On today's episode, we sat down with Mara Cecelia Ostfeld, an associate research scientist and the research director at the University of Michigan's Center for Racial Justice at the Ford School of Public Policy. Mara helped us better recognize the attitudes of Michiganders across the Detroit Metro area relative to immigration. Ostfeld and other researchers focused their survey on Detroit, Flint, Grand Rapids, and Ypsilanti. Across those populations, residents were asked, "Do you think it should be easier or harder for foreigners to immigrate to the U.S. legally?" Then, Michigan Public's own Steve Carmody, in part inspired by Mara Cecelia Ostfeld's study, spoke to residents from other cities and counties including Van Buren County Sheriff Daniel Abbott. Abbott desires a President who will reduce the flow of immigrants moving in from the Southern border. In other areas, like sections of Detroit and Pontiac, some Black Republicans, like Pastor Lorenzo Sewell, maintain that "Young Black men are saying right now that they feel that people who are illegally coming into this country are getting treated better than they are.” Altogether, the topic of immigration looks to be a key factor in attracting voters in the upcoming election. Former President Trump and Vice President Harris each have a plan for solving what many identify as a problem with immigration. Those solutions tend toward mass deportation on the one hand and the creation of earned citizenship pathways on the other. Then look no further, because JVN went to the heart of the matter in 2024 swing state, Michigan, at the University of Michigan Ford School of Public Policy. JVN got to talk to returning guest and Getting Curious MVP, Dean Celeste Watkins-Hayes, Political Science Professor (and Icon) Jenna Bednar, as well as two student leaders from the non-partisan voting organization Turn Up Turnout (TUT). TUT's Co-Presidents, Hillary Poudeu-Tchokothe and Maurielle Courtois, break down what TUT's mission is on the University of Michigan campus, and how the university supports student voting efforts. Celeste Watkins-Hayes is the Joan and Sanford Weill Dean of Public Policy at the University of Michigan's Gerald R. Ford School of Public Policy and founding director of the school's Center for Racial Justice. Watkins-Hayes is also the Jean E. Fairfax Collegiate Professor of Public Policy, University Diversity and Social Transformation Professor, professor of sociology, and an Anti-Racism Collaborative research and community impact fellow.  Jenna Bednar is Professor of Political Science and Public Policy and serves in the provost's office as the inaugural faculty director of UMICH Votes and Democratic Engagement.  She leads the campus's voting infrastructure and is co-chair of the Year of Democracy and Civic Engagement, a campus-wide collaborative effort to elevate democracy-related research, curriculum, and engagement as part of the launch of the university's next capital campaign. Professor Bednar's research focuses on how collective action builds social goods and the role that institutions play in making that collaboration possible. The United States of America's government faces a funding deadline of November 17th of this year to pass a full budget or a continuing resolution, or shut down non-essential operations. In what has seemingly become a yearly tradition, the two Parties cannot come together on a number of issues and have missed their self imposed deadline to fund the government once already. On top of this, the House of Representatives spent three critical weeks trying to find a new Speaker of the House, delaying important conversations on creating agreement on how to move a budget forward. Of course, there are a wide range of important impacts that come from a government shutdown, which are well documented by the media. However, not many understand the impacts that these potential shutdowns, as well as wider governmental disfunction, have on the US' ability to project its power and influence abroad. In this episode, we talk with Liz Schrayer, President and CEO of the US Global Leadership Coalition, a broad-based coalition of over 500 businesses and NGOs that advocates for strong U.S. global leadership through development and diplomacy. She outlines for us the problems that these self inflicted issues raise for the United State's global leadership, foreign policy goals, and national security interest. From allowing our adversaries to claim democracy doesn't work, to distracting the government from important global issues, it is important that the government continues its regular functions, and remains focused on its important interests at home and abroad. The Rare Disease Advisory Council, (RDAC) has passed in at least 25 states so far.  This is a bi-partisan effort to give voice to people and their families who are living with a rare disease.  We're talking about 7 thousand plus rare diseases, which include cystic fibrosis. The RDAC would be housed in Michigan Department of Health and Human Services. The Bonnell Foundation, along with MichBio, National Organization of Rare Disorders, RDII and a coalition of rare disease advocates (in Michigan)  have been working to get the RDAC passed for years.  