As South Africans contend with power cuts on Monday owing to insufficient energy generation capacity by Eskom, the Democratic Alliance (DA) wants government to open up the market to allow the participation of small, medium-sized and microenterprises (SMMEs) in the renewable energy sector. The party pointed out that South Africa was experiencing unprecedented levels of power cuts this year, with no sign of an immediate end to the supply challenges faced by Eskom, which was also seeking a 32% tariff increase from the National Energy Regulator of South Africa. “Meanwhile, the damage to the economy, particularly small enterprises, has been immediate and enormous. Broad economic cost due to daily disruptions includes significant losses in production, investments, large scale de-industrialisation, greater unemployment and declining livelihoods. The country's unstable power supply further undermines the government's so-called plan of encouraging digital innovations among small and micro-entrepreneurs,” the DA said. The party believed that SMMEs could play a significant role in solving South Africa's power crisis by being allowed to take part in small-scale energy generation (SSEG) activities. The DA added that the ongoing electricity crisis posed the single biggest existential threat to any business in the SMME sector. “It is, therefore, unconscionable that the Minister of Small Business Development Stella Ndabeni-Abrahams is not actively working to promote increased SMME participation in the renewable energy sector,” it said. The party explained that SSEG would provide the opportunity for traditional electricity consumers to be transformed into “prosumers”, by allowing small businesses to become active contributors to the supply of electricity while generating employment and economic output throughout the energy supply chain. The DA blamed the African National Congress (ANC) for the power supply crisis, saying it was a direct consequence of the ANC's “hostile State interventionist and race-based policy approach” to the energy solution, which it believed incentivised corruption on an industrial scale.

Government officials responsible for the billions of rands worth of late and non-payment of invoices by national and provincial departments need to be monitored and punished, National Treasury said on Monday. It said that while there was an improvement in terms of the number of invoices older than 30 days there were not paid at the end of the 2021/22 financial year, there was still "a noticeable regression" in the number of invoices that were paid by national departments after 30 days. Businesses supplying to government, especially small, medium and micro-enterprises (SMMEs), have had to contend with the late payment of invoices for years, exposing them to significant risks, such as losing out on much-needed income, debt, and even closure. National Treasury said payment of invoices within 30 days should be included in the performance agreements of accounting officers, chief financial officers, and other relevant officials. "Disciplinary action should be taken against officials who fail to comply with the requirements to pay invoices within 30 days and who undermine the systems of internal control be taken," Treasury said. It said accounting officers should ensure that the information to the relevant treasury is signed off and submitted within the timeframes stipulated in the National Treasury instruction note. Treasury said the topic of payment of suppliers within 30 days must be "a standing agenda item at all executive committee meetings of all provincial and national government departments". "To ensure that supplier operations continue without strain and financial difficulties, government institutions are urged to pay their suppliers on time and not contribute to the dire effects of the pandemic that has already put a strain on the financial sustainability of SMMEs," Treasury said.

Public Service Commission (PSC) compliance reports continue to raise the alarm about national and provincial government departments' slow adherence to a 30-day supplier payment policy. On Tuesday, the PSC said that although there were improvements in some government departments, the issue remained a concern. Late payment has a dire impact on the survival of suppliers, PSC commissioner Michael Seloane said. "Unpaid invoices have the potential of destabilising any business, especially the SMMEs whose lifeblood is the sufficient availability of cash flow, which ultimately impact negatively on government's initiative of achieving its job creation and economic growth outcomes," Seloane added. Nationally, the Department of Public Works and Infrastructure showed significant improvement in dealing with outstanding invoices monthly from July to September. The department recorded 11 outstanding invoices in July at a cost of R 307 124. In September, the number declined to two unpaid invoices worth R55 767. The Department of Mineral Resources and Energy showed improvement from 13 invoices in July, valued at R 12 737 900. In September, the department had only 7 outstanding invoices at the cost of R 7 489 310. Government departments are required to submit payment reports to National Treasury. Still, the Departments of Traditional Affairs, Correctional Services, and Justice and Constitutional Development failed to submit reports for the September period. Provincial non-compliance Gauteng, the Eastern Cape and the North West have reported a high number of unpaid invoices. "As at the end of September 2021, the Eastern Cape recorded 4 648 invoices with a related cost of R 2 280 024 142, compared to 8 057 invoices with a related cost of R 2 228 122 449. For Gauteng, 4 855 invoices with a related cost of R 1 044 398 803 were recorded at the end of September 2021, compared to 1 677 invoices with a related cost of R 790 771 938 at the end of June 2021. "The North West recorded 4 340 invoices with a related cost of R 266 912 565 at the end of September 2021, compared to 5 527 invoices with a related cost of R 456 021 865 at the end of June 2021," Seloane said. Mpumalanga failed to report for August and September, and the Western Cape did not report for September. Seloane said the commission might have to apply stricter measures to improve compliance with Public Finance Management Act. He pointed to the delay in the tabling of the Public Procurement Bill, which has yet to be presented to Cabinet and aims to professionalise supply chain management in the government. It was earmarked for presentation by December 2021. The new deadline is 2022/23, Seloane said.

