. The group wants wineries, breweries, and other beverage producers to fill out a survey on glass recycling needs. (survey)The idea is to collect the information with an eye towards hiring a hauler who could collect glass from beverage providers and aggregate the material at a processing facility run by the Rivanna Solid Waste Authority. For this to work, the glass must be separated in the waste stream to avoid contamination. A co-founder of Valley Road Vineyards in Afton said he supported the idea.“I am instinctively drawn to anything that will do something than what we’re doing with glass now which is just putting it in the landfill,” said Stan Joynes. “But I do have this question at the outset which is what is the end of this material?”Philip McKalips is the solid waste manager at the RSWA. He said for many years, the agency collected glass and was able to find places for it to go but has recently formalized an arrangement.“More recently we wanted to have more of a structured program, something that we could rely on functionally, and we set up an arrangement with Strategic Materials where they actually a hire a trucking company, they come on a regular process, out to our closed landfill, where we stockpile our recycled glass that comes in from our collection centers,” McKalips said.  From there, the  glass goes to a facility in Wilson, North Carolina, where the materials are sorted. “And then they either use it internally or sell it to other users,” McKalips said. The goal of the current initiative is to collect enough glass so it can be used as material to make new containers. Localities in Northern Virginia have created a program where purple bins are used to collect glass, returning to a time when materials were separated by those who purchased the product. Scott DeFife is with the Glass Packaging Institute. “All of the glass that’s going into the bins in the Northern Virginia communities of Arlington, Alexandria and Fairfax is now making its way down to Wilson and getting turned around into glass container plants,” DeFife said. DeFife said much of what ends up in mixed recycling bins winds up in a landfill. “Getting enough clean, you know, a critical mass of good quality glass can get that glass back into the supply chain,” DeFife said. He added that there is a market for a glass manufacturer somewhere in Virginia which would reduce travel time.“But the economics of processing are very chicken and egg,” DeFife said. “Nobody is going to build a $10 million to $15 million glass processing plant if there’s no glass to go to it.” So work continues to organize the waste stream. The group wants as many beverage producers as possible to fill out the survey. Jesse Warren is with UVA Sustainability. “What we’re thinking is some kind of weekly hauling route where a provider will provide something like a 64x96 gallon cart that you all will then fill up with glass,” Warren said. *Special thanks to the Valley Road Research Center for their musical contributions, funded by an anonymous donor. November 26, 2020: Albemarle Broadband Authority briefed on rural internet expansion projects; a market for recycled glass?

This program comes to you thanks to the financial support from about a fifth of the audience. I am grateful for these contributions, which are helping me to make this a viable option. This is work I believe in doing, and I’m here to work for the community. I’ll make my pitches later in the program but for now, my sincere gratitude to each of you. In today’s newsletter:An update on COVID cases in Virginia Five students at Woodbrook Elementary in Albemarle test positiveAlbemarle Broadband Authority briefed on progress of rural internet expansionEfforts afoot to collect enough glass to attract packaging manufacturer to recycle materials into new products On this Thanksgiving Day, the seven-day average for new COVID-19 cases in Virginia is almost the same number as today’s report of 2,600 new cases. The seven-day average is 2,588. The trajectory for other indicators is also upward, with a seven-day average of new daily cases per 100,000 population at 30.4 and the total number of new cases  per 100,000 within the last fourteen days is 362.5. In the Blue Ridge Health District, there are another 59 cases, with 30 of them reported in Albemarle, and ten in Louisa. The incidence rate of seven days of new daily cases per 100,000 population in Albemarle is 15.1 and the total number of new cases per 100,000 is 166.5. Those numbers for Louisa County are 19.8 and 198.5. Elsewhere in the area, Augusta County reports another 51 cases today. Their incidence rate is 35.6 and the total number of new cases per 100,000 within the last 14 days is 409.5. In Culpeper County, there are another 75 cases and their total number of new cases per 100,000 population is 1,055.  *Five students at Albemarle County’s Woodbrook Elementary have tested positive for COVID-19 and will now isolate at home for the next ten days. That’s according to an email sent to parents and published on Twitter via one of the parents. The county school system entered Stage 3 of its Return to School Plan which returns elementary students on a hybrid basis as well as some older students.  