Disasters like the wildfires in Southern California have destroyed homes, displaced people, and are costing the country hundreds of billions of dollars to recover. It raises the question: how can we proactively invest to protect our communities from the impacts of extreme weather and natural hazards? Washington State has looked to answer this question through its Climate Commitment Act (CCA). Passed in 2021, it has generated and reinvested $500 million across the state to reduce emissions and leverage technology to mitigate harmful and large-scale wildfires and other disasters. We speak to Joe Nguyen, one of the legislative proponents of the CCA, to discuss the program's impact across Washington State and how other states could adopt similar initiatives to keep their communities safe and resilient.Joe Nguyen is the director of Washington State's Department of Commerce. He was elected to the Washington State Senate in 2019 and was chair of the Environment, Energy, and Technology Committee. Millions of dollars are still available to refund Washington state farmers who have been overcharged for fuel thanks to the state's new carbon pricing scheme. The so-called Climate Commitment Act was supposed to exempt agriculture, and when the state failed to do that, the legislature earmarked $30M to refund farmers and farming truckers. But, as state Department of Licensing official Jennifer Clawson tells Dillon, much of that money has so far gone unclaimed, and she's encouraging farmers to still register for their refunds.

Washington and Oregon voters have already begun casting their ballots in the November general election. In Washington, the statewide contests include races to elect a new governor and attorney general and four ballot measures, including Initiative 2117.  If approved, it would repeal Washington’s landmark law targeting greenhouse gas emissions, the Climate Commitment Act. The law establishes a cap-and-invest program which requires refineries and other large polluters to purchase allowances equal to the carbon emissions they generate, while phasing out emissions by 95% by 2050. More than $2 billion has been raised since the CCA took effect last January to fund programs ranging from making transit free for youth to expanding EV charging infrastructure.   Let’s Go Washington, the group behind I-2117 and the other state measures on the ballot this year, claims the law creates a “hidden gas tax” for consumers and is to blame for the state’s high gas prices. Let’s Go Washington is largely financed by Brian Heywood, a hedge fund manager who has questioned the wisdom of cutting carbon emissions.  Joining us to debate I-2117 are Washington state Senator Joe Nguyen who represents the 34th District and is chair of the Environment, Energy & Technology Committee, and Todd Myers, Vice president of research at the Washington Policy Center.

Launched in 2023 this legislation targets major business emitters, aiming to significantly reduce emissions and align with IPCC and SBTI targets. It has already generated $2 billion for various mitigation projects, including retrofitting buildings and electrifying transportation. Despite its successes, critics, notably the political action committee Let's Go Washington, attribute rising gas prices to the Act, though evidence contradicts this claim. Repealing the Act would not only undermine climate action but also prioritize business interests over community needs, potentially increasing the long-term costs of climate change.

Voters in Washington will soon get their ballots in the mail for the general election, with voting opening on Friday. About half of the statewide races in Washington are open contests this year. That includes the governor’s race where Democratic candidate and Washington state Attorney General Bob Ferguson is facing Dave Reichert, a former U.S. Representative and sheriff of King County. Reichert is emphasizing his law enforcement credentials on the campaign trail, while trying to shore up support among voters who identify as moderates. During the second gubernatorial debate last month, the two candidates clashed over crime and public safety, the state’s abortion protections and education policies.   Four statewide initiatives are also on the Washington ballot this year. They include I-2117 which if passed, would repeal Washington’s landmark Climate Commitment Act. The law, which went into effect last January, establishes a cap-and-invest program that requires refineries and other polluters to pay for their greenhouse gas emissions with a target of phasing them out by 95% by 2050. The CCA has raised $2 billion so far to fund statewide efforts to mitigate climate change, including making free bus rides for youth, issuing $200 utility credits for low and middle-income households, and expanding electric vehicle charging infrastructure. Jeanie Lindsay is the Olympia correspondent for our partner station, KUOW. She joins us to talk about the Washington governor’s race, the initiatives on the ballot and the issues that are top of mind for the state’s voters.

The Climate Commitment Act's focus on environmental justice may be complicating efforts to link Washington state's carbon market with the California-Quebec carbon market, a move supporters say will ensure the durability of the cap-and-trade program in the Evergreen State. California and Quebec have expressed interest in linking to Washington's carbon market. “Linking California's, Quebec's and Washington's carbon markets would enable deeper and faster cuts in climate pollution while creating a more stable, predictable market for all,” said Katelyn Roedner Sutter, the Environmental Defense Fund's California director. “Three major climate leaders joining forces would create a huge momentum boost for climate action.” One factor complicating linkage efforts is the requirement that CCA funding go to individuals from communities facing environmental harm or health impacts and the organizations serving those communities in what is termed “environmental justice.”

This election season we're bringing you conversations on all of the statewide initiatives on this November's ballot -- and this year, many of those initiatives have something to do with Washington's ambitious goals to completely transition off of fossil fuels.  Last week we heard about Initiative 2117, which would repeal a key part of Washington's Climate Commitment Act. Today, we're talking about Initiative 2066. This one's about natural gas. If passed, the measure would repeal parts of a natural gas law passed earlier this year. In a nutshell, the law was designed to push Puget Sound Energy into developing a plan for transitioning away from natural gas.  This is where Initiative 2066 comes into the picture. It's supported by many of the critics of this year's natural gas law – including building and hospitality associations. Simply speaking, the initiative is aimed at guaranteeing utility customers' access to natural gas by repealing certain provisions in this year's earlier natural gas bill, 1589, and changing state building codes. I-2066 would prohibit penalties for using natural gas in construction, limit the ability of building codes to discourage the use of natural gas, and keep utility officials from making planning decisions that make natural gas cost-prohibitive.  Initiative supporters have branded it a “ban” on natural gas bans.  Over the next two days, we'll hear from a supporter of the initiative to repeal provisions in this year's natural gas law…. and an opponent of the initiative.
