Ever since the pandemic-related school closures began, and kids were being sent home to do their work, the topic of Critical Race Theory being injected into our education system has been of critical importance to parents. That's because, upon seeing their children's curriculum, many parents were shocked at what was being taught. However, how did we get to the point wherein school systems are overtly trying to “dismantle whiteness” or teaching kids that “Math is racist”? How did vouchers and charter schools become key elements in the education reform agenda in the United States? My guest today, Professor of Education Policy at the University of Illinois, Chris Lubienski, speaks about the rise of policy orchestration among a network of private and non-profit actors and what this means for democratic decision making. Big philanthropy can contribute to a democratic society by addressing problems that neither government nor the private sector will take on. Yet philanthropic institutions and foundations are institutional oddities within a democracy: exercises of power by the wealthy with little accountability, donor-directed preferences in perpetuity, and generous tax subsidies. What, if anything, confers democratic legitimacy on foundations? Might foundations be a threat to democratic governance? Or are there modes of operation that illustrate how foundations can support democracy? Stanford political scientist Rob Reich challenges us to consider the role of philanthropy in democratic society. How did vouchers and charter schools become key elements in the education reform agenda in the United States? My guest today, Professor of Education Policy at the University of Illinois, Chris Lubienski, speaks about the rise of policy orchestration among a network of private and non-profit actors and what this means for democratic decision making. His research shows how Philanthropic Foundations, such as the Gates and Walton Family Foundations, and think tanks, such as the Brookings Institute and RAND corporation, have come to promote a common agenda that has helped propel vouchers and charters into the national spotlight. The end of official development assistance (ODA) has been confidently predicted for decades. But a funny thing happened at the end of the 90s. A set of development targets identified by the OECD mutated into the Millennium Development Goals and political momentum returned to the aid effort. Annual ODA rose by two-thirds in the decade leading up to 2010. But the knives are out again in finance departments around the world, and critics charge that ODA measurements are inflated in any case. Will ODA always be with us? Simon Scott heads the Statistics and Monitoring Division of the OECD’s Development Cooperation Directorate. He oversees the collection and analysis of data on flows of ODA and other resources, and advises the OECD’s Development Assistance Committee on ‘performance against its members’ ODA volume commitments’, trends in financing for development and questions relating to the scope and limits of the concept of ODA. Before joining the OECD in 1993, he worked for AusAID for 14 years. He is the author of Philanthropic Foundations and Development Co-operation and Measuring Aid: 50 years of DAC statistics, and co-author of Innovative Financing to Fund Development.