A school dashboard with confirmed COVID-19 cases has not yet been updated, but indicates there has been one student at Albemarle High School who has been infected and one at Baker-Butler Elementary. On Tuesday, the school system sent out an email that laid out the conditions required before they will revert back to a virtual model. “If for seven consecutive days in Albemarle County the number of new cases per 100,000 persons within the last 14 days exceeds 200 and the percentage of diagnostic tests that are positive during the last 14 days exceeds 8%, ACPS will shift to Stage 1 of our Return to School Plan, which is virtual instruction for all students,” reads the email. Today, the former metric is at 166.5 and the percent positivity is at 1.46 percent. This is another reminder that percent positivity in the Blue Ridge Health District is skewed downward to the high number of testing at the University of Virginia. Source: Virginia Department of Health*This Thanksgiving, there are likely many of us who are seeing our loved ones from afar thanks to the “magic” of teleconferencing. But, many in the rural parts of our community don’t have the bandwidth to participate. The Albemarle Broadband Authority is working on several projects to expand high speed internet to more of the community. One such item comes through the Virginia Telecommunications Initiative, a program of the Virginia Department of Housing and Community Development. Mike Culp, Albemarle’s director of information technology, briefed the authority on how the county is using $291,300 in VATI funds allocated to bring service to 838 homes. “Eight project areas are under construction so most of the project areas are currently under construction and we’re hearing from many of the residents, some of them who are going up to the folks doing the work and ask them, ‘is this CenturyLink?’ and the answer is yes,” Culp said.Culp said the goal is to complete these projects by March 5. More information is available in a Frequently Asked Questions list. ABBA is applying for additional projects, but withdrew one specific location due to a request from one of CenturyLink’s competitors. “One of our project areas was successfully challenged and we have removed it from the application and that’s the Boonesville area,” Culp said. “That’s the Boonesville area. [Central Virginia Electric Cooperative] has a number of members in the Boonesville area that are off of the White Hall substation and CVEC came in and said ‘we would prefer that you not include that in your application’ so we did.”Culp said the county would have to encourage CVEC to use its Firefly subsidiary to expand coverage in that area. Albemarle is also working on three broadband projects that have been funded through the county’s portion of the federal CARES act.  These are $697,194 toward Shentel for their BEAM  wireless service that could serve up to 2,000 people, $230,245 for CVEC’s Firefly service to serve 62 locations in the Midway area, and a $32,500 contribution for Nelson Cable to extend service in the Scottsville area. (details on page 3)The Albemarle Board of Supervisors will get a report on the authority at their meeting on January 20. Supervisor Liz Palmer of the Samuel Miller District said she wants to make sure they know what is going on. “We have a lot more work to do but sometimes I think that the Board as a whole doesn’t recognize how much has actually gotten done, which is not enough, but I think it’s a reasonable amount,” Palmer said. Earlier this month, the Board of Supervisors directed staff to find additional funding to further expand broadband. The authority also talked about upcoming bills in the next General Assembly that might assist localities in providing service. Culp is a member of the 17-member Broadband Advisory Council, which advises Virginia’s governor on the issue. That body meets again on Friday, December 4.  *As the new year approaches, localities across the Commonwealth are waiting to see if their projects will receive funding in the fourth round of the Virginia Department of Transportation’s Smart Scale process. Albemarle and Charlottesville are in the Culpeper District, and their eight projects are competing with thirty other projects throughout that jurisdiction for funding. You can review the projects in a link in the newsletter. The total cost estimates for all of those projects is $374 million and $349 million is requested. The results will be announced in January. (presentation)*Though there will certainly not be as many gatherings this Thanksgiving, it is quite likely that there will be plenty of empty glass bottles left over at the conclusion of holiday meals. That’s as good a time as any to give a quick update on efforts to divert those bottles from landfills. Jesse Warren is with UVA Sustainability and a member of the Albemarle Solid Waste Alternatives Advisory Council (SWAAC). “Glass is one of the unique things about Central Virginia that we can do something about,” Warren said. That something is working with the many producers of wine, beer, and cider in the region to gather up as many of the empties together to make a viable source for new containers. In late October, SWAAC invited Scott DeFife of the Glass Packaging Institute to talk about an idea.“We could recover significantly more glass from our region than we do now by getting it out of the landfill and single-stream recyclable streams,” Warren said. “If we could get enough glass through this region, then we can potentially attract a bottle manufacturer to come and take that glass and do what they call beneficiate it into a new product.”Warren said the issue with single-stream recycling is that the glass is too contaminated with other materials to be useful, so it gets used as landfill cover. Instead, SWAAC is encouraging “source separation” where the end user keeps empties separate from other waste. Warren said three steps are involved in this process.