Vācijā ir jauna valdība un jauns kanclers - kristīgo demokrātu līderis Frīdrihs Mercs. Tikmēr Rumānijā ir valdības krīze – premjers atkāpās pēc tam, kad uzzināja, ka koalīcijas virzītais prezidenta amata kandidāts nav pat iekļuvis vēlēšanu otrajā kārtā. Vēl lūkojam, kā notiek 9. maija Uzvaras svētku gaidīšana Maskavā. Aktualitātes analizē Ģeopolitikas pētījumu centra vecākais pētnieks Jānis Kažociņš un Latvijas Ārpolitikas institūta pētnieks un LATO valdes loceklis Sandis Šrāders. Vācijas jaunā valdība startē ar aizķeršanos Sarunas par jaunās Vācijas valdības izveidi sākās jau drīz pēc 23. februāra vēlēšanām, un tajās, kā jau tika prognozēts priekšvēlēšanu periodā, piedalījās divi spēki – kristīgie demokrāti un sociāldemokrāti. Šādas t.s. „dižās koalīcijas” jau daudzkārt valdījušas Berlīnē, un lai arī plānotajai koalīcijai Bundestāgā ir vien 52% balsu, citi varianti praktiski netika izskatīti. Kā tika ziņots, galvenie pozīciju saskaņošanas aspekti saistījās ar budžeta, nodokļu un migrācijas jautājumiem. Galu galā 6. maijā jaunais kanclera Frīdriha Merca kabinets tika celts priekšā Bundestāgam, kur piedzīvoja nepatīkamu aizķeršanos: pirmo reizi pēckara Vācijas vēsturē ar koalīcijas līgumu izveidotu valdību neizdevās apstiprināt pirmajā balsošanā. Novērotāji lēš, ka vainīgi esot daži sociāldemokrātu deputāti, kuriem vai nu netīk Mercs kā kanclers, vai arī viņi tika cerējuši uz kādu valdības amatu, bet palikuši bešā. Lielākais opozīcijas spēks – galēji labējā „Alternatīva Vācijai” – tūdaļ sacēla brēku sociālajos medijos par vājo valdību un nepieciešamību rīkot jaunas vēlēšanas. Par laimi divas citas opozīcijas partijas – zaļie un kreisie – uzvedās konstruktīvi, un tas ļāva jau pēc dažām stundām atgriezties pie balsošanas procedūras un šoreiz kanclera Merca kabinetu apstiprināt. Saskaņā ar partiju vienošanos, Kristīgi demokrātiskajai savienībai un tās satelītpartijai Bavārijas Kristīgi sociālajai savienībai valdībā bez kanclera būs vēl desmit ministru vietas, savukārt Sociāldemokrātiskajai partijai – septiņas vietas, tai skaitā vicekanclera postenis. Šo amatu līdz ar finanšu ministra vietu ieņems Sociāldemokrātiskās partijas ģenerālsekretārs Larss Klingbeils. Otrs ietekmīgākais sociāldemokrāts līdzās partijas līderim jaunajā valdībā ir aizsardzības ministrs Boriss Pistoriuss; vienīgais no iepriekšējā kabineta ministriem, kurš saglabājis savu portfeli, un viens no nedaudziem, kuram ir federālās valdības darba pieredze. Bez viņa ar tādu ver lepoties vien divi Kristīgi sociālās savienības ministri – iekšlietu ministrs Aleksandrs Dobrinds un izglītības, pētniecības, tehnoloģiju un astronautikas ministre Doroteja Bēra, kuri savulaik ieņēmuši, attiecīgi, transporta ministra un digitalizācijas valsts ministres amatus Angelas Merkeles valdībās. Runājot par citiem nozīmīgākajiem portfeļiem, ekonomikas un enerģijas jomu vadīs kristīgā demokrāte Katerīna Raihe, savukārt ārlietas uzticētas šīs pašas partijas pārstāvim Johanam Vadefūlam. Vadefūls ilgstoši darbojies Bundestāga Ārlietu komitejā, specializējoties attiecībās ar Tuvo Austrumu valstīm, Krieviju, Ukrainu, Baltkrieviju un Rietumbalkānu valstīm. Viņš