The Dingell-Johnson Act: A Pillar of American Wildlife Conservation Introduction The Dingell-Johnson Act, officially known as the Federal Aid in Sport Fish Restoration Act, is a cornerstone of wildlife conservation in the United States. Enacted in 1950, this legislation has played a crucial role in the management and preservation of fish and aquatic resources. Here we explore the history of the Dingell-Johnson Act, its purpose, and the mechanisms by which it funds wildlife conservation. Historical Context The mid-20th century was a period of significant environmental awareness and legislative action in the United States. Following the success of the Pittman-Robertson Act of 1937, which provided federal aid for wildlife restoration projects, there was a growing recognition of the need to address the conservation of aquatic resources. The Dingell-Johnson Act was introduced to extend similar support to fisheries and aquatic habitats. Named after its primary sponsors, Congressman John Dingell of Michigan and Senator Edwin Johnson of Colorado, the act was signed into law by President Harry S. Truman on August 9, 1950. The legislation aimed to create a dedicated funding source for state-level fishery management and conservation projects, ensuring the sustainable use of America's aquatic resources. Purpose and Provisions The primary goal of the Dingell-Johnson Act is to restore and manage fish populations and aquatic habitats for the benefit of both recreational anglers and the general public. The act provides federal grants to state fish and wildlife agencies for various projects, including efforts to improve and restore aquatic habitats, stocking public waters with fish to enhance recreational fishing, conducting scientific research and surveys to better understand fish populations and ecosystems, enhancing public access to fishing waters through the development of infrastructure such as boat ramps and piers, and promoting conservation education and outreach programs to foster public awareness and support for fishery conservation. Funding Mechanism The Dingell-Johnson Act is funded through a unique and sustainable mechanism that relies on excise taxes on fishing equipment and motorboat fuels. Specifically, the act imposes a federal excise tax on items such as fishing rods, reels, tackle boxes, and other related equipment. Additionally, a portion of the federal fuel tax paid by motorboat users is allocated to the fund. The revenues generated from these taxes are collected by the federal government and deposited into the Sport Fish Restoration and Boating Trust Fund. The funds are then apportioned to states based on a formula that considers the number of licensed anglers and the state's land and water area. States must match a portion of the federal funds with their own contributions, typically derived from fishing license fees. Impact on Wildlife Conservation The Dingell-Johnson Act has had a profound impact on wildlife conservation and fisheries management in the United States. Since its enactment, the act has provided billions of dollars in funding for state-level projects. These funds have been instrumental in restoring fish habitats, enhancing recreational fishing opportunities, and conducting vital research. One of the significant achievements of the Dingell-Johnson Act is the successful recovery of many fish species that were once threatened or endangered. For example, the restoration of habitats and careful management practices have led to the resurgence of species such as the striped bass, walleye, and various trout species. Additionally, the act has facilitated the creation and maintenance of numerous public access points, making fishing more accessible to the public and supporting the economic benefits associated with recreational fishing. Moreover, the Dingell-Johnson Act has fostered a strong partnership between federal and state agencies, conservation organizations, and the angling community. This collaborative approach has been essential in addressing complex conservation challenges and ensuring the sustainable management of aquatic resources. Conclusion The Dingell-Johnson Act stands as a testament to the United States' commitment to wildlife conservation and the sustainable use of natural resources. By providing a dedicated and sustainable funding source for fisheries management and conservation projects, the act has made significant contributions to the health and vitality of America's aquatic ecosystems. As we look to the future, the principles and mechanisms established by the Dingell-Johnson Act will continue to play a vital role in preserving the nation's fish and wildlife heritage for generations to come.