“The first one is working with solid waste planning units to get the glass from Fluvanna, Albemarle, Nelson, Madison, Louisa to the Ivy [Material Utilization Center],” Warren said. “[Rivanna Solid Waste Authority] has negotiated a contract with a hauler to allow them to receive this glass with no tipping charge.”Warren said UVA sends its glass there, and now he is working with localities to assemble more tonnage to go to Ivy. The second step would be coming up with a unified campaign for onsite beverage manufacturers to have dedicated bins that would be picked up by a dedicated hauler for a fee. “So to put some context to this, UVA does about 40 tons of glass a year and based on our initial calculations we think we could recover hundreds of tons from the region, so our question to these individual businesses is, where are you, and how much glass do you have?” Warren said. Then the question is, how to find a hauler to do the work? Before then, Warren is asking interested parties to answer a survey. *There are no meetings today, and I hope you are spending meaningful time with the people most important to you. *This work is a presentation from Town Crier Productions, a business I created to make a living as I go about my work researching public policy in our community.  You can help me by making a contribution:Support my research by making a donation through PatreonSign for a subscription to Charlottesville Community Engagement, free or paidPay me through Venmo This is a public episode. Today’s Patreon-fueled shout-out comes from an anonymous supporter who wants to say again - "We keep each other safe. Wear a mask, wash your hands, and keep your distance."* The seven-day average for positive PCR tests is steadily increasing in Virginia with that metric at 5.8 percent today. That’s up from 4.5 percent on October 2 and 5 percent a week ago. The seven-day average for new daily cases statewide is 1,306. The number of new cases was 1,551 on Saturday, 1,202 on Sunday and 1,026 today. The total number of cases in Virginia since the pandemic began is 183,418. Another metric that is increasing is the total number of cases per 100,000 population within the last 14 days. Today that figure is 194.8. On October 15 the number was 166.9. In the Blue Ridge Health District, there are another nine cases today, with the seven-day average of new daily cases at 21. There have been no new fatalities reported since October 23. The seven-day average for positive PCR tests is at 2.4 percent today. The Blue Ridge Health District is within the VDH’s Northwest Region. The pandemic metric page shows that cases in the region have been increasing for the last 11 days, but percent positivity has been decreasing. *Since August, Albemarle County has been encouraging its residents to vote early in-person or by mail in order to avoid long lines at the polls tomorrow. “And my goodness, did they respond,” said Jim Heilman, the secretary of the Albemarle Electoral Board. At a press briefing on Friday, he gave a snapshot of how many have voted.“We have had 23,152 people vote in person at the county office building on 5th Street,” Heilman said. “We have processed 16,026 mail ballots that we received and that’s a total of 39,178 people have already voted.”Heilman said that’s about half of the registered voters in the county. He projected an 80 percent total-turn-out, which would be a modern day record. All thirty polling places in county will be fully staffed and operational from 6 a.m. to 7 p.m. Heilman said all election officers will wear masks, surfaces will be cleaned on a regular basis, and face-shields will be in place. Voters will be asked to wear face masks. Mail-in ballots will be received through noon on Friday, but they must be postmarked by November 3 to be counted. On election night, Albemarle will report out preliminary results. “On election night as the results come in from the polling places we will be reporting those as we traditionally do,” Heilman said. “Starting probably about 7:30 p.m. we will be getting results from the polling places and we will be posting those and we’ll also at the same time be posting those on the state website. At some point in the evening, probably by 9:00 p.m. and possibly not before 11:00 p.m we will also be posting the results of the early in-person voting and the mail balloting. That’s going to be the big number.”Heilman said the State Department of Elections will combine the early in-person and mail-in numbers combined as one. He said the county will likely not provide any updates on Wednesday, but will do so on Thursday and Friday. Heilman said there may not be a final report on Albemarle’s results until Monday, November 9. *As the community seeks pathways to become more sustainable, one way to reduce greenhouse gas emissions is to stop discarded materials from being trucked to landfills far away. Is it possible to find a way to manufacture new glass bottles from those consumed in this area? A subcommittee of Albemarle County’s Solid Waste Alternatives Advisory Committee (SWAAC) has been reviewing the financial feasibility of such an idea. “So the operations team is looking into how we can get glass from users to Ivy [Material Utilization Center] where it can be turned into more glass products,” said Jesse Warren is the sustainable program manager at UVA Sustainability and the head of the SWAAC Operations Team. “Ivy MUC is willing to take glass and they’re willing to take it for free.”Warren is referring to a facility owned by the Rivanna Solid Waste Authority built at a now-closed landfill. He led a discussion last Thursday about how beverage producers in the area can come together to discuss ways to haul used glass to that location. The idea of making new bottles locally is more feasible if enough raw material can be brought together. Several industry representatives said they would be willing to do so. Rob Gustafson is the owner and director of operations at Harvest Moon Catering. “A good outcome for us would be figuring out any way we could get rid of our glass without having massive piles of broken disgusting stuff laying around next to our dumpster and ending up in the trash and not in the recycling, unfortunately,” Gustafson said, adding he would be interested in having some way to have glass picked up from catering events. Elizabeth Tuel is with Devil’s Backbone Brewing Company, one of several alcohol-related businesses in Nelson County. “I know there’s a lot of interest just within our business community about glass recycling options,” Tuel said.Kerry Woolard is the general manager of Trump Winery. She said she wanted to know more about what initiatives have been worked in the past and why they stopped.