pazīstams kā regulārs Krievijas vadoņa Putina kritizētājs un jau labu laiku aizstāv Ukrainas tiesības izmantot Vācijas piegādātos ieročus Krievijas Federācijas teritorijā. Rumānija pielaiko sarkano naģeni Pagājušā gada novembra beigas un decembra sākums Rumānijā bija sen nepieredzētas politiskās intensitātes laiks, kad dažu nedēļu periodā elektorātam bija jāizraugās gan prezidents, gan abu parlamenta palātu deputātu korpuss. Abos gadījumos iezīmējās radikāli labējo un populistisko spēku ietekmes pieaugums. 1. decembrī notikušajās parlamenta vēlēšanās nozīmīgu balsu daļu valdošajai Nacionālajai koalīcijai, kas sastāv no kreisi centriskās Sociāldemokrātiskās partijas un labēji centriskās Nacionālās liberālās partijas, atņēma labējie radikāļi un populisti – Alianse rumāņu vienotībai, „S.O.S. Rumānija” un Jauno cilvēku partija. Ar Rumānijas ungāru demokrātiskās alianses līdzdalību un etnisko minoritāšu deputātu atbalstu izdevās izveidot Nacionālās koalīcijas valdību ar sociāldemokrātu Jonu Marčelu Čolaku priekšgalā. Savukārt 24. novembrī notikušajās prezidenta vēlēšanās labākie panākumi bija neatkarīgajam kandidātam Kelinam Džordžesku, kurš tiek raksturots kā labēji radikāls populists un ultranacionālists ar prokremliskām un pret NATO vērstām nosliecēm. Kad līdz otrajai vēlēšanu kārtai 8. decembrī bija atlikušas pāris dienas, Rumānijas Konstitucionālā tiesa atcēla pirmās kārtas rezultātus, konstatējot nelikumības Džordžesku kampaņā. Pāris mēnešus vēlāk radikālajam kandidātam tika izvirzītas kriminālapsūdzības, tai skaitā antikonstitucionālās darbībās un fašistisku grupējumu atbalstīšanā; dalība atkārtotajās vēlēšanās, kuru pirmā kārta notika 4. maijā, viņam ir liegta. Taču labēji radikālo nišu cīņā par valsts galvas amatu tūdaļ ieņēma nākamais pretendents – partijas Alianse rumāņu vienotībai līderis Džordže Simions. Sevi un savu partiju Simions dēvē par trampistiem, labprāt valkājot arī spilgti sarkanu beisbola cepuri kā šīs orientācijas emblēmu. Viņa līdzšinējā nostāja nav bijusi prokremliska, taču pēdējā laikā viņš izteicies pret militārā atbalsta palielināšanu Ukrainai, pieskaņojoties Donalda Trampa politikas kursam. Acīmredzami lielai daļai Rumānijas sabiedrības ir vēlme pielaikot koši mēļo beisboleni, un svētdienas balsojumā Simions ieguva labāko rezultātu – nepilnu 41% balsu. Divi nākamie pretendenti – neatkarīgais kandidāts, mēreni konservatīvais Bukarestes mērs Nikušors Dans un valdības koalīcijas kandidāts Krins Antonesku saņēma vairāk nekā 20% katrs, pie tam nepilns procents, par kuru Dans pārspēja Antonesku, noteica pie varas esošās koalīcijas izstāšanos no cīņas par valsts galvas amatu. Reaģējot uz to, premjerministrs Čolaku paziņojis par atkāpšanos no amata un sociāldemokrātu aiziešanu no koalīcijas, kura, pēc viņa vārdiem, esot zaudējusi leģitimitāti. Ievērojot spēku samēru esošajā parlamentā, grūti saskatīt kādu alternatīvu līdzšinējai varas koalīcijai. Kremļa svinību nervozais diženums Padomju–vācu  kara noslēguma gadadiena, oficiozajā padomju un mūsdienu Krievijas vēstījumā dēvēta par Uzvaras dienu, ir pašreizējā Kremļa režīma ideoloģiskā patosa koncertēšanas punkts. Pēdējās