It was our gorgeous night last night, absolutely beautiful. The kids were training for football up at the local park, and while I waited to pick up my daughter and grandson, I went for a lovely walk along the estuary – there were Tui and Kereru, families and joggers were out, and it was just glorious. But at the same time, as I was thoroughly appreciating just how lucky we are to have such a gorgeous amenity close by, I was keeping a wary eye out for any off leash dogs, because in our neighbourhood community group there had been a warning about a dangerous dog owner at the local park. And it only takes that one bad apple, doesn't it? To just put a slight tinge on the enjoyment. People who have no business owning dogs, taking them to the local park, completely letting them run wild with no control over them. A woman's dog was attacked and she was bitten badly when she tried to intervene to save the dog. There are far, far more good dog owners. At our local there are dogs of all breeds of all sizes, they all socialise together quite happily and although money might be a little bit tight for some families in our neighbourhood, we are not what you'd call a high socio economic area, we all rub along together. The dogs that I see at the park are always beautifully looked after, glossy coats, great condition, whatever breed they might be. Auckland Council's cracking down on dog owners in a bid to lower a surge in attacks. They prosecuted the owner of a Rottweiler whose teenage son was walking the dog when it mauled a passer-by. The dog owner was very apologetic and the dog was euthanised at the owner's request. Four days later, she offered assistance to the victim immediately, but nonetheless the courts still gave her a 70 hours community service and fined her $500 – which is almost more than you get for taking a life, but there you go. Auckland is taking a tough stance because on the 24/25 financial year alone, nearly 3000 dog attacks and more than 15,000 cases of roaming dogs were reported, and that's an increase from 2020, when there were just under 2000 attacks logged. It's attributed to a surge in dog ownership after the lockdowns, a decline in desexing, and a growing number of unregistered and untrained animals. And it's not just Auckland. I mean, basically pick any area of the country. Last year, locals staged a protest in Kaikohe outside the local council headquarters, demanding tougher action against roaming and dangerous dogs. They wanted to see better conditions in the Council's pounds and a reduced euthanasia. And the demonstration followed a surge in dog attacks across the region, with double the rate of attacks recorded nationwide. Two people were killed by dogs in the space of a year. The message from local authorities is clear. Yet again, it's the dog owners, it generally always is – too many dog owners failing to take responsibility. The Auckland compliance manager said we're seeing a rise in serious attacks and it's clear that many owners do not care and don't believe they should be held responsible. Let us be clear, they will be held responsible. Owning a dog comes with a duty to ensure the safety of the community. If you can't meet that duty, you should not own a dog. Dog owners passionately advocating for an off-leash area have been granted a last minute reprieve, for now. The High Court has granted an interim order allowing dogs to run off-leash in the bowl area of Auckland's popular Monte Cecilia Park. It will continue until a judicial review is heard into a decision by the Puketapapa local board to ban off-leash dogs there as of next Friday. I am of the view that it is time for authorities to start cracking down really hard on bad dog owners. When I was on maternity leave, apart from trying to ignore Donald Trump, I was trying very hard not to read too much news because I was just trying to get away from work a little bit. But there was one story that I saw pop up on the Herald that I actually had to click on. That was the news report about that Katikati dog attack a few weeks ago. That was where the three dogs killed the four year old boy, and all three of those dogs were unregistered. I clicked on that news report because, frankly, dog maulings freak me out at the moment in a way that they never have because it's too close to home. I'm constantly trying to keep my 3 year old boy away from dogs that look like they're grumpy, including just yesterday at our local park because they're everywhere now. I've certainly noticed because I've started to see a pattern here that we've had a spate of more maulings in the last couple of years. We very clearly have a massive dog issue on our hands. Not only dogs that are mauling, but dogs that are roaming, and dogs that are unregistered. And I am not seeing a corresponding urgency from authorities to deal with this particular issue. We've had the announcement today that the government's going to crack down on owners that tether their dogs too long, but I still feel like it's a bit wet bus ticketey, isn't it? What's the punishment for them if they tether their dogs too long? Oh, a fine. Just a fine. And at what level do they get cracked down on? Well, quite clear dog abuse is what it takes to get a crackdown. It is like the worst extremes of what you would see with dogs that cop a fine. I don't think that's good enough. Sure, at the local government level, you've got councils like Auckland Council, currently having a crackdown on unregistered dog owners and warning them that they're on their absolute last legs and they've got to register their dogs. But the punishment for failing to do so after repeated warnings remains pretty lame. It's a fine, or it's going to court. They get to keep the dog. I would not be that lenient if I was in charge of the situation. I would just be turning up and saying you had 28 days to register your dog, you didn't register your dog, the dog's coming with me, and I put the dog down. It's as simple as that. Because as the council says there is a link between unregistered dogs and dogs that end up roaming and dogs that attack people. I think we are well past the point where we need to get tough on these dogs. Sure, the dog owner's not going to be stoked about it. They're not going to be happy. They've got a dead dog. But that's a better outcome, I would say, than having a dead kid, don't you think? My patience with these dogs ran out a long time ago and these owners in particular. I, for one, want to see a hard crackdown. I don't know how many more incidents like the one in Katikati we have to have before we start taking this problem with our dogs seriously. The Government is cracking down on dog owners tying up pets for long periods. SPCA and MPI Animal Welfare inspectors can now issue fines over dogs found tethered in poor conditions and displaying signs of frustration like excessive barking. Practical exemptions are included for farm dogs. Associate Agriculture Minister Andrew Hoggard says there was a 'gaping hole' impacting animal welfare inspectors' ability to handle people who mistreat their dogs. "They could either just offer advice or go the whole hog and take people to court - this is about having a middle step in there and hopefully preventing people from going to court and the rest of the rigmarole that goes with it." Hamilton City Council animal control said litters of dogs are being handed over to their care, including 100 puppies younger than four weeks old in the first three months of the year. The puppies require intensive care and animal control says fewer people leaving them with no choice but to euthanise dozens of dogs. The Auckland Council proposal would see some off lead parks become on leash only, as well as further restrictions on dogs running free at some beaches. It wants to improve safety and protect wildlife. But the move's created a divide, Madills farm in Orakei is a popular reserve just blocks back from the beach, the former dairy farm has a network of paths around sports fields, and currently has a significant off leash dog area. But its one of the parks ear marked for changes. Dog owner Claudia Elze is among those fighting the plan, she spoke to Lisa Owen.