The Rare Disease Advisory Council, (RDAC) has passed in at least 25 states so far.  This is a bi-partisan effort to give voice to people and their families who are living with a rare disease.  We're talking about 7 thousand plus rare diseases, which include cystic fibrosis. The RDAC would be housed in Michigan Department of Health and Human Services. The Bonnell Foundation, along with MichBio, National Organization of Rare Disorders, RDII and a coalition of rare disease advocates (in Michigan)  have been working to get the RDAC passed for years.  A broad overview: In 2020 the RDAC began as Bill 5465, and didn't make it very far.  Then in 2021 the coalition, The Bonnell Foundation, RDII, NORD and Dr. Rapundalo of MichBio our bill sponsor, Representative Cara Clemente, attempted to get Bill 4654 passed, but it didn't make it through the Senate Health Policy Committee due in part to some misunderstanding about the RDAC.  Our thanks to Rep. Clemente for getting us started. The bipartisan bill, 4167, got new life when Rep. Jason Morgan became the bill's sponsor. A first time Representative, Jason Morgan has come with enthusiasm, knowledge, and his personal story of life with Becker's Muscular Dystrophy. We're very hopeful this bill will pass the Senate Health Policy committee in the Fall, continue to the entire Senate, and get to the Governor's desk to be signed. The appropriation for this bill is $200,000.RDAC will simply give us a voice. It will include 21 people who represent the insurance companies, pharma, social workers, doctors, patients, nonprofits, geneticists, nurses, and the bio industry. We encourage you to contact your members in the Senate (on the Senate Health Policy Committee) and encourage them to pass this bill. Contact members of the Senate Health Policy Committee: https://committees.senate.michigan.gov/details?com=HLTHP&sessionId=15To contact Rep. This week, Daniel Howes says Detroit’s auto industry has lost the best friend in Washington it probably ever had. Congressman John Dingell served in the House of Representatives for 60 years, the longest tenure in American history. He died at 92, but he never forgot where he came from, who his people were, or what industry defined his corner of the country. A friend of Detroit’s automakers, their union members? You bet, and left-wing members of his own Democratic party hated him for it.

Dingell, a Dearborn Democrat, was the longest-serving member of the U.S. House, having served for 59 years when he stepped down at the end of 2014. And he left a huge impression on generations of Detroiters. Elsewhere, we delve into sportsball. Forbes says the Detroit Pistons fall one ranking to No. 26 for most valuable NBA teams (out of 30), despite increasing 15 percent to $1.27 billion. And Detroit City FC has released its schedule for the 2019 NPSL regular-season campaign, though it will release its schedule for its inaugural NPSL Founders Cup professional campaign, and four exhibition friendlies, at a later date. Also: The city of Detroit has an improved credit rating from Standards & Poor’s, meaning it will cost less for borrowing money City officials in Royal Oak may have to eat an additional $877,000 in costs for a new parking deck under construction Summit Place Mall in Waterford has a date with the wrecking ball, at long last Comcast will begin airing Detroit Symphony Orchestra concerts this season Lyft has released the top restaurants, venues and cities for Valentine’s Day in Detroit, using data from 2018 Detroit is once again on a list of most-unhealthy U.S. cities, and we discuss a few reasons why Thanks as always for listening. THE HOME FOR PROGRESSIVE POLITICS This Week’s Discussion: Trump finally gets his moment in the sun, why he agreed to reopen the government. The media and the left are so desperate for signs of a functioning presidency that we look for unity and bipartisanship where none exists. Trump, instead, demonstrates that he is only the president of his base, and will be happy to rip this country apart in order to keep it, in a State of the Union address designed to incite the right. We discuss what former congressman John Dingell, who just passed away, teaches us about GOP lies and manipulation.   *Also available on Spotify, iTunes, and Stitcher-Please SUBSCRIBE   THE HOME FOR PROGRESSIVE POLITICS Forward Nation Radio with Professor David Leventhal    If you love what you heard, Like Us and share on Facebook - Instagram - Twitter

"I'm glad they believe that Lindsey Graham is not their friend," Senator Lindsey Graham (R-S.C.) told Fox New's Chris Wallace on Fox News Sunday, "It would bother me a lot if they did. So, if I were president of the United States and these people showed sympathy toward me and my agenda, it would bother me." Senator Graham condemned the neo-Nazi, KKK and alt-right groups rallying in Charlottesville over the weekend and President Trump for refusing to explicitly denounce these white supremacist groups. The president ended up condemning the groups today, but the damage was done. Michael Steele and Rick Ungar wonder how the GOP will react to this seminal moment in the face of the president's lack of moral leadership.