“I recall a time where we did recycle glass and then I recall a time where we used a single-stream recycling and then went away so it feels like we’ve gone backwards a little bit here but I don’t have the context of why or how,” Woolard said. Scott Elliff is with DuCard Winery and he said he’s never had recycling on site in Madison County. “We used to take our bottles down to McIntire Road in the back of my pick-up truck but that’s gotten to be pretty impractical and we’d rather see things go in a much larger basis,” Elliff said. “We’re ready to be do anything anytime on this. By volume it’s by far the biggest part of our overall waste stream.” Scott DeFife is the president of the Glass Packaging Institute. He said there are 45 glass manufacturing facilities scattered across the United States. There is a crusher in Fairfax, and container factories near Williamsburg and Danville. “We have kind of a gap here in this area,” DeFife said. “That doesn’t mean that we can’t make it work right now. It just means that we have to do a little bit of extra work.” DeFife said one solution could be greater use of rail to reduce vehicle miles traveled by hauling trucks. I’ll have more on this discussion coming up in a future story on infocville.com. *In meetings today, the Albemarle Architectural Review Board meets at 1 p.m. and will review the design of a new car wash at the intersection of U.S. 29 and Woodbrook Road at the former Allen, Allen, Allen, and Allen building. (ARB meeting info)Charlottesville City Council meets at 6:30 p.m. and among the items on the agenda is a discussion of unmarked graves at a family cemetery in Pen Park. For David Hurlston curating is both a conceptual and physical process: he's concerned with how viewers move through gallery spaces and how they read artworks. “It's just about making a really tangible and interesting and educative experience, and I think that happens in the real world, in the real space,” he says. Having been a curator at the National Gallery of Victoria for over 25 years, David Hurlston's name is synonymous with the curatorial field of Australian art. While his current role is Senior Curator, Australian Painting, Sculpture and Decorative Arts to 1980, David has worked in a number of curatorial roles at the National Gallery of Victoria including Curator, Australian art exhibitions (2002-2007), Program Coordinator (1999-2002) and Access Gallery Curator (1993-1999). As Hurlston explains in the podcast, curating is centred on collaboration, listening and negotiation: elements which have come into play when curating survey shows on well-known artists including Ron Mueck, David Hockney, Deborah Halpern, Ian Strange and more. Hurlston also discusses the push and pull between entertaining and informing gallery visitors, his childhood experience of regularly visiting NGV, his background as an artist, what curating has meant to him over the years, and what the label of ‘curator of Australian art' signifies today. “Not only is it exhibition making,” says independent curator Andy Butler when talking of his curatorial practice, “I think it's advocacy in a lot of ways for particular artists' practices, for the arts more broadly, for particular ideas that you want to see circulate within the contemporary art world and contemporary art discourse.” Along with being an independent curator, Butler is a Filipino-Australian writer and artist who continuously looks at the dynamics of power, systemic racism and racial hierarchies within a contemporary art context. As Butler explains in the third episode of our Conversations with Curators series, independent curating provides a malleable space for exploring power and racism, allowing him to work closely with artists and to take greater curatorial risks. Although Butler is still in the earlier stages of his curatorial career, he's recently curated a number of exhibitions that have garnered considerable attention including Those Monuments Don't Know us at Bundoora Homestead and Always there and all a part at Melbourne artist-run gallery BLINDSIDE. In the podcast conversation Butler talks about these shows, explaining his impetus to illustrate the complexity of artists and their work, and to focus on having meaningful engagements and discussions on racism and colonialism in both art and life. “At least in the exhibitions I've curated, I've tried to move away from this sense that exhibitions like this are just celebrating diversity — they're actually more about whiteness,” explains Butler. “They're more about structures of power that people from all of these [different] backgrounds are all navigating in these different ways.” See more at Art Guide Australia online: www.artguide.com.au Podcast produced by Tiarney Miekus. This one is not to be missed by creatives and filmmakers out there who are frustrated with the system and need to hear people talking about never taking no for an answer. Jesse and Mark tell stories that neither of them ever heard from each other before, and we get into gritty detail about the way The Bannen Way was conceived, created, packaged, and delivered.