A broad overview: In 2020 the RDAC began as Bill 5465, and didn't make it very far.  Then in 2021 the coalition, The Bonnell Foundation, RDII, NORD and Dr. Rapundalo of MichBio our bill sponsor, Representative Cara Clemente, attempted to get Bill 4654 passed, but it didn't make it through the Senate Health Policy Committee due in part to some misunderstanding about the RDAC.  Our thanks to Rep. Clemente for getting us started. The bipartisan bill, 4167, got new life when Rep. Jason Morgan became the bill's sponsor. A first time Representative, Jason Morgan has come with enthusiasm, knowledge, and his personal story of life with Becker's Muscular Dystrophy. We're very hopeful this bill will pass the Senate Health Policy committee in the Fall, continue to the entire Senate, and get to the Governor's desk to be signed. The appropriation for this bill is $200,000.RDAC will simply give us a voice. I work mainly on American environmental policy design, evaluation, and implementation. This line of research includes explorations of public vs. private utility management, and regulatory implementation as a matter of environmental justice. On the public management side, my work emphasizes professional labor markets as and predictors of innovation and organizational performance. My book 2011 book Bureaucratic Ambition (Johns Hopkins University Press), argues that career concerns shape organizational innovation and democratic governance. My 2022 book The Profits of Distrust (with Samantha Zuhlke & David Switzer, Cambridge University Press) links the meteoric rise of the commercial drinking water industry to distrust in government and a broader withdrawal from civic life. This episode takes us back in time to September 2018 for a talk from our Acton Lecture Series.Students of 20th century American history know of the importance of the Marshall Plan to the effort to rebuild Europe after World War II, as well as the leading role taken by the United States in building international institutions and alliances that would be central to maintaining peace and checking the expansionist desires of the communist world. What you may not know is that a central figure in the creation of those institutions was a United States Senator from Michigan who, prior to the war, had been a leader of the isolationist faction in Congress. The story of how Arthur Vandenberg came to be one of the founders of modern American foreign policy is recounted in the book Arthur Vandenberg: The Man in the Middle of the American Century, from Hank Meijer.Hank Meijer is co-chairman and CEO of Meijer, Inc. in Grand Rapids and vice-chairman of the Gerald R. Ford Presidential Foundation. He serves on the executive committee of the Food Marketing Institute and is a trustee of the National Constitution Center and The Henry Ford. Our conversation highlights the complexities of racial equity work and the realization that it is lifelong and takes dedication, commitment, and a willingness to be wrong while growing along the way.Meet Ali Webb:Dr. Ali Webb's first job out of college was as a reporter for a small newspaper in Texas. Her second job, however, was press secretary to the Mayor of Los Angeles, Tom Bradley, for seven years. Ali was the first female and youngest person to ever hold the position of press secretary in Los Angeles.She was appointed by President Bill Clinton to head Communications at the United States Department of Agriculture. She was also Communications Director for The Nature Conservancy and political director for the League of Conservation Voters.For 19 years, she worked at the W. K. Kellogg Foundation, one of the largest U.S. charitable foundations. Her last role was as Director of Michigan Programming, leading a team of 15 people and an annual grantmaking budget of $65 million. She now leads Ali Webb Strategies where she advises leaders and advances strategies that help organizations bridge the gap between expectations and outcomes, using a racial equity lens.Ali currently teaches at the Ford School of Public Policy at the University of Michigan and in the Nonprofit Management program at Columbia's School of Professional Studies. She received her BA in journalism from Stanford University and her MPA from the Kennedy School of Government at Harvard University. In 2005, she earned her PhD in mass media from Michigan State University. In today's second hour, Dom welcomes Dr. Elana Fishbein, Founder and President of No Left Turn in Education, back to the Dom Giordano Program. This week, No Left Turn in Education made news after uncovering a controversial email exchange between a teacher and counselor at the Charles F. Patton Middle School in the Unionville-Chadds Ford School District, with the counselor telling a teacher about a student's preferred pronouns, also writing that it may be best to hide this from the student's parents. Giordano tells that this is one of many instances of this mindset of hiding gender ideology from parents, with Dr. Fishbein telling how deep this goes. In addition, the counselor and teacher agree to encourage the student, who came out as ‘pansexual' during a recent assignment, to launch a Middle School version of Unionville High School's ‘Gender Sexuality Alliance' club.
