Wayne Reichle – who's been in the fishing business his whole life – had never heard of the Chevron doctrine. That's the two-step legal test that courts used for the past 40 years to decide whether a federal agency had the authority to make a regulation. "No idea," said Reichle, president of New Jersey-based Lund's Fisheries. "Myself, and many, many fellow fishermen had no idea what the Chevron doctrine was." That changed after a group of fishermen challenged a federal regulation requiring the herring industry to pay for onboard federal observers. "I think there's quite a few that know what the Chevron doctrine is today," Reichle said. This season on UnCommon Law, we're exploring the limits of agency power. A brief statement from Ingeborg Reichle who has attended to Resonances IV SciArt Summer School at Joint Research Centre in Ispra, Italy. > Ingeborg Reichle, PhD, is an art historian and cultural theorist and currently holds the position of a Senior Fellow at the Institute for Advanced Sustainability Studies (IASS) in Potsdam, Germany, working on the intersection of art, science, and sustainability. In recent years she served as Professor in the Department of Media Theory at the University of Applied Arts in Vienna, Austria, there she also served as founding chair of the Department of Cross-disciplinary Strategies (CDS). Before joining the faculty of the Department of Media Theory as full professor in 2016, she was FONTE professor at Humboldt University Berlin, Germany. In 2004 she gained her PhD from the Humboldt University Berlin with a dissertation about Art in the Age of Techno science (Springer, Vienna, 2009). She is advising a number of art institutions like the Swiss Arts Council Pro Helvetia and serves as a member of the Board of Trustees of the ZKM | Center for Art and Media Karlsruhe, Germany.

Abstract: One of the defining features of sexual reproduction is the recombination events that take place during meiosis I. Recombination is both evolutionarily advantageous, but also mechanistically necessary to form the crossovers that link homologous chromosomes. Meiotic recombination is initiated through the placement of programmed double-strand DNA breaks (DSBs) mediated by the protein Spo11. The timing, number, and physical placement of DSBs are carefully controlled through a variety of protein machinery. Previous work has implicated Mer2(IHO1 in mammals) to be involved in both the placement of breaks, and their timing. In this study we use a combination of protein biochemistry and biophysics to extensively characterise various roles of the Mer2. We gain further insights into the details of Mer2 interaction with the PHD protein Spp1, reveal that Mer2 is a novel nucleosome binder, and suggest how Mer2's interaction with the HORMA domain protein Hop1 (HORMAD1/2 in mammals) is controlled. Lane represent Steven Howards, who was arrested after he told then vice president Cheney that his policies were disgusting.