In March 2020, some of South Africa's richest families announced they will be donating R1bn each to help people affected by the fallout from the Covid-19 pandemic. It included Johann Rupert, Patrice Motsepe and Nicky Oppenheimer with Mary Oppenheimer and her daughters adding another R1bn. In October 2020, in an interview with BizNews, Jonathan Oppenheimer described the decision to channel the money into a trust, the South African Future Trust, which would support SMMEs as an “aha” moment for the family. He said it took just eight days to set up the trust with money flowing to beneficiaries a week later. The head of the South African Future Trust, Bridget Fury, told BizNews the small businesses they supported have proven to be extraordinarily resilient despite another shock in the form of  the July riots. – Linda van Tilburg

The sit-down restaurant industry is urging the government to reconsider its blanket ban on the industry outside of take-aways, which has its own business model challenges. The industry says the broad approach of the current adjusted Level 4 lockdown restrictions that lumps together sit-down restaurants, take-aways, bars, taverns and other eateries, reveals a simple lack of understanding of the operations of each sector and how to best serve and protect the people and the jobs in those sectors. While announcing the Economic Reconstruction and Recovery Plan, President Cyril Ramaphosa said the era of big corporates creating thousands of jobs had passed. There is a greater move to recognise the need to open opportunities to entrepreneurs. The President said while 98% of formal businesses are Small Medium to Micro Enterprises (SMMEs), they make up a far smaller contribution to employment and the country's GDP. To achieve the goal of the National Development Plan for SMMEs to create at least 90% of the targeted 11 million new jobs by 2030, the country needs to pay far closer attention to developing small businesses. Work on the R3.4-billion Tshwane Automotive Special Economic Zone (TASEZ) is forging ahead following delays owing to the Covid-19 pandemic, with clearing of the site, groundworks and the installation of bulk infrastructure underway. The public-private partnership (PPP), located next to the Ford Motor Company of Southern Africa’s (FMCSA’s) assembly plant in Silverton, was officially launched in November. A key milestone in the formation of TASEZ was the establishment of the board in March this year. The board comprises representatives from all three spheres of government, along with two senior executives from FMCSA, namely Operations VP Ockert Berry and FMCSA Africa government affair executive director Dhiren Vanmali. Ford also holds a key position in the technical steering committee that is leading the implementation of the project. “The unexpected Covid-19 lockdown unfortunately delayed the [TASEZ] project by several months, and also impacted the disbursement of the initial funds for clearing of the site and the commencement of the bulk infrastructure implementation,” says Berry. “However, extensive design work was done in the interim, and the construction teams were on-site from the beginning of August, with significant earthworks already completed over the past month.” By the end of August, more than 95 000 m2 of the main site adjacent to Ford’s Silverton assembly plant had been cleared, with more than 10 500 m3 of top soil hauled or stockpiled for construction. “The TASEZ board developed a comprehensive recovery plan with all key stakeholders to ensure that the project meets the targeted deadlines for the bulk infrastructure to be completed and the top structures to be built,” Berry adds. “We are confident that most of our suppliers will be able to take occupation of their facilities as planned during the first half of 2021, thanks to the commitment of the appointed contractors.” TASEZ has seen keen interest from Ford’s suppliers, says Vanmali. “We announced last year that we had expressions of interest from nine supplier companies,” he says. “We currently have 12 suppliers that have committed to setting up operations within the SEZ with an anticipated investment of more than R4.3-billion in the economy, and another ten have shown keen interest. “Accordingly, the team is already hard at work on the next phases of the project beyond the initial 81 ha site.” Once completed, the SEZ will span 204 ha of land currently owned by the City of Tshwane. With the economic empowerment of local communities being one of the overarching principles of TASEZ, the board has established a community engagement framework to drive this process. “Employment, skills development and creating opportunities for individuals, as well as for small, medium-sized and microenterprises (SMMEs) from the surrounding areas, are fundamental to the TASEZ, and are integral to Ford’s commitment to empowering South Africans,” says Vanmali. An online TASEZ SMME portal has been created specifically with this goal in mind, allowing SMMEs to register and tender for various elements of the construction work. A jobs portal has also been added for individuals wishing to apply for career opportunities. A TASEZ company has been established as the operating company for the SEZ, and is supported by the Coega Development Corporation. It is estimated that TASEZ will create more than 8 700 jobs during construction of the first phase of the project, followed by around 2 100 permanent jobs when the zone becomes operational.

President Cyril Ramaphosa imposed a 21-day lockdown from March 26, that was later extended to the end of April. This prompted property owners and tenants to work together, under government guidelines, to defer rent payments and find other solutions that allow shops, businesses and landlords to ride out the shutdown, which was partially lifted on May 1. A halt in payments, however, has raised questions over whether landlords will be able to meet their own debt commitments. TechCentral — In this promoted episode of the TechCentral podcast, Duncan McLeod interviews Axiz chief technology officer Jacques Malherbe on how the ICT distribution industry is changing significantly. Driven by the growth of cloud computing, digital transformation and a less comprehensive role being played by original equipment manufacturers, the relationship between these vendors, their distributors and resellers is being shaken up radically. In the podcast, Malherbe explains how all the big vendors globally are changing their business approach -- from one where there were “super active” in the entire value chain to one where they are shrinking into their core businesses, in the process moving a lot of their activities to distribution partners. They are asking distribution to do market-making, to have enablement technical resources and provide other support services. At the same time, corporate customers are shrinking their IT departments. All of this has a big impact on the profit margins for distributors, as vendors shed their service offerings. It also affects how and where distributors must invest. This has drastic implications not only for the IT distribution channel but for the broader IT ecosystem in South Africa. In the South African context, government is shifting spend from the big systems integrators into the small, medium and micro enterprise segment, leading to a big shift in the sector. Malherbe explains how Axiz hopes to help SMMEs participate in the market more actively and meaningfully.
