For nearly a decade, state and local officials disacussed how to avoid fatalities, injuries, and property damage in the Guadalupe River valley in Texas. They failed to secure funds for a public warning siren. The flood killed more than 120 people and at least 160 are missing. Earlier this year, after numerous warnings by inspectors, a levee in Oregon gave way, damaging more than 950 homes, including those of the Burns Paiute Tribe. And on the Navajo Nation, notification was key to helping hundreds of residents evacuate as the Oak Ridge fire consumed more than 11,000 acres. We'll hear about those and emergency plans by some other tribes aimed at keeping threats from becoming human tragedies. The fire that killed 101 people and destroyed much of the town of Lahaina on Maui Island left financial, environmental, and emotional damage in its wake that will require years and significant resources to overcome. Not least on the list is a mountain of toxic burned debris that residents and officials are having trouble finding a suitable place for. Officials are studying whether the charred landscape will harm the delicate coral reef just offshore. The Northern and Western Regional Assembly (NWRA) is urging the government to fast-track the delivery of 13 major infrastructure projects in the Northern and Western Region of Ireland after a new study found that the region is now on par with the least well-off areas of Europe in terms of infrastructure. New research by the NWRA has revealed that investment in transport, health, education, housing and energy infrastructure in the Northern and Western Region is languishing far below that of its counterparts in Ireland and across the continent - with transport infrastructure ranked the 17th worst of 234 European regions. To address these infrastructure deficits, the NWRA believes a policy of "Positive Discrimination" is needed to deliver regional equality across Ireland and to take pressure off an ever-expanding Greater Dublin Area. Such a policy would involve creating a Ministry for "Regional Development", which would have a significant budget for delivering key infrastructure priorities across the regions. Many countries - such as Australia, Canada, Japan, France and Brazil - have created ministerial roles specifically focused on addressing regional development inequities. The organisation's 'Regional Infrastructure Tracker has, for the first time, harnessed data from public and private sources to reveal that, since 2016, the Northern and Western Region of Ireland has received less than 10% of the nationwide total investment in infrastructure projects worth more than €1m, and just 5.7% of investment from infrastructure projects worth more than €20m, despite accounting for 17.6% of Ireland's population. In contrast, the Eastern and Midlands Region of Ireland received 66.5% of investment from projects worth more than €1m, and 75% of those worth more than €20m. As the Eastern and Midlands Region accounts for less than 50% of the population of Ireland, the NWRA believes the figures reveal an obvious bias towards the Greater Dublin Area. The NWRA is one of three regional assemblies in Ireland and represents counties Cavan, Donegal, Monaghan, Leitrim, Sligo, Roscommon, Mayo, and Galway. The Northern and Western Region of Ireland is officially classified as a "Transition Region" as it has a GDP per capita between 75% and 100% of the EU average, the only region in Ireland to hold such a status. However, the NWRA's research has found that, in terms of competitiveness, the Northern and Western Region of Ireland ranks below some regions categorised as "less developed", which are regions with a GDP per capita less than 75% of the EU average. To bridge the growing infrastructure deficit, the NWRA is demanding that the government ringfence more than half of the European Regional Development Fund (ERDF) for the Northern and Western Region of Ireland and prioritise 13 infrastructure projects for the region. These include the delivery of the Donegal T-Ten road projects and the N17 Knock to Collooney Road Scheme, as well as the reopening of the Western Rail Corridor from Athenry to Collooney. The report estimates that the total capital cost of delivering these 13 priority projects would range from €4.8 billion to €6.8 billion, which would deliver transformative benefits in areas of climate action, regional development and the all-island economy, while costing considerably less than the overall cost of the Dublin Metro. The report's other key findings include: The Northern and Western Region ranks 218th out of 234 NUTS 2 regions in terms of transport infrastructure. Its Regional Competitiveness Index score is like 'less developed' regions in Romania, Bulgaria, Greece, Poland, Hungary and Slovakia. Patients presenting at Emergency Departments across the Northern and Western Region of Ireland are waiting longer to be admitted or discharged than the national average, with more than half of attendees at Galway University Hospital (51%) waiting more than 12 hours. Lilian Shulika Tata was born in the Northwest Region of Cameroon, Nso, and a mother of 2 very precious girls who inspired her book “In Mommy's Cloud”. She holds three master's degrees. At last count, the Facebook video had more than 2.1 million views, but at the time of recording, it was at 600,000 views. Keira is a big advocate for Pony Club and is already planning to attend the 2023 USPC Championships East in Eventing. She, Flower, and her scramble team captured first in Dressage in Standard Junior Training Level at the 2022 USPC Championships. Can we fight fire with fire? The American Lung Association has released a report suggesting that this is a healthy way forward, and our Native communities have used ceremonial burns on our lands for generations. I wanted to talk to someone who lives at the intersection of all of this. For this episode, I was honored to be joined by Bodie Shaw. He is a member of the Confederated Tribes of the Warm Springs Indian Reservation, and previously served as the national wildland fire director for the Bureau of Indian Affairs and has worked as the acting Chief of the National Interagency Fire Center in Boise, ID. He is a veteran of the US Air Force, and previously taught at Oregon State University. He has lectured widely on tribal interests as they pertain to natural resource management. In 2008, Shaw was the first to participate in an international exchange program between the U.S. and Australian governments and lived Down Under with his family from August 2008 to March 2009 while developing a new trilateral wildland fire/bushfire agreement between the U.S., Australia and New Zealand. He currently serves as the Bureau of Indian Affairs deputy regional director of Trust Services for the Northwest Region. Coty Raven Morris Coty and I met at an ACDA (American Choral Directors Association) conference and immediately connected. We both were new to the Portland area, but that wasn't why we connected - I'm not sure either of us realized we both lived in Portland when we met in Spokane, Washington. We've become good friends and this episode is two friends having a conversation over lunch (actually it was before lunch). Now, we both serve on the Northwest Region of ACDA board together and we have so much to talk about!! She is currently the Visiting Assistant Professor of Choir, Music Education, and Social Justice at Portland State University.