desmitgadēs tie ir Maskavas galvenie svētki, un jo sevišķi nozīmīgi tad, ja gadskārta apaļa, kā tas ir arī šogad. Īpašu nokrāsu tam visam piešķir arī šī brīža situācija – Krievijas uzsāktais un jau ceturto gadu turpinātais agresijas karš pret kaimiņvalsti Ukrainu. Zīmīga ir leģitīmās Ukrainas valsts varas uzstājīga dēvēšana par nacistisku, gluži tāpat kā Staļingradas vārda piešķiršana Volgogradas starptautiskajai lidostai, tā no jauna ierakstot Krievijas kartēs asinskārā padomju diktatora vārdu. Taču Ukraina pamanījusies manāmi pabojāt gaidāmo svinību spožumu un diženumu. Nu jau krietnu laiku ukraiņu lidroboti demonstrē spēju sasniegt lokācijas dziļi Krievijas iekšienē, vairakkārt sprādzieni skanējuši arī Maskavā un tās pievārtē, tai skaitā pēdējās pāris dienās. Šo uzbrukumu dēļ uz laiku tika slēgtas Maskavas tuvumā esošās lidostas. Kremļa režīmam būtu neiedomājams apkaunojums un trieciens reputācijai, ja kaut kas tāds notiktu 9. maija militārās parādes laikā Sarkanajā laukumā. Šai notikumā paredzēta augstu ārvalstu viesu klātbūtne, tai skaitā tiek cerēts uz Ķīnas valsts un kompartijas vadītāja Sji Dziņpina, Brazīlijas prezidenta Luiza Inasiu Lulas da Silvas un Vjetnamas prezidenta To Lama ierašanos. Mēģinājums nodrošināties pret nelāgiem pārsteigumiem, acīmredzot, ir Kremļa saimnieka piedāvātā trīs dienu uguns pārtraukšana no 8. līdz 10. maijam. Ukraina uz to atbildējusi ar pretpriekšlikumu – trīsdesmit dienu pamieru, kam Krievija nav piekritusi. Tad nu Volodimirs Zelenskis izteicies, ka Ukraina nevar uzņemties atbildību par kara apstākļos Krievijas teritorijā notiekošo un negrasās piedalīties spēlītēs, kam jārada patīkama svētku atmosfēra. Tomēr 6. maijā izdevums „The Washington Post” citējis vārdā nenosauktus Ukrainas bruņoto spēku pārstāvjus, kuri apgalvojuši, ka Kijiva negrasās rīkot kādus uzbrukumus 9. maija svētku parādes laikā, ciktāl tas var izraisīt pārāk niknu Maskavas atriebību un arī sadusmot Vašingtonu. Cita Ukrainas militārpersona izteikusies, ka ap Maskavu tiek koncentrētas pretgaisa aizsardzības sistēmas no visas Krievijas, tāpēc uzbrukumam būtu maz cerību uz efektu. Tikām maskavieši brīdināti svētku laikā neizmantot pirotehniku, piedraudot ar kriminālatbildību. Tāpat viņi brīdināti, ka šais dienās var tikt atslēgti tīmekļa sakari, un zināmi traucējumi jau bijuši vērojami pirmdien. Sagatavoja Eduards Liniņš.

Par poļu režisora Konrāda Šolaiska dokumentālo filmu "Putina spēļlaukums" Kultūras rondo saruna ar režisoru un filmas Latvijas producenti Artu Ģigu. Kāpēc režisors Konrāds Šolaiskis nevienam no filmas varoņiem nesaka: "Tu melo?" Un kāpēc filma joprojām nav parādīta plašākai publikai Polijā? Divi poļu dokumentālisti dodas aizraujošā izmeklēšanas ceļojumā, lai atklātu Kremļa hibrīdkara patieso mērogu Centrālajā un Austrumeiropā. Vai Vladimira Putina mērķis ir tikai Ukraina – vai arī viņš tiešām cenšas atdzīvināt Padomju impēriju? Konrāds Šolaiskis stāsta, ka pēc filmas pirmizrādes Latvijā jautāts ne tikai par pašu filmu, bet arī, ko darīt tālāk, lai situācija mainītos, ko varam mācīties, kā to varam ietekmēt? Viņš arī atzīst, ka filma ir veidota ne tikai, lai skatītos, bet arī lai mudinātu jautāt, ko mēs varam mācīties, lai būtu stiprāki. Režisors neslēpj, ka zinājis, ka iela problēma ir Krievijas ietekmi, bet nebija iedomājies, ka tai ir tik daudz slāņu un tik plaši izplatījusies. Valstīs, kur ir lielāka Krievijas ietekme, cilvēki nevēlējās piedalīties neatkarīgu producentu veidotā filmā. Tā bijis Bulgārijā daudzās vietās un Moldovā.  "Arī Polijā tajā laikā oficiālās iestādes mūs neuztvēra nopietni," bilst Konrāds Šolaiskis. Arta Ģiga stāsta, ka režisoru Konrādu Šolaiski satikās Kannu kino tirgū, režisors bija ienācis Lavijas paviljonā un prasīja, vai kādu producentu neinteresētu sadarbība šāda satura filmas līdzveidošanā.  "Kondrāts iepriekšējās Polijas valdības laikā bija nonācis tādā kā izslēgto sarakstā, tāpēc nav šajā filmā oficiālas Polijas naudas. Tā ir producēta un finansēta no citu valstu naudas. Tas ir īstais Eiropas kopprodukcijas spēks, kas ļauj notikt filmām, kurām nav nacionāla atbalsta, bet kas ir nepieciešamas starptautiski," atzīst Arta Ģiga. Polijā filmu redzējuši tikai nedaudz cilvēku, tā rādīta divos festivālos, kur saņēmusi labas atsauksmes. Taču joprojām filmas veidotāji gaida atbalstu no Polijas filmu institūta un dažām partijām, lai parādītu parlamentā. Filma ir rādītā kinoteātros Čehijā, arī rādīta televīzijā Čehijā, Dānijā un Zviedrijā, bet Polijas televīzjā nav ieinteresēta un tur joprojām nav rādīta. Konrāda Šolaiska dokumentālā filma “Putina spēļlaukums” (Putin's Playground) ir Polijas, Latvijas, Norvēģijas, Vācijas, Bulgārijas un Čehijas kopražojums. Filmā pētīts, kā Krievijas prezidents Putins soli pa solim panācis, ka apdraudēta ir visa Eiropa. Pētot Krievijas slepenās operācijas un informatīvos uzbrukumus, filmas autori apceļo Poliju, Čehiju, Bulgāriju, Moldovu un Latviju, seko pa pēdām GRU aģentiem, kas atbildīgi par sprādzieniem munīcijas noliktavās un slepkavībām ar nervus paralizējošo vielu "Novičok". Dokumentālisti sastopas ar prezidentiem, premjerministriem, ministriem un pat sagūstītu krievu spiegu, atklājot, cik dziļi un sistēmiski draudi ir iesakņojušies mūsu reģionā. Latvijā dokumentālisti tiekas ar eksprezidenti Vairu Vīķi-Freibergu un NATO Stratcom pētnieci Elīnu Langi-Ionatamišvili, kuras skaidro Putina plānu un rīcības modeli. Tālāk dokumentālisti dodas uz Daugavpili, kur tiekas ar prokrieviskiem aktīvistiem, paviesojas partijas "Stabilitātei!" birojā un pēta krievu attieksmi pret karu Ukrainā. Filma atklāj laikmetam būtisku stāstu par drošību, suverenitāti un brīvības cenu. "Putina spēļlaukums" ir izmeklējoša dokumentālā filma, kurā autori paši kļūst par stāsta dalībniekiem, daloties savās emocijās, pieredzē un reakcijās. Filma piedāvā hibrīdu formu – dokumentālu liecību, novērošanu, intervijas, arhīvu materiālus, kas atklāj, kā mūsdienu Eiropā tiek īstenots hibrīdkarš. Filma tapusi ar Nacionālā kino centra atbalstu. Having a ton of maintenance plan clients is awesome - especially for the recurring revenue. But with ongoing support clients come with ongoing support requests.Managing this with a dozen or so clients is pretty easy. And as we all know – not all clients ping you every month with requests.
